1 PURPOSE
The purpose of this document is to provide an inclusive procedure for performance test for
Emergency Diesel Generator (A-331-05A/B/C) in Refinery Development Master Plan
(RDMP) Project RU V Balikpapan.
This document shall consider normal condition of performance test, if in any case deviation
occurs before or during the execution of this procedure, all parties shall be in an agreement
regarding the best course of action.

4 SAFETY PRECAUTIONS
4.1 General Safety Precaution
The following requirement shall be complied prior execution of EDG performance test
activities:

hydrocarbon or highly flammable material is involved in the
activity.

- Fire Extinguisher – Portable Dry Chemical in each EDG

5 GENERAL
5.1 Testing Conditions
The testing will be carried out under ambient temperature condition in open area. The engine
coolant for the test shall be a VENDOR recommended pre-mixed coolant (Fleetguard – ES
Compleat™ Coolant PG Premix or equivalent). The test fuel shall be standard diesel fuel to
grade no. 2-D per ASTM D975 or equivalent with minimum cetane number of 40. The oil
used during the test shall be SAE 15W40, API class CD oil (Valvoline – Premium Blue™
SAE 15W-40 or equivalent).
5.2 Instrument/Equipment Required during Test
The following temporary equipment shall be available and ready on site to perform the
execution work of this procedure.

All measuring tools shall be calibrated and validly certified during testing.
5.3 Pre-test Inspection
Before performance test is conducted, pre-test inspection (installation checks) of the
package is carried out. In the case that switchgear energization is required in the steps,
switchgear commissioning shall be completed prior to generator start-up. General pre-test
inspection checklist is as follows.

5.4 Post Work


After all test is completed for EDG, the unit will be put in ready for service:
a. Remove all temporary equipment (load bank, transformer, generator, etc)
b. Drain the lube oil in the engine and fill the new lube oil.
c. Replace the oil filter and fuel filter
On completion of all testing, the package will be given a final inspection and
OWNER/OWNER’s representative shall make any comments or observations made during
the initial inspection and subsequent testing on the test report. OWNER/OWNER’s
representative will then sign the test reports as acceptance of the testing and copies will be
handed over.

6 FIRST START, ALARM AND SHUTDOWN TEST AND SYNCHRONIZATION TEST


Test listed below should normally be conducted prior to performance test as these tests shall
ensure operability of EDG auxiliary components before applying load to the generator. The
tests listed below generally require no load to be completed.
6.1 FIRST START UP
EDG testing will be carried out using actual LCP of respective EDG. Generator start-up test
aims to check and verify the operation of LCP, MCP (DMC) communication check, CB
open/close control, and ECMS communication check.
The Startup test will be started manually through LCP. Startup test will be done individually
for 3 EDGs (A-331-05A/B/C). Record sheet is provided in Attachment-1.
Periods of no-load operation should be held to no longer than 15 minutes. Long periods of
no-load operation can result in engine damage.
6.1.1 MCP/DMC Energization and Generator Communication Checks

All the above are satisfied, engine will be started upon receiving of start
signal and will reach idle RPM immediately.

7. Ensure lube oil level, Coolant level, Fuel Level is enough for EDG run
test

12. Within less than 5 minutes, EDG will reach stability at idle speed, then Test duration

15. After more than 5 minutes, EDG will reach stability at rated speed &

Do not run the EDG for more than 15 minutes without load!

16. Repeat step 14-15 above for all EDGs.

17. Once EDG startup completed, ensure start stop of EDG from MCP.

18. Ensure all EDG parameters display on MCP HMI.

6.2 SYNCHRONIZATION TEST


This test aims to check and verify the synchronization parameter of EDG unit.
Synchronization test will be performed manually through LCP. This test will synchronize all
EDG at no load.
If during synchronization EDG is not stabilized or regularly tripped, they can be synchronized
when bus has load by connecting to load bank.
The sequence run of EDG (A-331-05A/B/C) is not mandatory. The following procedure will
run the EDG-C (A-331-05C) first, following by A-331-05A & A-331-05B to synchronize. Any
other sequence based on site condition is acceptable.

6.2.1 Pre-start Checks

The Synchronizer will force EDG A-331-05A to come into synchronism


with the switchgear 101-HSW-C02A/B.
The sync check device in PCC then will verify the phase sequence of
the switchgear is same as the EDG A-331-05A, then monitoring the
phase angle of the switchgear voltage to the phase angle of EDG-A
voltage.
When sync check senses that the phase angle difference is within
tolerance, it allows closure of the paralleling CB.
In PCC, the display will be as below:

The EDG A-331-05A & C is now in parallel operation in the switchgear 101-HSW-
C02A/B.
Ensure the EDG does not trip with reverse power.

Run test will be started manually through LCP. Run test will be done individually for 3 EDGs
(A-331-05A/B/C). Record the data into Alarm & Shutdown Test Report as attached.

Prior to this test, Genset First Start test up to Alarm & Shutdown test has been performed

Substation Building, and Load Bank.
The test will be performed manually through LCP, and will put the EDG with load.
The sequence run between EDG (A-331-05A or B or C) is not mandatory. The following
procedure will run the EDG-A (A-331-05A) first. After completion for EDG A-331-05A,
perform the test for A-331-05B & A-331-05. Any other sequence based on site condition is
acceptable.

7.3 LOAD SHARING TEST


Prior to this test, First Start test up to Load test has been performed with acceptable result.
The test will involve all EDGs A-331-05A/B/C, MV switchgear 101-HSW-C02A/B in Main
Substation Building, and temporary load bank as dummy load.
Load sharing test will be performed manually through LCP. This test will synchronize all
EDG, then put the EDG with load.
The sequence run between EDG (A-331-05A or B or C) is not mandatory. The following
procedure will run the EDG-A (A-331-05A) first as the lead, followed by A-331-05B & A-331-
05C to synchronize and share the load. Any other sequence based on site condition is
acceptable.

7.3.1 Pre-start Checks

7.4 TEST/CHECK SEQUENCE OF OPERATION (EDG & MCP)


Test shall be carried out according to EDG logic diagram. Test can be carried out during test
with load.
Operation philosophy of PowerCommand Control 3.3 local control panel, switchgear panel
and MCP panel shall be demonstrated through possible simulation (in the case of
switchgear, grid supply for synchronization are not available during testing. Demonstration of
all tests / scenarios may not be possible).
