PHILIPPINE DRUG ENFORCEMENT AGENCY

I. INTRODUCTION

The PDEA or The Philippine Drug Enforcement Agency is a regular law enforcement
and regular agency which is responsible for the efficient and effective law enforcement of
all provisions on any dangerous drugs. President Gloria Macapagal Arroyo signed the
Republic Act 9165 otherwise known as the Comprehensive Dangerous Drugs Act of
2002. It was signed into law on June 7, 2002 and took effect on July 4, 2002. This is to
give more teeth to the government's drive against illegal drugs. In approving the law the
president repeated the Dangerous Drugs Act of 1973 or the republic Act 6425 and led to
the creation of Philippine Drug Enforcement Agency. PDEA is the lead Agency of the
government responsible for preventing, investigating and combating the proliferation of
illegal drugs in the country. PDEA is the implementing arm of the Dangerous Drugs
Board or (DDB). The DDB is the policy making and strategy formulating body in the
planning and formulation of policies and programs on drug prevention and control.
PDEA and DDB are both under the supervision of the office of the President.

II. MISSION/VISION
• The mission of PDEA commits to champion the reduction of the drug affectations in the
country through the implementation of the Barangay Drug Clearing Program (BDCP)
integrating therein supply, demand and harm reduction and strategies.
• The vision of PDEA is that by 2030, we will have resistant and self-policing
communities.

III. HISTORY AND MANDATE


• The Philippine Drug Enforcement Agency was created by virtue of Republic Act 9165,
otherwise known as The Comprehensive Dangerous Drugs Act of 2002. It was signed
into law on June 7, 2002 and took effect on July 4 2002. 6425, or the Dangerous Drugs
Act of 1972, had been the backbone of the Drug law enforcement system in the
Philippines. Despite the efforts of various law enforcement agencies mandated to
implement the law, the Drug problem alarmingly escalated with orbiting Police officers
collecting drug money.

IV. ROLES/POWERS AND FUCTIONS/ DUTIES AND RESPONSIBILITIES


• Implement or cause the efficient and effective implementation of the national drug
control strategy formulated by the Dangerous Drugs Board;
• Undertake the enforcement of the provisions of Article II of RA 9165 relative to the
unlawful acts and penalties involving any dangerous drug and/or controlled precursor and
essential chemicals;
• Arrest and apprehend as well as search all violators and seize or confiscate the effects or
proceeds of the crimes as provided by law;
• Monitor and if warranted by circumstances, in coordination with the Philippine Postal
Office and the Bureau of Customs, inspect all air cargo packages, parcels and mails in the
central post office;
• Establish and maintain close coordination, cooperation and linkages with international
drug control and administration agencies and organizations;
• Create and maintain an efficient special enforcement unit to conduct an investigation, file
charges and transmit evidence to the proper court;
• Take charge and have custody of all dangerous drugs and/or controlled precursors and
essential chemicals seized, confiscated or surrendered to any national, provincial or local
law enforcement agency;
• Submit annual and periodic reports to the DDB as may be required from time to time, and
perform such other functions as may be authorized or required under existing laws and as
directed by the President.
V. ORGANIZATION

PDEA is headed by a Director with the cabinet rank of undersecretary, who is responsible
for the general administration and management of the agency. The Director General is
assisted by two deputies director general with rank of assistant secretary, for administration
and other one for operation. The office of the director general is supported by the secretary
for directorial staff, chief of public office, the chief of information technology system
management of office and chief of chemical audit and management unit. Director General of
PDEA is the one who is responsible for some necessary changes in the organization that will
be submitted to the DDB for the approval.

The PDEA have 17 regional offices headed by directors in different regions which is
responsible for the implementation of RA 9165 and the policies, programs, and projects
of the agency in different regions

• PDEA maintains its own PDEA Academy temporarily located at Camp General Mariano
N. Castañeda in Silang, Cavite.
• The PDEA Academy is headed by a superintendent, with the rank of director. It is
responsible in the recruitment and training of all PDEA agents and personnel. The PDEA
Academy formulates programs of instructions on basic and specialized anti-drug training
courses as well as career courses for all PDEA Agents and Personnel.
• The DDB provides for the qualifications and requirements of its recruits who must be at
least 21 years old, a proven integrity and honesty, a Baccalaureate degree holder and with
Career Service Professional Eligibility from Civil Service Commission or Board License
from Professional Regulation Commission .

VI. ADMINISTRATION
• Responsible for efficient law enforcement of all provisions on any dangerous drugs
and/or precursors and essential chemical.
• The responsible for the general administration and management of the PDEA is the office
of the general director. It shall direct and control the utilization of PDEA’s resources for
the accomplishments of its mission in accordance with R.A # 9165.

VII. LEADERSHIP
• As a leader must be seen as a professional, dynamic, excellence-driven and accountable.
The duties and responsibilities of a leader must implements Dangerous Drug Board
policies.
• Controls and regulates the legitimate use of dangerous drug and controlled precursors and
essential chemicals, supervises the anti-drug activities of the drug law enforcement
agencies. Coordinates the participation of all stakeholders in the anti-drug campaign.
• For example in anti-drug campaign in discuss ways it resist peer pressure and through
social media can trivialize drug use. It can help individuals to prevent and avoid using of
illegal drugs.
VIII. OPERATION
• The PDEA will focus on high-value and high impact targets as it strengthens its resolve
to win the country’s war illegal on drugs.
• To achieve the desired output, the agency has identified the conduct of anti-drug
operations as its main programs, activities and projects.
• The conduct of anti-drug operations is directly linked to the agency’s major final output
(MFO). This PAP shall encompass the following performance indicators of t6he agency.
A. Arrest of high-value targets.
B. Conduct of high-impact operations.
C. Drug related information acted upon within one (1) hour.
IX. WEAPONS AND EQUIPMENTS
• The Philippine Drug Enforcement (PDEA) on Friday distributed new high-powered
firearms and protective gear to its regional units to boost their capability in leading the
government's anti-illegal drugs drive.
• “All in all, the firearms and protective equipment procured have a total value of
PHP79,598,672, which will be distributed to PDEA operating units in the country,
boosting their capability in the fight against illegal drugs,” PDEA Director General said
in his speech during the turnover ceremony at the agency's headquarters in Quezon City.
The equipment includes caliber .45 pistols, bulletproof “sando” vests, and tactical
protective shields. PDEA procured 838 bulletproof sando-type vests (Level III A) worth
PHP50.28 million and 20 tactical protective/ballistic shields with a total value of
PHP13.96 million.
• Bulletproof sando vests are made of 100-percent Kevlar Aramid Ballistic Fabric capable
of reducing degradation when submerged in water due to its waterproof ballistic panel
sealing. It is a Level III-A vest designed to stop body penetration of firearm-fired
projectiles and explosives shrapnel and can absorb the impact of caliber 9mm, caliber .45,
and magnum .44. Tactical protective shields are also Level III-A capable of defeating
center fire caliber lead core projectile threats from caliber .45, magnum 44, and 7.62
bullets. Meanwhile, the short firearms consist of 479 caliber .45 (Jericho 941 FS) pistols
with a total value of PHP15.351 million. These are designed with advance technology
features to be used by PDEA agents in anti-drug operations.
