HUMAN RESOURCE MANAGEMENT OFFICE

ACCOMPLISHMENT REPORT FOR 2018

For the period of 2018, under the administration of Mayor Gerry De Castro
Natanauan, the department, with proper coordination to the office of the Municipal Mayor
had formulated and executed policies, rules and regulations in all areas of personnel
management in accordance with CSC Laws and Rules as follows:

 Recruitment and Examination


Preparation of Appointment of newly hired Job Order Employees for two semesters
(January – June, July – December)

 Conduct of Civil Service Examination (Information Dissemination)


Assistance given to employees and non-employees who took the Civil Service
Examination

 Selection, Placement and Promotion


There were twenty-two (22) qualified employees being appointed to various vacant
positions submitted to the CSC Field Office, Batangas City and are currently working
under the different offices of this municipality, to wit:

Enrolment of newly appointed permanent employees to government
agencies such as GSIS, Philhealth, PAGIBIG and BIR.

Regularly updating of employment records of permanent employees in


different government agencies.

Assist in the preparation of loan application requirements of permanent


employees.

Assist in the preparation of documents of retired employees in processing of their


retirement benefits.

 Personnel Career Development
All Department heads and local employees attended various seminars
conducted by different local agencies and private entities.

As of December 31, 2018, there were 295 employees comprising the work force of
the Municipal Government of Talisay including the twelve (12) elective officials, eighty-
four (84) on permanent status, five (5) co-terminous and one hundred ninety-four (194)
job orders (office of the mayor-88, gad-34, assessor-3, tmo-12, mrf-15, tourism-42).

Plans for the continuous implementation for career development and other
personnel related matters are afoot for CY 2019 and henceforth to develop a
comprehensive and a balanced personnel systems and programs to promote morale,
integrity, efficiency, responsiveness, progressiveness and courtesy in the agency and
effectively carries on the communication system with the Civil Service Commission.
