Primary purpose of the role


The Finance Analyst, under the supervision of the Principal Finance Business Partner, undertakes a range of
financial and accounting activities in an Oracle R12 environment, including preparation of management
reports and budget development analysis, reporting and forecasts in line with accepted accounting standards.
The role provides assistance to the Principal Finance Business Partner in order to provide insights and other
analytical support services to a range of programs, projects and stakeholders to support meeting
organisational objectives.

Key accountabilities
 Advise the Principal Finance Business Partner and branches within the Ministry on compliance with
financial controls, budget protocols and reporting requirements and support effective decision making by
analysing and reporting on complex financial information
 Provide “Gatekeeping” role for Branches within the iProcurement Oracle R12 environment while ensuring
compliance with Accounting and Audit Determinations, Treasurers Directives and the NSW Health
Accounting Manual within NSW Ministry of Health are met.
 Assist the Principal Finance Business Partner in the communication and interpretation of results to
the various branches within the Ministry in order to support the branch and other external
stakeholders
 Assist the Principal Finance Business Partner in the preparation and update performance reporting and
monthly forecasting analytical models to support an effective review of business performance and ongoing
forecast processes
 Assist the Principal Finance Business Partner to identify and provide recommendations and implement
changes in financial and procurement systems to ensure desired business outcomes for stakeholders are
achieved

 Assist the Principal Finance Business Partner in the preparation of the annual budget to facilitate the
allocation of funding in line with corporate goals and Government objectives
 Assist the Principal Finance Business Partner in providing analytical support services to respond to client
requests and support business case development and decision making
 Assist the Principal Finance Business Partner to manage financial analysis and review and, where
required, the approval of the financial components of business cases, proposals and submissions to
Treasury for funding for operating and major project capital expenditures

Key challenges

 Providing effective budget management assistance in an environment where there is a range of


complexity in the budgets and funding arrangements, resource allocation and protocols
 Communicating and interpreting financial management results to various stakeholders within branches
who have varying degrees of management accounting knowledge.
 Preparing and finalising accurate and detailed budgets, accounts and management reports in a timely
manner to meet internal and external reporting requirements

in final form and are expected to require only minimal input from the Principal Finance Business
Partner.
 Deciding the content of advice and information provided to Ministry and external stakeholders.
 Managing change, taking ownership for assigned work and issues as they arise, and being proactive in
suggesting new policies, strategies and processes to improve performance or address issues.

Essential requirements

 Relevant tertiary qualification in a financial or accounting discipline and/or equivalent


experience
 Experience in management reporting or budget management and control for a complex, decentralized
budget
