III. PHYSICAL PROGRESS
In this reporting month, October 2023, the Contractor has managed to achieve for is 1.44%
(ETB 24,512,688.84) which is 1.01 km whereas the planned amount figure excluding
Dayworks is 5.40% (ETB 101,265,637.72) equivalent to 3.78 km as per the Contractor’s
masterwork program.
The actual to-date progress of the project that the Contractor has managed to accomplish has
become 19.93% (ETB 340,011,045.40), which is equivalent to 13.95 km against the planned
figures of 43.72% (ETB 819,594,556.17) equivalent to 30.60 km. The total time elapsed to-date
is about 559 calendar days (51.05%). Hence, the slippage from time and plan is -31.12% and -
23.78%, respectively.

VI. MAJOR OFFICE WORKS DONE BY THE ONSULTANT

▪ Preparation of Measurement sheet and interim payment for IPC-12.

▪ Approval of subbase construction data for the Main Access Road from km 2+420 to
22+480 and km 0+007 to 2+400.
▪ Compile as-built data for the monthly progress report of the executed works for
undercut excavation, embankment works, hard rock excavation, rock fill quantity and
final subgrade (Airfield).
▪ Approval of capping construction data for the Main Access Road from km 0+007 to
2+400 and km 2+420 to 22+480.
▪ Approval of subgrade construction data for the Main Access Road from km 0+007 to
2+400.
▪ Approval for canal working template for the Main Access Road from km 8+300-9+820
LHS, km 11+500-12+060 BHS, km 12+080-13+720 LHS, km 10+300-11+060 LHS and
km 11+080-11+280 BHS.
▪ Granting approval for the submitted Apron and Taxiway working Template
drawings.
▪ Granting approval for the submitted Main Access Road Revised template for Dimtu
Junction from km 0+000 to 0+600.
VII. OUTSTANDING ISSUES

▪ Shortage and timely mobilization of resources (Earthmoving machineries, asphalt
plant, cement, fuel, bitumen etc).
▪ Improve daily production rate for the precast productions (RC Pipe, RC U-drain, edge
cub stone etc.).
▪ Poor and unsustainable performance of the crusher plant and inadequate quarry
development.
▪ Failure to start preparatory works for Asphalt Surfacing works (Bitumen supply,
Asphalt plant installation etc.).
▪ Limitations in the provision of Engineer’s facilities (Office furniture, Tools, Lab
Equipments etc.)
▪ Non-compliance on dust control and management of crusher site and access roads.

VIII. ACTIONS TAKEN AND PROPOSED SOLUTIONS/WAY FOWARD
A. ACTIONS TAKEN BY THE EMPLOYER
▪ The Employer has strongly stated its concern in the slow rate progress of works.
▪ Fully released advance payments (Full of the supplier and the cash portions).
▪ Prioritizing the project in timely effect of Interim and advance Payments.
▪ Writing letter of concern to the Contractor for non-compliance on dust minimization
of crusher plant and access roads.
▪ Forwarding compliance monitoring of ESOSH issues of the project.
B. ACTIONS TAKEN BY THE ENGINEER
▪ The Engineer has frequently forwarded its concern in the contemporary slow rate
progress of works through official letters, minutes of meetings, verbal discussions etc.
▪ Most of the design issues are resolved, except for the compound roads (pavement
stratification) where it needs the consent of the from the Employer after submitting
the final design review report.
▪ All of the project RoW issues has been identified, measured and forwarded to the
Employer except for few at the compound roads sections.
▪ Timely approval and reply of shop drawings and RFIs.
C. ACTIONS TAKEN BY THE CONTRACTOR
▪ Mobilization of mandatory sub-contractors for the permanent works and STD/HIV
Prevention and control works in August 2023.
▪ Preparing three-months and annual agreed action plan.
▪ Purchasing of asphalt plant (Not arrived to the site yet).
D. PROPOSED SOLUTIONS/ WAY FORWARD

1. BY THE CONTRACTOR
▪ Mobilization of additional earthwork machineries and key personnel based on the
action plan.
▪ Diversify drainage structures construction and precast elements production.
▪ To start asphalt preparatory works.
2. BY THE EMPLOYER
▪ Ensure that the Contractor’s interim payments are timely paid.
▪ Clearing RoW obstructions of any.
3. BY THE ENGINEER
▪ Timely issuance of any instructions, approvals and reply to Contractor’s queries.

▪ Advise the Contractor and the Employer on the project risks and possible mitigation
measures.
▪ Manage the project in respect of time, cost and quality.
▪ Manage the project to ensure sustainability in terms of Environmental, Social and
Safety aspects.
▪ In collaboration with the stakeholders, facilitate and settle challenges of any that may
hinder the progress of the project.
