1 GENERAL

For the general description about THANG LONG 2X300MW


THERMAL POWER PLANT project please refer to electrical primary
part volume: 50-F416S-D0101.

2 MAJOR DESIGN PRINCIPLE

2.1 DC SYSTEM AND UPS

2.1.1 220V UNIT DC SUPPLY SYSTEM

One set of 220V DC supply system had been provided for each unit for
supplying consumers such as protection, switchgear closing/tripping,
alarms, control, UPS, emergency drives, emergency lighting, etc. for the
power plant.
Normally, the DC system is powered by 400V AC emergency section
source through battery chargers. And in the condition that the charger is
out of service or the AC power is lost, the battery shall provide power to
the unit UPS for 0.5 hour, Generator D.C. emergency sealing oil pump
motor for 3 hours and all other loads for 1 hour.
Each 220V DC supply system consists of the following major
components:
--Two sets of battery charger(including 4 charger cubicles) and 2 sets
of digital monitor. Each set of charger (2 charger cubicles) comprises
15x20A high frequency switch type charging modules.
--Two DC connection panel, which comprises battery fuses, DC
busbar incoming circuit breakers, busbar tie breaker and test circuit
breaker, etc.

--Six DC distribution panels, which comprise 2x70 feeders and 2
sets of Insulation detectors.
--Two sets of 1680Ah battery bank(104 cells, valve regulated sealed
lead-acid type).
All panels of Unit DC system layout in the Central Control Building 0.0m
the DC & UPS room. DC Sub-distribution panels layout in the 6.6kV
Switchrooms.

2.1.2 SWITCHYARD INTEGRATED DC&AC POWER SYSTEM

One set of switchyard integrated DC&AC power system had been


provided for supplying consumers such as protection, alarms, control, etc
for 500kV switchyard.
Normally, the DC system is powered by 400V AC section source through
battery chargers. And in the condition that the charger is out of service or
the AC power is lost, the battery shall provide power to all the loads of
switchyard for 1 hour.
Switchyard integrated DC&AC power system consists of the following
major components:
--Two sets of battery charger(including 2 charger cubicles) and 2 sets
of digital monitor. Each set of charger comprises 5x20A high frequency
switch type charging modules.
--Four DC distribution panels, that comprise 4x30 feeders and 2 sets
of Insulation detectors.
--Two UPS panel, that comprise 2 sets of 8kVA UPS device and 10
AC feeders switch.
--Two sets of 220V, 200Ah battery bank(104 cells, valve regulated

sealed lead-acid type).
All panels of switchyard integrated DC&AC power system layout in the

2.1.3 INTEGRATED DC&AC POWER SYSTEM FOR COAL

HANDLING PC AND CWP POWER SUPPLY

For the coal handling PC section, the CWP 6.6kV section and the CWP
PC section are far from the unit DC system, one set of integrated
DC&AC power system had be provided for the coal handling PC and one
set of integrated DC&AC power system had be provided for the CWP
power supply system.
Coal handling integrated DC&AC power system include the following
equipment:
--One set of charge panel, comprises 2x20A high frequency switch
type charging modules, battery fuses, DC busbar incoming circuit
breakers , test circuit breaker, etc.
--One DC distribution panel, that comprise 9 DC feeders and 1 sets
of Insulation decetors, etc.
--One UPS panel, that comprise 1 set of 20kVA UPS device and 6
AC feeders switch, etc.
--One set of 220V, 150Ah battery bank(18 cells, valve regulated
sealed lead-acid type).
CWP integrated DC&AC power system include the following
equipment:
--One set of charge panel, comprises 2x20A high frequency switch

type charging modules, 1 set of 5kVA UPS device,battery fuses, DC
busbar, incoming circuit breakers , test circuit breaker, etc.
--One DC distribution panel, that comprise 36 DC feeders, 3 AC
feeders switch, and 1 sets of Insulation decetors, etc.
--One set of 220V, 100Ah battery bank(18 cells, valve regulated
sealed lead-acid type).
All panels of Coal Handling Integrated DC&AC Power System layout in
the Coal Handling Control House 0.0m the Coal Handling Relay room.
All panels of CWP Integrated DC&AC Power System layout in the CWP
House 0.0m the CWP LV Switchroom.

2.1.4 UNIT UPS AND EMERGENCY LIGHTING UPS

In this project, each unit shall be provided with one set of 2x80kVA
UPS,which is sufficient to supply essential loads such as instrument,
control and computer system, etc. Unit UPS shall take AC 400/230V
input as normal power source, and DC 220V from unit power DC system
as emergency power source, AC 230V single phase output, 50Hz.
Unit UPS include the following equipment:
--Two sets of main panel(80kVA)
--One set of by-bass panel
--One set of distribution panel
In this project, one set of 2x70kVA emergency lighting UPS had be
equipped for unit 1,another set of 2x60kVA emergency lighting UPS had
be equipped for unit 2. Emergency lighting UPS shall take AC 400/230V
input as normal power source, and DC 220V from unit power DC system

as emergency power source, AC 400V three phase output, 50Hz.
Emergency lighting UPS include the following equipment:
--Two sets of main panel(70kVA for unit 1, 60kVA for unit 1,)
--One set of by-bass panel
--One set of distribution panel
The unit UPS and emergency lighting UPS cubicles are placed in
DC&UPS room which is located at ±0.0m layer of CCR.

2.2 ELECTRICAL CONTROL , PROTECTION AND

MEASUREMENT

2.2.1 CONTROL

2.2.1.1 UNIT CONTROL

In principle, the electrical main plant system shall be supervised and


controlled in the DCS. Meanwhile, the emergency hardwired pushbuttons
which are essential for safe shutdown under emergency conditions shall
be provided in the Central Control Room for the following: generator
circuit breaker tripping, field circuit breaker tripping and diesel generator
automatic start.
The electrical equipment which shall be supervised or controlled in DCS
are as follows:
--Generator and excitation system
--500kV generator transformer
--Generator circuit breaker
--Unit auxiliary transformer 1

-- Unit auxiliary transformer 2
--6.6kV auxiliary power system
--400V auxiliary power system (main plant)
--Diesel generator and emergency auxiliary power system
--220V UNIT DC supply system
--Unit UPS and emergency lighting UPS
Generator transformer HV side circuit breaker and disconnector shall be
supervised and controlled in the 500kV switchyard. But generator
synchronizing closing of GT HV side breaker shall be done through
generator synchronizing equipment in central control building.

2.2.1.2 BOP CONTROL

Balance of plant electrical system shall be supervised and controlled in


related remote control system or only locally in PCs/MCCs.
For incoming breaker and tie breaker of 400V PC, the same shall be
controlled in remote control system.
For feeder breaker of 400V PC and incoming breakers of MCC, the same
shall be only controlled locally on the switchboard.

2.2.1.3 MOTOR

Supervising and control of main plant 6.6kV & 400V motors shall be
designed in DCS or in local according to the mechanical demand.
Supervising and control of BOP plant 6.6kV & 400V motors shall be
designed in related remote control system or in local according to the
mechanical demand.
For remotely controlled motors, the same shall be controlled in the
control system when the switchboard is selected in remote mode.
Switchboard Local control mode is only used for maintenance and

commissioning. For important motors, such as 6.6kV motors, an
emergency stop pushbutton shall be provided in the field adjacent to the
motor. The pushbutton remains in the activated position until it is
manually reset.

2.2.1.4 COAL HANDLING CONTROL SYSTEM

One set of coal handling control system shall be provided for control and
supervision of the coal system and limestone system electrical
equipments,including a LCD-Keyboard man-machine interface system
located in coal handling control room.
The main I/O station is in coal handling control building, the remote I/O
stations are in the coal bunker bay, limestone system area, T6 coal
transfer tower and coal jetty.
Coal handling control system shall use the same hardware with the main
control system as a consistency point of view.

2.2.1.5 COAL HANDLING INDUSTRY TV SYSTEM

One set of coal handling industry TV system shall be provided for video
surveillance of the important place of coal handling, such as transfer
towers, the coal bunker bay and the coal storage yard, etc.

2.2.1.6 SWITCHYARD CONTROL

500kV switchyard computerized control system(SCCS) shall be provided


for control and supervision of the switchyard, it consists of station level
and bay level equipment, and is in the configuration of dual Ethernet. The
#1 & #2 operator station and engineer station of SCCS shall be located in
the switchyard control room, and the bay level control equipment is

located in the 500kV switchyard relay room.

2.2.2 PROTECTION

2.2.2.1 G-T UNIT PROTECTION

The system shall include the protection with protection devices and
integrated protection functions of the generator, the generator transformer
and the unit auxiliary transformers.
In order to increase the reliability, the protection functions shall be
divided into two completely independent groups to obtain redundancy of
protection systems except for transformer buchholz, oil/winding
temperature high, pressure relief, oil level abnormal, cooler fault
protection and GEN. cooling water-loss protection.
The protection trip mode shall be :
Class A1-- trip GCB, field breaker, close main steam valve (MSV)
Class A2-- trip GT 500kV breaker, GCB, 6.6kV incoming breaker,
field breaker, close MSV
Class B-- Close MSV, wait reverse power relay to startup class A1
Class C – Trip GT 500kV breaker and load shedding
The G-T unit protection system shall communicate to DCS through an
RS485 interface with MODBUS protocol.

2.2.2.2 6.6 kV MEDIUM VOLTAGE SWITCHGEAR

A digital type integrated protection and measuring equipment shall be


provided for each 6.6kV motor and 6.6kV unit service transformer. The
equipment provides integrated control, supervisor, measurement and
protection functions, and it is mounted in the 6.6kV switchgear.
For each 6.6kV bus bar incoming, overcurrent protection shall be
provided, which is included in G-T protection relay.
The integrated protection and measuring equipment shall be linked
together through serial port RS485 with Modbus protocol, then
communicate to the DCS.
Protection functions for feeders:
--Outgoing Feeder: instantaneous overcurrent, time delay

overcurrent, earth fault.
--Transformer feeder: differential protection and LV side restricted
earth fault protection(only for transformers rated above 2.4MVA), HV
side overcurrent(instantaneous & time delay), HV side zero-sequence
overcurrent, LV side zero-sequence overcurrent.
--Motor feeder: Differential Protection(only for motor rated 1000kW
above), overcurrent(instantaneous & time delay), zero-sequence
overcurrent , Locked-rotor protection, thermal protection, undervoltage.
Further, one set of 6.6kV numerical type busbar protection shall be
provided for each 6.6kV section.

2.2.2.3 400/230V LOW VOITAGE SWITCHGEAR

For 400/230V incoming, bus-tie and MCC feeders, short-current and


over-current protections shall be realized by circuit breaker release.
For 400/230V motor feeders, the short-current and over-current
protections shall be realized by breaker release and thermal overload
protection shall be realized by thermal relay.
Protection functions for feeders:
--Incoming feeder: time delay overcurrent(two stage);
--Bus tie feeder: time delay overcurrent(two stage);
--MCC feeder: time delay overcurrent(two stage), earth fault;
--Motor feeder: instantaneous overcurrent, time delay overcurrent,
thermal, earth fault overcurrent(only for motor rated 55kW and above)

2.2.3 MEASUREMENT

The Current, Voltage, Watt (active power), var, frequency, power factor,
excitation current of the generator and the Current, Voltage, Watt (active
power), var of GT , UTs shall be measured through respective transducers,

and corresponding 4~20mA signals shall go to DCS. The transducers
shall be mounted in the transducer panel.
Wh and Varh energy meters shall be provided for every generator and
unit auxiliary transformers, which shall be mounted in the energy
metering panel.
For 6.6kV motor and transformer feeders, measurement shall be through
the integrated protection and measuring equipment mounted in the
switchgear. A single phase current shall go to DCS through hardwired
wiring with 4~20mA port, and watt, var etc. shall through soft link.
For 400V incoming feeders, feeding feeders(only main plant area) and
important motor feeders, a single phase ammeter with transducer output
shall be provided in the switchgear. And the same current shall go to DCS
or related control system through 4~20mA port.
For 400V PC feeding feeders, a single phase energy meter shall be
provided in the switchgear.
For 400V bus bar, a line to line voltage meter with transducer output shall
be provided in the busbar PT switchgear. And the same voltage shall go to
DCS or related control system through 4~20mA port.

2.2.4 SYNCHRONIZATION

One set of dual-channel digital type automatic Synchronizers shall be


provided for generator synchronization for each unit. Meanwhile, manual
synchronization synchronizer and pushbuttons shall be provided. The
manual synchronizer shall be mounted in Central Control Room.
The auto and manual synchronizer shall operate in the following two
cases:
1. The generator synchronized to the grid through generator circuit
breaker after start up.

2. In the case of a grid disturbance the high voltage circuit breaker
shall open and the power plant unit may operate in island-mode, covering
house load for some time. After return of the grid voltage the power plant
may be re-synchronized through the high voltage circuit breakers.

2.2.5 GENERATOR EXCITATION SYSTEM

The static excitation system shall be provided. The excitation system


consists of the following main equipment: Excitation transformer(ET),
Automatic Voltage Regulator(AVR), thyristor rectifier, field breaker,
excitation control and protection devices, etc.

2.2.6 CHANGE-OVER MODE OF AUXILIARY POWER

SYSTEM

In normal operation, manual parallel change-over mode shall be adopted


for 6.6kV auxiliary power system. In accident condition, high-speed
serial change-over mode is adopted and realized through a dedicated
high-speed transfer device.
For 400V bus coupler, automatic transfer scheme shall be adopted and
realized through configuration of DCS or control system logic program.

2.2.7 UNIT FAULT WAVE RECORDER

One set of digital fault recorders shall be provided for each unit.
Generally, the following important electrical information shall be
recorded for fault event analysis: main protection signals, status, current
and voltage of G-T unit electrical equipment.
