Guidelines for Project Supervision Team (IE/AE/PMC)

1. Role & Responsibility of Team Leader:

A. Supervision / Review

a) The construction of Highways is taken up on various modes such as Build,


Operate and Transfer (BOT), Engineering Procurement and Construction
(EPC), Hybrid Annuity Mode (HAM) etc. Each mode has different roles &
responsibilities of various stakeholders regarding fund/resource
mobilization, planning, designing, construction and maintenance of
Highway facility. Though the contractor / concessionaire is primarily
responsible for construction of quality road yet the role of other
stakeholders is also equally important to ensure quality control /
assurance.

b) Team Leader is the senior most position. He along with the key personnel
shall be responsible for reviewing the entire Project preparation and
implementation activities of the Contractor/Concessionaire. The TL shall
perform the following functions inter-alia;

(i.) He shall review the resource based Work Program submitted by the
Contractor / Concessionaire and obtain consent including that of
Revision, if any, of the Engineer. He should ensure that the
Program covers completion of all stages of the construction given in
relevant Schedules and Project Milestones of the works as
specified in the Project Completion Schedule set forth in Contract
duly highlighting the critical activities.

(ii.) He shall undertake Project site visits at least twice a week and shall
guide, supervise, coordinate and monitor the work of other experts
in his team as well as those of the Contractor/Concessionaire and
shall send the inspection report to HO. The report shall describe an
overview of the status, progress, quality and safety of construction,
including the work methodology adopted, the materials used and
their sources and conformity of construction works with the scope of
project and the specifications and standards. The report will also
include in reasonable details the lapses, defects or deficiencies
observed by him in the construction of the project.

(iii.) As already advised the TLs will send a weekly report to the Head
Office regarding NCRs raised and NCRs closed giving details of the
nature of NCR etc. Reasons for non-closure of NCR shall also be
indicated in the report. Part of Works having irreversible NCRs shall
not be continued until satisfactory closure of the NCR to avoid work
becoming critical at the stage of completion.
(iv.) The Team Leader shall interact with the members of the Project
Team over a cup of tea at least once in a fortnight and ensure
cordial relations amongst the team. He shall be in constant touch
with the HO for Drawings Review/ Change in Drawings/ Certification
of achieving Milestones/ COS recommendations, EOT/ Project
Completion, etc. reflecting to contractual Obligations on the part of
Client and the Concessionaire/ Contractor. The Team Leader
should feel free to interact with the Senior Personnel at HO for any
clarification / assistance / guidance. He should do so without any
hesitation whatsoever.

B. Quality & Safety of Works:

a) Quality & Safety Observations during the construction are paramount and
not-negotiable. Quality is derived from Specifications both General &
Specific to a Contract. Safety at site has to be as per Design with an aim
for zero fatality. Both Quality & Safety are to be governed by Standard
Operating Procedures (SOP).

b) The common mistakes generally happened are indicated below. The list is
not exhaustive but reflects the deficiencies observed during site visits.

(i.) Structures
Improper curing; incorrect cover; substandard cover blocks; vertical
members not checked with plumb bob, dimensions of structures not
checked while fixing the shutters, incorrect bar bending schedule,
incorrect method of vibration of concrete, patchworks on concrete
surface to hide defects, incorrect cable profile in
prestressed girders; over-stressing/ under-stressing; inadequate
vibration at cone; improper/ non-improvised mix design for dense
reinforcement conditions leading to cone movement, chamfers not
applied thereby causing broken edges at sharp corners, concreting
on unclean & plane surface of pervious concrete layer/ lifts;, etc. In
no event, the defects in the Structure should be accepted.

(ii.) Highways
Top-soil removal and storage for reapplication, incorrect layer
thickness, compaction of ground supporting embankment,
improper mixing of water in soil layers, compaction issues for layers
density tests frequency, ignorance of procedures for fill on poor
ground strata, density tests in relation to specific property of that
layer; incorrect materials specs for subgrade median fill &
shoulders, non-adherence of Specs w.r.t prime & tack coat, design
mix issues, temperature of BT layers while laying & compaction,
incorrect vibro passes & patterns, BT laying without side
confinements by kerbs, general tendency to accept defective work,
etc.

(iii.) Materials
The quality of cement steel and bitumen should be got checked
from NABL accredited laboratories so as to establish appropriate
quality of the principal materials. Regarding approval of stone

segregate is it important to carryout tests like Alkali reactivity &
stone polish value, Source approvals without visiting the source,
ignorance of samples from the working beds for density test, non-
adherence of frequency of tests, random checking & tests of Plants;
sampling & testing of mix at Plants; Statistical analysis of mix for
judging uniformity of strength in a Concrete member, random site
visits & testing in working beds; etc.

2. In addition to the above it is mandatory for the Project Team to adhere to the
following. Team Leader & Team will ensure both Quality & Safety at site.

a) Team Leader/ DTL - Site visit twice a week; 2% Quality Checks;


Compulsory fortnightly meetings with Staff and Contractors; NCRs to be
issued and closed on Compliances, Corrections/ Rectifications to be
witnessed before closing the NCRs. Team Leader to be present during
concreting of all major structures, especially superstructure.

b) Resident Engineers - Site visit four times a week; 5% Quality Checks;


weekly meetings with Staff and Contractors.

c) Bridge Engineers - Checking of Shuttering, reinforcement and Concreting


compulsory; random testing at Labs.

d) Highway Engineers - Checking of line, level & length compulsory, In-situ


testing in layers/ beds; random testing at Labs.

e) Materials Engineers - Source checking; Lab testing frequencies; Witness


Tests at external labs/ facilities for proprietary items used in road
construction; random testing in working beds.
