3. This consent to establish is valid for establishing the facility with the below mentioned outlets for the

4. Special Additional Conditions:
The unit shall obtain No Objection Certificate (NOC) from the Tamil Nadu Bio Diversity Board
/National Bio Diversity Authority if the unit is using any Biological resources or knowledge
associated thereto as per the provisions of Biological Diversity Act 2002.
The industries shall take all efforts to use and popularize “Mission LiFE” logo and mascot which is
available in TNPCB & MoEFCC website. They shall also request their employees to adopt “Mission
LiFE” action points and document the same and furnish half yearly report to Board.
5. Additional Conditions:
1.This consent order does not absolve from obtaining necessary permission / Clearance from other
Authority or under other statutes as applicable.
2.The unit shall operate only after obtaining consent to operate from the Board.
3.The unit shall provide the septic tank arrangements for treating the sewage before applying for
Consent to Operate.
4.The unit shall provide adequate capacity of Effluent Treatment Plant as proposed for the treatment
of effluent generated from its floor washings and boiler blow down so as to achieve zero liquid
discharge and to reuse the entire quantity of RO Permeate to the process.
5.The unit shall provide elevated Solar Evaporation Pan of adequate area to dispose RO Reject and to
ensure that there shall not be any overflow or seepage from into land or water sources.

6.The unit shall provide Electro-magnetic Flow meters to measure the flow in the Effluent Treatment
Plant inlet pipe line, RO Feed, RO Permeate & RO Reject pipe line.
7.The unit shall not attract any complaint from the nearby habitations during the course of
construction.
8.The unit shall make necessary arrangement to procure makeup water from M/s. Perundurai to
Kangeyam Water Project Welfare Association for its daily requirement.
9.The unit shall provide Rain Water Harvesting system within the premises so as to recharge the
ground water in that area before applying for Consent to Operate.
10.The unit shall not use "use and throwaway plastics" such as plastic sheets used for food wrapping,
spreading on dining table etc', plastic plates, plastic coated tea cups, plastic tumbler, water pouches
and packets, plastic straw, plastic carry bags and plastic flags irrespective-of thickness etc', as per the
G.O. (Ms) No.84, Environment & Forest Department of Tamil Nadu Government (EC.2) Notification
dated 25.06.2018. Instead the unit shall encourage use of Eco friendly alternative such as banana leaf,
areca nut plate, stainless steel, glass, porcelain plates/cups, cloth bag jute bag etc.
11.In case of revision of consent fees, the unit should remit the difference in amount from the date of
notification; otherwise the consent order will be withdrawn without any notice and further action will
be initiated against the unit as per law.

 GENERAL CONDITIONS

1. This consent to establish cannot be construed as consent to operate and the unit shall not commence
the operation without obtaining the Consent to operate.
2. The applicant shall make a request for grant of consent to operate at least thirty days, before the
commissioning of trial production.
3. Any Change in the details furnished in the conditions has to be brought to the notice of the Board and
got approved by the Board, before obtaining consent to operate under the said Act.
4. The unit has to comply with the provisions of Public Liability Insurance Act, 1991 to provide
immediate relief in the event of any hazard to human beings, other living creatures/plants and
properties while handling and storage of hazardous substances (wherever applicable).
5. Consent to operate will not be issued unless the unit complies with the conditions of consent to
establish.
6. The unit shall provide adequate water sprinklers for the control of dust emission during the loading
and unloading of construction material so as to minimize the dust emission.
7. The unit shall provide water sprinklers along the temporary roads inside the premises to avoid fugitive
dust emission during the vehicle movements.
8. The unit shall develop green belt of adequate width around the premises.
9. In case there is any change in the management, the unit shall inform the change with relevant
documents immediately.
