Preface
The reformed TVET-System is an outcome-based system. It utilizes the needs of the labor
market and occupational requirements from the world of work as the benchmark and standard
for TVET delivery. The requirements from the world of work are analyzed and documented –
taking into account international benchmarking – as occupational standards (OS).
In the reformed TVET-System, curricula and curriculum development play an important role
with regard to quality driven comparable TVET-Delivery. The Curricula help to facilitate the
training process in a way, that trainees acquire the set of occupational competences (skills,
knowledge and attitude) required at the working place and defined in the occupational
standards (OS).
This curriculum has been developed by a group of professional experts from different
Regional TVET Bureaus, colleges, Industries, Institutes and universities based on the
occupational standard for structural construction works Level III.

The curriculum development process has been actively supported and facilitated by Ministry
of Labor and Skills.

1. TVET-Program Design
1.1 TVET-Program Title: structural construction works Level III
1.2 TVET-Program Description
The Program is designed to develop the necessary knowledge, skills and attitude of the
trainees to the standard required by the occupation. The contents of this program are in line
with the occupational standard. The Trainees who successfully completed the Program will
be qualified to work as a structural construction Worker with competencies elaborated in the
respective OS. Graduates of the program will have the required qualification to work in the
Economic infrastructure sector in the field of structural construction work.

The prime objective of this training program is to equip the Trainees with the identified
competences specified in the OS. Graduates are therefore expected to Use Computer Aided
Drafting Systems to Produce Basic Engineering Drawings, Prepare Bill of Quantities ,
Monitor Excavation, Construct masonry arches and Curved walls, Erect Stone, Memorials
and Monuments, Construct Wall Frames and Walls, Install and Decorate structural walls,
Conduct Concrete and Ingredient Testing, Erect/Install Pre-Cast Concrete Structures
Units/components, Assemble and Install Prefabricated Stairs and Furnishing Products, Install
glass block work, Construct Fireplace/Chimney with Cladding in accordance with the
performance criteria and evidence guide described in the OS.
1.3 TVET-Program Training Outcomes
The expected outputs of this program are the acquisition and implementation of the following

1.4 Duration of the TVET-Program
The Program will have duration of 940 hours including the on school/ Institution training and
on-the-job practice or cooperative training time. Such cooperative training based on realities
of the industry, nature of the occupation, location of the TVET institution, and other
Factors will be considered in the training delivery to ensure that trainees acquire practical and
workplace experience.

1.5 Qualification Level and Certification


Based on the descriptors elaborated on the Ethiopian National TVET Qualification
Framework (NTQF) the qualification of this specific TVET Program is Structural
construction work Level III.
The trainee can exit after successfully completing the modules in one level and will be
awarded the equivalent institutional certificate on the level completed. However, only
institutional certificate of training accomplishment will be awarded.
1.6 Target Groups
Any citizen with or without disability who meets the entry requirements under items 1.7
and capable of participating in the training activities is entitled to take part in the Program.
1.7 Entry Requirements
The prospective participants of this program are required to possess the requirements or
directive of the Ministry of Labor and Skills.
1.8 Mode of Delivery
This TVET-Program is characterized as a formal Program on Technician. The mode of
delivery is co-operative training. The time spent by the trainees in the real work place/
industry will give them enough exposure to the actual world of work and enable them to get
hands-on experience.
The co-operative approach will be supported with school-based lecture-discussion, simulation
and actual practice. These modalities will be utilized before the trainees are exposed to the
industry environment.
Hence based on the nature of the occupation, location of the TVET institutions, and interest
of the industry alternative mode of cooperative training such as apprenticeships, internship
and traineeship will be employed. In addition, in the areas where industry is not sufficiently
available the established production and service centers/learning factories in TVET
institutions will be used as cooperative training places. The Training-Institution and identified

companies have forged an agreement to co-operate with regard to the implementation of this

1.10 Institutional Assessment
Two types of evaluation will be used in determining the extent to which training outcomes are
achieved. The specific training outcomes are stated in the modules. In assessing them, verifiable
and observable indicators and standards shall be used.

The formative assessment is incorporated in the training modules and form part of the training
process. Formative evaluation provides the trainee with feedback regarding success or failure in
attaining training outcomes. It identifies the specific training errors that need to be corrected,
and provides reinforcement for successful performance as well. For the teacher, formative
evaluation provides information for making instruction and remedial work more effective.

Summative Evaluation the other form of evaluation is given when all the modules in the
program have been accomplished. It determines the extent to which competence have been
achieved. And, the result of this assessment decision shall be expressed in the term of
institutional Assessment implementation guidelines.

Techniques or tools for obtaining information about trainees’ achievement include oral or written
test, demonstration and on-site observation.

1.11 TVET Teachers Profile


The teachers conducting this particular TVET Program are B and above Level and above who
have satisfactory practical experiences or equivalent qualifications.

NOMINAL DURATION: 120 Hours
MODULE DESCRIPTION: This unit covers producing basic engineering drawings using a
CAD system. This unit applies to the production of drawings according to defined parameters
and predetermined specifications that include materials, tolerances, codes and other
specifications. Basic parameters and Standard CAD software is used including inbuilt file
management systems, macros and reports.

ASSESSMENT CRITERIA:
LO.1 Prepare the CAD environment
 All relevant manuals, instructions and operating procedures for the CAD software are obtained.
 The CAD package is booted up in accordance with workplace procedures.

 Screen display areas are set in accordance with instructions.

LO.2 Produce a basic drawing/ Modify existing CAD drawings Performing formwork completion.

ASSESSMENT CRITERIA:
LO.1 Prepare for work.
 Work instructions, including plans, specifications, quality requirements and operational details
are obtained, confirmed and applied from relevant information to determine the required
masonry unit laying tasks.
 Safety (OHS) requirements are followed in accordance with safety plans and policies.
 Signage and barricade requirements are identified and implemented.
 Tools and equipment are selected to carry out tasks consistently with job requirements, checked
for serviceability, and any faults are rectified or reported prior to commencement.
 Materials appropriate to the work application are identified.
 Material quantity requirements are calculated in accordance with plans, specifications and
quality requirements.
 Materials appropriate to the work are obtained, prepared, safely handled and located ready for
use.
 Environmental requirements are identified for the project in accordance with environmental
plans and statutory and regulatory authority obligations, and are applied.
LO.2 Free hand sketching and views

 Location and line of masonry unit work wall are set out on concrete footing, column, slab or
ground as per the drawings and specifications.

 Span of masonry arch is determined from prepared allotted arch centre plus 4mm.

 Arch spans are set out to location for first course.

 2 Key plan curve points are plotted from job drawings and all trammel centres are established
on footing slab for construction of the curved masonry wall.
 Curve of wall is planned to specified location from trammel or plotted points and marked on
exact location (it can be on beam, slab or ground).
LO.3 Construct wall to arch level.
 Masonry units are cut and chiselled according to joints and shapes.
 Mortar mix is prepared and masonry units are laid to form wall to set out.
 All work is carried out to specifications and standards.
 Gauge of abutting walls is maintained within standard tolerance at each course level.
 Plumb and alignment of vertical wall face are maintained.

 Height to springing line is determined and height to crown of arch is confirmed to be within
standard tolerance.
 Formworks and supports are laid.
 Height of toms and wedges or adjustable metal props is determined to set up and support
timber arch center.
 Supports are adjusted to ensure arch center is level at right angles to wall face and level
across springing line.
 Props, toms, packers and wedges are located for easy removal.
 Position of central key brick/block is established for gauged arch and tape used to mark
gauge.
LO5 Construct arch center.
 Arch center is set out and curve is drawn up in accordance with specifications and drawings.
 Plan is transferred to material and cut to shape.
 Bull's eye, segmental and Gothic type arches are made in accordance with specifications and
drawings.
LO6 Cut and place masonry materials
 Masonry materials are cut and laid on center to form arch to specifications.
 Joints are maintained to equal size and parallel on the extrados of an arch.
 Same size wedge shape is maintained on face.
 Centre line of key masonry unit wedge is maintained through vertical center line of arch.
 Even joint thickness is maintained around extrados for cut and chiseled masonry units.
 Masonry units are cut and laid to maintain even joints.
 All joints are struck evenly to depth and shape to specifications.
LO7 Clean up
 Work area is cleared and materials disposed of, reused or recycled in accordance with
legislation, regulations, and codes of practice and job specification.

LO.3 Set up side stones into place
 Side stones are stood up into position on packing of cement sheet or stone pieces.
 Packing is adjusted to provide slight fall towards front stone.
 Side stones are checked for plumb and packing adjusted where required.
 Measurement for diagonals and parallel are checked to be true.
 Stones are checked for alignment by leveling at both front and back ends of side stones
LO4 Prepare dowel joints
 Depth of abutting dowel holes is checked for measurement.
 Dowels are measured and marked to length – 10 mm and cut to marks.

LO5 Stand up front and back stones
 Mortar is mixed as per specification and inserted into side stone holes.
 Designated dowels are inserted into mortared holes to full depth.
 Back stone is positioned on timber packing ready for lifting into place.
 Timber pieces are placed against side stones to avoid chipping in lifting.
 Mortar is placed to fill holes and back stone raised into position.
 Back stone is maneuvered into close joints and packing is adjusted to ensure back stone level.
 Front stone is located, raised and maneuvered into position to finish with joints to specifications
and level.
LO6 Grout base and joints
 Grout is prepared and mixed to specification.
 Joints between kern stones and base are packed slightly with grout to specifications.
 Krebs joints are cleaned with wet cloth and grouted to specifications.
LO7 Fix headstone to back stone
 Dowels for joints are measured and cut to specifications.
 Dowel holes are filled with mortar and dowels are placed fully into back stone.
 Headstone are raised and lowered carefully into place.
 Headstone is finished plumb and level to specification.
LO8 Fill center and finish with chip top
 Centre area is filled and finished to specified base.
 Brick or concrete is supports placed in each corner and maximum 50 mm thick reinforced
concrete slab is poured as per specification.
 Bluestone and granite is screened, mixed and spread to specified finished level.
LO9 Fit cover stone and finish monument
 Dowels for joints, where applicable, are measured and cut to specifications.
 Centre area is filled to specifications.
 Dowel holes are filled with mortar and dowels are placed fully into position.
 Cover stone is lifted into place and rested upon timber packing pieces.
 Cover stone is lowered into place using wedges to finish in position.
 Pointing/grouting material is prepared and applied to joints, finishing to specification

 Monument is cleaned down and polished where applicable to specification.

 Location is set out and marked for partitions in accordance with job plan and specifications.
 Common studs are regularly spaced at 600 mm intervals, center to center, to ensure support
for the internal joints between the 1200 mm wide internal wall cladding sheets.
 One or multiple components are accurately cut to size according to plans/specifications.
 Wall frames are fabricated at the workshop or at the site including lintels and bracing.
 Prefabricated or cut components are distributed and stacked to suit job location and
sequence of construction.

5. Clean up

 Work area is cleared and materials disposed of, reused or recycled in accordance with
legislation/regulations/codes of practice and job specification.
 Plant, tools and equipment are cleaned, checked, maintained and stored in accordance with
manufacturers’ recommendations and standard work practices.
