Dr. Baltazar received a B.S. in Entomology from the University of the Philippines in 1947, an M.S. in Economic Entomology from the University of Wisconsin in 1950, and a Ph.D. in Systematic Entomology from the University of Wisconsin in 1957. She has published numerous works on Philippine insects, especially Philippine Hymenoptera, and discovered eight subgenera and one genus of Hymenoptera. For these achievements, she received the National Scientist award in 2001 and the Rizal Patria Award in entomology in 1980.

Born: November 1, 1927 Year conferred as National Scientist: 2001 Dr. Baltazar has consistently maintained outstandingly high standards of achievement throughout her academic life. Her numerous publications on Philippine insects especially on Philippine Hymenoptera are very significant to science for they lay the groundwork for future biological control in the Philippines. Her book Philippine Insects is the first authoritative text on Philippine insects. Other important contributions of Dr. Baltazar to science are the discoveries of eight and one subgenus of Hymenoptera. For these achievement, Dr. Baltazar is well recognized here and abroad.
