1.0 INTRODUCTION

1.1 SCOPE OF DOCUMENT


The specification define the minimum requirements for Fire proofing for the Meleiha Phase II – New Gas
Treatment Plant (EPF), EGYPT.

1.2 PROJECT DESCRIPTION


The new Meleiha Phase II – New Gas Treatment Plant (GTP) will be located on north-west side of the existing
Meleiha Oil Plant as shown in the below picture. The GTP EPF shall have all required equipment to Separate,
Treat, Compress, Export and Meter the gas prior to it being transported via the gas export pipeline. Associated
oil, water and stabilized condensate will be sent to nearest MeleIiha Oil Plant (MOP) for further processing.
The proposed Early Production Facility at GTP Meleiha Phase II – New Gas Treatment Plant (EPF) includes
process equipment including Inlet Manifold, Separation, Mercury removal, Gas Sweetening Unit, Inlet and
Sales Gas Compressions, Gas Dehydration, Dew point control unit, Gas Metering and associated utility &
auxiliary systems. In addition, a new MOP Flare Down Compressor shall be provided at existing MOP.

GTP shall be capable to produce Sales Gas as per defined specification which will be exported into a new
Sales Gas export pipeline, at suitable pressure (95 barg @ the GTP Battery limit), up to the tie-in point with
the existing 34” North Pipeline, that will be located downstream the North Pipeline Compression Station
(NPCS), around 122 km far from new GTP.

Liquid as (Raw oil, produced water and stabilized condensates/off spec condensate) will be sent and tied into
the existing Meleiha Oil Plant.

The new GTP plant shall be designed and fabricated on modular skid installation to facilitate and speed up the
manufacturing, transportation and installation.
The new GTP shall be able to deliver sales gas, raw oil, stabilized condensate and produced water at the
conditions defined in dedicated section of this document, see hereinafter. The plant shall be totally independent
in terms of utilities necessary to plan correct and safety operation.

4.0 FUNCTIONAL NORMATIVE REQUIREMENTS

4.1 DEFINITIONS

4.1.1 FIREPROOFING

A systematic process, including materials and application of materials, that provides a degree of fire resistance
for protected substrates and assemblies for a specified time.

4.1.2 POOL FIRE

A turbulent diffusion flame burning above a horizontal pool of vaporizing fuel under conditions where the fuel
vapor or gas has zero or very little initial momentum.

4.1.3 JET FIRE

A turbulent diffusion flame resulting from the combustion of a pressurized fuel continuously released with some
significant momentum in a particular direction or directions. Jet fires (sometimes called torch fires) can arise
from pressurized releases of gaseous, flashing liquid (two phase) and pure liquid inventories.

4.1.4 FIRE SCENARIO ENVELOPE

A three-dimensional space into which equipment exposed to external fire have potential to release flammable
or combustible fluids capable of burning with sufficient intensity and duration to cause substantial property
damage.

4.2 FIRE RESISTANCE REQUIREMENTS


Risk Based approach shall be followed to identify the fireproofing need for New GTP Facilities. Fireproofing
shall be provided for load bearing structures/supports which fall within Exceedance Contours of Jet / Pool Fire
Scenarios at the frequency of ≥ 10-3 occ/y and support the following equipment/piping:

1) Equipment containing non-hazardous fluids, having an overall mass (equipment + fluid) ≥ 10t.

2) Equipment containing hazardous fluids, in quantities ≥ 2t.

3) Equipment containing toxic fluids, in quantities ≥ 1t.

4) Piping containing flammable or combustible liquids, with a diameter greater than 6”.

5) Piping containing toxic fluids.

6) Air Cooler.

7) Compressors considered as source of hazard.

8) Firefighting pipework Fireproofing shall be provided for load bearing structures/supports which fall within
exceedance contours of Jet / Pool Fire Scenarios at the frequency of ≥10-4 occ/y and support the ESD /EDP
System including Blowdown Headers, automatically actuated emergency shut-off valves (SDV and BDV) in
any toxic or flammable service along with actuator, motor and wiring.

4.2.1 SPECIFIC CONSIDERATIONS OF PASSIVE FIRE PROTECTION

In order to determine Fireproofing Needs the following steps are necessary:

• Quantitative assessment of the consequences of fires scenarios.

• Quantitative assessment of the frequency and risks of fires.

• Evaluation of Fire Risk envelop.

The first step in evaluating fireproofing requirements is identifying the location and types of fire hazard areas
including evaluation about quantities, pressures, temperatures and chemistry of the materials present in the
area which are potential fuels.

The analysis shows what level of protection (if any) the structure or equipment is necessary.

This analysis starts with factors relating to severity and duration of exposure developed in the scenario analysis
for an area. It then considers which specific equipment might be exposed, the vulnerability of that equipment
to heat exposure, and the resulting impacts of a scenario incident.

5.0 FIRE SCENARIO ENVELOPE FIREPROOFING CONSIDERATIONS


Based on API RP 2218, a Fire Scenario Envelope is defined in sub-Clause 4.1.4 of this specification and
defining this premised fire-scenario envelope, along with the nature and severity of potential fires within the
envelope, becomes the basis for determining the extent of passive fireproofing and selecting the type and fire
resistance rating of the fireproofing materials used.

The fire envelope shall be obtained, considering the distances reached as per FERA study and in compliance
with API RP 2218. Refer Fireproofing Calculation Report(PF0009-SLB-HS-CAL-0003) for details.

6.0 MATERIAL

6.1 LIGHTWEIGHT CONCRETE


The density required for a particular application shall be as determined by a recognized testing laboratory to
achieve the desired fire resistance rating. The vendor shall indicate the fire resistance rating based on the UL
1709 or equivalent high-rise fire test.

Fireproofing material shall be Fendolite MII or similar. Primer coat shall be PSK101.

Prior to installation of lightweight concrete, steel substrate shall be free of dirt, grease and loose scale. Metal
mesh reinforcement shall be minimum 2.3mm thickness provided in accordance with the manufacturer's
requirement to meet the specified fire resistance rating.

The surface preparation, the tying and the placement of the reinforcement, the thickness, and the finishing of
the material shall be in accordance with the Manufacturer's recommendations.

6.2 APPLICATION

The application shall be executed by personnel qualified and recommended by the Manufacturer of the product
and get the prior approval from the company.

Steel wire mesh shall be overlapped 50mm and secured every 400mm with stud welded or powder actuated
fasteners. Application of fireproofing shall be strictly in accordance with fireproofing standard drawing [23].

6.3 MASTIC SEALING


Top fireproofing terminations, i.e. the intersections between the fireproofed surfaces and the surfaces not
fireproofed, shall be sealed with mastic if no steel sheet protection is provided (e.g. flashing).

The above is to be done to prevent moisture from entering between the fireproofing material and the steel
surface. Typical examples are the intersections of fireproofing top edges on beams whose top flanges are not
fireproofed and/or on columns, vessel legs, column skirts, etc.

7.0 GENERAL

7.1 SURFACES TO BE FIREPROOFED


The fireproofing shall be provided for the following items:

a) Steel structure.

b) Vertical vessel skirts and legs.

c) Horizontal vessels and exchangers saddle.


The principles listed below will be applied.

I. Columns and equipment supporting beams shall be fireproofed up to (but excluding) the top face of
the beam. Secondary beams shall not be fireproofed.

II. Vertical bracings resisting only to lateral forces need not be fireproofed (fireproofing shall be provided
for vertical bracings which contribute to support gravity loads, if the beam to which it is connected
cannot support the load, neglecting the presence of the bracing).

III. Longitudinal beams in pipe racks shall not be fireproofed.

IV. Base plates and anchor bolts of above said structures: complete fireproofing.
All requirements for fireproofing of structures, vessels’ skirts, structural supports for piping and equipment shall
be identified from FERA report, considering the effects of hydrocarbon pool fire, jet fire and blast over pressure.
Fireproofing will be applied to all structural steel members and supports within the fire scenario envelope as
defined in ref [26], [27], [28].

7.2 FIRE RATING


Steel structures identified for passive fire protection shall be encased with approved passive fire protection
materials to achieve fire rating based on FERA study Ref [29].

7.3 BOUNDARIES, LIMITS AND EXCLUSIONS


Boundaries, limits and exclusions shall be defined and checked based on the FERA study Ref [29].

7.4 SAFETY
As regards safety, fireproofing works shall be carried out in accordance with HSE Project specification.

7.5 DOCUMENTATION
The following documentation shall be produced before the works begin:

a) Manufacturer's technical leaflet of the sealant mastic.

b) laboratory test certificates of fire resistance of the lightweight cementitious materials, with indication of
the thicknesses to be adopted, of the construction details and of the method of application.

c) The Contractor shall prepare a detailed procedure for the surface preparation, application, curing,
Inspection and repairs of PFP material and submit to company, along with an Inspection & Test Plan
(ITP), for review and approval prior to start of the PFP application works.
