Background
MSI Reproductive Choices also known as Marie Stopes International, an international non-governmental organization
(INGO) implements sexual, reproductive, maternal, newborn, adolescent and child health; and HIV prevention,
treatment and care interventions in a range of locations in Myanmar. MSI delivers information, commodities and
services through centre based, mobile outreach, social marketing channels and other effective and adaptive

MSI Reproductive Choices seeks qualified and experienced candidates for the following position:

Title: Project Officer

Overall purpose
The Project Officer’s overall responsibility is to ensure the improving of maternal, newborn and child health by the
collaboration and coordination with the Township Health Department and Basic Health staffs and is responsible for
the successful management and implementation of project activities accordance with systems and procedures of MSI
in the assigned Township.
Coordination and Advocacy
• Liaise and coordinate with township health departments, government departments, local authorities, partner
agencies and other stakeholders for maternal and child health matters in the respective township
• Develop an effective coordination system for better integration and harmonization among partners
• Maintain a friendly and professional working environment in the project office in the respective township
Project Management
• Organize, plan and implement project activities being operated at the township level and proactively identify
and manage issues as they arise
• Lead and supervise the project team in implementing project activities
• Monitor and evaluate project achievement of outputs in accordance with donor agreement and the goal of MSI
• Prepare costed work plan and submit monthly cash projection and advances to Yangon Support Office team
• Monitor and report all project expenditures for the township activities
• Conduct field visits to monitor the progress of project activities and team performance in the community,
ensure relevance to the community needs, support coordination at the village level
• Ensure collection of data regularly according to the systems and requirements, and preparation of timely
reports on project activities for the township
• To identify opportunities to organize, administer and facilitate capacity building activities for both staff and the
stake holders to build skills and empower people
• To conduct travels to other project sites, Yangon or other areas as required for project implementation
Health System Strengthening (HSS) and CSO Strengthening Activities (as necessary)
• Support and supervise work planning, data recording and data quality ensuring, reporting and financial
managing for HSS and CSO strengthening activities
• Supervise forecasting and tracking of commodities and supplies
Human Resource management
• Ensure that all team members clearly understand their roles and responsibilities. Monitor performance based
ontheir job description and provide feedback to facilitate learning and improvement
• Identify the skills required by team members to effectively fulfill their designated roles, suggest training to fulfill
such needs, and provide on the job training and coaching/mentoring where appropriate.
• Actively assist team members, in particular women, assume greater responsibility within project activities and
'foster' their long term professional development.
• Liaise with the Administration and Human Resource section, Yangon Support Office (YSO) on relevant
administration and staffing issues.
• Promote team work within the project team and foster coordination between MSI projects and programme
team.
• At all time, ensure safety and security of all team members in line with MSI policies and procedures.
Team Management
• Manage team including motivation, supervision, personal development, performance appraisal, and
disciplinary issues
• Provide support to, obtain support from, share information, technical and operational knowledge and
experiences, and work collaboratively with static clinic and other team members of MSI operating in the
township
• Report to and consult with Human Resource Manager and Project Manager as required
• Hold regular team meetings to communicate information from Yangon Support Office (YSO); static clinic team;
and feedback any concerns or new ideas.
• Ensure continuous learning of team members for personal and professional development
Overall Administration
• Be responsible locally for the establishment, maintenance and ensuring proper function of the building,
premises, equipment, vehicles and other materials of the office and outreach teams
• Supervise administrative, financial and logistics functions of concerned team members in township team and
ensure these are in accordance with MSI’s system and procedure and donor rules and regulations
Other Responsibilities
• Implement any other tasks assigned by the Project Manager as necessary
• To be sensitive and responsive about the need of the communities and to maintain a positive clinic
environment with the communities, partners and other relevant agencies
Requirements
Qualifications, Skills and Experience
• A committed Myanmar professional with University degree in Medicine or Public health.
• Previous working experience with an INGO, LNGO and UN agency is an advantage.
• Sound management and coordination capacity
• Experience in facilitating meeting/ trainings and coordination with community structures.
• Demonstrated skills and experience in health activities planning, management and financial control
• Outstanding interpersonal, communication and presentation skills
• Good command of spoken and written English
• Knowledge of MS Office's software package
