The scope of this procedure is limited to operations within the control of Candix Engineering Nigeria
limited (CEL) which includes personnel that will be working on Tender Ref No. NG01017802 –
PROVISION OF BANDWIDTH SERVICES AT PHC-RA for Shell Petroleum Development Company of
Nigerian Limited (NLNG).
The purpose of this procedure is to outline the management, organizational arrangements and available
facilities that will be utilized in the event of an emergency situation as well as to define responsibilities,
actions, reporting, and mobilization resources available to ensure effective and timely management of all
emergencies.
2.0 DEFINITIONS
Crisis Management Team Leader (Normally Managing Director or his designate in this case, the Project
Co ordinator)
Emergency Situation caused by one or more events, which may cause damage to persons, health, the
environment, public safety and to company and/or NLNG assets.
EVENT General term to define an unplanned Event or chain of Events which has caused or could have
caused loss or harm to people, damage to property, damage to the environment, loss of process or
negative impact on company reputation.
ERMT Emergency Response Management Team. (Comprise Project Coordinator, Engineer, HSE
Coordinator or delegate, Site nurse and other staff.
HAZARD - A source or a situation with a potential for harm in terms of human injury or ill-health, damage
to property, damage to environment, negative impact on the company and reputation.
MSDS Material Safety Data Sheet (Data sheet provided by suppliers of any dangerous substance which
contain detailed information on its identification, composition, hazards, first aid measures, firefighting
FATALITY - An incident that results in the loss of life or an injury which culminates in the death of the
injured, regardless of the intervention time between injury and death.
Incident - Work-related event(s) in which an injury or ill health, occurred or could have occurred.
An incident where no injury and/or ill health occurs may also be referred to as a Near Miss or High
Potential Near Miss.
3.0. RESPONSIBILTIES
Managing Director or his Designate act as CMTL and his primary response as follows;
• Liaise with Base office on incident status and evaluate likely requirements;
• Make early contact with the MD as appropriate; providing all relevant early details and brief of likely
requirements
• Ensure prompt notification to local response agencies, if incident/ accident likely to require external
assistance.
• Brief M.D, about the prevailing emergency and actions planned and assistance, which may be required.
• Alert and liaise with first aider promptly to determine treatment and regarding MEDEVAC transfer; as
appropriate and as per MEDEVAC procedures in this case water Ambulance.
• Confirm all personnel are accounted for; and no personnel are trapped in the swamp or creeks
• Debrief at the conclusion of the incident to the Corporate Office through M.D.
• At the conclusion of any incident/emergency, prepare a complete incident report along with HSE
coordinator and send to M.D and Client.

HSE COORDINATOR
• Liaise with ERMT Leader for incident briefing and likely requirements
• Liaise with Site HSE Supervisor (or alternate) for incident update and likely requirements.
• Lead and Conduct HSE assessment of incident including causes, escalation potential and possible
consequences of response strategy.
• Prepare incident report and provide advice on critical issues for ERMT Leader.
• Review incident response events; prepare an incident report and provide recommendations for response
improvements or ERP updates
• Maintain liaison with ERMT Leader for latest community impact information.
• Prepare an initial community impact assessment and provide to ERMT Leader and keep updated with all
community liaison issues.
• Assure communities / resource users near incident site (landowners, fishermen etc.) are advised and
regularly updated of incident status and likely impact.
• Maintain log of events for collection of end of incident; provide to ERMT Leader.
LOGISTICS COORDINATOR
• Maintain familiarization with Emergency Response Plan, key respondents and appropriate emergency
notification requirements.
• Constantly monitor logistics requirements and plan in co-ordination with ERMT Leader
• Contact with local transport/ hire companies if need be to determine availability of transport.
• Maintain accurate tracking record of locations and movements of all support services, their personnel,
equipment and materials.
SECURITY CORDINATOR
• On receiving any information about any incident/ Accident immediately secure the place of incident.
• Ensure the jetty area and exit route are secure for retraction of personnel
• Investigate the security issues and update the CEL ERMTL and the Client rep, and If the situation
demands keep vigil around the base to prevent intruders.
• Liaise with local security agencies and the police or JTF for help.
• Reports shall be issued to NLNG emergency control and further directives issued in accordance with
NLNG requirements
Note: HSE unit along with Emergency Communicator act as Team and except security related incident for
others HSE took in charge of further communication and emergency response process. Following further
action shall be carried forward;
• Ensure that all emergency communications are made in hand held portable radio is through dedicated
emergency channel only or by GSM phone provided by Candix or NLNG
• Confirm with all respondents the dedicated emergency radio frequency etc. to use for incident
communications; declare radio silence for all users other than incident respondents.
• Ensure the communication is maintained with SEC and provide all the necessary assistance to controls
the consequence of emergency
• As time permits, maintain log of events for collection at end of incident; provide to ERMT
• Liaise with ERMTL if any Medevac required through ambulance or air lift (Clients action)
FIRE WATCH/MAN
• Ensure all the firefighting equipment are kept in good operational condition
• Ensure personnel have been evacuated safely from the fire site
All Personnel
• Raise the alarm if fire or explosion occurs; communicate using hand held radio etc.
• Make your way to your designated Muster Point in case any alarm raised, ensuring you are not
proceeding into danger (gas plume, smoke, militant etc.), remain there until further advised.
• Ensure Site Radio Room or In Charge is advised of your location to ensure inclusion in headcount.
• Avoid the disturbance area and do not confront, aggravate or interfere with protestors during
civil/communal unrest/protest
Others on Site
• Do not communicate with anyone outside persons, strangers on the incident details
An Emergency is any sudden, abnormal or unplanned situation that may endanger human life, the
environment or have an adverse effect on company or clients asset. Considerable adverse impact to the
company's reputation are continually identified, assessed and suitably controlled. In the event that these
controls fail, Candix has put in place plans and resources to ensure swift and efficient response to any
such emergency and minimize any consequential losses.
CANDIX emergency response plan and preparedness provides necessary information and guidelines for
systematic response for mitigation and control of identified emergencies which may occur during the
operations.
This procedure will be communicated to all staff and client rep during induction in line with client’s
requirement.
The ultimate philosophy of emergency response is to mitigate and protect lives and property during
emergencies.
1. Safety of people
In order to ensure proper response to emergency, a good understanding of the site layout becomes
paramount. In Candix site layout travel route description to and from the project site.
There are different types of emergencies that can occur in the course of the Construction operations in this
area because of its peculiar nature. Following list provide such foreseen emergencies but not limited to;
• Leak emergency
• Security/Kidnap emergency
• Collision of barges/vessel
Candix recognizes that the ability to respond to any emergency is enhanced by preparation of personnel
and availability of equipment to handle any foreseen incident when it occurs. Therefore, all employees
shall be given safety orientation before commencing work. Safety warning signs shall be conspicuously
displayed at strategic locations and furthermore all must key into NLNG’s emergency response plan.

Should evacuation of personnel become necessary, it will be in line with NLNG evacuation procedure for
land and marine environment alongside the specific Security plan of the project. This will be coordinated
by the NLNG emergency control center in conjunction with security operatives.
Raising Alarm
Whenever an Emergency situation arises, it is vital that the alarm be raised immediately and that the
appropriate persons are informed in or that immediate action is taken to evacuate from the affected area
and account for everyone, contain the incident and restore normal situation.
Whenever any incident occurs which has potential to escalate, emergency response action must be taken
as quickly as possible. The person that observes the situation or the work-site supervisor shall report the
incident to the client rep. If it involves personal injury, casualty should be given first-aid as soon as
possible (ASAP).
In the event of the Emergency local Alarm/ General Siren / any form of alert, all personnel within that area
will muster at the nearest muster point location displayed in their area.
NOTE: All personnel will be instructed on the location of their Muster Point during their site induction. They
shall respond as per the area mustering point if they are in house boat or work barge.
