1. SCOPE

The scope of this specification is to define the requirements of solid state


Uninterruptible Power Supply (UPS) for alternating current (AC) power, suitable for
electrical load consisting of electronic instruments, process controls, computers or other
similar systems. The system shall consist of chargers, batteries, inverters, static
switches, bypass transformers, A.C. distribution panels etc.

2. CODES AND STANDARDS

2.1 All UPS systems supplied shall comply with the requirements of latest revision of
the relevant standards of:

API - American Petroleum Institute
IEC - International Electro- technical Commission
BSI - British Standards Institution
IEEE - Institute of Electrical & Electronics Engineers

2.2 Any other Recognized international codes or standards may be followed in lieu of
the above with prior approval of the Company.

3. SITE CONDITIONS

All the equipment shall be designed to withstand the conditions specified in the
General Design Criteria enclosed in the bid package.

4. SCOPE OF SUPPLY

The UPS shall be composed of several components of equipment with major items as
listed below
- Battery with racks : 2 sets
- Battery Chargers : 2 sets
- Inverters solid state : 2 sets
- Static transfer switch : As required
-Bypass transformer : 1 No.
-Manual bypass switch : As required
-UPS distribution panel : As required

Any other component though not mentioned specifically but considered essential to
make the system complete for safe and reliable operation, shall be included in the scope
of supply.

The voltage rating of battery, battery chargers, inverter and distribution panel shall be
as given in respective data sheets.

5. TECHNICAL REQUIREMENTS

5.1 System Operation

5.1.1 The system shall have Dual Redundant Configuration with back-up from
A.C. mains through by-pass transformer as shown in enclosed schematic
diagrams. Normally system-1 shall feed the load, and float charge the
complete battery, whereas system-2 shall operate in hot standby. In case of
mal operation of system-1 the static switch shall transfer the load to system
–2. In case of failure of both systems, another static switch shall transfer the
load to by-pass transformer without interruption. Restoration of system-1 or
system-2 shall permit the system to return to its normal mode of operation
automatically. Manual transfer facility shall be provided in addition to auto
facility.

5.1.2 The back-up battery shall be split in two halves each rated 50% by AMP-
HR. capacity. System operation shall be as follows:

5.1.2.1 Normal operation


5.1.2.1.1 Circuit breaker ‘B’ shall be open, whereas ‘A’ and ‘C’ shall be
closed.
5.1.2.1.2 Rectifier 1 shall float charge both battery banks and feed the load
through inverter1.
5.1.2.1.3 Rectifier 2 shall keep inverter 2 in hot stand-by.

5.1.2.2 Boost charging


In case of batteries having been discharged, the rectifier giving float
charge shall detect this by the battery’s demand for more charging current.
If this condition persists beyond a preset time, the rectifier shall
automatically go into boost charging operation. The circuit breaker ‘C’
shall open and circuit breaker ‘B’ shall close. Each battery half shall be
independently boost charged by respective rectifiers. When both battery
banks are fully charged, normal operation shall prevail.

5.1.2.3 In case of any problem in system 1 the load shall automatically be


switched over to system 2, which shall also take over the charging of the
battery. In case of mains failure both battery banks shall feed the total load
through one inverter while keeping, the other in hot standby.

5.2 System Sizing

5.2.1. Complete UPS system including all components, e.g. rectifier, inverter,
batteries, static switches, bypass transformer, etc. shall have 10% spare
capacity for future load growth.

5.2.2. Rectifiers shall be sized for the charging requirements based on nominal
rating of the battery. Each rectifier shall be capable to boost charge one half
of the total battery bank while feeding the total A.C. load through one
inverter.

5.2.3. Rating of the bypass transformer shall be equal to, or more than the KVA
rating of the inverter at p.f. of 0.7.

5.3 System Design

5.3.1 Battery (Ni-Cd type) of adequate capacity shall be supplied by the Vendor
to meet the full load above the specified minimum voltage for specified
period.

5.3.2 The rectifier section of the U.P.S. system shall be capable of precise
regulation to prevent damage to the battery. The output voltage shall be
stabilized to within + 2% variation for main input variation of + 10% in
voltage and +3% in frequency with a load variation of 0-100% both in float
and boost mode. Rectifier unit shall have adjustable current limiting feature,
controlling the output current of the unit and the battery charging current in
float and boost mode. Rectifier output to the battery shall be passed through
a filter circuit to give minimum ripple (not exceeding 2%). However, it shall
be the responsibility of the U.P.S. system vendor to ensure that this is
limited to a value safe for the battery. A battery voltage sensor shall be
included to prevent overcharging of batteries.

5.3.3 The rectifier unit shall be designed to boost charge the completely
discharged batteries in 10 hours. Timer (0-24 hours) for automatic
changeover of the mode from boost to float shall be provided. Necessary
alarms to indicate battery deep discharged and D.C. over-voltage conditions
shall be provided. Selector switch shall be provided for selecting the float

charge or boost charge mode. Facility shall be provided for boost charging
of batteries either in auto or manual mode.

5.3.4 The chargers shall be protected against reverse battery connection and
abnormal temperature rise.

5.3.5 The inverter unit shall be designed to operate for full range of DC voltage
corresponding to battery end cell voltage to battery boost charge voltage.
The output voltage shall be stabilized to within +2% of the nominal output
voltage with a load variation of 0-100% at 0.7 power factor (lagging).
Efficiency of the inverter shall not be less than 80% at specified load and
p.f. Total harmonic distortion with non linear load shall not be grater than
5% RMS of the fundamental. No single harmonic shall exceed 3% of the
fundamental.

5.3.6 The inverter shall maintain its output frequency within 50Hz + 3%. Facility
shall be provided for adjustment of synchronizing frequency from 1% to 3%
in steps of 0.5%. The UPS will track the frequency and phase of the bypass
supply and if the bypass supply frequency exceeds the specified frequency
tolerance, the UPS will continue to operate within 50Hz + 3%. When the
bypass supply frequency returns to within 50Hz + 3%, the UPS shall
automatically synchronize with the bypass.

5.3.7. During a step loading of 100%, the system voltage drop shall not exceed
15% and the output voltage should recover to steady state value within 5
cycles (100m sec). Adjustable current limit shall be included to protect the
inverter against over loads and short circuits at the output. As long as the
overload exists, the device shall limit the output current to a value, which
will not damage the inverter or operate its protective equipment. Once the
overload is removed, the inverter shall automatically resume normal
operation at full voltage. All circuits shall be provided with surge
suppression device.

5.3.8. A manual switch shall be provided to take the system out for maintenance
without interrupting power to the load. After maintenance, the UPS will be
synchronized to bypass supply and normal operation will continue.

5.3.9. The bypass transformer shall be natural air cooled type located inside panel.
A voltage regulator shall be provided to limit output variation to +1% with
input voltage variation of +10%. It shall be possible to change the voltage
regulator output setting at site.

5.3.10. The U.P.S. system shall be suitable to operate both in floating mode or with
one wire earthed. A suitable disconnecting link shall be provided to make
the output either floating or grounded.

5.3.11. The UPS system shall be complete with all protection devices to prevent
damage to components against short circuits, overloads and voltage surges.

5.3.12. Forced ventilation, if required, shall be provided to give the rated output.
Adequate redundancy for cooling fans shall be provided. In case of failure
of cooling fans the UPS system shall be able to deliver rated output for 30
minutes and reduced output (about 75%) continuously without any damage
to the system.

5.4 Instruments, Indication & Annunciations

5.4.1 An illuminated single line diagram indicating operational status shall be


provided at front of the panel.

5.4.5 Fault Diagnostic Unit

The UPS shall be provided with built in on line fault diagnostic unit to
supervise the UPS operation and failure.

5.5 Construction

5.5.1 The cabinet should be free standing with front door, sides and rear
removable type. The cabinet shall be vermin proof fitted with suitable
louvers for ventilation and cooling fan. Inter-panel steel barriers shall be
used. The cabinet shall have degree of protection IP - 41.

5.5.2 Power and Control cables shall have copper conductor. All cable
connections shall be from bottom and from the front of the panel. At the
bottom of the panels, a removable bolted gland plate shall be provided with
nickel - chromium plated brass double compression type cable gland fitted
to it for external cable connections. Clamp type terminals shall be used for
connection of all wires up to 10 mm2 and terminals for larger size shall be
bolted type suitable for cable lugs.

5.5.3 Bus bars shall be of copper sized in accordance with underwriters


Laboratories standards. Neutral bus bars shall be of same size as those of the
phase bus bars. Bussing shall be braced throughout to conform to industry
standard Practice governing short - circuit stresses in panel boards. Bus bars
shall be color coded and live parts shall be properly shrouded to ensure
complete safety to personnel intending routine inspection by opening the
panel doors. All equipment's inside the panel and on the door shall have
suitable nameplates and device number as per the schematic diagram.

5.5.4 Space heaters with adjustable setting thermostat and cabinet lighting with
door contacts shall be provided in each panel. All control circuits shall be
protected by miniature circuit breakers.

5.5.5 A 25mm x 8 mm copper earth bus shall be provided at the bottom of the
panels with provision for earth connection at both ends to the main earth
grid. Suitable earthing of non-current carrying metallic parts of various
equipment shall be done to ensure safety.

5.5.6 All metal parts shall be treated so as to ensure efficient anticorrosive


protection. Painting shall be done as per General Specification “Protective
Coating" (Specification No. 2005)

5.5.7 All electronic control and monitoring cards shall preferably be modular plug
in type. The visual fault diagnostic shall preferably indicate fault up to
various section in the card.

5.6 Battery Set

5.6.1 Battery Bank

The battery bank shall be with Ni - Cd cells of nominal voltage specified.


The battery shall be supplied with high impact translucent plastic enclosures
for visual electrolyte inspection and shall have flame arresting
recombination vent. Battery bank capacity in Ah shall be adequate for the
specified load and site conditions. Depth of discharge (DOD) of 100% and
ageing factor of 0.8 shall be taken while sizing. The end cell voltage after
discharge shall be limited to 1.1 volt per cell. The battery design shall be
such that there will be minimum water loss during charging or due to
evaporation. The discharge performance of the battery shall be compatible
with envisaged load cycle. Batteries shall be suitable for withstanding at
least 1600 Charge - discharge cycles involving 70% DOD.

5.6.2 Battery Rack & Accessories

The battery rack shall be PVC lined steel frame rack with cells installed on
PVC lined trays. The Battery rack shall be complete with all supports and
tie down components. The rack design shall be selected considering
following Factors.
• Space on the offshore platform is limited.
• Ease of maintenance of mounted cells.

5.6.3 Connectors

Suitable tinned copper links for inter cell and inter row connectors with
PVC sleeves shall be provided with clamping terminations. Cables to make
interconnection shall be within the scope of the vendor.

5.6.4 Tool Kit and Battery Accessories

Vendor shall supply a lockable steel box fitted with spare parts as
mentioned below:

• Two (2) Hydrometers for electrolyte sp. Gravity readings.


• Assorted connectors, lugs, nuts and vents.
• One (1) cell testing voltmeter.
• Two (2) pairs of rubber hard gloves.
• Two (2) aprons.
• Six (6) Spanners and Wrenches.
• One (1) electrolyte pouring funnel.
• Two (2) thermometers.
• Four (4) level testers.
• Acid / Alkali resistant jugs and funnels, eye protection devices (goggles).

Vendor shall also furnish the required quantity of electrolyte plus 10% extra
in non-returnable containers.

Warning labels and instruction manuals for operation, maintenance and


installations shall be included.

6. TESTING AND INSPECTION

In addition to the standard tests carried out by the Vendor in accordance with IEEE
standard, the following operational tests shall be performed to indicate compliance with
the specifications. Tests may be conducted using identical alternate battery supply in
case the actual battery to be supplied with the UPS is not available.

6.1 Load

6.1.1 System shall run under rated load at rated power factor for a minimum
continuous period of 100 hours.

6.1.2 Total load shall be removed and reapplied once each hour for first four and
last four hours of test.

6.1.3 Record output voltage, current, frequency and critical temperatures for the
above tests. The temperatures shall be measured with all the panel doors
closed. Load the system and switch off the ventilation (if provided) and the
system shall be capable to deliver the load as per CI. 5.3.1.2 of this
specification.

6.2 Transient Response


Record output voltage, output current and utility voltage with oscillogram under
the following conditions:

6.2.1 Simulate step load - unloading (0-100% load) on the inverter & check the
voltage and frequency response.
6.2.2 Simulate an input A.C. power failure to the rectifier.
6.2.3 Simulate a battery charger (rectifier) failure.
6.2.4 Simulate a battery fault.
6.2.5 Simulate an inverter failure, which would cause the full rated load to the
other inverter.
6.2.6 Simulate both inverter failure, which would cause the full rated load at rated
power factor to transfer from inverters to bypass transformer.
6.2.7 Manual return the full rated load at rated power factor from bypass
transformer to inverter.

6.3 Short Circuit Test

Record output voltage, output current and utility voltage with oscillogram under
the following condition.

6.3.1 Short circuit the output bus to record the current limiting effect of the
inverter.
6.3.2 Apply 150% rated load at rated power factor and measure time required for
inverter protective devices to operate.

6.4 Control, Alarms, Instrumentation Tests

6.4.1 Functionally test all controls and alarms for correct setting and operation.
6.4.2 Test and calibrate all indicating instruments.

6.5 If the tests show that certain requirements of this specification are not met
VENDOR shall make necessary corrections to the equipment so that it satisfies
all the requirements before acceptance is made.

6.6 All equipments required for tests shall be provided by the VENDOR.

6.7 Vendor shall intimate the Company 20 day in advance so that all the tests could
be witnessed.

7. SPARES

7.1 Vendor shall provide spare parts needed for start up. In addition vendor shall
furnish a separate priced list of recommended spares for two (2) years of normal
operation and maintenance. Recommended spares shall take into account the
related factors of system reliability, effect of downtime upon production, safety,
cost of parts and availability of equipment service facilities.

7.2 All spares furnished by vendor shall be wrapped and packaged so that they will
be preserved in original as new condition under the normal condition of storage
prevailing in India and shall be properly tagged and coded to facilitate future
identification. They shall be packaged separately, clearly marked as "spare parts"
and shipped along with the main equipment. Packing list shall be furnished so
that the parts can be handled without uncrating, of desired.

8. WARRANTY

Vendor shall have final and total responsibility for the design and performance of all
UPS systems supplied under this specification. Any defects discovered during warranty
period shall be rectified free of charge. The warrantee / guarantee from the contractor’s
side to this effect shall be governed by the warranty / guarantee clause mentioned in the
general terms and conditions of contract and special conditions of contract.

10. CERTIFICATION

The offered UPS systems along with various accessories or these of similar design
manufactured by same Vendor:
- Shall have been type tested by an authority approved by the company.
- Shall have in continuous satisfactory service of offshore for a minimum period of
two years.
- Shall be having current certification / approval / listing by an approved agency or
UL or FM.

11. PACKING & TRANSPORTATION

The offered UPS systems along with their accessories shall shipped to site packed in
wooden crates. They shall be wrapped with polythene sheets, before being placed in the
