2.Communication Protocol
Should an emergency necessitate medical evacuation; the following communication protocol and action shall be

3. Detailed MEDEVAC Procedure Requirements

a. STEP 1:

 If any Medical emergency is discovered such as injured persons, exposure to toxic gases, etc.,
the person discovering the emergency must immediately inform the CONTRACTOR Site
ERT/IOSC.

 Report the emergency by 911 telephone call; if not available, call the Area
Emergency Medical Services (EMS) directly.

 Request a Medical Response from the Area EMS: The EMS will decide the appropriate response
and method of transport.

b. STEP 2:

CONTRACTOR Site ERT/OSC immediately mobilize Medical team to examine and further
stabilize the injured. OSC will inform IC and Site SAPMT about the situation.

c. STEP 3:

1. CONTRACTOR Medical Team will attend the casualty and provide required first- aid and stabilize
the IP and meanwhile call for the Ambulance.
2. Medical Team will decide the severity and advise CONTRACTOR OSC whether MEDEVAC
required or not and determine if immediate evacuation is required.
3. If immediate evacuation i s required, then the injured will be shifted to the Project’s SA- approved
Healthcare Provider (HCP).
4. CONTRACTOR ERT and Medical Team will coordinate with HCP and updates will be given to
CONTRACTOR OSC /IC and COMPANY.
5. Investigation shall be carried out according to the Project Incident Investigation procedure and
report will be prepared and submitted to COMPANY.

4. Post-Incident Actions
As soon as an emergency is over or "ALL CLEAR" has been declared, the following actions
should take place:
a. Control / Preservation of Incident Scene
Keep the incident scene suitably protected I barrier off until investigation is complete and
concluded. Secure all important records I potential evidences.

b. Revalidation of Work Permits.


As soon as area has been confirmed safe e.g., by proper gas testing, inspection I assessment by
competent persons I HSSE I Permit Authorities, Work Permits should then be revalidated and re-
issued.

c. Restoration of Site Operations I Activities


As soon as work area is declared safe, under control and work permits revalidated and signed-
off, the restoration of normal site activities should be given high priority.

d. Preliminary Incident Report (PIR) and Full Detailed Incident Report should be prepared and
submitted in accordance with the Project Incident Reporting Procedure in place, e.g. Preliminary
Report within 24 hours and full report within 3 days, in compliance with the following relevant
procedures:

- SA GI 6.001----------------------(Near Miss Reports)
- SA GI 6.004-------------------(Reporting of Contractor On-Job Injuries/Illnesses)

e. Post-Incident Review I Critique Meeting

Following an incident occurrence, the OSC / IC or his designee shall convene an Incident review
critique meeting to identify improvement actions and lessons learned arising from the incident.

f. Documentation

All actions and improvement areas arising from post-incident meetings, reviews and investigations
shall be documented through Incident Action Tracking Register and actions followed up until closed.

5. Task-Specific Emergency Response Rescue Plan.

Specific activities which pose special hazards I high risk to personnel, property and environment
such as use of hazardous materials, confined space entries, work at heights, etc. will require task
specific response I rescue plan prior to work commencement.

6. Spill Response Plan

Prior to activities which involve potential spills such as hydro-test, oil flushing, etc. A task- specific
spill prevention a n d response p l a n should be developed. This Plan should take into account
the following minimum considerations and m u s t be discussed with all involved working
personnel before work commencement:

a. Type and maximum anticipated v o l u m e of substance involved


b. Other activities I equipment which could be impacted should a spill occur
c. Engineering and administrative controls to prevent spills.
d. Safe work execution and methodology to prevent spill or reduce its impact to a minimum
should it occur.
e. Suitable equipment a n d gadget for spill control and response e.g. spill kits, empty drums,
absorbent materials, s a n d -filled buckets, s h o v e is, standby handling e q u i p m e n t s
u c h as loaders I bobcats I forklift I trolleys, repair tools/ gaskets, etc.

7. Other Non-Routine I Special Activities

All other non-routine and special activities which pose high risks and as required by the
specific method statements I JSAs, shall have their task-specific emergency response I rescue
plans site- developed and put in place prior to work commencement e.g., equipment
energization, chemical cleaning, pressure testing, etc.

8.RESOURCES

8.1 Site ERT

CONTRACTOR shall ensure internal Site ERT is adequately staffed with trained
members throughout the duration of the project. In the event of any planned leave or unplanned
absence of any ERT member, his specific role and responsibilities should be delegated by the
On-Scene Commander to a trained reliever.

8.2 Medical Personnel / Paramedic


King Salman Energy Park (SPARK) project shall have designated competent and trained
medical personnel, site Doctor, Male Nurses I Paramedics contracted with Saudi ARAMCO
designated Health Care Provider (HCP) I Medical Designated Facility (MDF) at all times at site
location. In the event of any planned absence from the office the responsibilities shall be
delegated by the On-Scene Commander to a fully competent designated deputy.

8.3 First- Aiders

Sufficient competent CPR/BLS-certified First- Aiders shall be provided at all times at site.
These are related to density and the minimum number of these shall be in compliance with SA
Minimum Medical Standards Requirements (MMSR) and Construction Safety Manual (CSM). All
HSSE and worksite Supervisors shall be arranged for CPR/BLS certification training.

8.4 Fire Fighting Team.

Sufficient number of personnel shall be trained for Basic Fire Fighting and shall be
available at all times. Adequate number of trained Fire-watch will be assigned in all hot work
areas and will serve as ERT extensions in event of fire emergencies. Adequate number of trained

Fire wardens will be assigned in accommodation camps and office buildings and shall serve as
ERT extensions in event of fire emergencies.

8.5 Search and Rescue Team

The Search and Rescue Team' will be formed from HSSE Personnel and nominated site
personnel and shall receive training that will make them proficient to deal with site emergencies.
The 'Fire.' Search and Rescue' and 'Medical' Team will conduct regular functional drill exercises
to test their level of preparedness and proficiency.

8.6 Emergency Response Equipment

This section briefly discusses the equipment and supplies needed to respond to
emergencies, such as fixed fire protection systems, firefighting equipment, hazardous materials
response equipment, extinguishing agents, personal protective equipment, etc. Each
organization should have a written policy and procedures for testing, inspecting, and maintaining
equipment and supplies properly. Inventory lists should be placed in an appendix of the
emergency response plan.

8.6.1 Off-Site Response Equipment

Emergency planners should check with key officials of off-site organizations and outside
agencies to ascertain their resources and capabilities and to determine whether they are
appropriate to handle the facility’s needs. Note that coordination with outside agencies must be
done with representatives from appropriate organizations such as Saudi Aramco Affairs.

8.6.2 On-Site Response Equipment

On-site emergency response equipment that may be needed includes the following:

• Firefighting equipment – hoses, nozzles, portable fire extinguishers, mobile response


apparatus, etc.

• Hazardous materials release equipment and supplies – detection, containment, and


contamination equipment, inhibitors, neutralizers, adsorbents, etc.

• Personal protective equipment (PPE) – turnout gear, chemical protective clothing,


respiratory protection (e.g., SCBA), gloves, boots, etc.

• Communications equipment – portable radios, pagers, telephones, fax, etc.

• Medical equipment – medical surveillance equipment (blood pressure testers, etc.),


stretchers, first aid kits, ambulance, etc.

• Rescue equipment – life safety ropes, harnesses, etc.

• Reference information operations and process information, hazardous material


inventories, emergency response plans and checklists, Chemical Hazard Bulletins (CHBs) and/or
Material Safety Data Sheets (MSDSs), etc. (CHBs and/or MSDSs should be posted at hazardous
material storage locations.)

Emergency planners should establish a list of required equipment based on the credible
incidents and hazards identified. This list should be compared to what is available on-site. A
report that documents available equipment, the nature and impact of any deficiency, and
recommended corrective action should be developed and kept up-to-date.

All emergency response equipment should be stored in secure and accessible locations.
Regular inspections should be performed to ensure readiness. Dedicated emergency response
equipment (e.g., emergency SCBA) should not be used for non-emergency purposes.
