Rationale of the Action Plan:


As the prominent Dr. Jose Rizal said, the youth are the hope of our nation, it is true enough that what shapes a community is the kind of
learners that our schools produce in the future. In this high-tech fast-changing world, it is of great importance that our learners can cope and
successfully adapt to the challenges accompanying this change. To do so, they must develop their higher-order thinking skills to help them be able to
solve simple to complex day-to-day problems (Miterianifa et al., 2021). Moreover, developing students’ critical and higher-order thinking skills is seen as
one of the key players for them to significantly surpass and be able to finish their studies which will in turn, enable them to become original thinkers and
learners for life.

In light of the 2018 PISA result, it was found that among 79 participating countries, we ranked last in reading and second to last in both science and
mathematics. PISA evaluates 15-year-olds' reading, math, and science achievement as well as their application of critical knowledge and abilities. It is a
clear indication that our learners lack critical and higher-order thinking skills among themselves. To address this problem, the brilliant minds in the

Department of Education continuously look for tangible efficient solutions. One of which is the continuous provision of training for its teachers, particularly on
the use of SOLO-based pedagogy, as they are seen as the front liners in molding young minds and capacitating them to become critical thinkers.

Objectives of the Action Plan:

 Equip science teachers with the capacity and ability to help students develop their critical and higher-order thinking skills through the
application of SOLO-based instruction.
 Develop among the science teachers the skills in performing SOLO-based pedagogy through LAC sessions
 Ensure continuous support for the teachers in the utilization of HOTS-PLPs

Competencies Covered: Philippine Professional Standard for Teachers:

 PPST 1.5.2 - Apply a range of teaching strategies to develop critical and creative thinking, as well as other higher-order thinking skills.
 PPST 1.5.3 - Develop and apply effective teaching strategies to promote critical and creative thinking, as well as other higher-order thinking
skills.
 PPST 1.5.4 - Lead colleagues in reviewing, modifying, and expanding their range of teaching strategies that promote critical and creative
thinking, as well as other higher-order thinking skills.
