Dubai.
Subject: External fencing of under construction sites

Within the framework of the efforts made by the Building Activities Control Department in Dubai
Municipality to preserve public safety and the environment surrounding the sites under
construction and their visual image throughout the Emirate of Dubai, and in view of the many
violations and misuses we have noticed related to fences permits, requirements, and regulation
requirements.
Therefore, all engineering consultancy offices and contracting companies operating in the Emirate
of Dubai are kindly requested to ensure that the regulatory requirements of fencing for
construction sites are always and continuously available and abide by the following:
1. Comply with the terms and requirements of permits for temporary fences for sites under
construction, including ensuring their continued validity.
2. The necessity of installing temporary fences in a secure manner and maintaining them on
a regular basis in a manner that ensures that the general appearance and visual image of
the Emirate are not distorted.
3. Carrying out permanent and continuous general maintenance of the area around the
project and the outer perimeter adjacent to the fence from all sides.
4. Not to alter the building materials to a height that exceeds the external fence.

Declaring that the engineers of the Building Activities Control Department will intensify the
inspection visits to the construction sites and verify the extent to which the above is strictly
followed.

‫الموضوع‪ :‬األسيجة الخارجية للمواقع تحت االنشاء‬

‫في إطار الجهود التي تبذلها إدارة رقابة أنشطة البناء ببلدية دبي للحفاظ على السالمة العامة وعلى البيئة‬
‫المحيطة بالمواقع قيد اإلنشاء و الصورة البصرية لها في جميع أنحاء إمارة دبي‪ ،‬ونظرا ً لما تالحظ لدينا من‬
‫العديد من المخالفات والتجاوزات المتعلقة بتصاريح األسيجة واشتراطاتها ومتطلبات تنظيمها‪.‬‬
‫عليه يرجى من كافة مكاتب االستشارات الهندسية وشركات المقاوالت العاملة في أمارة دبي التأكد من‬
‫توفر االشتراطات التنظيمية لألسيجة الخاصة بمواقع البناء بصورة دائمة ومستمرة وااللتزام باآلتي‪:‬‬
‫‪ -1‬االلتزام باشتراطات ومتطلبات تصاريح األسيجة المؤقتة للمواقع تحت اإلنشاء بما فيها والتأكد‬
‫من استمرارية صالحيتها‪.‬‬
‫‪ -2‬ضرورة تثبيت األسيجة المؤقتة بطريقة محكمة وصيانتها بصورة مستمرة بطريقة تضمن عدم‬
‫تشويه المظهر العام والصورة البصرية لإلمارة‪.‬‬
‫‪ -3‬القيام بأعمال النظافة العامة بشكل دائم ومستمر للمنطقة حول المشروع والمحيط الخارجي‬
‫المالصق للسياج من جميع الجهات‪.‬‬
‫‪ -4‬عدم تشوين مواد البناء بارتفاع يتجاوز السياج الخارجي‪.‬‬
‫علما بأن مهندسي إدارة رقابة أنشطة البناء سيكثفون الزيارات التفتيشية على مواقع البناء‬
‫والتحقق من مدى التقيد وااللتزام الدقيق بما ورد أعاله‪.‬‬
