All teams are required to thoroughly read the Twin Cities Moot Court
Competition Rules & Regulations. Ignorance of such rules will not be accepted
as a credible excuse to waive off penalties consequent upon any breach.
1. Structure of Competition
The Competition will be structured as per the following format:
a. Preliminary Rounds
b. Semi-Final Rounds
c. Final Round

2. Language of the Competition


a. The written and oral language of the competition shall be English.
b. Oralists will only answer in Urdu when asked by the Judge in Urdu for a
specific question.
3. Eligibility
Students pursuing their LLB degree program from HEC recognized universities
and/or Law Colleges affiliated with HEC recognized University or any
recognized external university, are eligible to participate in the
co mpetition.
4. Team Composition
Each team, for the competition, shall comprise of three members i.e.
1. Two Oralists
2. One Researcher.

5. Team Identification
a. Each team shall be assigned an anonymous code upon their registration to

ensure fairness.
b. This code shall be emailed to the team by the organizing team.
c. This code shall be the identifier for the team throughout the competition.

6. Dress Code

The participants are required to wear sober and dignified proper lawyers’ attire,
while appearing before the Moot Court.

7. Memorials’ Submission

a. All memorials submitted for the competition shall strictly adhere to the
Formal Rules of the Competition.
b. Each team participating in the competition must submit two memorials, that is,
1. ONE Memorial on behalf of the Petitioner and
2. ONE on behalf of the Respondent.
c. Each team must research, write, edit, and develop its own legal and factual

arguments without the assistance of persons who are not team members. Any
team that receives outside assistance may be penalized and may be
disqualified from the Competition.
d. Each team has to submit 3 hard copies of the memorials from each side. Non-

compliance may lead to deduction in marking.


e. The memorials shall not contain any form of identification apart from the

team code. The hard copy of the memorials must not be different from the
soft copy submitted.
f. Hard copy of memorials must be in tape binding.

g. Memorials submitted in soft copy must be in PDF format. Soft copies of the

memorial must be emailed to the official Law Students’ Council mailing ID.
h. Memorials must not exceed 15 pages.

Any clarifications regarding the moot issue or queries regarding the drafting of the
memorial must be submitted by November 23, 2023 on the official mailing ID.

8. Guidelines for Drafting Memorials

I. Memorial Structure
The memorial may contain the following parts only:
a. Cover Page (Team Code on right-hand corner, Name of Court, Title of

Case, Memorial for Petitioners/Respondents, and Year of competition)


b. Table of Contents
c. List of Abbreviations
d. Index of Authorities
e. Statement of Jurisdiction
f. Statement of Facts
g. Issues Raised
h. Summary of Arguments
i. Pleadings/ Arguments Advanced
j. Prayer for Relief
Note: Each paragraph must be numbered and not bulleted, for ease of reference.
II. Format
a. Team Code-Top Right corner of the Cover Page
b. Page Size: A4
c. Font Type-Times New Roman

i. Headings-14
ii. Body Text-12
iii. Footnotes-10

e. Line Spacing
i. Body Text-1.5
ii. Index of Authorities-1.5
iii. Footnotes-1
f. Page Margins – 1.5 inches on the left and 1 inch on the rest three sides.
g. The hard copies of the memorials shall be printed on one side only.

9. Evaluation Criteria for Memorials


Every memorial shall be marked on scale of 40 and shall be evaluated according to
the following criteria:

4. Use of Authorities with Proper Citation and Correct Format 10

Penalties will be imposed for

a. Missing sections of the memorial;


b. Drafting contrary to rules mentioned; and
c. Other issues as per the discretion of the organizers.

Note: Plagiarism will result in strict penalties including exclusion.

10. Oral Rounds


a. A total of 10 minutes for each side to present their case and a

further 5 minutes to both sides for rebuttals and sub-rebuttals.


b. Format for the Oral Rounds:
 Oralist 1 for Petitioners
 Oralist 2 for Petitioners
 Oralist 1 for Respondents
 Oralist 2 for Respondents
 Rebuttals by Petitioners
 Sur-Rebuttals by Respondent
c. In case any Opponent Team fails to appear in an Oral Round, the Rounds

shall be conducted ex-parte and the scoring shall be done as if the defaulter
team had been present and arguing.
d. Before the start of the oral rounds of any team, the Oralist of the team shall

inform the Court Room Officers regarding the order of speaking, as well as
allocation of time between themselves and the time reserved for Rebuttal.
Once so informed, these timings may not be changed. If an Oralist speaks for
more than the time reserved for him, the extra time used by such Oralist shall
be deducted from the time allotted to the second Oralist of that team. If the
second Oralist exceeds the time allotted to him/her, such time exceeded shall
be deducted from the time reserved for rebuttals.
e. Teams, while submitting their oral arguments, may not pass any material for

reference to the Judges, unless asked for or permission by the judges.
f. During an oral round, Oralists at the podium and participants seated at the

counsel table may not operate, for any purpose, mobile phones, laptop
computers, PDAs, or any other computing or electronic devices, including
but not limited to those which are internet- enabled or data-capable, or have
instant messaging capabilities. All such devices must be turned off and
removed from sight as soon as the bailiff first enters the courtroom, and must
remain off and out of sight until the conclusion of the oral round.
g. No team can contact and seek advice, or assistance of any kind from another

participating team. Failure to comply with this rule shall result in immediate
disqualification of the team from the Competition.

h. Any team which violates any of the Rules with respect to the oral

rounds may be penalized. The decision of the Judges shall be final in


this regard.
i. Each speaker will be marked individually for their performance, which will

add to the total team score.

11. Evaluation Criteria for Oral Rounds


The oral pleadings would be marked on scale of 60 per judge and would be
evaluated on the following grounds:

Note: Penalties will be imposed for exceeding time limits and failing to abide
by other courtroom rules.

12. Miscellaneous Rules


a. The Judges of the Moot Court have the right to question the entire team,

including the researcher with regard to the argument at hand.


b. The decision of the Judges regarding the allocation of marks shall be final.
c. To ensure uniformity, each Judge shall be briefed in advance regarding the

marking criteria.
d. The Organising Committee has the discretion to disqualify any team if it

fails to comply with any of the rules set out in this document. The decision
of the Committee in this regard shall be deemed final.
e. The dress code for the Moot as well as any official functions during the

duration of the Moot shall be the official uniform for the legal fraternity in
Pakistan.
f. The organizing team has the discretion to limit the number of

participating teams to ensure a credible competition.
