1. PURPOSE

SINOHYDRO will consider the increased safety risk at the workplace when conducting any
construction activities at night. This guideline will provide essential practices that can reduce the
risk of construction hazards at night.

This Night Shift Work Management Plan is well documented and structured so that all parties can
benefit from its use. Enclosed in this plan are recommended components, procedures and related
policies of safety management for night time works.

2. SCOPE

This covers the minimum requirements associated with the night work of SINOHYDRO within
its work scope for 3RD party infrastructure at SPARK, Infrastructure and Maintenance Building
project in King Salman Energy Park with its references in Saudi Aramco Engineering Standards,
SAES-P-123 lighting Saudi Aramco Construction Safety Manual, Saudi Aramco HSE GI-0002.100
work permit system.

This night shift management plan hereby authorizes specific construction activities carried out
in the subject project with the sole intent of eradicating the hazardous circumstance and
susceptibility of risks to personnel, property and equipment.

3. PLANNING OF CONSTRUCTION WORK AT NIGHT

This plan will be presented by SINOHYDRO to Saudi Aramco since construction


activities for night time is engaged. SINOHYDRO shall plan work force required before
hand, special arrangement for safety provision such as sufficient work area lighting,
retro-reflective clothing, flashing light on equipment and structures and retro-reflective
tape at work area surroundings.

GENERAL GUIDELINES

Plan an appropriate and varied work load.


Provide similar facilities as those available during day time and allow shift
workers time for training and development.
Ensure temperature and lighting is appropriate and preferably adjustable.
Provide training and information on the risk of the shift work and ensure
competent supervisor and management can recognize problems.
Consider increasing supervision during periods of low alertness.
Set standards and allow time for communication at shift handovers.
Ensure the work place and surrounding are well lit, safe and secure.

4. SAFETY MANAGEMENT PLAN FOR NIGHT TIME WORK

SITE PERSONAL RESPONSIBILITIES

It should be determined and stated clearly in the night shift work management plan
the responsibility of each individual at construction site assigned for night shift activities. Project
Manager, Construction Manager, Site Engineers, Project Safety Supervisor and Safety Officers
as well as workers each have their specific accountabilities to make sure the highest level of priority
is given towards safety and health issues.

i. PROJECT MANAGER

The project manager holds the overall responsibility for the site HSE Management system and his
responsibilities for the site includes but not limit to….

 A secure method of civil process isolation is implemented.


 Communicate to the project construction manager in case of emergency during night work.
 Ensure all personal operate heavy equipment and personal that were involved in the entire
work operation and competent to do so.
 Ensure all employees have been given the appropriate training and understand site
system procedure on night shift activities.
 Ensure that work permit procedure is properly and fully implement at site.

ii. CONSTRUCTION MANAGER & SITE ENGINEERS

 Ensure that all necessary tools and equipment are provided at that personal access routes
to the tools are illuminated in accordance with this procedure.
 Ensure that all required precautions specified in this procedure are those agreed with the
respective project Construction Manager / Site engineers.
 Ensure that authorization from the project manager or his designee to work beyond normal
working hours is obtained.
 Ensure that signs, barriers, adequate lighting, flashing lights are provided. Verify that the
relevant persons have been informed in coordination with the project safety supervisors /
officers.
 Ensure employees are provided whether suitable and sufficient personal protective
equipment’s, (PPE) in coordination with the project safety supervisor / officer.
 Ensure that JSA’s have been completed as required by the nature of work.

 Ensure that provision of instruction in regards to the movement of vehicles and equipment
with in the area of work in coordination with project safety supervisor and officer.

iii. PROJECT SAFETY SUPERVISOR AND SAFETY OFFICER

 Ensure that proper guidelines are provided by means of weekly tools box meeting to be
initiated at site.
 Ensure all-inclusive safety requirements and site HSE rules and standards are fully
adhered.
 Disseminate the work force about the hazards and precautionary measures of the
activity through tool box discussions.
 Consistently monitor work activity and ensure unsafe act / unsafe conditions does not
remain.
 Ensure that adequate barrier is provided around areas where hazards may exist and
such hazards are clearly lit (flashing lights).
 Ensure that adequate medical coverage by the assigned Saudi Aramco approved male
nurse is in place during work.
 Ensure that all lighting equipment installed has been checked and certified in
accordance with the project requirement.

iv. WORK AND LABOUR FORCES

 Training: All workers shall receive specific training on night operations prior to start the
work.
 Visibility: In addition to their standard protective equipment, all worker shall wear a high
visibility vest or jackets which meets the safety requirement. They shall also have a
minimum of 80 cm2 of reflective material added to their hard hat which is visible from all
sites.

Night working employee should:

 Plan a workload that is appropriate to the length and timing of the shift. Work duration of
night shift personnel is 10 hours per day (6:00 P.M until 4:00 A.M) and break time in
between.
 If reasonably practicable, schedule a variety of tasks to be completed during the shift to
allow some choice about the order in which they are done.
 Avoid scheduling demanding, dangerous, monotonous and / or safety critical work during
the night, the early morning, or towards the end of long shifts or during other periods of
low alertness.
 Encourage and promote the benefits of scheduling regular breaks time.
 Improve alertness by exposure to bright light during the night.
 SINOHYDRO shall ensure to set objectives in order to focus the company specific aims
until the project completion. Company objectives are cascaded into departments, team
and finally individual employee goals and objectives. This process aligns the task and
responsibilities of each employee directly to overall company objectives, ensuring that
employee is doing the things that they need it to do for the company to be successful. This
alignment helps employees better understand the importance of the job and increases
engagement to the commitment.

When developing employee goals, it is important that they are clearly understood and
structured so that the employee and their manager can measure and monitor success. A
very successful approach to developing objectives is the SMART method.

v. DRIVERS AND OPERATORS

 Training: All vehicle operators shall receive specific training on night work operations.
 Visibility: In addition to their standard’s protective equipment, all equipment operator who
leave their vehicles shall wear high visibility vest or jacket, which meet safety requirements
they shall also have a minimum of 80 CM2 of reflective material to their hard hats which
is visible from all sides.
 Flashing lights: all vehicles in the work area must operate rotating or flushing indication
amber lights visible in 360 degrees around the vehicles. Strobe lights are not permitted.

vi. SPECIAL WORK DESIGNATION

 Stand by man

A person who has been trained in the work and emergency procedures as well as the proper
use of rescue equipment to act as look out during the excavation of the work in confined space.

 Flag man

A well trained personal on controlling vehicle movement on work site. They wear a reflective jacket
for better visibility and provided with the flag (Green / Red) whistle and flashing torch (Green &
Red).

5. INVENTORY PREPARATION FOR SAFETY EQUIPMENT

Before night work are carried out, project safety supervisor / officer shall check the
inventory of safety equipment to make sure that all the sufficiently available, appropriate, and in
good working condition. Equipment such as retro-reflective signage’s, barriers, retro-reflective
tapes and lighting equipment’s are some examples of safety equipment’s that should be provided
for night time construction work.

SINOHYDRO shall provide lighting for night work space where construction equipment,
worker on foot, or both are present.

 The work space may move as the work progress.


 Illumination may be accomplished by using a combination of portable lights, flood
lights, equipment mounted lights or their lighting method.
 Portable lights shall be aimed either generally parallel or perpendicular to their road
way, aimed downward toward the work to avoid glare on oncoming driver.
 In the event of any failure of lighting system, the construction operation shall be
discontinued until the required level of illumination as restored.
 Vehicle head light shall not be permitted as the sole mean of illumination.

A. LIGHTING AND ILLUMINATION:

Night time construction lighting arrangements have an impact on project safety, quality, cost,
and productivity. One of the main reason illumination levels have strong impact on the other
aspect night time construction is the fact that light influences human performance and
alertness.

SINOHYDRO company shall provide lighting for the night work in the activity area work
space where the construction equipment, worker on foot, or both are present.

B. LIGHTING FOR WORK SHALL INCLUDE:

 Workers on foot, performing work within a moving work, shall wear ANSI approved high
visibility apparel and head wear for class 3 risk exposure including vest, Class E pants or

leg gaiters, and reflective tape on hard hats.


 Portable light tower and light mountain on stand shall be sturdy and free-standing
minimum illumination level shall be maintained as the distance of 5 feet on all sides of
stationary equipment with either equipment mounted or free-standing lights.
 SINOHYDRO shall ensure all pieces of equipment have operating light to illuminate
operators’ control, backhoe and loader buckets, and illuminate the equipment reach limits
around rotating equipment.

Illumination may be accomplished by using combination of portable lights, flood lights,


equipment mounted lights, or other lighting methods that will provide the required the minimum
lighting intensity.

Light fixtures that are mounted at the construction equipment shall have a secure
connection to minimize vibration during compaction and excavation activities and ensure that
the view of the equipment operate is not obstructed. Portable light shall be aimed either
generally parallel or perpendicular on the road way, aimed downward toward the work to avoid
glair on coming drivers.

Vehicle headlights shall not be permitted as the sole mean illumination while working.

C. MAIN CATEGORIES OF LIGHTING WORK ZONES

 Portable light towers – the lighting consists of numerous luminaries mounted to a mast
arm that is capable of holding the luminaries at various mounting heights. The mast arm
is attached to the trailer with the generator that can be towed by the vehicle. To prevent
glare these lighting systems should not be aimed toward traffic and should be aimed
downward at the work and rotated outward no greater than 30 degrees from straight down
unless the light has been designed specifically to prevent glare.
 Balloon Lighting – This Type of lighting consists of a large balloon type luminaire that
provides a fairly large area of evenly distributed light and is relatively glare free. Balloon
lights can be mounted on slow-moving equipment or portable light towers.
 Roadway Luminaires Mounted on Temporary Poles- This would consist of any permanent
roadway lighting fixture mounted on temporary poles and hard wired to and electrical
system. This type of system would normally be prepared by a lighting design professional.
 Factory- installed lights on Equipment- Headlights installed on most equipment do not
normally provide adequate lighting for most work operations and as a large component of
glare should not be used when facing any oncoming traffic.

RECOMMENDED LIGHTING LEVEL

SINOHYDRO shall provide sufficient the lighting level duly recommended by Saudi
Aramco. The lighting standards assume reasonable visual abilities that are considered to
be normal, while giving some allowance for variations among individuals. This assumption
allows for visual standards to be based mainly on the visual requirements of the specific
task construction activities required:

 The higher the precision required in a task, the higher the level of illumination
needed.
 Background Reflection – ability to visualize and object or a target or a target
depends on the contrast between that object and the background. Highly reflective
backgrounds decrease the visibility of the target or object.
 Relative Speed- relative speed of the object/ target or its observer is another factor
directly affecting the level of lighting needed for the construction task.
 Faster moving objects or targets observed in construction tasks has an impact on
the needed level of illumination for the task. The smaller the object, the higher the
level of lighting needed
 Seeing distance- distance between the observer and the target in each task in
another determining factor in setting illumination levels. Large distances
necessitate higher levels of illumination.

LIGHTING INSPECTION

Lighting inspection will be performed jointly by Saudi Aramco and SINOHYDRO designated
representatives and shall include the following main pints (1) observation of the lighting setup to
evaluate glare potential for the drivers and workers and (2) light meter measurements to determine
minimum illumination levels.

SINOHYDRO shall make adjustments the lighting as needed based on the result of the
inspection. In the event to any failure of lighting system. Saudi Aramco may determine to
discontinue work until the required level of illumination is restored. Delays due to insufficient
lighting levels are the responsibility of SINOHYDRO.

Any corrections and deficiencies needed to provide the minimum illumination levels shall be
addressed by the start of the next work shift.

LIGHTING TERMS

To assist is understanding the literature and lighting specifications, a number of lighting


terms are defined as follows. A candela is a unit of luminous intensity that describes the intensity
of a light source in a specified direction. Illuminance in a photometric term, which quantities light
striking a surface or plane at a point and is 5 expressed in foot candles or lux.

The foot candle is the English unit of measurement of illuminance while lux is the metric unit
of measurement of illuminance. A lumen is the metric unit that represents the luminous output of
the source with a uniform emittance. A luminaire represents a complete lighting unit that consists
of a lamp, the part that distribute light, and any necessary starting components. Luminance
quantifies directional brightness of a light source or of a surface that is illuminated and reflects
light.

The relationship between candela, lumen and foot candle is shown in (see below). A uniform
point source (luminous intensity or candle power = 1 candela) is shown at the center of a sphere
of one-foot radius. It is assumed that the sphere surface has zero reflectance. The illumination at
any point on the sphere is one-foot candle (one lumen per square foot)

The solid angle subtended by area A, B, C, D is one steradian, which corresponds to a


luminous intensity of one candela, as originally assumed. The sphere has a total area of 12.57 or
4 square feet, and there is a luminous flux of one lumen falling on each square foot. Thus, the
square provides a total of 12.57 lumens. Since lux represents lumens/m2 and foot candle
represents lumens/ft2, the relationship between them is found using the factor (0.3048m/ft)2. Thus,
the following equivalent relationships are established: 1 lux = 0.0929-foot candles 1-foot candle =
10.7639 lux.

SINOHYDRO shall provide a portable generator, inverter generator, or both as needed


to power the added equipment mounted lights on motorized equipment if the existing power
supply on the equipment is insufficient to power the added lights. Fuel tank capacity and
availability of fuel on site shall be sufficient to permit uninterrupted operation throughout the
planned shift. All power sources shall equip with a ground- fault circuit interrupter. The generator
shall be placed or temporarily mounted on the equipment without obstructing access onto the
equipment or the view of the operator.

6. MATERIAL AND MACHINE MOVMENT / COORDIANATION

SINOHYDRO will assign designated supervisory personnel to ensure that material and
machine movement are well supervised to turn aside potential cause of serious injury and harm
to works and properties.

 Personal Protective Equipment

Workers should be provided with sufficient and adequate PPE when working at night. Because
of the inherent hazard that present in the construction site during night time, special or extra
precautions should be emphasized to all workers. Tripping hazard, risk of falling from height,
drowsiness and poor visibility are among the inherent hazards associated with night time. The
following PPE are minimum recommendations, and SINOHYDRO may Provide additional PPE to
their worker.

 High Visibility Apparel

The purpose of using high visibility apparel is to reduce the risk of the personnel from being
struck by vehicles and making them more visible in the construction site during night time work.
Thus, good quality highly visible apparel should be worn at all times. Good high visibility apparel
may take several forms. As a minimum, vests that cover the entire upper torso should be required.
Shirts or jackets of the approved colors and incorporating retro- reflective striping may be
substituted for vests.

Whatever garments the employer may choose for the employer to wear, it should be clean
and in good condition and the retro-reflective material should be visible at a minimum of 300
meters. If any of the employee or worker is using apparel with poor condition, ask them to replace
the garment immediately.

The selection of high visibility apparel to be worn by construction personnel for construction
activities s night should be made by a knowledgeable person, with adequate consideration of the
work environment and level of lighting exposure of the personnel. In addition to satisfying basic
visibility requirement the following issues should also be addressed:

 To promote acceptance and use by construction personnel, high visibility garments must
be comfortable to wear. They must fit well and adequately ventilated as well as to promote
evaporation of perspiration.
 Loose fitting garments and long sleeves should be avoided for workers working on
mechanical equipment to avoid risk of entanglement and snagging.
 These garments should be maintained clean and in good condition. Dirty or damaged
garments must be cleaned or replaced promptly.
 Garments must be fit properly to provide, as a minimum, full coverage of the upper torso.
 Requirements for high visibility apparel must be enforced for all workers exposed to
moving vehicle or machines.

7. TRAFFIC PROCEDURE AND CONTROL

SINOHYDRO Company shall provide Saudi Aramco traffic flow plan and all traffic control
procedures (as applicable to the project) and this shall be disseminated to all drivers and
heavy equipment operators for information, compliance and guidance.
Project Safety Supervisor shall train Traffic Control personal as they may be required to
control construction vehicle traffic. Traffic control personal shall receive training which
deals specifically with night time traffic control procedures as approved by the Project
Manager.
Traffic Control Personnel shall wear a high visibility vest which meets safety and traffic
requirements. They shall also have a minimum of 80 cm2 of reflective material added to
their hard hats which is visible from all sides. They shall also be equipped with a flashlight
complete with semi-transparent red cone.
Traffic control personnel shall be equipped with radios so that they have communication
with each other and the pilot vehicle operator.
Traffic Control Personnel shall be illuminated on the vertical face which shows to oncoming
traffic. Illumination shall not impair the vision of the traffic control person and shall be
minimum of Level 3 illuminance. In the event of failure of any portion of the lighting system
at a traffic control person station, all operations must be discontinued until the required
illumination is restored.

a) TRAFFIC CONTROL AND FLAGGERS

The following list of items should all be routinely checked as part of traffic control:

 Flagger Stations – Shall be illuminated and shall be visible from 1000 feet. If slow flaggers
are to be used, Project Safety Officer/s must remind them that they must stay in the
lighted area, they cannot walk with the end of queue as they would during a daylight
operation.
 Signs – All signs, both permanent and temporary shall confirm to Saudi Aramco road and
traffic requirements. They must be retro-reflective. Paper signs with retro-reflective
lettering are prohibited and should immediately be removed from the job site.
 Road work ahead sign – Must have a flashing beacon with 12 inches’ lens installed.

Check this periodically during the shift to ensure it is still flashing at an appropriate area.
 Cones/ Channelizes/delineators – Ensure they are in good condition, per Saudi Aramco
road and traffic requirements reference and that they each have appropriate retro-
reflective material installed.
 Lighting for Flagger Station – For nighttime flagging, flagger stations shall be illuminated
by an overhead light source providing a minimum lighting intensity level of 5-foot candles
measured 1 foot out from the flagger’s chest. The flagger station light shall illuminate the
station area with a radius of at least the width of the lane plus 5 feet, and be centered on
the flagger in the initial flagging position.

The size of the illuminated area shall be increased to account for flagger movements
required to control traffic. The flagger station light shall be maintained at an adequate height above
the pavement and be capable of being shielded through the use of visors, hood, louvers, or
screens as needed to minimize glare to approaching traffic and spilling over onto adjacent
properties. Head & Halo lights used which provided good accent and visibility but is not a viable
solution to meet the specifications.

8. WORK PERMIT PROCEDURE

This Work Permit Procedure hereby authorizes specific construction activities carried out
in the premises of the project during night time with the sole intent of eradicating the hazardous
circumstance and susceptibility of risks to personnel, property and equipment. SINOHYDRO
Company shall adhere to Work Permit System as prerequisite by Saudi Aramco.

 WORK PERMIT ISSUER

Designated personnel from Construction to issue and approve the Night work permits for the
Construction activities under their supervision.

 WORK PERMIT RECEIVER

Designated/ Qualified personnel (e.g. Engineers, Supervisors, Foreman or others) from

10. SHIFT TURNOVER MEETINGS

The shift turnover process should include at least two meetings. It should begin with a
meeting among incoming and outgoing supervisors. The purpose of this meeting is to acquaint
the incoming supervisors with the general status of all work for which each will be responsible.

Outgoing supervisors should summarize any significant problems they encountered


during their shift, especially any problems for which solutions have either not been developed
or are still in progress. After the outgoing and incoming supervisors meet, they should meet
with the outgoing and incoming workers as a group (can be discussed during tool box
meeting). The purpose of this meeting is to summarize the progress of the outgoing shift and
acquaint the incoming workers with any general considerations that might affect their tasks.
Prior to this meeting, the incoming workers should be assigned to the tasks they will be
performing during the upcoming shift.

While general issues are addressed in the turnover meetings, shift assigned
Supervisory Personnel must exchange detailed information related to individual jobs and
tasks. The most effective way to communicate this information is for the incoming and outgoing
workers to go over task issues while examine the actual work location(s) and components(s).

11. HEALTH AND WELFARE FOR NIGHT SHIFT WORK FORCES

SINOHYDRO Company shall guarantee the health, well-being and welfare of work
forces assigned during this work shift.

 Include shift and night workers in all training initiatives.


 Educate managers, shift workers and night workers about the need for proper sleep
and the dangers of fatigue.
 Ensure all night and shift workers are considered in all applicable risk assessments
and workstation assessments.
 Adjust exposure levels to noise, chemicals, and physical hazards, as necessary, as
workplace exposure levels are based on 10-hours reference periods, and not
extended shifts.
 Ensure car parks and external entrances are well lit at night time.
 Provide welfare facilities for night/shift workers.
 Ensure that appropriate measures are put in place to safeguard lone workers.

SINOHYDRO Company will limit the use of extended shifts and increase the
number of days’ employees work. Working shifts longer than 10 hours will generally result
in reduced productivity and alertness. Additional break periods and meals should be
provided when shifts are extended past normal work periods.

Project Management Team of SINOHYDRO should learn to recognize signs and


symptoms of the potential health effects associated with extended and unusual work
shifts. Workers who are being asked to work on night shift should be diligently monitored
for the signs and symptoms of fatigue. Any employee showing such signs should be
evaluated and possibly directed to leave the active area and seek rest.

SINOHYDRO will plan regular and frequent breaks throughout the work shift. In
addition to formal breaks such as dinner, encourage the use of micro breaks to change
positions, move about, and sift consideration.

In addition to fatigue, SINOHYDRO must ensure that employees are not exposed to
hazardous chemicals or other agents in excess of health standards.

EMPLOYEE RESPONSIBILITIES

It is the responsibility of employees at all levels to comply with this plan. All
employees are required to attend work fit to safely perform their duties without risk to
themselves or others. This can only be managed from a personal perspective by ensuring
that an individual’s time away from work includes sufficient sleep.

Fatigue is a message to the body to rest. It is not a problem if the person can
and does rest. However, if rest is not possible, fatigue can increase until it becomes
distressing and eventually debilitating. The symptoms of fatigue, both mental and physical,
vary and depend on the person and his or her degree of overexertion. Some examples
include:

 Weariness
 Sleepiness
 Irritability
 Reduced alertness, lack of concentration and memory
 Lack of motivation
 Increased susceptibility to illness
 Depression
 Headache
 Giddiness
 Loss of appetite and digestive problems

This will include amongst, other things employees managing any health, lifestyle,
personal responsibilities that may impact on their fatigue. Employees must:

 Utilize breaks provided within and between shifts to rest and recuperate.
 Report all incidents and accidents arising from hazards associated with shift
work.
 Recognize signs of sleep deprivation and/or fatigue and the impact on
themselves and others and report to their supervisor the circumstances in which
fatigue and lack of sleep are impacting on individual wellbeing and workplace
safety.

12. SECURITY CONTROL

The project utilizes a number of security systems designed to help fulfill its security
control (in and out). This system complements the policies, procedures, and measures of the
project. The security system includes:

13. SPECIFIC HAZARD PROCEDURE (EMERGENCY RESPONSE PROCEDURE)

FIRE RESPONSE FOR SITE OFFICE, LAYDOWN & WORK SITE

 Immediately call for help.


 Report location of fire to the immediate supervisor and any of ERT members.
 The ERT member will report this incident to the incident manager / incident
commander (or his designate).
 Activate fire alarm / siren via the nearest call point.
 Alert all persons in the area: move them away from the area of fire.
 For the larger fires or if there is any danger, leave immediately.
 Keep doors and windows shut to confine fire as much as possible and reduce the
supply of oxygen.
 If clothing catches the fire, STOP, DROP, ROLL until fire is extinguished.
 Make your way to the Emergency Assembly point and report to your supervisor. The
area Warden / Supervisor will conduct a roll call for accountability.

ON HEARING THE ALARM

 Turn off any equipment / electrical appliances (ensure it will not cause an
obstruction).
 Leave the premises by the emergency evacuation route.

 Stay low when moving through smoke, walk down to the ground and exit.
 Report immediately to designated assembly point and remain there for head count.

IF TRAPPED IN THE OFFICE, LAYDOWN OR WORK SITE

 Place a damp cloth or material under the door to prevent smoke from entering the
room.
 Retreat close as many doors as possible between you and the fire.

15. SAFETY AND RISK MANAGEMENT

Night time construction introduces numerous risks to a construction project. One


clear set of examples is driver and worker fatigue and reduced visibility, which are factors
that could increase safety risks. Other major factors contributing to the risks of night time
work are human factors such as sleep, stress, work, social or domestic issues, and
psychological characteristics, such as appetite and safety.

mitigation and planning involves analyzing risk response option (acceptance, avoidance,
mitigation, or transference) and deciding how to approach and plan risk management activities.

Risk allocation involves placing responsibility for a risk on a specific party or parties
typically through a contract. The fundamental tents of risk allocation include allocating risks to the
party that is best able to manage the, allocating risks in alignment with project goals, and allocating
risks to promote team alignment with customer-oriented performance goals.

Risk monitoring and control is the capture, analysis, and reporting of project
performance, usually as compared to the risk management plan. Risk monitoring and control
assists in tracking and resolution.

The first step in an effective risk management program is to identify possible risks. Specific
concerns related to night time work zones include poor visibility and work quality, staffing issues,
unwanted noise and glare, decreased worker and driver alertness, impaired drivers, higher vehicle
speeds, increased labor costs, materials and traffic control, and problems in logistics and
supervision.
