The purpose of this procedure is to provide a planned and coordinated strategy for all personnel of
the organization in the event of an emergency situation inside and outside the facility. The strategy
outlined here is an emergency response plan for incidents for coordinating and cooperating with the
emergency services and customers.
2.0 SCOPE
3.6 Incident – Occurrence arising out of, or in the course of, work that could or does result in
injury or ill health.
3.7 Road Traffic Incident - Occurrence arising from a failure of component or external
contributing factors of the road traffic system.
5.0 RESPONSIBILITY
Group HSEQ Officer is accountable for the effective implementation of this ERP Procedure in the
identified emergency situations. He is responsible for reviewing and updating the procedure on
periodically to include all the lessons learned from the previous incidents, changes in the regulations
and customer requirements.
6.0 PROCEDURE
This ERP prepared for the unexpected scenarios by identifying response mechanisms to a variety of
potential crises arising from the transport of products. It outlines the necessary resources, personnel
and logistics which allow for a prompt, coordinated and rational approach to a transport incident.
The plan contains sufficient detail to enable those involved in the response to effectively carry out
their duties.
The following elements are to be considered when preparing Emergency Response Plan. They are
grouped under four major headings.
• Plan Activation
• Response Tasks
• Resources
• Preparedness
Emergency Commander:
Base Coordinator:
• Remains at Bahrain base and receives instructions from Emergency Commander to arrange
support as required.
• Arrangement of alternate driver and truck at incident site if required.
Communicator:
• Act as a communication point to attend calls and liaise with internal and external parties
including press.
• Receive critical information from the incident commander and as necessary pass it on to
customers and Bahrain management or as required.
• Handle all media calls without disclosing name of customer involved.
HSE Personnel:
• Act as subject matter expert on issues related to health and safety during incident handling
as per product SDS.
• Present at incident site with Emergency Commander to ensure safety of people, product,
equipment and the environment.
• Ensure the response team uses correct PPEs.
• Liaison with technical/safety staff from authorities and customers during emergency
handling.
• Ensure safety of product transfer, site cleanup and safe disposal.
• Gather information from incident site for root cause investigation.
The person at Bahrain Hotline number receiving initial notification of incident shall fill the
emergencycall receiving form in order to ensure that questions asked are clear and precise and are
in some order of priority. Emergency call receiving forms are readily available in operations
department. Theinformation gathered from the initial report shall be forwarded to the Emergency
Commander immediately by email and/or phone.
If the incident happened on road, driver will immediately call to authorities (Police, Civil Defense, and
Ambulance).
Incident commander shall give the required instructions to the Emergency Controller, communicator
and Base Coordinator and shall proceed to the incident site.
Incident Commander, before leaving to incident site, shall inform customer on their respective
emergency numbers about the incident. It will be also reconfirmed if authorities have been informed
about the incident, if not then he will ask Communicator to do so.
Incident commander shall assist emergency services if any action required from Bahrain side. In UAE
primary responsibility of on-road incident (e.g. barricading area, diverting traffic, arranging crane,
shifting injured to hospital, site cleanup, etc.) lies with authorities. Only if specially asked by
authorities for any ER action then (e.g. crane arrangement and site cleanup), then only Incident
Commander will ask Base coordinator for this.
If incident has happened at loading at loading or offloading site, then primary responsibility to
arrange ER lies with those site in-charges in coordination with authorities. BAHRAIN ER team
willprovide assistance as needed.
At the earliest opportunity, Incident Commander shall determine the welfare of the driver and/or
any 3rd parties involved. All efforts shall be made to give them immediate first aid treatment thru
Ambulance staff and dispatch to nearest hospital as needed. Necessary follow-up with hospital shall
be maintained by HR department for wellbeing of any hospitalization case.
If the incident happened where other Bahrain emergency team assistance require, driver will call
AUHHotline number, after receiving all the details from driver base commander will inform to the
incident commander. Incident commander will take the support from the THQ incident commander
(Dubai) or nearest emergency team.
BAHRAIN UAE has understanding with other haulers and neighbors for mutual aid emergency
support.If needed then the same will also be asked by Incident Commander.
If the incident has happened inside any port area/ CNIA (Desert, remote, ets..) area then emergency
services can only be provided by the relevant authorities. The responsibility of BAHRAIN in such case
will be immediately inform authorities on their number and follow their instructions.
If product transfer from vehicle is required then with permission of authorities and customer,
Incident Commander will ask Base Coordinator to arrange compatible empty vehicle and product
transfer equipment. Before product transfer all efforts shall be made to stop product leakage, if any,
by plugging hole with wooden cones or as appropriate. It will be ensured that no ignition source
exists in the vicinity of tanker all product transfer equipment is properly grounded with both tankers
and earthed. The Incident Commander shall assess how the product can be transferred safely (e.g.
from manhole cover or discharge valve or dip pipe / sampling line with funnel). If product cannot be
transferred by above means then Incident Commander shall request authorities for further advice
e.g. cold tapping. Portable multi-gas testers shall be used before, during and after product transfer to
ensure safe operation. For the safety of response team the use of required PPEs will also be ensured.
It is the intent of company to honor all reasonable requests from the media, as long as they do not
interfere with the emergency response.
The communication leader shall be the authorized one to communicate with the media and other
channels. It will be ensured that customer name is not mentioned during communication with the
media and no classified information is passes on without written consent of customer.
All other company employees must be aware that they are not permitted to talk with the media. If
employees are asked by the media to comment on the incident they should politely respond as
follows.
“I’m sorry but I don’t have full details of the emergency. Our authorized spokesperson is the
Communication Leader, who can be reached in our HQ number.”
Media representatives will not be allowed onto the property without authorization from the GCEO,
or his designate.
If the driver is not affected and is good in condition, then he has to take following actions as
minimum:
• Immediately call BAHRAIN hotline and authorities. Also inform port emergency numbers if
theincident has happened inside port premises.
• Switch off engine and battery master switch.
• Don’t sit inside or stand near the truck which may be hazard to himself.
• Put warning triangles and safety cones to alert the public and divert the traffic for 300 meter
or as practically possible.
• Keep unauthorized personnel away until the arrival of authorities and external help.
• Stay upwind.
• Keep out of low areas.
• Minor leak – Stop leak.
• Major leak – Prevent product from flowing using spill kit or sand hump.
-Obtain assistance from police

-Contact supervisor for instructions
-Stand-by vehicle
• Park the vehicle in safe and noticeable position.
• Isolate spills in all directions for as much as practically possible.
• Ensure no ignition source in the vicinity of truck.
• Stays clear of all spills, vapors, fumes and other sources.
• Remove fire extinguisher from truck and remain stand-by positon at safe distance from truck.
• Show Hazchem sign to authorities or provide them SDS/TREM card, if asked.

Evacuation:
The Emergency Commander, upon reaching the incident site, will coordinate with authorities
and ER team for evacuation action.
Emergency Response:
All efforts shall be made by response team to stop the leakage, is possible. Emergency
Commander shall review the SDS and guide response team accordingly. ER team shall make
the spill kit ready for use and follow authorities and Emergency Controller instruction to
contain the spill, if safe to do so. If the spill quantity is beyond the control of response team
then they will move back and let authorities handle the situation. Remembering that
personal safety adherence is more important so no one is allowed to work without required
PPEs (reflective jacket, safety shoes, helmet, gloves, goggle and mask as minimum). In case of
flammable material spill every effort shall be made to prevent any source of spark or ignition
nearby. It will be also ensured that battery master switch of truck is off and use of mobile
phone is not allowed in that area. Below are main activities which may have to be performed
based on situation:
• Call emergency services and start emergency response services with their assistance.
• Stay upwind.
• Eliminate all ignition sources (no smoking, flares, sparks or flames in immediate area).
• Do not touch damaged containers or spilled material unless wearing appropriate PPE.
• Absorb or cover with dry earth, sand or other non-combustible material and transfer
to non-permeable bags or containers for safe disposal. All cleaning materials soaked
with spilled product shall be disposed as hazardous waste in line with Municipality
Guidelines.
• All equipment used when handling the product must be grounded and earthed.
Driver Responsibility:
• Shout ‘Product Spill/Leaks’ and activate nearest fire alarm, where available.
• Leave the vehicle inside the terminal/premise and go to the assemble point and wait
further instructions. Inform BAHRAIN hotline number about the situation.
• Shut down supply by pressing ESD (Loading / Unloading Site and/or Vehicle).
• Switch off engine and isolate battery power. Leave the vehicle inside the terminal.
• Shout ‘Water Spill/Leaks’ and activate nearest fire alarm, where available.
• Call emergency service provider (AMC) and start emergency response services
Emergency Response:
• Press VTS panic Button if possible then Call emergency services and BAHRAIN hotline.
• Barricade the area from all directions as far as practically possible till the arrival of
emergency services.
• Look for any product leakage, if found stop the product spread and contain it.
• Be prepared for any fire hazards; keep firefighting team on standby. Avoid any
ignition source in the vicinity.
• Since primary responsibility for emergency action in such case lies with authorities so
they will arrange the crane and site cleanup if required. If asked by authorities then
provide necessary resources and logistic support.
• If the vehicle is loaded and product transfer is required then Emergency Commander
shall follow instructions from authorities. Depending upon the situation Emergency
Commander and authorities will decide if product can be transferred thru discharge
valve or alternative way.
• Ensure bonding and earthing and required PPE use during product transfer.
• Drip trays shall be placed to contain product during transfer After the product
transfer all accessories shall be removed from the site and crane service shall be
started. Recovery vehicle shall be arranged as need.
• No one shall stand near suspended load or its range, Use disposable coveralls during
site cleanup
• All necessary data along with photographs shall be captured for investigation report
later.
Shout “Fire, Fire” & Activate nearest fire alarm. Fight the fire if safe. If electrical fire, isolate
the supply if safe and possible.
Emergency Response:
• Immediately call emergency services, provide required information and ask for help.
• Move people to assembly point for head count and further transfer.
• Until authorities reach, check wind direction, extinguishing media and fight the fire
using own resource of the fire is small and it is safe to do so. Use Dry Chemical
Powder, CO2 or regular Foam as suitable.
• If the fire is big and not possible to extinguish by own then, move away and wait for
authorities.
• If there are nearby tanks, containers or stored products, cool them with water spray.
• Assist authorities in the evacuation of people from nearby area. Authorities will
cordon off area and divert oncoming traffic for safety reasons.
Security:
• On hearing Fire Alarm, assist to evacuate staff, contractors and visitors in timely
manner.
Operation Staff:
• Complete headcount within 5 minutes and report if any missing person to evacuation
team.
Office Staff:
• On hearing the fire alarm evacuate in timely manner from nearest emergency exit.
Driver Responsibility:
• Shout “Fire, Fire” if discovered. Activate nearest fire alarm, where available.
• If the fire is small and can be extinguished safely, use your vehicle fire extinguisher, if
not already being attended by the terminal/customer staff. If the fire is big then do
not put your life in danger and ensure terminal/customer in-charge has cancelled
authorities.
• Leave the vehicle inside the terminal/customer premises and go to the assembly
point and wait for further instructions.
Driver Responsibility:
• Defensive driving techniques should be observed at all times with the use of side view
mirrors while on road. Also perform 360 degree walk around the vehicle when
stopped at authorized places.
• Upon the initial sighting of the fire from anywhere in truck, the driver should remain
calm.
• Slow down the vehicle to a complete stop at the nearest safe area way from traffic
and other road users. Continuous driving may aggravate the fire due to excessive air.
• Assess the situation and immediately call authorities & BAHRAIN hotline number
forassistance.
• If the fire is small and can be extinguished safely, use your portable fire extinguisher
to put out the fire.
• If the fire is big and cannot be controlled then move away from vehicle and wait for
the authorities to come.
• Put warning signs to warn oncoming traffic and pedestrians and keep them away
from the scene.
• Brief and handover the situation to authorities and ER team once they reach.
TYRE FIRE
Driver Responsibility:
• Defensive driving techniques should be observed at all times with the use of side view
mirrors while on road. Also perform 360 degree walk around the vehicle when
stopped at authorized places.
• Upon the initial sighting of the smoke from any tyre, the driver should remain calm.
• The driver should slow down the vehicle to a complete stop at the nearest safe area
away from traffic and other road users.
• The driver should place his own well-being as first priority at all times, never stand
directly ‘side on’ to the side of the affected tyre in case it explodes from over
pressure due to excessive heat.
• If the driver believe the fire is containable and his well-being is not compromised, he
should check wide direction and use dry powder fire extinguisher in short bursts just
enough to extinguish the fire so he can use the extinguishers for longer durations.
• If the water is available, the tyre should be cooled after the fire is extinguished to
prevent re-ignition.
• Keep away other motorists/roads users by placing warning signs as a cordon around
the scene.
• If fire cannot extinguished, the driver is to maintain a safe distance from the fire and
wait for authorities.
• Upon the arrival of authorities and ER team, the driver to provide them necessary
information for further handling.
FIRE AT CAMP
Security:
• On hearing Fire Alarm, assist to evacuate staff, contractors and visitors in timely
manner.
Responsibilities:
• Shout “Fire, Fire” if discovered. Activate nearest fire alarm, where available.
• If the fire is small and can be extinguished safely, use fire extinguisher
• Assemble at the designated area(Assembly point) and report for roll call.
Emergency Response:
• In case of contact with substance, immediately flush skin or eyes with running
water for at least 15-20 minutes.
• In case of burns, immediately cool affected skin for as long as possible with cold
water. Do not remove clothing if adhering to skin
• Ensure that medical personnel are aware of the material(s) involved and provide
them SDS copies.
A security incident is an alert to the possibility that a breach of security may be taking, or
may have taken place. It is an act, event or omission that could result in the compromise of
company information, assets or services (unauthorized access, destruction, removal,
modification, use or interruption, etc.).
Emergency Response:
• Report incident to the BAHRAIN 24x7 Hotline Number and to the police.
• Remain calm and don’t panic.
• Don’t resist or put your life in danger if there is an armed attack
• Activate panic button of IVMS system to convey emergency situation to the base
• Drive safely and try to take to take your vehicle to any nearby safe place such as police
station or filling station.
• In case of any security related issue at the yard, inform site security, supervisor and
police if required.
• Follow security procedure and do not allow unauthorized people and vehicles into the
yard.
In case vehicle break down on the road, driver responsibility will be;
• Get your vehicle off the road (15 meter away from the traffic) if possible and safe to
do so.
• Call on BAHRAIN hotline number, inform about location, type of break down.
• Barricade the area from all directions as far as practically possible till the arrival of
emergency services.
Emergency Response:
• Report incident to the BAHRAIN 24x7 Hotline Number and to the police, if require
• Remain calm and don’t panic.
• Emergency controller will send the workshop break down team.
• Upon arrival break down team will assess the situation.
• Perform the job if safe to do so.
• If vehicle to be recover from the site, emergency controller will make sure that
sufficient recovery vehicle arrange for the site.
Security:
• On hearing the fire alarm evacuate in timely manner from nearest emergency exit.
• Act in a calm and orderly manner.
• Do not stop to collect personal belongings.
• Evacuation team to help people with special need.
• Assemble at the designated area and report for roll call.
EMERGENCY RESPONSE:
• Immediately call emergency services, provide required information and ask for help.
• Move people to assembly point for head count and further transfer.
• ISOLATE and evacuate in all directions to as far as practically possible.
Emergency Response:
It contains as accurate, up-to-date telephone roster for emergencies which may include
individuals within the organization, regulatory contacts, containment and cleanup equipment
contractors, technical specialists, public health and environment protection authorities
including alternates and respective telephone numbers. (The contact list is included as an
annex-1 to the ERP to facilitate updating)
Logistic Support
The base coordinator shall be responsible for all logistics support to the Emergency response
team, including movement of people and equipment to and from the emergency site.
6.3 Preparedness
Training
Company ensures the availability of adequate training, both in-house and external, for its
emergency response team. Responsibilities of each members of the team are clearly
identified and documented. In order to scrutinize and improve the emergency response plan
the company might conduct emergency response drill once in a year. Representatives from
the customers and local authorities are invited for such drills and a detail report of such drills
are recorded and documented for future reference and review.
Company ensures that all the drivers are trained in emergency procedures and are aware of
the required protective steps to be taken in the event of an incident. Details of actions to be
taken are mentioned in the drivers HSE passports for further reference.
Company shall ensure that emergency response drills and exercises at least once in a year.
This allows the plan to be scrutinized under conditions which approximate an actual incident.
Investigate Follow Up
In case of any incident to recover the second by second data following actions will be taken
by the journey manager or his deputy immediately after getting incident notification
Incident Report
The investigation team shall take notes and photographs, when safe to do so, of all relevant
facts surrounding the incident. Witnesses shall be located and establish facts and clues for
the cause of incident. A complete report with photographs shall be prepared as soon as
possible after the incident and copies of the same shall be distributed to interested parties.
Updating
The Group HSEQ Manager would be responsible for updating the plan (including contact
telephone numbers) and informing all plan holders of any changes. This is particularly
important where information gathering / situation appraisal is carried out by an external
contracted emergency response provider. A record of plan amendments should be
maintained. The plan should be updated at least annually.
The plan should include a listing of all recipients, their names, addresses and title. All staff,
who have responsibilities within the emergency plan, should have access to the plan.
ERP Review
The ERP document shall be reviewed at least on annual basis or when there is a major
change which may require interim review of ERP document.
