SCHOOL GUIDELINES FOR THE IMPLEMENTATION OF THE SIX (6) HOURS

DAILY ACTUAL CLASSROOM TEACHING FOR PUBLIC SCHOOL TEACHERS IN
VINISITAHN NATIONAL HIGH SCHOOL, VINISITAHAN (MNLD.), BACACAY, ALBAY

1. In compliance with DepEd Memorandum # 291 Series 2008, DepEd Order # 1 Series 2009,
and the Civil Service Commission (CSC) Resolution 080096 as mandated by Section 13 of
Republic Act 4670 or the Magna Carta for Public School Teachers and as reiterated thru the
Regional Memorandum # 69, Series 2019, the school hereby adheres to the following:

a. Public school teachers are not exempt from eight (8) hour workday as provided for in
Republic Act 1880; (DepEd Memorandum 291, S. 2008) (1) (a)
b. School head shall assign teaching loads to teachers to fully utilize the six (6) hour
actual teaching ie. six teaching loads at one hour per teaching load, with due regard
for possible teaching interval; (DepEd Memorandum 291, Series 2008, (2) (b)
c. The six (6) hours of actual classroom teaching shall cover the full load of a teacher
as indicated in the class program; (DepEd Order 16, Series 2009)
d. A teacher with less than six (6) hours of actual classroom teaching shall render
additional hours of appropriate teaching-related activities and duties enumerated in 2
(d) within the school premises to complete six (6) hours; (DepEd Memorandum 291,
Series 2008)
e. Service credits shall be granted in lieu of additional compensation or overtime pay for
actual classroom teaching in excess of six (6) hour actual classroom teaching and for

work performed in excess of eight (8) hours done within the school premises shall be
exclusive of the fifteen (15) days limitation under DepEd Order 53, s. 2003 (Do
16, Series of 2009, (2) (d)
f. A teacher with six (6) hours of actual classroom teaching and/or equivalent teaching-
related activities shall render the remaining two (2) hours of work within or outside

the school premises to comply with the eight (8) hour workday by engaging in the
following activities: (DepEd Memorandum 291, Series of 2008)
1. Preparation of action/work plans, instructional materials, evaluation/ assessment
tools / rubrics
2. Preparation and checking of exercises, recording of academic performance
results and classroom accomplishments
3. Conduct research
4. Attendance to seminars, workshops, and similar activities
5. Counselling, mentoring, coaching of students, including home visits
6. Consultation and conference with parents
7. Performance and coordination of activities of duly recognized community social
services

8. Participation in the maintenance and improvement of school facilities and

equipment.
g. Accomplishing the form which indicates the teacher's use of the two (2 working hours
outside the school shall be done weekly. The same will be submitted every Monday
of the week to the designated coordinator for consolidation;
h. No Means of Verification (MOV) is required as stipulated in the Regional
Memorandum # 69, Series of 2019;
i. The teacher shall attach the accomplished template in the use of two 2) hours

outside the school in the Daily Time Record (DTR) form to complete the eight (8hour
work day;
j. Teachers who have abide by this mechanism shall be deemed to have completed
the required daily working hours and must not be declared to have incurred
undertime in the report of attendance and must not be subjected to salary deductions
by the concerned payroll services unit;(0o 16, Series of 2009)
k. The six (6) hours daily actual classroom teaching for VNHS teachers shall be
implemented/observed perpetually unless superseded by an amendment to the
provision of RA 4670 or the Magna Carta for Public School Teachers and all
requisites prescribed by law.
