1.0 Scope
This document provides the references and links of the Project management system and
associated documents to be applied to execution of EPCC of CPF-Oil Treatment System
and Auxiliary System Project.

2.0 Objectives
This PMM is intended to line out the required provisions for all key activities of engineering,
procurement, construction, commissioning, project control, quality management,
occupational health and safety etc.

5.0 Contents of Manual

To ensure the successful implementation of this Project, complete the project within the
approved schedule, constraint lay out in the Contract and achieve a quality that meets the
requirements of COMPANY, the PMM consists of the following subsections:

• Engineering
• Procurement
• Construction
• Commissioning
• Project control
• Quality Management Program
• HSE system
etc.

The PMM provides a guideline to CONTRACTOR’s project team to have better

understanding of the scope of work and be capable of performing the contractual work in
accordance with the requirements of stated in the Contract.

5.1. Engineering

CONTRACTOR shall apply the basic engineering design, ITB requirement, standards and
COMPANY’s policy and procedure etc., and BK91-1310-CPF-000-PMT-PLN-0001 Project
execution Plan, BK91-1310-CPF-000-PMT-PCD-0011 Design variation procedure,
BK91-1310-CPF-000-QAC-PLN-1001 Detailed Design Quality Control Plan

5.2. Procurement

The overall project execution plan for guiding the procurement activities to go smoothly set
in BK91-1310-CPF-000-PUR-PLN-0001 Procurement plan, BK91-1310-CPF-000-PUR-PLN-
0002 Vendor management plan, BK91-1310-CPF-000-PUR-GDL-0002 Technical and
commercial evaluation guideline BK91-1310-CPF-000-PUR-PCD-0009 etc.

5.3. Construction

The CONTRACTOR shall organize logically and reasonably to ensure smooth progress of
all activities for achieving satisfactory mechanical completion, commissioning and start-up
on schedule and with high quality.

All the construction activities shall apply the BK91-1310-CPF-000-CNS-PLN-0002

Construction and subcontracting Plan, BK91-1310-CPF-000-CNS-PLN-0003 Construction
equipment mobilization plan, relation to construction method / procedure / plan etc.

5.4. Commissioning

There are many risk factors associated with commissioning activities, the commissioning
team must comply with both commissioning and HSE requirements:

Barricades guideline etc.

5.5. Project Control

In order to assure that the project implementation be carried out in a professional and
efficient manner, CONTRACTOR shall formulate and implement a total project control
system. This involves in closely with COMPANY at an on-going basis, to review engineering,
procurement and construction, and to incorporate with any additional/changes of work to
meet COMPANY’s requirements. The contractor shall apply BK91-1310-CPF-000-PRC-
PCD-0001 Project progress measurement procedure, BK91-1310-CPF-000-PRC-PLN-0001
Project schedule development and control plan, BK91-1310-CPF-000-PRC-SCH-0001
Project Baseline Schedule, BK91-1310-CPF-000-PRC-SCH-0002 Project Forecast /
Recovery Schedule.

5.6. Quality Management System

CONTRACTOR is an ISO 9001 QMS Certified organization. CAMCE will develop all
necessary Project Quality Management System plan & procedures suitable for managing the
quality of engineering, procurement, construction, commissioning and warranty of the
system and effectively implement throughout the project. The systems shall as a minimum,
meet the requirements of International Standard Organization ISO 9000 series and
contractual requirements: BK91-1310-CPF-000-QAC-PLN-0001 Project Quality Plan, BK91-
1310-CPF-000-QAC-PLN-0002 Project Audit Plan etc.

5.7. HSSE system

CONTRACTOR shall establish the HSE system to cover the outlines of the Site Safety,
Health and Environment management system and HSE programs to be applied to Execution
of EPCC of CPF-Oil Treatment System and Auxiliary System Project. The HSSE system
