Visual Inspection and Non distractive tests.

As per your letter of appointment by dated 16th September, 2021, for preliminary inspection
of building for above mentioned job, we have carried out the same on dated 24/11/2021 and
collected structural & other relative data to assess the structural assessment of the building
and recommend necessary repair if required.

The Visual Inspection & Non Destructive Testing Rebound Hammer, UPV, Carbonation &
Half Cell Potential tests has been carried out at this stage, internally as well as externally to
ascertain the extent of damage and to work out the estimate and methodology for proposed
repair work. The photographs were also taken where more attention is required in respect of
repair work.

Keep in view of present condition of the building, we have drafted a detailed report to control
the crises situation and make sure to adopt suitable majors for repairs which will prevent and
minimize further deterioration in future.

EXCLUSSIONS:

Force Majeure shall mean any circumstances beyond the reasonable control of the consultant /
society, which prevent or impede the performance of the proposed repair work, including, but
not limited to any of the matters listed below;

 War Or Hostility
 Riot or Civil commotion or any such national emergency
 Earthquake, Flood, Tempest, Lightning, or any other such natural disaster.
 Accident, Fire or Explosion on the site, not caused by the negligence of the society
members.
 Law or Order of any Government or Government department, which impedes or
delays the work

A mere shortage of materials, utilities or labour shall not constitute Force Majeure, unless
such circumstances are created due to any of the above Force Majeure.

If such a Force Majeure comes into operation and thereby delays or prohibits the society from
enforcing specific performance of this survey report, then the society shall give a written
intimation to the consultant, giving details of the circumstances constituting the Force
Majeure, provided such an intimation is given within 7 days from the operation of the Force
Majeure.

Finally, the overall responsibility of STRUCT-CARE CONSULTANTS is restricted to


technical advice. All the legal procedural matters and the execution at site will be the
responsibility of the user of this report, in case the same is not executed under our
supervision.

SUB: Structural examination under section 265A of the Bombay provincial municipal
corporations Act 1949 in respect of aforesaid society building at address therein.

I, Vivek P. Sarvaiya, undersigned is the structural engineer registered with the Municipal
Corporation of MBMC for structural examination purpose having registration no: 24
I have carried out the structural examination of the aforesaid building comprise Three wings A, B
& C which constitute 11 units of Shops and 4 units of 1-RK on 1st to 3rd floor on each wing.
thus total 47 units in ground + 3 storey’s RCC framed structure which was examined by distress
Mapping (Visual Survey) followed by nondestructive tests including rebound hammer, UPV,
Carbonation & Half Cell Potential test as per the procedure elaborated in the accompanying
inspection report.
Based on our inspection and some information received from the key owner during the course of
the inspection, the structural quality of the said building is Found in Extremely deteriorated
condition as well major Distortion found in structure therefore Building condition DOES
NOT APPEAR SATISFACTORY and belonging category of C2-A thus Special attention
required - A wing is found in Severe condition so it should be repaired while B wing & C
wing found in Extremely deteriorated condition hence it should be evacuated from 1st floor
and above therefore it must be Supported with steel props with adequate engineering
technique immediately to avoid any harm to the human life, all other area need to be
repaired immediately. The key owners are advised to take an immediate repairs and restoration
work of RCC structural member’s, external walls plaster with waterproof paint and Terrace
waterproofing to make building strong - stable - sustainable &/also water tight as soon as possible
to avoid further deterioration due to saline weather condition. Any delay may affect the condition
of the building adversely.
During the assessment, Inside some of the apartments show adverse condition of the structure
could be the reason of non performing proper maintenance with proper use of construction
chemicals internal &/ also Could increased age of the structure shows sign of deteriorated
condition of concrete & degraded protective layer which demands major repair & restoration.
On the basis of the examination and verification of the building and as required under provision of
section 265A of the Bombay Municipal Corporation Act, 1949, I, Vivek P. Sarvaiya, hereby
certify that I have personally visited and checked the entire structural component of the aforesaid
structure and concludes that this building requires major repairs & restoration as to remain fit for
human habituation, This repairs need to carry out immediately internal structural work in order to
make the building structurally safe & water tight.

I C1 To be evacuated / demolition immediately
II C2-A To be partial evacuated with Major structural repairs
required to carry out.
III C2-B No evocation, but major structural repairs needs to carryout
IV C3 No evacuated but minor structural repairs needs to carryout

Notes
1- No records of original structural drawings, loading or design parameter available.
2- Non-destructive tests and Rebound hammer test was carried out.
3- Information regarding seepages/ leakages etc. wherever mentioned in this report is
as reported by the occupants.
4- Inspection of the foundation and seismic assessment are beyond the scope of this
report.

Important items of the repairs are:


1. RCC structural members like columns, beams, slabs etc needs immediate action to repair
it at the earliest as per our direction & supervision.
2. External full plaster with suitable chemical on rear side wall & elsewhere patch plaster
on other walls.
3. Plumbing – need to be replace with new lines.
4. Painting – water repellent paint needed on plaster surface
5. Miscellaneous like Chajjas, parapet coping, plinth protection etc.

During the repairs, it is possible that some of the structural members like column, beam and slab
also non structural member like brick wall, R.C.C. pardhi, sun shade may show some need of
repairs measure under closer inspection.

At the last section, the enclosed budgetary estimates would more or less achieve to rectify the
defects. However as the restoration program starts cost can vary due to unidentified parameter and
increase in scope of work.

As the work involves structural restoration, plastering and allied work, it is essential that a
specialized agency should be involved for the work.

 OBSERVATION POINTS:
During the visual inspection & NDT of structural and non-structural members of the building
Kasturi Bhavan Co. Op. Hsg. Soc. Ltd, Hanuman Nagar, Near Maruti Mandir, Opp. Katuri Ind.
Estate, Bhayandar (East), Thane- 401105, the major points, which have been observed, are as
follows.

 Structural condition of the building


 Surface condition of the building
 Water proofing of the terrace area and water tank
 Miscellaneous work

 HISTORY OF THE BUILDING:


The building was constructed around 1982 – 1983 having age of structure around 39 years.
This building mainly constitutes of ground + 3 storey R.C.C. frame structure comprise Three
wings- A, B & C which constitute 11 units of Shops & 4 units of 1-RK on 1st to 3rd floor on
each wing, hence total occupants in the building are 47 nos.
No Audit/Technical Inspection was carried out till from construction.

As of now, there were No major repair was carried out periodically, as structure required
hence seen its average/ moderate condition.
Thereafter, it is advice to maintain the building on regular basis, crack filling on external
plastered surface to minimize the structural cracks and water proof paint coats to minimize
leakages/ seepage problems.

 FACADE:

Due to the aging of the building and continuous saline atmospheric attack; external Plaster of
the Building is deteriorated at almost every places and is major cause of external leakage
during monsoon.

 Undulation found on external wall plasters at many places and it is in bad surface finish.
 Cracks found on Parapet wall plaster, Duct area & external area at many places, and
Parapet top should be protected with Cuddapah / Green-Marble. Dish antennas directly
Fixed on parapet which leads to source of leakage through walls.
 Patch hole found at some location where inlet wall piece of water pipe line entering to the
apartment and drainage lines too found leaking.
 External plaster of all Overhead Water tanks is found damaged, leads to leakage in
Monsoon in stair head room area.
 Vegetation growth on external face hence induce stresses in structural member, weaker
the structural member & creating major cracks which is source leakage.
 Staircase & passage area structural columns, beams & ceiling found damaged at many
locations.

 APARTMENT:
Observations are made in the apartments are subjected to the following constraints:
Due to renovation work carried out in some of the apartments, the structural distress may
have been concealed. Following apartments are in deteriorated condition- Some Flats in A
wing, B wing & C wing.

The distress observed in the apartment is as follows.


 In many of the apartments dampness and leakage was observed from external walls and
rooms above in the kitchen, bathroom & W/C area.
 Several cracks observed on columns, beams & Ceiling mainly in Kitchen area.
 Detailed demarcation indicated on attached drawing for exact locations.

 STRUCTURAL FRAME:

Estimation of structural strength by Non-destructive in-situ testing, the Rebound Hammer test
& visible distress condition of the structure. Detailed report attached in next section.

Schmidt Rebound Hammer Test for Estimation of Structural Strength


Schmidt Rebound Hammer is portable device that can be used to estimate the compressive
strength of concrete. This is also a non-destructive in-situ testing method. The Schmidt
rebound hammer operates on the principle that the measured rebound of a steel hammer mass
when propelled with 0.075 kgm of energy against the concrete or rock surface will be
proportional to the hardness of the material, which may be correlated in turn with the
compressive strength.

Methodology for use of Schmidt Rebound Hammer:


The hammer is unlocked by pressuring once. The rod of the hammer then comes out. The
hammer is held perpendicular to the surface and the rod is pressed against the surface. After
the hammering sound the hammer is locked and the Schmidt hammer value is read from the
scale. The estimated compressive strength is computed from the graph given on the hammer.

Projected Values on Schmidt rebound hammer during inspection on structural member are
ranging between 20 to 45 rebound numbers which give average concrete strength around
18.0 - 27.0 N/sq.mm. Overall results were found in averagely good acceptable range.

The structural condition of the building is not found acceptable. The cracks on external plaster
of the building have been found improperly repaired. These cracks helps moisture and various
corrosive atmospheric gases to get enter into the core portion of the structural member and
cause carbonation of the concrete. (Snap attached)

 TERRACE WATER PROOFING:

The existing waterproofing is provided IPS flooring and found repaired at some location,
some of the flats below terrace slab reported leakage from the terrace, it also observed partial
W/P coating applied on rooftop. Also found several cracks on parapet wall & coping area.

 SANITORY AND WATER SUPPLY LINES:

The building having PVC drainage pipes. Some Lines are leaking & damaged the plaster
surface. Overall condition of the Down takes drainage lines to say need repairs as & where
required.

 Down-take Water supply lines are of G. I. (Galvanized Iron), the wall piece of these lines
are found corroded and also noticed that while internal modification and Interior work,
puncture of brick wall from outside which is not properly finished and cause leakage inside
the apartment. Overall conditions of the Down-take lines are acceptable condition.

 Looping lines in terrace are of G. I. Overall Terrace Plumbing work is acceptable but need
cleaning during repair work or replace with UPVC .

 MISCELLANEOUS WORKS:

As the underground sewerage system is as old building, so at the time of repairs it may
require maintenance. As per our experience, most of the time it is found that the joint of
underground sewerage lines are got opened and the soil water leaks out from the pipe and
affects the plinth area of the building.

The water proofing work is also suggested for U/G water tank.

Pavement area of the building is found need to be rectified.

TERMINOLOGY OF NON DESTRUCTIVE TEST

The oxidation of steel results in increase in volume which in turn forces out the concrete
cover resulting in cracks.

The performance of RCC member depends on true execution for (1) Strength (2) Durability &
(3) Serviceability. Generally the prime importance is the strength, but the corrosion of
embedded reinforcement, which practically should not appear, it may prove fatal to the
durability of concrete. This happens due to many reasons one of which is the lack or
negligence of providing dense and proper cover to concrete to members.

In RCC member concrete cover protects embedded reinforcement from corrosion by


providing alkaline conditions. Co2 present in the atmosphere reacts, in the presence of
moisture, with hydrated cement minerals. The action of Co2 takes place even at small
concentration of amount 0.03 present by the rate of carbonation increase with an increase in
the concentration of Co2 especially at high water / Cement ratio and many other factors.
Carbonation reduces alkalinity of concrete and penetrates from surfaces to inside. When
concrete cover carbonates completely, the steel is open to attack by pollutant and other
element. If bars are not provided with proper concrete cover, the corrosion takes place at early
age.

Keeping all above aspects following test were suggested to evaluate condition of in-situ
concrete and steel.

 ULTRASONIC PULSE VELOCITY TEST UPV)

UPV method is applicable to the in situ structural member and is not restricted to the
laboratory in all application, the pulse is initiated on the boundary of the material and time
interval is measured for the pulse to travel to an opposite boundary or to be reflected back to
the first boundary and this become essential when the opposite side of the member is not
available for receiving the pulse. The UPV method can be usefully employed for:-

 Measurement of concrete uniformity / continuity in stone masonry / effectiveness


(condition of lime mortar.
 Detection of cracking and honey combing.
 Strength estimation.
 Assessment of concrete deterioration.
 Measurement of elastic modulus.
 Strength development monitoring.

There is no unique relationship between the pulse velocity and the strength of concrete.
However there is a limited correlation between change in pulse velocity and change in
strength when influence the measured results are:
 Temperature
 Stress history
 Path length
 Moisture content
 Reinforcement

In this investigation Ultrasonic pulse velocity test was carried out on the spot prepared for
Rebound hammer.

REMARK: It’s visually remarkable that distorted condition of the


structure and found concrete weak & unsound, i.e. quality of concrete is
doubtful condition.

 REBOUND HAMMER TEST

This test a measure of the surface hardness of concrete surface, although there is no direct
relationship between this measurement of surface hardness and strength, an campirical
relationship exists. This test is carries out by imported SCHMIDT HAMMER taking average
of at each spot on columns, beams and slabs.

MINIMUM COMPRESSIVE STRENGHT OF STRUCTURAL CONCRETE AT THE TIME


OF EXECUTION SHOULD BE-150 Kg. / cm2 AS PER I.S 456 (previous).

REMARK: Projected Values on Schmidt rebound hammer during


inspection on structural member are ranging between 20 to 35 rebound
numbers which give average equivalent concrete strength around 20.1 N/Sq.
Hench results were found in Average strength in the structure.

 CARBONATION TEST

The hydration product calcium hydrogen in concentration (pH) of about 13 in the presence of
a strongly alkaline environment, corrosion of the reinforcement is prevented by the rapid
formation of thin protective film of iron oxide on the metal surface which renders it passive.
Thus alkaline environment is essential for prevention of corrosion. Co2 forms about 0.03% of
atmosphere and reacts with Ca (OH)2 to form Ca Co3 Thus this carbonation process reduce
alkalinity if the cover zone to the concrete is permeable and depth of cover is low, then
carbonation front can reach the steel in relatively short time corrosion will ensue. The
corrosion products occupy a greater volume than the original metal and induce tensile stresses
in the concrete resulting in cracks and spill.

REMARK: Concrete were affected around average depth of 30 mm by


carbonation.

 HALF CELL POTENTIAL METER TEST

Galvanic corrosion cells are formed in concrete when corrosion of reinforcement takes place.
This can be detected by measuring the half cell potential of the reinforcement with respect to
a reference electrodes which is inserted in the galvanic corrosion circuit. A number of
references electrodes are suitable for detecting the corrosion of steel in concrete, but the
copper sulphate or the silver- silver chloride half cell are most commonly used. These are
placed on the moist concrete surface and connected to an exposed reinforcement. The
potential of embedded reinforcement is measured relative to the half cell reference electrodes
thought a high impedance voltmeter in the circuit. The most concrete functions as functions as
an electrolyte. The corrosion activity of potential is empirically related to the measured
potential difference in the circuit by convention, potential readings are taken to be negative
value, the more negative are the values, and the more active is the corrosion process of greater
like hood of corrosion.

In this investigation half cell potential meter test is carried out on R.C.C. Elements like
columns, beam & slabs to know the extent of corrosion in the embedded reinforcement. The
interpretations of results based on test are given in Test report.

HALF CELL POTENTIAL METER TEST (Copper- Copper Sulphate)

INTERPRETATION OF RESULTS (REFERENCE AMERICAN NATIONAL STANDARD


ANSI/ASTM C 876-80)

If potential over an area are numerically less than 0.20 V CSE, there is a greater than 90%
probability that no reinforcing steel corrosion is occurring in that area at the time of
measurement.

If potential over an area are in the range of 0.20 V CSE to 0.35 corrosion activity of the
reinforcing steel in that area is uncertain.

If potential over an area are numerically greater than 0.35 V CSE, there is greater than 90%
probability that reinforcing steel corrosion is occurring in that area at the time of measurement

In laboratory test where potentials were numerically greater than -0.50 V CSE, approximately
half of the specimens cracked due to corrosion activity.

REMARK: Steel was 20% rusted, an increasing probability of corrosion


around 50% noticed, seems average strength in corroded steel.

 CHEMICAL TEST ON HARDENED CONCRETE

Chemical test on hardened concrete to know pH value, chloride content & sulphate content

REMARK: Based on our inspection, the condition of structure


is found distressed Condition. Columns, beams and
slab found deteriorated at some places Hench it’s
Visually remarkable in most of the places.

RECOMMENDATIONS

1. PLASTER

Plaster provides protection to the Building Structure against various weathering action. Poor
or bad plaster may damage interior of residence. Due to seepage of water, corrosion of
reinforcement enhances and ultimately it may affect the structure as a whole. To get best
quality and long life of plaster any of the following treatment is recommended to develop
shield against these weathering effects.

a. Base Coat-Base coat should be provided with Metal embedment, leveling Coat, Dash
Coat etc is recommended.
b. Hand Plaster- Hand coat plaster with suitable admixtures, non-metallic admixtures
such as Fibers to enhance flexural strength, which helps in reducing the shrinkage
Cracks in plaster is recommended.
c. Crack filling with standard material in old plaster wherever adopting patch plaster or
no plaster.

Every Junction of Structure and Brickwork should be treated by taking extra care. We
recommend rectifying external plaster with any suitable combination of above-mentioned
treatment, which should be followed by good quality Polymer Modified Cement Paint or Tax
Paint to get long life of the Plaster. As good quality paint restrict Moss growth. Sand used
should be of good quality and should be free from silt and chloride.

A Judicious application of the above treatment would guarantee Trouble free long life of
external plaster and will give great relief to the residents from their routine monsoon Leakage
problem.

Patch plastering of dead wall & damaged External Surface with new fibro-plaster is
recommended.

2. STRUCTURE

Due to saline atmospheric condition in the region, the structures get affected by Carbonation
of Concrete and Corrosion of reinforcement. To repair it, following method can be adopted.

Epoxy and Polymer Modified Mortar: Epoxy/ Polymer modified mortar gives good
compressive, flexural and shear strength as compared to shotcreted mortar. This process
consist of cleaning the reinforcement, removing the Rust, providing additional reinforcement
wherever required, Passivating the same and applying polymer/epoxy modified mortar on the
structure. We recommend use of cementations material i.e. polymer over epoxy as it behaves
like concrete, and is easy to handle.

Based on the inspection certain Structural Elements as discussed STRUCTURE Observation


and Internal Survey have been identified for possible repair. Structure should be treated from
outside & inside wherever required. (All Internal Modification henceforth should be allowed
only after written approval from Licensed Structural Engineer.)

3. DRAINAGE AND WATER SUPPLY LINES

Condition of down take drainage is good however due to plastering work these lines will get
damaged, considering this, following work is recommended. Removing and refixing of
Drainage lines with bracket behind it is recommended.

Condition of down take Water Supply Lines is good however plastering work of duct area
behind these lines will not be possible without following recommended work. Down take
Water Supply Lines should be removed and refixed away from wall after changing the wall
piece & damaged pipes and fixing the bracket behind it.

Condition of Terrace Looping Lines is good however plastering work of Parapet wall area
behind these lines will not be possible without following recommended work. Down take
Water Supply Lines should be removed and refixed away from wall after changing the wall
piece & damaged pipes and fixing the bracket behind it.

4. WATERPROOFING WORK

Surface condition of the Terrace Waterproofing is found damaged at certain location which
required waterproof IPS topping by removing existing Chin chips & covered IPS upto top of
brick bat.

5. INTERNAL LEAKAGE

As internal Leakage was observed in few flats, appropriate treatment (Waterproofing of Toilet
Block, Changing of Nahni Trap, and Filling up Joints etc.) should be given to arrest Leakage
wherever required.

6. MISCELLANEOUS WORK

Painting is generally considered only as an aesthetic feature, which is not true. Painting acts as
a protective coating to the plastered areas and protects the same from atmospheric attack.
Painting should be provided on entire External Surface after plastering.

Cracks filling, Painting with Surface Protection Coating should be provided on entire External
Surface after plastering.
