E. NARRATIVE
On January 6, 2021, thousands of"Stop the Steal" protesters traveled to the Nation's Capital to protest the results of the November 2020 Presidential
Election. Many of these participants attended the Trump speech at the Washington Ellipse and at its conclusion, the crowd proceeded to walk to the
Capitol, which gathered on the west side of the building. The crowd turned violet and charged the police lines while throwing rocks and other debris.

The crowd continued to push and press the police line, eventually breaching the established police line by grabbing and dismantling the bike fence
which separated the officers from the protesters. The crowd was very violent and assaulted the officers with sticks, rocks, flagpoles and chemical
irritants as they attempted to gain entry to the Capitol. The heavily outnumbered officers were forced to retreat up the Capitol stairs and successfully
formed a new line at the Presidential Inauguration stand. Other protesters were successful with their assault and entered the interior of the Capitol.

The use of chemical munitions were authorized and were used to disperse the crowd. The listed MPD personnel utilized O.C. Spray to assist with
removing the assaultive protesters who refused to evacuate the grounds of the Capitol. Many of these uses of force were difficult to document due to
the large crowd and riotous and assaultive nature of the protesters.

The MPD members who deployed O.C. spray are listed as follows:
