POSITIONING STRATEGIC ENVIRONMENTAL ANALYSIS

SEAN is difficult to categorize since it combines components from many conceptual, methodological,
planning, and environmental assessment backgrounds. It applies ideally when used early in the planning
cycle. Existing plans and programs, however, typically have a significant impact, and SEAN is being used
to make the necessary revisions to incorporate pertinent environmental issues.

 SEAN- integrated planning meaning ang SEAN ay nag eensure na yung environmental, economic
and social goals ay maachieve as well as ma align yung strategic goals sa plan.
 SEA- inassess yung plan para malaman kung yung plan ba ay helpful sa pag achieve ng
environmental, economic and social goals. More on preparatory sya for the plans.

 EIA- Tool used to assess the significant effects of a project or development proposal to the
environment. EIAs make sure that project decision makers think about the likely effects on the
environment at the earliest possible time and aim to avoid, reduce or offset those effects. More
on sa impacts sa environment ng proposed na plan bago yung decision making.
 Environmental Monitoring- tools and techniques designed to observe an environment,
characterize its quality, and establish environmental parameters, for the purpose of accurately
quantifying the impact an activity has on an environment. Ito yung after mangyari yung plan,
observation sya sa nangyari or yung impact ng plan sa environment.

*Kapag may given situation bago mag karoon ng concrete plans, papasok yung SEAN kasi ito yung nag
mamake sure na naka align yung plans sa goal. Next ay yung mismong plan, strategies, program and
after non papasok naman yung SEA to make sure na yung plan ay magging helpful ba sa pag achieve ng
goals. Next ay yung projects, interventions and activities wherein doon naman papasok yung EIA and
dito, more on effects or impact ng project sa environment. Tapos makikita naman natinna end sya ng
decision making process kasi nga may projects, interventions or activities na. Next ay results, impacts,
here and there, now and later. Wherein may environmental monitoring, ito ay about monitoring nung
na-enact na plan. Dito may assessment or observation kung gano ka effective sa environment yung plan.

The following final goals have been established in order to determine how the aspects of sustainable
development interact:

o Ecological: stability and diversity

o Socio-institutional: autonomy, health, security and equity
o Economic: production and efficiency

For each specific circumstance, standards and indicators for sustainability are established based on
these ultimate goals. During the SEAN process, these standards are utilized to make decisions and
establish priorities. The relationships between environmental and socioeconomic factors can take many
various forms, such as management practices, entitlements to and endowments of natural resources,
cultural values, problem perceptions, and impacts and causes of environmental change.

The aim is to accomplish strong integration regarding the different components of an integrated analysis
process.

*Connected sya sa 10 task ng SEAN analytical framework kasi makikikta natin sa pinakauna yung task 1
hanggang sa mag task 10. Makikita mo na nag ooverlap sila kasi interrelated sila sa isat isa. Tapos sa Task
10, mag aalign lahat ng goals at magkakaroon ng strategic plan hanggang sa maenact yon. Kasi basically
dito pinapakita na yung integrated process ng SEAN kung saan makikita na From analysis of
environmental functions, identification of problem, magkakaroon ng strategic plan with environmental
properties na combined sa social and environmental goals. And finally yung monitoring nung
environmental plan na naenact. Mas maeelaborate sya ng other reporters.

SEAN also seeks to make formal planning processes more conscious of environmental concerns (for
instance, decentralized, spatial, sectoral planning). This is required to guarantee that pertinent priorities
resulting from the SEAN process are reflected in actual plans. The distinct characteristics of the
individuals participating in analysis and planning contribute to the challenges in combining the two
processes. This may be because action planning breaks down complexity into different components to
enable specific decision-making, whereas an integrated analysis must be comprehensive. With its
numerous goals and sophisticated procedural and institutional articulation, planning is a difficult task.
This endeavor is made more difficult by current globalization processes and adjustments made to the
institutional and legal frameworks in many nations. SEAN seeks to promote comprehensive analysis
and planning by:

o Being initiated early in the decision-making process, similar to (spatial) planning.

o Actively involving planners and decision makers in the process.
o Generating outputs that are useful for planners: guidelines.

o Criteria and norms for environmental management, strategic goals and priorities, key actors to
involve, opportunities and win–win options, tasks and functions for institutions to fulfill, and so
on.
