1.0 PURPOSE:
This "Commissioning MS" covers the Guidance of testing & commissioning of Access Control System
in accordance with the approved project quality plan and relevant system specifications.

The Access Control System Includes the following:

 Control Panel with Card Reader Modules and Power Supply


 Field Devices (Card Reader, Electromagnetic Lock, Break Glass, Push Button)
 Client Server Workstation
 Connection to LAN
 Integration With CCTV system.

1.1 This procedure is to be read in conjunction with relevant Operators Manual & User's guide
1.2 SUPPLIER's Engineer will carry out the testing and commissioning of the Access Control Panel
along with commissioning team.
1.3 Purpose of this manual to ensure the methods used for Testing & Commissioning of Access Control
described above are correct, acceptable and in line with the consultant quality system procedures to
achieve the optimum result.

2.0 SCOPE:
This document details the Access Control system testing and commissioning procedures, for
Implementation as follow:
2.1 Pre-commissioning procedure

5.1. Project Manager:


Shall be responsible for the overall project. The Project Manager will be based on site and
will be responsible for the management of the project, both on and off site, through
delegation of duties in accordance with the organization chart and for the effective
implementation of the project management system. He shall ensure that the proper tools
and tackles are available for the timely completion of this job in a quality manner.

5.2 Construction Manager:


Organize the site work to carried out the required specification with a minimum risk to
men,
equipment, and materials. Ensure that the MS are develop in consultation with workers.
Relevant frontline management must lead, facilitate and participate in the works teams in
developing MS & RA. Adhere the project specific quality management program and HSE
requirements. All responsibilities stated in the Projects Quality Assurance Plan.

5.3 HSE Officer:


Will monitor and implement all HSE related issues. He shall ensure that all necessary
requirements regarding health, safety and environment concerns are met and adhered to.
The HSE officer shall ensure that all permits and authorization are on hand prior to
starting any site operation.
5.4 QA/QC Engineer:
Shall ensure that the work is carried out ensuring that the requirement for quality control is
followed. He shall ensure that all ITP requirements are met. The QA/QC Engineer shall
ensure that all necessary requests for inspection and testing are processed and put forward
to the company Engineer for notification. He shall ensure all inspections conducted as per
contract specifications, QCP (Quality control procedures) & ITPs to ensure all inspections
proper tools& tackles and manpower are used at all stages of work to ensure all current
issues of procedures, approved materials and shop drawings and standards are available at
the point of use. He shall be responsible for the total quality of work for the installation
work. Inspect for any damage during shipping, handling and storage. Monitor the quality
of works and ensure that fulfillment of specified requirement and that all quality records
related to work are completed. Ensure the work is completed as per quality requirement.
Main contractor shall inspect the same work prior to initiative INR for company approval.
Maintain comprehensive inspection and test record for documentation.
5.5 Project Engineer:
Shall ensure that the works is carried out to according approved shop drawings. Direct
supervise of site engineer & Supervisor works and followed by all personnel taking into
consideration all relevant documents. He shall review the method statement before starting
the work. Explain the same to the subordinates and prepares program for the daily job.
Aware all code of practices, standards and specifications and HSE plan and to appreciate
the work force to perform a time bound and quality job. Originate INR for complete
installation works and accompanies QA/QC Engineer during inspection.

5.6 Site Engineer:


Shall ensure that all works are carried out according to approved shop drawings, approved
material submittal and approved method statement. Ensure all safety equipment’s proper
tools & tackles are available at the point of use. Aware of all procedures, work method
(instruction, quality requirements for the timely completion of the job and explains to the
task force for execution of the job applicable code of practice and approved shop
drawings.

5.7 Technician:
Follow up scope of work given by the Engineer. Understand approved shop drawing,
method statement and HSE requirements before executing the work. Assign manpower,
material and machinery for the scheduled work. Complete the work in the
planned/scheduled time period. Conduct toolbox meetings regularly to the workers before
start of the work.

6.0 EQUIPMENTS
 Tool Box

 Digital Multimeter for voltage and continuity tests.

 Measuring Wheel.

 Ladders.

 Commissioning Laptop.

 S Scaffolding (to be provided by the contractor for the High level Area).
 All materials shall be stored in suitably constructed racks.

7.0 PROCEDURES
7.1. Safety Requirements

 Persons engaged with Testing have to be skilled and have received proper and
adequate training on safety and should be maintained in safe condition and the
Testing methods not to create danger either for the operator or for other persons or
livestock.
 Necessary PPE to be worn while working in energized to be worn while working in
energized circuits.
 Ensure adequate lighting is provided in the working area at night time and if inside the
building area to be well illuminated.
 Ensure service area/work area openings are provided with barricade, tape, safety nets and

warning signage to be provided.


 Emergency evacuation plan and procedure to be developed prior to start of testing.
 Ensure that all electricians and helpers are aware of the correct materials handling
and installation procedure to ensure best quality of workmanship.

 PTW to be applied and obtained to start work on the required area.


 Calibrated Instruments only to be used.

7.2. Pre-commissioning Procedure

1. Check all the cables are identified.


2. Reader location should be properly shown in Drawings.
3. Check the panel configuration and arrangement of components and wiring
4. All the Controllers at field to be properly tagged.
5. Check the Field Devices’ Cable Identification and termination as per the Manufacturer’s
Instructions and also check the right power supply provided.
6. Ensure that the Readers, locks, Exit switch are installed, identified and terminated
properly.
7. Ensure the Access Control Panels are connected to the secured Network Switch
8. Check the cable continuity from the Controller Level to the Field Devices.(Record the
results in the test sheets)
9. Ensure the LAN cable (CAT6) is connected between the Access Control Panel to the
Network Switch.
10. Connect the Workstation PC to the LAN (PC located in the Control Room)
11. Check that the incoming 230 V AC is supplied from UPS/EMDB.
12. Access Control System should be interface with F.A.S. & C.C.T.V.

7.2.A Cable Testing (for each Panel)

 Access Control Panel to the Field Devices such as Card Readers, Push Button, Break
Glass, Power Supply unit, Network Switch and Electro Magnetic Locks etc. must the
tested.
 Ensure the Power Cable Tests between Panel and Power Supply unit and Electro
Magnetic Lock to the Power Supply units.

7.2.B Power up

 Check Mains (PE,N,L) cables


 Check Mains Voltage.
 Check all cable termination.
 Energies the incoming Mains Supply to Control Panels.

7.3. Testing & Commissioning Procedure / Commissioning Strategy

7.3.1. Functional Checks

1. Turn-On the Power Supply of Main Access Control Panel and check the faulty
notices.
2. Use Multimeter and check the output voltage of the Power Supply unit for the ACS
Panel and Field Devices.
3. Install the Access control software in PC/Server and start communicating the
Access Control Panel through the live Network.
4. Start Configuring the Access Control Panel and Field devices through the live
Network.
5. Once the Access Controllers are communicated, and then assign all the parameters.
6. Start the testing with the field Devices by:
a) Pressing the Push Button to check the Door Operation through the Magnetic
Lock
b) Break Glass to check the Door Operation through the Magnetic Lock.
c) Flashing the Smart Card into the Card Readers to check the Door
Operation through the Magnetic Lock.

7. Ensure all the Field Devices (Card Reader, Push Button, Break Glass, and
Power Supply Units) and Controllers are working properly.
8. Ensure Interlocking with Fire Alarm system is verified.
9. Ensure all alarms generated are noticed in the graphic loaded monitoring
PC/Server.
10. Ensure from the software that locking hardware functioning correctly.
11. Ensure the I/O configuration is done as per the requirements in the Software.
12. All the doors and door equipment’s is Label as per approved drawings in the
graphic loaded monitoring PC/Server.
13. Verify that all the door opening status is displayed in the PC/Server.
14. Ensure all events are report back to the PC where Access Control Software
installed.
15. Configure the Redundant Server and connect to the LAN.
16. Monitor the Software functionalities (PC/Server related) and its operations.

7.4. Witness Demonstrations / Completion


- After the successful commissioning the results will be recorded on the testing and
commissioning sheets.

7.5. System Demonstration


- After the successful completion of testing & commissioning the system will be ready
to be demonstrated to the facility management team and all concerned parties.
- During this period SUPPLIER engineer will assist the involved parties to operate and
familiarize with the system.
- All operations will be carried out by the operators and facility team in this period
until they are able to handle the system without any doubts
- One day demonstration will be provided by SUPPLIER engineer and next 3 days will
be assumed as familiarization period to the concerned parties. Any doubts or
clarifications they may require to be clarified in these days will be done by
SUPPLIER engineer.

7.5. Commissioning Documentation


- After completion of commissioning, all test certificates of Commissioning will be
submitted in hard Copy.
