5. OPERATION PHILOSOPHY
The following paragraphs shall describe the step-by-step procedure and conditions to achieve the
automatic transfer from grid to genset after main grid black out, and from genset to mains after grid is
back and stable.

It´s also described the minimum requirements to perform a manual transfer in case is necessary, but
further information shall be included in O/M procedures.

5.1. Black out detection in DSE8620 and transfer from mains to genset.

Preconditions:

- Genset ready / available (Not fault from genset in DSE controller in genset) (As per meeting
20230404, it´s confirmed that signal shall be provided hardwired).
- Genset in Auto mode (As per meeting 20230404, it´s confirmed that signal shall be provided
hardwired).
- DSE8620 controller in MCC200 in auto mode.
- LV breakers in MCC200 in Auto mode (contact S1 in DSE8620)
- LV breakers in MCC200 (genset and incomer) ready (not tripped and racked in) (Missing these
signals in DSE8620, internal wiring modification is required from Suez).

- LV breakers in genset panel not tripped and closed (As these circuit breakers have been designed
manual and fixed, they should be maintained closed to allow system operation).
- It shall be frequently verified that fuses to protect PT´s are not blown, to avoid ATS malfunction.

ATS procedure:

1. DSE8620 in MCC200 will detect that voltage reading in incomer from grid is out of limits (readings
in PT´s in MCC200). Configurable delay counter to avoid grid transients, which is integrated in
DSE8620 in MCC200, will start. This counter shall be pre-set in DSE in MCC200.

2. If the main is outside the configurable limits for longer period than delay counter, the start digital
output in DSE8620 in MCC200 is energised.

At this point it is necessary to send a hardwired “start signal” from DSE8620 in MCC200 to DSE
in genset. The signal shall be a dry contact from relay 1KB2 in MCC200 fed from DSE8620. This
signal shall be sent to DSE installed in genset, digital input “F”.

As indicated, the signal should come from relay 1KB2 in MCC200 DSE:

3. Once the DSE in genset has received the “start signal” from DSE in MCC200, it will proceed with
start-up procedure, which is totally set in DSE in genset.

4. Once engine is fired, it will look for pre-set frequency and will check oil pressure, high engine
coolant temperature, speed, and other required parameters. It will start also the warm up timer.

All the genset auxiliaries and status signals are hardwired to DSE installed in genset enclosure.
All the genset protections are configured in same DSE. Therefore, the required settings, timers
and configurations for genset protection, status verification and normal running shall be set in
such DSE. For further information refer to document “Nexus Prime Certification of PSMV Genset-
1”.
Faults and protection trips are also generated in such DSE.

5. After warming up timer is expired, DSE in genset will send the signal “Genset ready to connect
load” to DSE8620 in MCC200, and this last will transfer the load. This signal shall be hardwired
between both DSE controllers.
First, the incomer circuit breaker from main is open and after short delay (to be set in DSE in
MCC200), the generator circuit breaker will close. This operation is performed with relays 1KB3 /
1KB4 (for main), 1KB5 / 1KB6 (for genset) in DSE controller in MCC200:

As soon as generator circuit breaker is closed, the circuit breaker “feeder to capacitor banks” in
MCC200 must trip. Capacitor banks must not be connected while generator is feeding the plant.

6. To ensure the proper operation, it´s necessary to share between both controllers the feedback
after fully automatic transfer is finished. Once the full process is done, the DSE controller in
MCC200 will send a signal “ATS successful” to DSE in genset.

In case of circuit breakers commands fail to close or to open, DSE controller in MCC200 shall
send a signal to DSE in genset as “fail to transfer”, to allow the controlled and safe shutdown of
generator.

7. As indicated in point “4” above, all the generator protections and faults are managed and released
by DSE in genset. The following actions shall be done in case of:

a) Generator faults:
All the fault signals and warnings which require immediate action, but not instantaneous trip,
shall be gathered in a single “Genset fault” signal to be sent to scada. In that case operators
will perform a controlled shut down of plant.

b) Low load fault:


Low load signal below 30% (as warning) shall be sent to scada to allow operators increase
the generator load or perform a controlled shut down of plant.

c) Generator and electrical trips:


All the faults and electrical trips which require instantaneous action / trip shall be gathered as
a single hardwired signal called “Generator trip”, which shall be sent to MCC200 generator
incomer circuit breaker, to operate over “MX” tripping coil. The signal shall be sent also
communicated to scada.

5.2. Seamless transfer from genset to mains after main grid is back.

Preconditions:

- Voltage presence in mains incomer (correct voltage reading from PT´s in MCC200 main line
registered in MCC200 DSE).
- Genset in operation (correct voltage reading from PT´s in MCC200 generator line registered in

Because Genset - Genset ready / available (Not fault from genset in DSE controller in genset) (As per meeting
need to shut down 20230404, it´s confirmed that signal shall be provided hardwired).
- Genset in Auto mode (As per meeting 20230404, it´s confirmed that signal shall be provided
hardwired).
- DSE8620 controller in MCC200 in auto mode.
- LV breakers in MCC200 in Auto mode (contact S1 in DSE8620).
- LV breakers in MCC200 (genset and incomer) ready (not tripped and racked in) (Missing these
signals in DSE8620, internal wiring modification is required from Suez).
- LV breakers in genset panel not tripped and closed (As these circuit breakers have been designed
manual and fixed, they should be maintained closed to allow system operation).
- It shall be frequently verified that fuses to protect PT´s are not blown, to avoid ATS malfunction.

ATS seamless procedure:

1. When the mains supply is returned (detected in PT´s in MCC200, mains incomer line), the
configurable “stop delay” is initiated in DSE8620 in MCC200 to avoid transients. Once this timer
is expired, DSE8620 in MCC200 will check and compare the voltage in both PT set in main
incomer line and genset incomer line in MCC200.

2. If voltage, frequency, and angle are similar and within the selected parameters, which are
preconfigurable in DSE in MCC200, the DSE controller in MCC200 shall send a hardwired signal
to DSE in genset to inform that grid will be paralleled, and load will be shared momentarily.

At this moment, DSE in MCC200 need to send the signal “sync ok and ready for coupling” to DSE
in genset, to allow DSE in genset understand that grid will be paralleled, and the load will be
shared. How to synchronize Genset and main ? How to control genset to synchronize with main ?
How to change the voltage, frequency and agnle in genset ?
3. During paralleling time, the behave of load taken by genset can be configured with two options:

a) Fix load
b) Load as percentage of total load in main.

These options are configurable in DSE controller in genset.

4. After that, the DSE controller in genset shall send back a hardwired signal to DSE in MCC200 as
“Ready for coupling”, to allow the synchronization. Then, the set will be synchronised and
paralleled with main supply.

5. DSE relay in MCC200 will close the main incomer circuit breaker in MCC200.

6. After both sources are paralleled, the configurable paralleled run timer in DSE8620 in MCC200
will start (3 seconds), and after it is expired, the DSE relay in MCC200 will open the circuit breaker
of generator incomer.

Once the system is normalized and fed from mains, capacitor banks circuit breaker in MCC200
shall be manually closed by operators and capacitor banks must be re-started.

7. DSE controller in MCC200 will send the signal to stop genset to DSE controller in genset. The
same dry contact used before to start in “close position” will be now used to stop in “open position”.

8. After stop signal is received in DSE in genset, the cooling down time for generator will start and
after finishing it, the genset will be requested to stop. This procedure is fully managed by DSE in
genset. Send "ATS successful" to Genset for what ?

9. To ensure the proper operation, it´s necessary to share between both controllers the feedback
after fully seamless automatic transfer is finished. Once the full process is done, the DSE
controller in MCC200 will send a signal “ATS successful” to DSE in genset.

In case of circuit breakers commands fail to close or to open, DSE controller in MCC200 shall
send a signal to DSE in genset as “fail to transfer”, to allow the controlled and safe shutdown of
generator.

10. All the generator protections and faults are managed and released by DSE in genset. The
following actions shall be done in case of:

a) Generator faults:
All the fault signals and warnings which require immediate action, but not instantaneous trip,
shall be gathered in a single “Genset fault” signal to be sent to scada. In that case operators
will perform a controlled shut down of plant.

b) Low load fault:


Low load signal below 30% (as warning) shall be sent to scada to allow operators increase

c) Generator and electrical trips:

incomer circuit breaker, to operate over “MX” tripping coil. The signal shall be sent also
communicated to scada.

5.3. Manual transfer.

Preconditions:

- Genset ready / available (Not fault from genset in DSE controller in genset) (As per meeting
20230404, it´s confirmed that signal shall be provided hardwired).
- Genset in Manual mode. (As per meeting 20230404, it´s confirmed that signal shall be provided
hardwired).

- DSE8620 controller in MCC200 in manual mode.


- LV breakers in MCC200 in Manual mode. (contact S1 in DSE8620)
- LV breakers in MCC200 (genset and incomer) ready (not tripped and racked in). (Missing these
signals in DSE8620, internal wiring modification is required from Suez).
- LV breakers in genset panel not tripped and closed (As these circuit breakers have been designed
manual and fixed, they should be maintained closed to allow system operation).
- It shall be frequently verified that fuses to protect PT´s are not blown, to avoid ATS malfunction.

Manual transfer procedure:

The manual transfer between both lines is available in two different ways. One, by using the features of
DSE controllers in manual mode, and the second one by operating the breakers manually through
mechanical push button and manual start-up of genset. This second one it´s recommended to use it
only by high qualified personnel.

The user manual of DSE controller describes the procedure to allow the manual transfer between two
power sources without “passing by zero”. It means that plant no need to be shut down before to perform
the changeover.
Contract does not require the seamless manual transfer between both power sources. However, it is
possible to perform such operation by setting the DSE controllers and doing the proper configuration.
For further information, refer to DSE user manual “manual mode”.

In case of fully manual operation is required to transfer from main to genset, please, follow the next
steps:

1. Ensure that plant is fully shut down.

2. Open and rack out the main incomer circuit breaker in MCC200. LOTO must be applied.

3. Ensure that generator circuit breaker in MCC200 panel is open and rack in.

4. Ensure that capacitor banks circuit breaker is open.

5. Verify that related circuit breakers in generators panel are closed and not tripped.

6. From DSE controller in genset, release command to start up the generator.

7. Once the generator is running within desired parameters, close manually the generator circuit
breaker in MCC200 panel. MCC200 busbar is energised from generator.

8. Re-start plant process.

In case of fully manual operation is required to transfer from genset to main, please, follow the next
steps:

1. Ensure that plant is fully shut down and generator is shut down. Generator can be stopped from
DSE controller in genset.

2. Open and rack out the generator incomer circuit breaker in MCC200. LOTO must be applied.

3. Ensure that the main incomer circuit breaker in MCC200 panel is open and rack in.

4. Ensure that capacitor banks circuit breaker is open.

5. Verify the power meter reading in MCC200 incomer to ensure that main voltage is available.

6. Close the main incomer circuit breaker in MCC200. MCC200 busbar is energised from main.

7. Close the capacitor banks circuit breaker and re-start the capacitor banks.

8. Re-start plant process.
