Replacement of Old PPC3201 Contoller of 2MVA Genset Unit & Repair of Oil Leak

Dear Sirs:

This pertains to the current status of the 2MVA Cummins Generator controller set of Pacific Mall Legazpi (shared
with Metro Legazpi) connecting Chiller, STP, Annex, and Fire Pump. It was noted that the generator unit had already
undergone major refurbishment in the past 2019, fixing Genset parts like cylinder head, turbocharger, camfollower
and lever, rocker lever, after cooler and injector. The unit became operational after such works.

After several years of Genset operation, its monitor controller became fuzzy and the operating parameters are
unreadable. The controller is used to monitor various generator functions, electrical parameters such as voltage,
current, frequency, power, and more. The Genset controller also needs to be ventilated by a fan to alleviate
abnormal heating of the controller panel. This problem was assessed by Cummins representative along with their
recommendation to replace the fan belt, fix a leak at the front oil seal, and spare batteries for backup purposes in the
July 2021 change oil schedule.

With this, we hereby recommend on the replacement of the above mentioned Genset components with the
following justifications and scope of works:

 To protect the facility from adverse consequences

 To prepare the Genset for the upcoming 2 nd phase of substation rehabilitation works which may take a week
of shutdown
 Readiness in the event of a power outage.

Scope of Works:

 Preparation of parts to be replaced and rectify
 Isolation of the unit from the existing systems
 Perform and installation of new GCS (Generator Control Switch) and harnesses
 Starting up the unit motor and monitor engine parameters
Working for new controller:
 Pull out / disassembly of existing PCC3201 Controller
 Supply of tools, materials, parts, expertise for conversion
 Installation of Deep Sea 8620 Controller
 Perform supply and installation of Oil Pressure & Water Temperature sender for Deepsea
Unit
 Perform supply and installation of Auto Voltage regulator suitable for the main alternator
 Perform set up of Deepsea controller, testing and commissioning
 Perform programming and tuning

OIL SEAL:
Replacement of Oil Seal:
 Remove and reinstallation of genset shroud and attachment
 Perform replacement of front oil seal and repair of leak

The reconditioning and refurbishment work before solely focus on engine rebuilding. No repair and retrofit work has
been done regarding the Genset controller. Hence, the above scope will completely rehab and retrofit any problems
of old Genset controllers.

Attached herewith are the quotations gathered from the contractors and the technical report.

With these, we would like to recommend award/grant the said works to CUMMINS SALES AND SERVICES
PHILIPPINES, INC. for the supply of labor, parts & consumables for the Replacement of old PCC3201 Controller of
2MW Genset Unit and repair of oil leak at front seal for the amount of Php 3,998,911.07 (VAT INCLUSIVE)

The said cost will be shared by MRSGI and PMC at 45% and 55% sharing, respectively.

Based on the evaluation made and with respect to the proposal submitted by the aforementioned contractors,
awarding of the project was based in terms of the capability of CUMMINS SALES AND SERVICES PHILIPPINES, INC.to
handle the works and due to its best methodology approach
