43.1. Applicability

43.2. Records of Overhaul and Rebuilding

39.3 Definition

39.5. Issuance of AD
• AD is issued by the DGCA, when it was found unsafe condition exists

145.0 Regulatory Reference
This Civil Aviation Safety Regulation (CASR) Part 145 sets forth the
implementing rules for Approved Maintenance Organization as
required seth forth the implementing rules as required by Article 51
of Aviation Act Number 1 Year 2009.

145.1 Applicability
This part describes how to obtain an Approved Maintenance
Organization (AMO) certificate. This part also contains the rules a
certificated AMO must follow related to its performance of
maintenance, preventive maintenance, or alterations of an aircraft,
airframe, aircraft engine, propeller, appliance, or component part
to which Part 43 applies. It also applies to any person who holds,
or is required to hold, an AMO certificate issued under this part.
145.3 Definition of terms
The following definitions apply:
• Accountable manager means the person designated by the certificated
AMO who is responsible for and has the authority over all AMO operations
that are conducted under Part 145, including ensuring that AMO personnel
follow the regulations and serving as the primary contact with the DGCA.

• Article means an aircraft, airframe, aircraft engine, propeller,


appliance, or component part.

• Directly in charge means having the responsibility for the work of


a certificated AMO that performs maintenance, preventive
maintenance, alterations, or other functions affecting aircraft
airworthiness. A person directly in charge does not need to
physically observe and direct each worker constantly but must be
available for consultation on matters requiring instruction or
decision from higher authority.

145.55 Duration and renewal of certificate
• shall not exceed two (2) years from the date of issue,
unless the AMO surrenders the certificate or the DGCA
suspends or revokes it.
• The AMO located outside the Republic of Indonesia
shall remain in force for such period as determined
by the DGCA but shall not exceed 2 (two) years from
the date of issue, unless the AMO surrenders the
certificate or the DGCA suspends or revokes it.
• The DGCA may need to issue temporary extension
validity up to 90 days due to unusual circumstances

145.109 Equipment, materials, data and
aeronautical product requirements

 AMO Must have tools/equipment and material to


perform maintenance, and shall be under control
properly
 AMO must ensure all test and inspection equipment
and tools used to make airworthiness determinations
on articles are calibrated to a standard acceptable to
the DGCA.
 The equipment, tools, and material must be those
recommended by the manufacturer of the article or
must be at least equivalent to those recommended
by the manufacturer and acceptable to the DGCA.
 A certificated AMO must ensure that the procurement
of aeronautical products are obtained from the
source as required by section 145.111.
145.109 Equipment, materials, data and aeronautical
product requirements

 A certificated AMO must maintain, in a format


acceptable to the DGCA, the documents and data
required for the performance of maintenance,
preventive maintenance, or alterations under its
AMO certificate and operations specifications in
accordance with Part 43.
(1) Airworthiness directives,
(2) Instructions for continued airworthiness,
(3) Maintenance manuals,
(4) Overhaul manuals,
(5) Standard practice manuals,
(6) Service bulletins, and
(7) Other applicable data acceptable to or approved
by the DGCA.
145.111 Sources of aeronautical product
(a) The holder of an AMO Certificate must have the system to obtain the
aeronautical products from:
(1) A manufacturer of aeronautical products,
(2) A manufacturer who produces, identifies and certifies standard parts and
materials which conform to established industrial, national or international
standards, and which are referenced in approved design data,
(3) An organization approved either by DGCA, or Foreign Civil Aviation
Authority under subpart F of this part, to perform maintenance on aeronautical
products and who is authorized to certify such products as serviceable and in
a condition for safe operation,
(4) A supplier who provides original certification of product conformity to
approved design data for supplies acquired from authorized sources.
(b) The holder of an AMO Certificate must ensure that the source of
aeronautical products has the organization, facilities, equipment and the
personnel necessary to comply with the policies, responsibilities, methods
and procedures established in his product quality control system;
145.151 Personnel requirements

 AMO MUST appoint a accountable manager


(CEO), the CEO shall:
a) Ensure all necessary resources are available
to accomplish maintenance to support AMO
b) Establish and promote the safety and quality
policy
c) Demonstrate a basic understanding of CASR
Part 145

 AMO MUST has sufficient skilled and


qualified employees to perform maintenance,
preventive maintenance, or alterations
authorized by AMO certificate and OPSPEC
to ensure all works performed in accordance
with CASR Part 43
145.155 Inspection personnel requirements

a) A certificated AMO must ensure that persons performing inspections under the
AMO certificate and operations specifications are familiar with the applicable
regulations in the CASRs and with the inspection methods, techniques, practices,
aids, equipment, and tools used to determine the airworthiness of the article on
which maintenance, preventive maintenance, or alterations are being performed;
and proficient in using the various types of inspection equipment and visual
inspection aids appropriate for the article being inspected; and

b) Each inspection personnel must:


(1) Be trained in inspection techniques and procedures.
(2) Be trained in safety management system and human factor.

c) A certificated AMO must ensure its inspectors understand, read, and write
English.
145.157 Certifying Personnel to approve an article for
return to service

 A certificated AMO must ensure each certifying personnel to approve an article for return
to service under the AMO certificate and operations specifications are familiar with the
applicable regulations in the CASRs and proficient in the use of the various inspection
methods, techniques, practices, aids, equipment, and tools appropriate for the work
being performed and approved for return to service, and:
(1) If employee by a certificated AMO located inside the Republic of Indonesia:
(i) Be licensed under CASR Part 65.
(ii) Be trained in safety management system and human factor.
(2) If employee by a certificated AMO located outside the Republic of Indonesia must be
licensed and meet the requirements of ICAO Annex 1.

 A certificated AMO must ensure each person authorized to approve an article for return
to service understands, reads, and writes English.
145.165 Hazardous materials training.

a) Each AMO that meets the definition of a hazmat


employer under Appendix A point 2 must have a
hazardous materials training program that meets
the training requirements Appendix A point 3.

b) An AMO employee may not perform or directly


supervise all job functions for transporting
hazardous material on an aircraft operated by a
Part 121 or Part 135 certificate holder.
145.205 Maintenance, preventive maintenance, and alterations performed
for certificate holders under parts 121, 135, and for foreign air carriers or
foreign persons operating an Indonesian registered aircraft in common
carriage under CASR Part 129
