1. SCOPE OF WORK
It is the aim of this Method Statement to define and describe the job, equipment, and
safety procedures that are to be employed by Turk Heavy Transport to carry out
the transportation from AMA Jetty, Ras Zuwayed to ALBA Power Station 5(PS5)
Block 4, in accordance with safe working practices, good quality, and as per client’s
requirements and specifications of the customer.

1.1 PRE-REQUISITES AND INITIAL CONDITION


• Any removal of road fixtures (i.e., light posts, signboards) must have approved
permission and be well-coordinated to the authorized contractor to remove as
per the schedule and return right after crossing.
• Details of the site offloading area/foundation area will be available once the
evaluation and physical checking of the route inside the site from the access
gate up to the offloading area/foundation area.
• Route inside the site must be leveled and compacted, if any existing small
ground excavation, it must be backfilled or covered with steel plates (by client).
• The deep or hollow area around the foundation must be backfilled or covered
with scaffoldings/timbers leveled to the foundation (by client)

1.2 OPERATION WORKS PROCEDURES


Receiving at AMA Jetty, Ras Zuwayed by Roll-off Operation
➢ Receive cargo units from the barge by ROLL-OFF Operation using the same
configuration of hydraulic lowbed trailers which was used during the ROLL-ON
operation at KBS Port.
➢ After lashing & securing cargo onto the hydraulic low bed, transport from the
barge to the Jetty's temporary storage area.
➢ Jack down cargo units onto temporary stools with beam supports at the
designated Jetty’s storage area.
➢ Remove the lashing materials to pull out the hydraulic lowbed trailer keeping the
cargo on the stool supports.

Transportation from AMA Jetty, Ras Zuwayed to ALBA PS5 Project Site
➢ Check the level of the hydraulic lowbed trailer and clearances on all sides.
➢ Proceed to move from the Jetty storage yard and all the way to ALBA PS5 Project
Site.
➢ During the transportation of the cargo, transport supervision and experienced
crew on escort vehicles fitted with blinkers are available to convoy the loaded
trailer.

➢ Police Escort is highly required for road intersection crossings/crossing center


island to temporarily stop the traffic flow. And in route using against traffic
direction.
➢ Upon reaching the destination, client /site safety personnel must escort the
loaded trailer on the way to the designated offloading area near the foundation.
➢ ALBA PS5 Project Site area must be free from any obstructions.
➢ The ground must be leveled and compacted to withstand all dynamic forces
induced during transportation and stooling operation.
➢ Offloading the cargo from the trailer is under the client’s scope.

NOTE: - Transportation & lifting of the Cargo should be supervised by the THT
supervisor and rigging specialist, under the direction of the manufacturer’s qualified
supervisor, if available.

2 DUTIES AND RESPONSIBILITIES

2.1 SUPERVISOR
The supervisor is responsible for planning the transport resource required for the
project and verifying the layout. The lifting supervisor is appointed to supervise the
critical lift. The supervisor is responsible for executing both tandem and normal lift as
per the approved rigging study and method statement. Prior to the commencement
of the works, the lift Supervisor must ensure that all sites are briefed on the contents
of this Method Statement. This briefing shall take the form of a short ‘Toolbox Talk’.
The Rigging Supervisor must liaise with the appointed person should site
circumstances require a material change to the methods to be employed during the
operation.

2.2 SAFETY OFFICER


❖ Direct the hydraulic lowbed trailer or equipment to the holding area.
❖ The hydraulic low bed/Motor Vehicle Inspection Checklist
❖ Restriction of any unauthorized person during the lifting activities or normal
activities from entering the work site.
❖ to ensure that approved equipment is provided.
❖ Ensure that equipment is inspected prior to every lift and checklist is filled by the
operator and signed by the authorized supervisor.
❖ HSE Department shall verify all third-party inspection certifications regarding
equipment,
❖ The Safety Officer is responsible for monitoring and assessing hazardous and
unsafe situations and developing measures to assure personnel safety.

❖ The Safety Officer will correct unsafe acts or conditions through the regular line of
authority, although the Safety Officer may exercise emergency authority to
prevent or stop unsafe acts when immediate action is required.
❖ The Safety Officer will maintain awareness of active and developing situations.
❖ Inspect the site to ensure it is a hazard-free environment.
❖ Assist and verify that all tools and equipment are adequate and safe for use.
❖ Ensure that all the lifting tools and tackles are certificates present on-site.
❖ Supervise all lifting operations being done and advise if any other specific control
measures are required
❖ To ensure that every person on site has provided proper personal protective
equipment.
❖ To make sure that method statement and risk assessment are explained to every
worker involved in the activity

2.3 RIGGERS
The qualified/certified riggers will follow the supervisor's instructions for the safe
execution of the job.

3 HSE PROCEDURE

3.1 EMPLOYEE CONDUCT


All personnel are prohibited from engaging in horse playing, fighting, gambling,
possessing firearms, possessing/using alcohol, or prohibited drugs.

3.2 DRESS REQUIREMENT


➢ All personnel are required to wear clothing appropriate for the work being
performed.
➢ Only safety shoes/boots are allowed.

3.3 WORKING AT HEIGHT


➢ Workers shall be required to wear a full-body harness for works above 2
meters in elevation. The worker shall hook his safety belt once he reaches the
work spot.
➢ Workers shall carry tools in an appropriate container/box.
➢ On horizontal movements, the lanyard shall be hooked to the static line.
➢ No materials shall be dropped from a height. They should be lowered by a
headline. An employee should be posted at ground level to clear and caution
the person from coming under the lowering material.
➢ Workers who have acrophobia are prohibited from being assigned to work at
height.

3.4 MATERIAL HANDLING


➢ Stack, rack, block, interlock, or otherwise secure all materials and supplies to
prevent sliding, falling, or collapse.
➢ Post the maximum safe load limits for floors within buildings and structures in a
conspicuous location. Never exceed the maximum safe load limit.
➢ Keep aisles and passageways clear to provide for the free and safe movement
of material handling equipment and employees.
➢ Use ramps, blocking, or grading when a difference in road or working levels
exists to ensure the safe movement of vehicles between the two levels.
➢ Do not stack non-compatible materials in the same pile.
➢ Employees working alone should not attempt to lift or move a load that is too
heavy for one person - get help! The Safe weight for manual handling of loads
is 25 kg.
➢ All the lifting equipment and tools and tackles are inspected prior to lifting as per
the format.
➢ In case of a sudden/suspicious movement of the cargo during transport, the
driver shall immediately communicate with the Supervisor and inform them
about the matter to make the necessary inspection of the cargo body, and the
impact recorder and its event/logs shall be checked as may be necessary.

3.5 TRAILERS DRIVER


➢ Only Drivers having valid licenses shall be permitted to operate the equipment.
➢ Drivers shall always have their valid license and the certificate of the equipment
he operate.
➢ Driver shall follow the indications given by traffic signs (e.g. - Speed limit, Sharp
turn, etc.)
➢ Reverse Horn shall be provided and frequently checked for its proper
functioning.
➢ The trailer shall also be equipped with a first aid kit and a fire extinguisher.
➢ While moving on public roads the driver shall comply with all local traffic
regulations.
➢ In case of loading or transporting long materials, such as built-up columns or
MS rods the projection beyond the sides and end of the bed shall be kept
minimum. Suitable precautionary measures such as flags etc. shall be provided.
➢ Materials “cargo body, removable accessories” loaded shall be lashed securely
before starting the trailer.

3.6 SAFETY INDUCTION AND SCREENING OF WORKMEN


The objective of this is to:
• Assess the suitability of a particular workman for a specified job
• Motivate him to develop general safety awareness.

• Educate him on common hazards and relevant precautionary measures.


• The site Supervisor in consultation with HSE Manager/HSE Officer certifies
the fitness of workmen.

4 TOOLBOX MEETINGS
This will be conducted every day prior to job start by all supervisors and the
foremen to their respective workmen. A record of such toolbox meetings will be
maintained. Subjects that will be covered in the toolbox meetings are given below. In
addition to this, depending upon the activities currently in progress, job-specific
hazards, and the precautions to be taken will be highlighted whenever required.
➢ Unsafe conditions and unsafe acts were noticed at the site during the previous
week.
➢ Analysis of the accidents and near misses if any.
➢ Safety precautions are to be taken in the next week's work.

4.1 PRE-LIFT TOOLBOX MEETINGS

Meeting held immediately before commencing hoisting operations for


the lift plan required in subsection as follows:

• Must be communicated to all people involved and the supervisor must document
the meeting.
• The toolbox meeting required must be repeated whenever there is a change
in the people or equipment involved in the tandem lift.
• Effective communication must be established and maintained between all people
involved in a tandem lift.

4.2 WEATHER CONDITIONS


Note that local conditions and safety of personnel may empower the Rigging
supervisor and Rigger(s) to immediately stop lifting operations if any unsafe
condition occurs. Operations must stop during storms, rain, or when there is a risk
of lightning strikes.

✓ The maximum wind speed at which this operation can take place is 10 m/s is
allowable.
✓ The maximum wind speed when man-riding duties are performed is 7 m/s.

5 SAFETY SYSTEMS AND PROCEDURES ARE TO BE IMPLEMENTED AT THE


SITE.
➢ Role of workmen in preventing accidents.
➢ Activity-related safety precautions such as:
1. Safe usage of access systems - scaffoldings, ladders
2. Suspended load
3. Entanglement hazard
4. Keep access routes clear.
5. Keep clear of all lifting operations.
6. Pinch and crush point
7. If you hear or see any warning alarms, then report this to your supervisor
immediately.
8. Barricading of the whole lifting area
9. Unauthorized person entry is prohibited.
10.Do not ask the crane driver directly to lift something. If you need anything lifted,
then speak to your supervisor.
11.No lift can proceed without an approved Lifting Plan
12.Traffic controls if required.
13.Fire precautions are to be taken at the site.
14.Effective communication must be established and maintained between all
people involved in tandem lifts.
15.The toolbox meeting must be required and repeated whenever there is a
change in the people or equipment involved in the tandem lift.
16.Safe usage of hand tools.
17.Manual material handling.
18.Working near construction equipment and machinery.
19.Health hazards in the site.
20.Emergency evacuation procedures.
21.Working at height
22.Proper use of personal protective appliances.
23.Anything that may cause or contribute to a work-related accident or illness.
Review of near misses, first aid cases, and accidents that occurred in the last
week.
24.Choose a topic you think needs safety review e.g.: improving housekeeping,
spill clean-ups, etc.
25.Case studies of previous similar accidents elsewhere.
26.The motivation of workmen to develop a safe work attitude.
27.Close supervision is required.

5.1 PERSONAL PROTECTIVE EQUIPMENT


Personal protective equipment is the last line of defense. PPEs are of great help to reduce
the impact of an accident.
Mandatory PPEs are Goggles, coveralls, Gloves, Helmet and Safety Shoes, and a reflective
waist.
All employees will be trained on the usage and maintenance of PPE. PPE's to be checked
for healthiness before each use by employees.

6 GENERAL SAFETY CONTROL MEASURES


➢ All lifting equipment accessories shall be certified for their capacity and physically
checked prior to use. Certificates for the lifting equipment will be provided in
advance of the lifting operation.
➢ A qualified rigger is the only person who will give the signal to the crane operation.
➢ Rigging activities shall be in strict compliance with the site standards
➢ All the tools should be stacked properly at the site so that not to block crane
access, trailer access, or any activity required for rigging and offloading.
➢ Rigging activities shall be performed in a professional manner with qualified
workmanship.
➢ All people involved with the lift shall have attended site safety induction.
➢ All personnel is aware of the signal being used and one man is appointed as
signaler for the trailer movement.
➢ All the loads will be checked for loose materials before the lift.
➢ After lifting the cargo it should be properly latched by the chain.

7 WORK PROCEDURE (SEQUENCE OF JOB) Responsibility


1. The lifting superintendent/ supervisor will brief all personnel
involved in the job about a safe system of work. All personnel

associated with the lift will be briefed on the correct use of
personnel protective equipment (PPE).
2. A toolbox talk will be conducted involving concerns in the
execution of the job, highlighting the potential hazard identified T.H.T
in the safe system of work.
3. A dimensional check for the lift radius is to be verified before the

lifting
4. The lifting tackle will be inspected for condition prior to all lifting

operations.

5. Weather conditions will be closely monitored prior to and during


all lifting operations and the lifting supervisor person will take T.H.T
the final decision preceding the job.
6. The need for and safe positioning of the signaler T.H.T
7. Only authorized personnel is allowed to enter the buffer zone. T.H.T
8. Ensure all staff follows instructions from the supervisor and

does not interfere with safe erection.
