Narrative Report on the 2021 National Children’s Month

Celebration

I. RATIONALE

Since the onset of COVID-19 pandemic last year, Philippine

government have imposed measures to prevent the spread of the
virus: border restrictions, certain groups not allowed outside
their residences, implementing curfew hours, among others.
These affected children’s right to survive, develop, to be
protected, and participate.

This ongoing health emergency crisis continuously worsens

existing issues on child rights, as society experiences the
effect of this pandemic. Duty bearers, service providers, and
stakeholders are compelled to create and develop mechanisms
for response, management, mitigation and prevention.

By the virtue of Republic Act. No. 10661, National Children’s

Month is celebrated every November as the country commemorates
our adoption of UN CRC on 20 November 1989. It also instills
its significance in the Filipino consciousness, as well as
sustain the promotion and protection of children’s rights.

This year’s celebration focuses on Children’s Rights in the

New Normal, with the theme “NEW NORMAL NA WALANG IWANAN:
KARAPATAN NG BAWAT BATA ATING TUTUKAN!” The month-long
celebration covers issues of children’s rights to survival,
development, protection and participation in the new normal,
engaging them together with their families as well as the
service providers and stakeholders in the region.

With the ongoing pandemic situation, our NCM activities will

strictly comply with the minimum health standards, thus,
utilizing quad media (print media, broadcast media, social
media, among others) and other online platform (use of Zoom)
in the conduct of activities. The four (4) core rights of the
child will be covered weekly, namely: survival rights for the
1st week, development rights for the 2nd week, participation
for the 3rd week, and protection rights for the 4th week.

II. OBJECTIVES

rights of the children to survival, development,
protection, and participation since the onset of the

COVID-19 pandemic in 2020 and currently in the new

normal setting this 2021;
b. Strengthen the implementation of child-led, child-
friendly, and child sensitive activities; and
c. Empower the children as rights-holders to claim and
protect their rights and equip the duty-bearers to
deliver their commitment and fulfil their obligations
towards children.

III.ACTIVITIES
November 03, 2021 NCM Kick – Off Celebration (Nov. 03) Recite the “Panatang Makabata”
a solemn oath on the promotion and protection of the rights of a child during flag ceremony.
November 03, 2021 Simultaneous hanging of 29th National Children’s Month advocacy
tarpaulin on the morning of 03 November 2021 (Wednesday).
November 04-17, 2021 Virtual Contests
