CHAPTER I: INTRODUCTION

One of the major problems Zamboanga City Proper is traffic


congestion. Trafficon roads, is define as the movement of
vehicles, pedestrians, ridden or herded animals,transportation
of goods for the purpose of trade, and other conveyances in an
area,either singly or together, while using the public way for
purposes of travel. Trafficcongestion is a condition on road
networks that occurs as use increases, and ischaracterized by
slower speeds, longer trip times, and increased number of
vehicles

Due to traffic congestion, a volume of traffic generates demand


for space greaterthan the available road capacity. This point is
commonly termed saturation. There are anumber of specific
circumstances which cause or aggravate congestion. Most of
themreduce the capacity of a road at a given point or over a
certain length, or increase thenumber of vehicles required for a
given volume of people or goods

Traffic congestion can have a number of effects on drivers, the


environment,health and the economy. Pollution, as one of the
most harmful effects of trafficcongestion is its impact on the
environment. Despite the growing number of hybridvehicles on
the road, cars stopped in traffic still produce a large volume of
harmfulcarbon emissions. Besides contributing to global
warming, these emissions can causemore short-term and
localized problems, such as smog and increased
respiratoryproblems in a community due to poor air
quality.Economic Impact, another effect of traffic congestion
where drivers whoencounter unexpected traffic may be late for
work or other appointments, causing a lossin productivity for
businesses and in the drivers' personal lives. Traffic delays may
alsoslow down the shipping of cargo if delivery trucks can't
remain on schedule due to acongested rout

CHAPTER II: REVIEW OF RELATED LITERETURE AND
CONCEPTUAL FRAME WORK
REVIEW OF RELATED LITERETURE

The Zamboanga City Government continues to


sustain progress and development in the city through
strictly implementing ordinances especially in
addressing the road traffic.

The Task Force Road Clearing Operations is one of


the priority of the City Administrators office to avoid
illegal parking that causes traffic jam and obstruction
to commuters and pedestrians.

Christian Olasiman from the office of the City


Administrators emphasized that this ordinance is
important to sustain efforts toward safety of the
residents with “consistent enforcement of ordinances
as one of the priorities to sustain the programs,” he
added. Further, the task force are also encouraging
the barangay officials to conduct their own road
clearing operations.

Infrastructure projects are also being prioritized by


the city government, including the road projects, road
widening, and fixing drainage system.

“We hope that this can be expedited and be


completed immediately so that we can address the
traffic as early as possible,” Olasiman said.

Part of addressing the traffic problems is also to


make sure that there is enough parking space
especially in the central business district of the city.
There is a priority of putting a parking building in Sta.
Cruz Market and Public market that will provide more
parking access for the residents
The City Administrators Office is also currently
proposing an expansion and addition traffic enforcers
to monitor flow of traffic considering the large land
area of the city. Traffic management also entails
traffic engineering and planning to look at the quality
of the roads and rerouting scheme to improve the
traffic.
