1. INTRODUCTION
Future Horizon Est Entitled as per Signed Contract will execute Engineering, Procurement and Construction of Phase 1 Sitewide Infrastructure Project Osp
Design & Build Project from 3rd April 2023 as per contract.
1.2. Objectives
The purpose of this interim claim submission is to demonstrate FHC's rights to an interim extension of time for completion of scope as well as additional time
for the delay events that are not the Contractor's responsibility.
This is to ensure that the reviewer understands how the baseline schedule sequence of work & activities are affected by the late issuance of civil design for
osp design & build project.
This document also shows the changes made to baseline structure of the schedule from several point of view that cause delay and impact the baseline
dates for each activity that was in progress and not started in the given time Plan.
Efforts have been made to expedite the work and minimize the delay as much as possible. Delays in some areas, however, are beyond the reach of FHC.
In delay event chronology the dates are taken as per calendar days, while in time impact analysis the delay duration is taken as per primavera p6 program
(working days).
2. SCOPE
This Narrative format is only used in relation to osp design & build project which are part of the Misk City Company Phase1 Side wide infrastructure, nor on
any other Misk project stage.
The scope of the Narrative is intended to be wide enough to cover all osp design & build project elements of the Phase1 Side wide infrastructure work
according to the maximum possible extent at the maturity point/milestone.
Forensic schedule analysis techniques can be used to quantify delays occurred during a project. To demonstrate delays in osp design & build project, we
used Time Impact Analysis. TIA provides guidelines for the project Scheduler to assess and quantify the effects of unplanned events on current project
completion.
Consultant :
To analyse and compares the dates and durations of selected activities which was delay as-planned schedule with the actual dates and durations on an
as-built schedule and considers the difference to be the delay on the job. identification of such events with a given time interval is known as Delay Events
Chronology.
Consultant :
Following table are only events that have already impacted the schedule and critical path.
Delay Events
01
Kick of meeting and Site Handover 11-Apr-23 4-May-23 23
02
Receiving Civil As built for the existing Network 21-May-23 8-Jun-23 35
03 Mandril Test for the Existing Civil work and Hand Hole Testing 19-Aug-23 11-Sep-23 No Impact
03 Area Under Construction 15-Dec-23 9
FHC officially via email inform Misk client to arrange a kick of meeting at 11-Apr-2023 to start the project and discuss the concerns related to project
proceeding to site handover and proper work should be started at site, an email has been received from Misk at 16th of April 2023 that project manager
will be available after Eid ul Fitr following the loop of email at 2nd of May an email received from Misk that Kick of meeting will be at 04 May 2023 that
leading to a 23-days delay at overall project with the following breakdown.
6.2 Delay Event 2 - Receiving Civil As built for the existing Network
Why
In accordance with the site handover kicky of meeting held at 04-May-2023.In order to proceed further with the IFC the Fiber
for OSP contractor
cable. Fhcdidn'r
requested
Civil as built for the existing network which delay 35 days in the project following the below pattern. ask for As built from the
start date
• Fhc Requested 21st of May 2023 Civil as built drawings.
• Misk Responded at 25th of May 2023 with the Civil as built for the existing Network.
• After Reviewing and doing site survey it was observed that the as built for the Civil work incomplete and civil work at site not completed and Raised RFI
# MBS City-FHC-RFI-000010 at 8th June 2023.
This is the contractor duty to review the
drawings and he cant claim for the
6.3 Delay Event 3 - Mandril Test for the Existing Civil work and Hand Hole Testing required time to review it
• Hand Hold testing has been done at site without any impact at Schedule. Don't mention the cost in in the EOT
• HH testing started 19-Aug-2023 and Finish at 11-Sep-2023 with time Impact but only Cost Impact.
claim
A baseline construction schedule is analysed first, then the available updates are analysed chronologically, monitoring progress along critical and near-
critical activity sequences. For each interval, the previous status update is used as the baseline for analysing delays over the next period. By comparing
activity start and finish dates, durations, and relationships between updates, the method assesses the effect of any changes on the project's completion
date or interim milestones.
Consultant :
'Future Horizon' received the latest IFC drawing on 26th April 2022 with a major Design change and additional scope of work.
The additional Scope of work has been in updated file which shows an impact on project completion date and pushes it to till 28 January 2023.
When Delay Events added in program it impacts intermediate and project completion milestone as shown in following table.
