1.0 INTRODUCTION
The Desalter system is installed for Panipat Refinery Capacity Expansion (P-25 Project) of IOCL,
Panipat in India.
1.1 PURPOSE
The purpose of this document is to describe the intent and functionality of the basic regulatory
controls adopted for the Two stage Bilectric® Desalter system. The information shall be used to
develop the detailed design of controls to meet this intent. Implementation of this Control Philosophy
shall be performed by the client.
SLB supplies the 2 Stage Bilectric® Desalter package process design and proprietary internals for
the newly installed Bilectric® Desalter (451-LZ-1001A/B) for IOCL – Panipat Refinery Expansion
(P-25) Project.

2.0 PROCESS CONTROL
In preparing the descriptions of the control loops the following conventions have been followed:
• Controller actions are selected on the basis that 100% signal output to the control valve will
results in position of the valve to be 100% open for fail closed valves, and 100% valve closed for
fail open valves.
• Direct acting controllers are those in which an increase in error (where error = positive deviation
from set point) causes an increase in controller output. Similarly, reverse acting controllers are
those in which an increase in error causes a decrease in controller output.
• Unless stated otherwise, all controllers are standard PID type.
• Fail open valve will have 4mA - open, and 20mA - close.
• Fail open will thus require 20mA to close and less than or equal to 4mA to open.
• Alarms shall be suppressed, and trips overridden in the following scenarios:
o Standby Equipment
o Shutdown Equipment
o During start-up (limited to the first 10 secs unless stated otherwise in this document).
• Excessive mixing valve differential pressure may lead to increase outlet BS&W
• Low mixing valve differential pressure may lead to reduce the Desalting Efficiency
• Low Wash water (Desalting Water) rate may lead to reduce the Desalting Efficiency
NOTE: The final differential pressure adjustment for the mixing valves may be altered later,
depending on the degree of efficiency achieved in mixing. This cannot be normally determined until
the unit is in full operation.
• The min. flow rate may be varied from turndown (50%) to 100% of Design Dry Oil flowrate.
• Performance may deteriorate at oil rates more than design.

2.2.4 Operating Pressure
• Operating pressure should always be above the crude oil vapor pressure (bubble point)
at least 2.07 bar throughout the system for desalter operation.
• If the operating pressure of the Desalter drops below the “Bubble Point”, gas bubbles can be
formed. Formation of gas inside the Desalter or carry-over of gas from the desalter vessel can
disrupt the oil/water separation process and result in high outlet BS&W. Quick opening of any of
the control valves can cause the operating pressure to drop too low.

3.0 TECHNOLOGY FEATURES
The Bilectric® processing scheme for treating crude oil incorporates many engineering features that
provide superior results while keeping the specified plant equipment simple to install and easy to
operate and maintain. Some of these features are presented in the following sections and in Figure 1,
Typical Bilectric® Desalter Assembly.
For more details refer to Technology section of Process Design Calculation Report (Document
number P-AA020-01Z-PE-305-0001).
The power units supplied with the Bilectric® electrostatic systems are designed with a multi-tapped high
voltage output with 100% reactance. This serves the purpose of limiting any short-circuiting effect during
operational abnormalities, such that when the abnormality is corrected, the unit will resume its normal
operating mode without the necessity of readjustment or switching. This Power unit is rated for current
of 524A AC. The secondary voltage of the power units is adjustable to two or more different secondary
voltages, with a “no load” tap changer, if specified. Each Power Unit is ATEX/IECEx -certified and is
suitable for installation in a hazardous area.
Each Bilectric® Desalter, 451-LZ-1001A/B, has three (3), 150 kVA power units, each designed for an
input voltage of 415 V, 3 PH, 50 Hz and secondary output voltage level of 15k VAC, controlled by a tap
changer that allows the user to choose from a total of five output voltages viz., 12, 16.5, 20, 23, 25KV.
One power unit is connected to one of the three layers of electrodes, with one connected to the lower,
one connected to the middle, and one connected to the upper electrode layer.

switch. One set of Pressure switch and Temperature switch shall be wired in series and connected to
ESD for tripping of Power Unit in the event of abnormality, while other set of Level switches and
Temperature shall be used for indication in DCS and also Low level indication for first stage desalter
and for second stage desalter & Temperature indicators for first stage desalter and for second desalter.

The internal thermal switch (2 nos. of SPST) which is a normally closed bi-metallic switch that will open
at 100 °C. The switch contacts are brought out to the feedback portion of the LV Junction box and
terminated to the terminal strip.
Also, the Power unit is equipped with Explosion Proof pressure switch (set at 4PSI) located on the main
lid (1 no. of DPDT). This device is a safety feature that offers a normally closed Bi-metallic switch that
will open in the event of high pressure that may occur during adverse conditions, such as extreme
ambient temperatures or misuse of the equipment. The switch contacts are brought out to the feedback
portion of the LV Junction box and terminated to the terminal strip.
The meter panel provides a point for engaging or disengaging the electrical supply that energizes the
desalter power units. The meter panel houses one voltmeter and one ammeter for each power unit,
and an Off/On pushbutton for applying electrical power to the power units. Additionally, there will be
transducers to feedback the voltage and current signals to control system. Following are signal

4.0 INSTRUMENTATION & CONTROL
4.1 OVERVIEW
The following operating parameters must be monitored and controlled by proper instrumentation
installed on the desalters.

4.2 LEVEL
Each desalter is designed to operate liquid full, with the upper levels of the vessel containing oil with
very low moisture content. The oil surrounds the electrically energized entrance bushings and
energized parts of the electrode assemblies, to keep that area void of space for hydrocarbon vapor
build up. Oil acts as a good insulator to prevent uncontrolled arching between energized entrance
bushings and electrodes and the grounded portions of the desalter, like the vessel wall and
components connected to the wall. Therefore, the liquid full condition of the desalter is one of the
most important conditions to be maintained and controlled. The liquid full condition prevents
explosive mixtures from forming and igniting with arching components, if oxygen infiltrates into any
top space left by falling level.
A low low-level oil trip is provided to ensure that the desalter operates at the liquid full condition.
• Note that increasing the water level will reduce oil retention time, increase water retention
time, and increase the AC electrostatic field between the electrodes and oil/water interface.
• If the water level is too low, high oil content may be carried in the water outlet.
Interface levels indicated above apply to both 1st and 2nd Stage Desalters (451-LZ-1001A/B) and
shall be measured with below list of instruments provided.
Signal output from transmitters LT-1504 & LT-1501A of 1st Stage Desalter shall be selected using a
selector switch HS-1507. This shall be the input signal for LIC-1501 for the control action at 1 st stage
desalter. Signal output from transmitters LT-1604 & LT-1601A of 2nd Stage Desalter shall be
selected using a selector switch HS-1607. This shall be the input signal for LIC-1601 for the control
action at 2nd stage desalter.
Signal output from LIC-1501 & LIC-1601 to the final element LV-1501 & LV-1601 shall be selected
using a selector switch HS-1501 & HS-1601 respectively. During normal two staged operation HS-
1501 & HS-1601 shall be selected such that the LV-1501 & LV-1601 shall be operated based on the
signal output from LIC-1501 & LIC-1601 respectively. During 1st stage operation, the selector switch
HS-1501 & HS-1601 shall be selected such that LV-1501 shall be operated based on the signal
output from LIC-1601 & LV-1601 shall be de-energized. The same shall be vise versed for 2nd stage
operation.
An interphase low-low level trip is provided for the safety reasons to avoid the oil flowing out in
effluent water line with LT-1502 & LT-1602 respectively for 1st stage desalter and 2nd Stage desalter.
Similarly, a high-high interface trip is also provided for safety reasons to trip the power unit supply
for protection with water reaching at grid level and get short.

ESD Trip & Set Points for Level Transmitters
4.3 FLOW
In Normal operation, Interstage recycle wash water is fed upstream of the mixing valve, PDV-
1503/PDV-1601, of the 1st stage desalter 451-LZ-1001A which comes from the effluent water of 2nd
stage 451-LZ-1001B. This effluent water from the 2nd stage is pumped through 1st stage desalting
water pumps (451-P-1018A/B) and discharges to crude inlet line to 1st stage desalter, 451-LZ-
1001A.
At the discharge of the pumps, a level control valve LV-1601 is provided to regularize the recycle
wash water flow to 1st stage desalter, 451-LZ-1001A.
The effluent water of the 1st stage desalter, 451-LZ-1001A/B is discharged to Effluent Treatment
Plant through the heat exchangers 451-E-1030 A/B and 451-E-1031 A/B. This line has a level control
valve LV-1501 which is controlled by LIC-1501 of the first stage desalter to maintain the interface at
the desired level.

4.3.3 Mud Wash Water Supply Control
Desalter water is used as Mud wash water for the desludging of solids deposited inside desalter
vessel. Both first stage desalter and second stage desalter is provided with a dedicated flow
transmitter and flow control valve to control the supply of water to the mud wash header internal
inside desalter. Flow control valve FV-1502 is controlled by FIC-1502 for the first stage desalter and
flow control valve FV-1601 is controlled by FIC-1601 for second stage desalter.
4.4 TEMPERATURE
• Normally, operating temperature should be maintained at the optimum level that has been
determined to maintain stable operation and meet required product quality specifications. For
this two stage desalter, that temperature operated between 120-135°C, depending on which
case is being operated as specified in the process design basis.
• In general, increasing operating temperature will improve process performance and reduce
chemical consumption.
Nozzle N20 on each desalter, 451-LZ-1001A/B is designated for connecting a temperature element.
First and Second stage desalter temperature are monitored both locally and in the DCS by the
temperature transmitters TT-1502 & TT-1601 installed for such a function. Low and elevated
temperature alarms can also be in the DCS from the temperature transmitter’s signals.
4.5 PRESSURE

• Under normal operating conditions, the operating pressure of the 1st stage desalter 451-LZ-
1001A is maintained around 19.5 kg/cm2g for 2nd stage desalter 451-LZ-1001B is
maintained around 17.6 kg/cm2g for 2nd stage desalter.
Nozzle N18 on each desalter, 451-LZ-1001A/B is designated for connecting a pressure indicator.
First and Second stage desalter pressure are monitored locally by the temperature indicator PI-1501
& PI-1603 installed for such a function.
Nozzle N19 on each desalter, 451-LZ-1001A/B is designated for connecting a pressure transmitter.
First and Second stage desalter pressure are monitored both locally and in the DCS by the pressure
transmitters PIT-1502 & PIT-1602 installed for such a function. Pressure control valve PV-1101
located at 451-P-1001A/B/C Discharge is controlled by PIC-1502 from the desalter.
Intimate contact between the injected process water and the crude oil emulsion is of utmost
importance influencing effective desalting. The process water must not only contact the brine and
solids in the crude, but the water must also be evenly distributed into the crude to ensure a uniform
population density of aqueous droplets. Cameron installs a double ported, top, and bottom guided
V-Ball mix valve that automatically maintains a constant shear factor between the crude and water
through a selected pressure drop.
The Bilectric® Desalters, 451-LZ-1001A/B, each desalter have a V-ball mixing valve (PDV-1503 &
PDV-1601), pneumatically actuated mixing valves with an electro-pneumatic positioner. First stage
desalter PDIT-1503 will be connected to PDIC-1503 and second stage desalter PDIT-1601 will be
connected to PDIC-1601 and is monitored locally in the DCS with high & low alarm. The valve will
open and closed from 30-60% based on the set point,
• At 0.5 kg/cm2 valve will be open at 60%
• At 0.9 kg/cm2 valve will be open at 30%

4.6 METER PANEL
Each desalter is supplied with one-meter control panel for Voltage and Current Monitoring. The meter
control panel contains three voltmeters, three ammeters, three current transducers, and three voltage
transducers for Current and voltage monitoring of each power unit. There are three “ON” pushbutton
and three “OFF” pushbutton station. There will be an “emergency” push button, common for all three
power units. There will be three “ready to start” indication lamps, three numbers of “pressure trip”
indication lamps, three numbers of “process trip” indication lamps, and an “emergency trip” indication
lamp three numbers for each desalters 451-LZ-1001A/B.
Each voltage meter is rated for 0-120 VAC movement input and has a 0-500-volt scale. The voltage
meter receives and displays the primary input voltage, 415 volts on the 0-500-volt scale, through power
unit’s Y1-Y2 tertiary coil, at 100 volts. Each voltage meter also has its own two wires, voltage transmitter
connected in series, for receiving and converting the voltage signal to a 4-20 mA DC output signal to
the DCS.
Each ammeter is rated for 0-1 AAC movement input and has a 0-600-amp scale. The ammeter receives
the input current amperage through the designated power unit’s C1-C2, 550:1 current. Note, the current
power unit’s range matches the range of the ammeter. Each ammeter also has its own two wire current
transmitter, connected in parallel, for receiving and converting the current signal to a 4-20 mA DC output
signal to the DCS.

4.7 POWER UNIT
Each Bilectric® Desalter, 451-LZ-1001A/B, has three (3), 150 kVA power units, each designed for an
input voltage of 415 V, 3 PH, 50 Hz and secondary output voltage level of 15k VAC, controlled by a tap
changer that allows the user to choose from a total of five output voltages viz., 12, 16.5, 20, 23, 25KV.
One power unit is connected to one of the three layers of electrodes, with one connected to the lower,
one connected to the middle, and one connected to the upper electrode layer. Power unit details are as
follows:
Each power unit has terminal strip connections on the Power Units Low Voltage Junction Box for
connection of the tank’s pressure switch and temperature switch to the DCS system. The pressure
switch is activated when the power unit’s tank pressure exceeds 4 psi (0.3 kg/cm2g). The temperature
switch is activated when the power unit’s tank temperature reaches or exceeds 212°F (100°C). The
temperature switches are connected in series as well as the pressure switches and upon activation of
any of the switches, the power units are de-energized by wiring to the client switchboard. simultaneously
an alarm will be indicated in the DCS, this applies to both vessels 451-LZ-1001A/B.

5.0 AUTOMATED MUD WASHING
To prevent the accumulation of undissolved solids at the bottom of the vessel, an automatic Desludging
system is implemented to the equipment. The Automated Desludging internal assembly consists of
piping that extends the length of the settling zone near the bottom of the vessel. The pipe has injection
jets that point downward, and the solids are removed through fluidization. As effluent water exits the
vessel, solid material is taken out.
The desludging operation is an automatic and intermittent operation. Based on the Solid population the
crude composition, solids are expected to deposit on bottom of the Desalter vessel. The build-up of
solids can be prevented by regular injection of high-pressure water through a mud wash cleaning facility
and into the water phase of the Desalter. This washes solids from the vessel walls, stirs the water phase
and allows the solids to be carried out of the vessel, where high water velocities are used to prevent the
settling of these solids in the pipework.
This desludging operation will be run section by section on each desalter on certain frequency based
on solids accumulation on the desalter. Desludging system consists of 4 mud wash headers, fitted with
water spray jets considered as 4 sections. Each section has a dedicated on/off valve for the inlet and
outlet (each one). Opening and closing of these on-off valves are automated and shall be initiated as
per the mud washing sequence required at regular intervals.
The spray jet water should be at a pressure approximately above 3.5 kg/cm2g above the normal
operating pressure of the desalters. Desludging process will be initiated at single section of a desalter
and not simultaneously on both stages and period of desludging is one hour. The desludge water flow
rate required to perform desludging operation is 14 m3/hr indicated per compartment inside vessel. The
injected water agitates the solids that have collected in the bottom of the vessel, and they are removed
through water outlet nozzles and routed to closed drain.
Mud washing requirements for the First and Second stage desalter are as follows:
The proposed frequency is general recommendation for mud washing. The same shall be easily
modified by operator during actual operation depending upon the amount of sand ingress and is
applicable for individual desalter vessel.

The mud-washing program is performed as per the below sequential logic. This logic is programmed
and integrated in ESD for an automated operation. Refer to Cause & Effect Diagram (Document No:
P-AA020-01Z-PE-360-0001) for more details.
Sequence Details:
The below sequential procedure is a simple procedure for program defined for First stage desalter.
Same shall be followed with relevant tags for second stage desalter.
1. Ensure the flow control valve FV-1502 is in open position and shall allow 14 m3/hr as
minimum for the mud wash operation.
2. Operator shall define the duration of mud wash for each section as “X” minutes. Based on
the value input by operator, all the mud wash segment shall have the same duration for mud
washing.
X = Mud wash timer input (mins)
SLB recommended initial value is 20 minutes. Further operator can adjust the values based
on sand loading.
3. Operator can start the mud washing by pressing START push button HS-1540.

UV-1505 for discharge of sludge from desalter vessel to closed drain.

5. After “X” minutes of operation, Close UV-1501 and UV-1505 to complete the mud washing
for first section of header. Initiate the second section mud washing. Open UV-1502 for supply
of mud wash water and Open UV-1506 for discharge of sludge from desalter vessel to closed
drain.
6. After “2X” minutes of operation, Close UV-1502 and UV-1506 to complete the mud washing
for second section of header. Initiate the third section mud washing. Open UV-1503 for supply
of mud wash water and Open UV-1507 for discharge of sludge from desalter vessel to closed
drain.
7. After “3X” minutes of operation, Close UV-1503 and UV-1507 to complete the mud washing
for third section of header. Initiate the second section mud washing. Open UV-1504 for supply
of mud wash water and Open UV-1508 for discharge of sludge from desalter vessel to closed
drain.
8. After “4X” minutes of operation, Close UV-1504 and UV-1508 to complete the mud washing
for last section of header.
Further during any time, if there is low-low level in desalter, operator can STOP the mud washing
process using the push button HS-1541.

1.0 INTRODUCTION
The Desalter system is installed for Panipat Refinery Capacity Expansion (P-25 Project) of IOCL,
Panipat in India.
1.1 PURPOSE
The purpose of this document is to describe the intent and functionality of the basic regulatory
controls adopted for the Two stage Bilectric® Desalter system. The information shall be used to
develop the detailed design of controls to meet this intent. Implementation of this Control Philosophy
shall be performed by the client.

2.0 PROCESS CONTROL
In preparing the descriptions of the control loops the following conventions have been followed:
• Controller actions are selected on the basis that 100% signal output to the control valve will
results in position of the valve to be 100% open for fail closed valves, and 100% valve closed for
fail open valves.
• Direct acting controllers are those in which an increase in error (where error = positive deviation
from set point) causes an increase in controller output. Similarly, reverse acting controllers are
those in which an increase in error causes a decrease in controller output.
• Unless stated otherwise, all controllers are standard PID type.
• Fail open valve will have 4mA - open, and 20mA - close.
• Fail open will thus require 20mA to close and less than or equal to 4mA to open.
• Alarms shall be suppressed, and trips overridden in the following scenarios:
o Standby Equipment
o Shutdown Equipment
o During start-up (limited to the first 10 secs unless stated otherwise in this document).
• Excessive mixing valve differential pressure may lead to increase outlet BS&W
• Low mixing valve differential pressure may lead to reduce the Desalting Efficiency
• Low Wash water (Desalting Water) rate may lead to reduce the Desalting Efficiency
NOTE: The final differential pressure adjustment for the mixing valves may be altered later,
depending on the degree of efficiency achieved in mixing. This cannot be normally determined until
the unit is in full operation.
• The min. flow rate may be varied from turndown (50%) to 100% of Design Dry Oil flowrate.
• Performance may deteriorate at oil rates more than design.

2.2.4 Operating Pressure
• Operating pressure should always be above the crude oil vapor pressure (bubble point)
at least 2.07 bar throughout the system for desalter operation.
• If the operating pressure of the Desalter drops below the “Bubble Point”, gas bubbles can be
formed. Formation of gas inside the Desalter or carry-over of gas from the desalter vessel can
disrupt the oil/water separation process and result in high outlet BS&W. Quick opening of any of
the control valves can cause the operating pressure to drop too low.

3.0 TECHNOLOGY FEATURES
The Bilectric® processing scheme for treating crude oil incorporates many engineering features that
provide superior results while keeping the specified plant equipment simple to install and easy to
operate and maintain. Some of these features are presented in the following sections and in Figure 1,
Typical Bilectric® Desalter Assembly.
For more details refer to Technology section of Process Design Calculation Report (Document
number P-AA020-01Z-PE-305-0001).
The power units supplied with the Bilectric® electrostatic systems are designed with a multi-tapped high
voltage output with 100% reactance. This serves the purpose of limiting any short-circuiting effect during
operational abnormalities, such that when the abnormality is corrected, the unit will resume its normal
operating mode without the necessity of readjustment or switching. This Power unit is rated for current
of 524A AC. The secondary voltage of the power units is adjustable to two or more different secondary
voltages, with a “no load” tap changer, if specified. Each Power Unit is ATEX/IECEx -certified and is
suitable for installation in a hazardous area.
Each Bilectric® Desalter, 451-LZ-1001A/B, has three (3), 150 kVA power units, each designed for an
input voltage of 415 V, 3 PH, 50 Hz and secondary output voltage level of 15k VAC, controlled by a tap
changer that allows the user to choose from a total of five output voltages viz., 12, 16.5, 20, 23, 25KV.
One power unit is connected to one of the three layers of electrodes, with one connected to the lower,
one connected to the middle, and one connected to the upper electrode layer.

switch. One set of Pressure switch and Temperature switch shall be wired in series and connected to
ESD for tripping of Power Unit in the event of abnormality, while other set of Level switches and
Temperature shall be used for indication in DCS and also Low level indication for first stage desalter
and for second stage desalter & Temperature indicators for first stage desalter and for second desalter.

The internal thermal switch (2 nos. of SPST) which is a normally closed bi-metallic switch that will open
at 100 °C. The switch contacts are brought out to the feedback portion of the LV Junction box and
terminated to the terminal strip.
Also, the Power unit is equipped with Explosion Proof pressure switch (set at 4PSI) located on the main
lid (1 no. of DPDT). This device is a safety feature that offers a normally closed Bi-metallic switch that
will open in the event of high pressure that may occur during adverse conditions, such as extreme
ambient temperatures or misuse of the equipment. The switch contacts are brought out to the feedback
portion of the LV Junction box and terminated to the terminal strip.
The meter panel provides a point for engaging or disengaging the electrical supply that energizes the
desalter power units. The meter panel houses one voltmeter and one ammeter for each power unit,
and an Off/On pushbutton for applying electrical power to the power units. Additionally, there will be
transducers to feedback the voltage and current signals to control system. Following are signal
interfaces foreseen with metering panel:

4.0 INSTRUMENTATION & CONTROL
4.1 OVERVIEW
The following operating parameters must be monitored and controlled by proper instrumentation
installed on the desalters.
SLB scope of supply includes the following instrumentation for the Two Stage Bilectric® Desalter system.

4.2 LEVEL
Each desalter is designed to operate liquid full, with the upper levels of the vessel containing oil with
very low moisture content. The oil surrounds the electrically energized entrance bushings and
energized parts of the electrode assemblies, to keep that area void of space for hydrocarbon vapor
build up. Oil acts as a good insulator to prevent uncontrolled arching between energized entrance
bushings and electrodes and the grounded portions of the desalter, like the vessel wall and
components connected to the wall. Therefore, the liquid full condition of the desalter is one of the
most important conditions to be maintained and controlled. The liquid full condition prevents
explosive mixtures from forming and igniting with arching components, if oxygen infiltrates into any
top space left by falling level.
A low low-level oil trip is provided to ensure that the desalter operates at the liquid full condition.
• Note that increasing the water level will reduce oil retention time, increase water retention
time, and increase the AC electrostatic field between the electrodes and oil/water interface.
• If the water level is too low, high oil content may be carried in the water outlet.
Interface levels indicated above apply to both 1st and 2nd Stage Desalters (451-LZ-1001A/B) and
shall be measured with below list of instruments provided.
Signal output from transmitters LT-1504 & LT-1501A of 1st Stage Desalter shall be selected using a
selector switch HS-1507. This shall be the input signal for LIC-1501 for the control action at 1 st stage
desalter. Signal output from transmitters LT-1604 & LT-1601A of 2nd Stage Desalter shall be
selected using a selector switch HS-1607. This shall be the input signal for LIC-1601 for the control
action at 2nd stage desalter.
Signal output from LIC-1501 & LIC-1601 to the final element LV-1501 & LV-1601 shall be selected
using a selector switch HS-1501 & HS-1601 respectively. During normal two staged operation HS-
1501 & HS-1601 shall be selected such that the LV-1501 & LV-1601 shall be operated based on the
signal output from LIC-1501 & LIC-1601 respectively. During 1st stage operation, the selector switch
HS-1501 & HS-1601 shall be selected such that LV-1501 shall be operated based on the signal
output from LIC-1601 & LV-1601 shall be de-energized. The same shall be vise versed for 2nd stage
operation.
An interphase low-low level trip is provided for the safety reasons to avoid the oil flowing out in
effluent water line with LT-1502 & LT-1602 respectively for 1st stage desalter and 2nd Stage desalter.
Similarly, a high-high interface trip is also provided for safety reasons to trip the power unit supply
for protection with water reaching at grid level and get short.
4.3 FLOW
In Normal operation, Interstage recycle wash water is fed upstream of the mixing valve, PDV-
1503/PDV-1601, of the 1st stage desalter 451-LZ-1001A which comes from the effluent water of 2nd
stage 451-LZ-1001B. This effluent water from the 2nd stage is pumped through 1st stage desalting
water pumps (451-P-1018A/B) and discharges to crude inlet line to 1st stage desalter, 451-LZ-
1001A.
At the discharge of the pumps, a level control valve LV-1601 is provided to regularize the recycle
wash water flow to 1st stage desalter, 451-LZ-1001A.
The effluent water of the 1st stage desalter, 451-LZ-1001A/B is discharged to Effluent Treatment
Plant through the heat exchangers 451-E-1030 A/B and 451-E-1031 A/B. This line has a level control
valve LV-1501 which is controlled by LIC-1501 of the first stage desalter to maintain the interface at
the desired level.

4.3.3 Mud Wash Water Supply Control
Desalter water is used as Mud wash water for the desludging of solids deposited inside desalter
vessel. Both first stage desalter and second stage desalter is provided with a dedicated flow
transmitter and flow control valve to control the supply of water to the mud wash header internal
inside desalter. Flow control valve FV-1502 is controlled by FIC-1502 for the first stage desalter and
flow control valve FV-1601 is controlled by FIC-1601 for second stage desalter.
4.4 TEMPERATURE
• Normally, operating temperature should be maintained at the optimum level that has been
determined to maintain stable operation and meet required product quality specifications. For
this two stage desalter, that temperature operated between 120-135°C, depending on which
case is being operated as specified in the process design basis.
• In general, increasing operating temperature will improve process performance and reduce
chemical consumption.
Nozzle N20 on each desalter, 451-LZ-1001A/B is designated for connecting a temperature element.
First and Second stage desalter temperature are monitored both locally and in the DCS by the
temperature transmitters TT-1502 & TT-1601 installed for such a function. Low and elevated
temperature alarms can also be in the DCS from the temperature transmitter’s signals.
4.5 PRESSURE

• Under normal operating conditions, the operating pressure of the 1st stage desalter 451-LZ-
1001A is maintained around 19.5 kg/cm2g for 2nd stage desalter 451-LZ-1001B is
maintained around 17.6 kg/cm2g for 2nd stage desalter.
Nozzle N18 on each desalter, 451-LZ-1001A/B is designated for connecting a pressure indicator.
First and Second stage desalter pressure are monitored locally by the temperature indicator PI-1501
& PI-1603 installed for such a function.
Nozzle N19 on each desalter, 451-LZ-1001A/B is designated for connecting a pressure transmitter.
First and Second stage desalter pressure are monitored both locally and in the DCS by the pressure
transmitters PIT-1502 & PIT-1602 installed for such a function. Pressure control valve PV-1101
located at 451-P-1001A/B/C Discharge is controlled by PIC-1502 from the desalter.
Intimate contact between the injected process water and the crude oil emulsion is of utmost
importance influencing effective desalting. The process water must not only contact the brine and
solids in the crude, but the water must also be evenly distributed into the crude to ensure a uniform
population density of aqueous droplets. Cameron installs a double ported, top, and bottom guided
V-Ball mix valve that automatically maintains a constant shear factor between the crude and water
through a selected pressure drop.
The Bilectric® Desalters, 451-LZ-1001A/B, each desalter have a V-ball mixing valve (PDV-1503 &
PDV-1601), pneumatically actuated mixing valves with an electro-pneumatic positioner. First stage
desalter PDIT-1503 will be connected to PDIC-1503 and second stage desalter PDIT-1601 will be
connected to PDIC-1601 and is monitored locally in the DCS with high & low alarm. The valve will
open and closed from 30-60% based on the set point,
• At 0.5 kg/cm2 valve will be open at 60%
• At 0.9 kg/cm2 valve will be open at 30%

4.6 METER PANEL
Each desalter is supplied with one-meter control panel for Voltage and Current Monitoring. The meter
control panel contains three voltmeters, three ammeters, three current transducers, and three voltage
transducers for Current and voltage monitoring of each power unit. There are three “ON” pushbutton
and three “OFF” pushbutton station. There will be an “emergency” push button, common for all three
power units. There will be three “ready to start” indication lamps, three numbers of “pressure trip”
indication lamps, three numbers of “process trip” indication lamps, and an “emergency trip” indication
lamp three numbers for each desalters 451-LZ-1001A/B.
Each voltage meter is rated for 0-120 VAC movement input and has a 0-500-volt scale. The voltage
meter receives and displays the primary input voltage, 415 volts on the 0-500-volt scale, through power
unit’s Y1-Y2 tertiary coil, at 100 volts. Each voltage meter also has its own two wires, voltage transmitter
connected in series, for receiving and converting the voltage signal to a 4-20 mA DC output signal to
the DCS.
Each ammeter is rated for 0-1 AAC movement input and has a 0-600-amp scale. The ammeter receives
the input current amperage through the designated power unit’s C1-C2, 550:1 current. Note, the current
power unit’s range matches the range of the ammeter. Each ammeter also has its own two wire current
transmitter, connected in parallel, for receiving and converting the current signal to a 4-20 mA DC output
signal to the DCS.

4.7 POWER UNIT
Each Bilectric® Desalter, 451-LZ-1001A/B, has three (3), 150 kVA power units, each designed for an
input voltage of 415 V, 3 PH, 50 Hz and secondary output voltage level of 15k VAC, controlled by a tap
changer that allows the user to choose from a total of five output voltages viz., 12, 16.5, 20, 23, 25KV.
One power unit is connected to one of the three layers of electrodes, with one connected to the lower,
one connected to the middle, and one connected to the upper electrode layer. Power unit details are as
follows:
Each power unit has terminal strip connections on the Power Units Low Voltage Junction Box for
connection of the tank’s pressure switch and temperature switch to the DCS system. The pressure
switch is activated when the power unit’s tank pressure exceeds 4 psi (0.3 kg/cm2g). The temperature
switch is activated when the power unit’s tank temperature reaches or exceeds 212°F (100°C). The
temperature switches are connected in series as well as the pressure switches and upon activation of
any of the switches, the power units are de-energized by wiring to the client switchboard. simultaneously
an alarm will be indicated in the DCS, this applies to both vessels 451-LZ-1001A/B.

5.0 AUTOMATED MUD WASHING
To prevent the accumulation of undissolved solids at the bottom of the vessel, an automatic Desludging
system is implemented to the equipment. The Automated Desludging internal assembly consists of
piping that extends the length of the settling zone near the bottom of the vessel. The pipe has injection
jets that point downward, and the solids are removed through fluidization. As effluent water exits the
vessel, solid material is taken out.
The desludging operation is an automatic and intermittent operation. Based on the Solid population the
crude composition, solids are expected to deposit on bottom of the Desalter vessel. The build-up of
solids can be prevented by regular injection of high-pressure water through a mud wash cleaning facility
and into the water phase of the Desalter. This washes solids from the vessel walls, stirs the water phase
and allows the solids to be carried out of the vessel, where high water velocities are used to prevent the
settling of these solids in the pipework.
This desludging operation will be run section by section on each desalter on certain frequency based
on solids accumulation on the desalter. Desludging system consists of 4 mud wash headers, fitted with
water spray jets considered as 4 sections. Each section has a dedicated on/off valve for the inlet and
outlet (each one). Opening and closing of these on-off valves are automated and shall be initiated as
per the mud washing sequence required at regular intervals.
The spray jet water should be at a pressure approximately above 3.5 kg/cm2g above the normal
operating pressure of the desalters. Desludging process will be initiated at single section of a desalter
and not simultaneously on both stages and period of desludging is one hour. The desludge water flow
rate required to perform desludging operation is 14 m3/hr indicated per compartment inside vessel. The
injected water agitates the solids that have collected in the bottom of the vessel, and they are removed
through water outlet nozzles and routed to closed drain.
Mud washing requirements for the First and Second stage desalter are as follows:
The proposed frequency is general recommendation for mud washing. The same shall be easily
modified by operator during actual operation depending upon the amount of sand ingress and is
applicable for individual desalter vessel.

4. Same shall be updated in line with latest revision of P&ID.
SLB is supplying automated mud wash system with following items in scope.

The mud-washing program is performed as per the below sequential logic. This logic is programmed
and integrated in ESD for an automated operation. Refer to Cause & Effect Diagram (Document No:
P-AA020-01Z-PE-360-0001) for more details.
Sequence Details:
The below sequential procedure is a simple procedure for program defined for First stage desalter.
Same shall be followed with relevant tags for second stage desalter.
1. Ensure the flow control valve FV-1502 is in open position and shall allow 14 m3/hr as
minimum for the mud wash operation.
2. Operator shall define the duration of mud wash for each section as “X” minutes. Based on
the value input by operator, all the mud wash segment shall have the same duration for mud
washing.
X = Mud wash timer input (mins)
SLB recommended initial value is 20 minutes. Further operator can adjust the values based
on sand loading.
3. Operator can start the mud washing by pressing START push button HS-1540.

4. Once the push button is initiated, Open UV-1501 for supply of mud wash water and Open
UV-1505 for discharge of sludge from desalter vessel to closed drain.

5. After “X” minutes of operation, Close UV-1501 and UV-1505 to complete the mud washing
for first section of header. Initiate the second section mud washing. Open UV-1502 for supply
of mud wash water and Open UV-1506 for discharge of sludge from desalter vessel to closed
drain.
6. After “2X” minutes of operation, Close UV-1502 and UV-1506 to complete the mud washing
for second section of header. Initiate the third section mud washing. Open UV-1503 for supply
of mud wash water and Open UV-1507 for discharge of sludge from desalter vessel to closed
drain.
7. After “3X” minutes of operation, Close UV-1503 and UV-1507 to complete the mud washing
for third section of header. Initiate the second section mud washing. Open UV-1504 for supply
of mud wash water and Open UV-1508 for discharge of sludge from desalter vessel to closed
drain.
8. After “4X” minutes of operation, Close UV-1504 and UV-1508 to complete the mud washing
for last section of header.
Further during any time, if there is low-low level in desalter, operator can STOP the mud washing
process using the push button HS-1541.
