1.0 INTRODUCTION

1.1 Specification

01 This specification details the requirements of the medium voltage and high voltage systems specified by Black
& White Engineering.

02 This specification shall be read in conjunction with other Black & White Engineering standard specifications
and the project documents.

1.2 Technical and Commercial Preliminaries

01 The technical and commercial preliminaries provided within the project documents shall apply to this
specification.

1.3 Environmental Policy

01 All work, services, equipment and systems provided under this specification shall be undertaken in compliance
with an externally certified BS ISO 14001 Environmental management system.

1.4 Compliance Statements

01 A compliance statement in the format accompanying the tender document shall be submitted at the time of
tender for this and accompanying documents.

02 If a compliance statement is not provided as part of the tender it shall be assumed that any offer is fully
compliant.

1.5 Submittals and Product Data

01 Technical submittals including items such as workshop drawings, schematics, general arrangement drawings,
foundation drawings, installation drawings, standard installation details, equipment technical details and
specifications, method statements, samples etc. shall be provided in a timely manner throughout the project
and in accordance with the project documents.

02 Fully detailed and dimensioned drawings of the equipment to be provided shall be supplied as part of a
technical submission approval process.

1.6 Performance Criteria

01 The equipment or systems shall be fully rated to deliver the specified performance as a minimum duty. No
allowance shall be permitted for particular industry declared performance criteria.

02 The equipment and system selection shall make adequate allowance for aged performance degradation. The
allowance for aged performance degradation shall be declared as part of the tender technical submittal.

1.7 Standards

01 All equipment shall comply with requirements of the reference documents listed within Appendix A.

02 Unless stated to the contrary within the project documents the most onerous requirements of the reference
documents shall be the requirement.

1.8 Definitions

01 Employer: Synonymous with client. The organisation or person that has procured the project.

02 Employer’s representative: Any consultant (e.g. engineer, architect, structural engineer, contract
administrator etc.) organisation or person engaged by the employer as part of the project.

03 Manufacturer: Factory designer, fabricator, assembler and tester of the equipment and systems.

04 Vendor: Synonymous with supplier. Organisation contracted to supply the equipment and systems to the
project. This may include the manufacturer or the manufacturer’s agent.

05 Installer: Synonymous with contractor and sub-contractor. Organisation contracted to install and test the
equipment and systems at the project site. This may include the manufacturer or the vendor. Where the
equipment or system is subject to a contractor’s design portion the installer shall assume the detail design
responsibility.

06 Tester: The organisation contracted to test and commission the installation. This may include the contractor,
sub-contractor, manufacturer, vendor or installer.

07 Project documents: Project documents shall include, but not be limited to specifications, employer’s
requirements, drawings, schedules, data sheets, reports and the like produced by the employer or the
employer’s professional team as a means of the defining the project scope and extent of supply.

08 Low voltage (LV): Supply voltage less than 1000 V pure sinusoidal alternating current or less than 1500 V
ripple-free direct current line to line or less than 600 V pure sinusoidal alternating current or 900 V ripple-free
direct current line to earth but above ELV.

09 Extra low voltage (ELV): Supply voltage less than 50 V pure sinusoidal alternating current or less than 120 V
ripple free direct current line to line or line to earth.

10 Medium voltage (MV): Supply voltage exceeding 1 000 V but not exceeding 35 000 V pure sinusoidal
alternating current line to line.

11 High voltage (HV): Supply voltages exceeding 35 000 V but not exceeding 230 000 V pure sinusoidal alternating
current line to line.

2.0 MV AND HV CABLES

01 Cables shall be manufactured in accordance with the latest edition of the relevant British/European Standard
for the type and grade of the cable by companies who have been producing such cables for at least ten years.

02 Cables for installation with the United Kingdom shall be selected from one manufacturer using the British
Approvals Service for Cables (BASEC) database with certification produced for each cable to be included in the
operation and maintenance manuals.

03 Cables shall have flame retardant low smoke and zero halogen (LS0H) insulation to IEC 61034 and BS EN 60754
unless an alternative is specified.

04 Cables shall be previously unused, and less than 12 months old on delivery.

05 Where conductor sizes are not indicated in the specification and/or the associated drawing(s) they shall be
selected by the contractor, in accordance with the IEC 60287, for the current rating required by the circuit
loading, the type of cable, the ambient temperature, the conditions of installation and the maximum voltage
drop permissible.

06 Alternative, and where specifically requested by the client, underground current capacity shall be calculated
using computerised Neher-McGrath method.

07 All cables shall include semi-conductor or metallic screen to each core to nullify the electric field.

08 All cables shall have a metallic armour for mechanical protection. This shall be aluminium in the case of signal
core cable and galvanised steel wire for three phase cables.

09 For exception circumstances the cables may be unarmoured, for example final connections to rotating
machinery where isolation of vibration may be necessary. In such circumstanced mechanical protection must
be in the form of spiral aluminium flexible conduit or similar.

10 The sheath of cables shall be selected for the particular location and environment of the installation such as,
but not exhaustive:

1. Flame retardant low smoke zero halogen within buildings.

2. MDPE and HDPE when pulled into waterproof or concrete ducts.

3. Lead when installed direct buried below the anticipated water table.

3.0 INSTALLATION

3.1 Supply and Storage

01 Cables shall be stored in accordance with the manufacturer’s recommendations, and labelled with its
manufacturing date, British Standard for manufacture, cable grade, description, number of cores and cross-
sectional area, and length.

02 Subject to cable drum lengths cables shall be installed in one length point to point, without joints.

03 Cables ends shall be sealed against moisture unless to be directly terminated after cutting. In the case of steel
wired armour (SWA) cables the seals shall be as manufactured to ensure no moisture ingress that may affect
test results.

04 Cables shall not be installed or removed from the drum unless the ambient temperature and the temperature
of the cable are above 0ºC and have been so for the previous 24 hours. Where cables have been subjected to
temperatures below 0ºC, care shall be taken to ensure that they are above that temperature before they are
removed from the drum.

05 The contractor shall take all necessary precautions to prevent damage to cables during installation, and where
cables are installed in situations where works by others are incomplete, take all reasonable precautions to
protect the cables against damage arising from the execution of such other works.

06 In the event of damage to the sheath or armouring of any cable, the cable shall be replaced throughout its
entire length at no cost to the contract.

3.2 Routing

01 Cables shall be installed in a manner to prevent stain and damage, with no kinks or twists or stripping, and be
mechanically supported throughout their length. The manufacturers’ minimum bending radii
recommendations shall be adhered to. Any damaged cables shall be replaced entirely.

02 Cables runs shall be installed in parallel or at right angles to the building structure. No diagonal cables shall be
installed.

03 Cables shall be installed with free space on all sides, not in contact with insulation and not bunched unless
specified.

04 Where cables or containment pass through fire compartment fire barriers shall be installed and the location
recorded on the record drawings. Fire barriers shall be reinstated by approved installers with certification
issued on completion of the reinstatement or renewal.

05 Cables shall not be laid in contact with polystyrene and in the case of timber frame buildings careful
coordination will be required to prevent this. The contractor shall also take great care not to damage or
puncture any vapour barriers.

06 Cable and duct entries to buildings shall be sealed to prevent the ingress of moisture, insects and vermin.

07 Three-phase groups of single-core cables carrying alternating current shall be laid, in trefoil formation and
touching each other. Where this is not possible, the disposition to be adopted shall be agreed with the
engineer before installation is commenced.

3.3 Cables in Parallel

01 Where a circuit comprises more than one core or cable in parallel all cores or cables shall of equal length and
specification.

02 Where a number of circuits feed common equipment that may be paralleled to a common output, each circuit
shall be of equal length and specification.

03 Where a three phase circuit comprises multiple single cores per phase the cable shall be laid out as follows:

3.4 Terminations

01 Unless exposed bushings are specified, cable terminations shall be enclosed within a metal cable termination
box with air spacing to IEC 61936 making sufficient and adequate allowance for the spacing between lugs and
nut and bolts.

02 Exposed terminals and bushings shall be installed in accordance with IEC 61936.

03 Terminations shall be made using proprietary approved methods to prevent damage to and ensure good
contact with all the cable conductors.

04 Fixed connectors shall only be installed where specified. They shall be heat resisting and contained in a
separate labelled enclosure. They shall comprise propriety systems with suitable voltage grade and current
carrying capacity. All cores shall be labelled.

05 Allowance shall be made for regularising conductor cross sectional area and the equipment terminal capacity
where required in an approved manner.

06 Where connections are made to equipment and switchgear without integral cable clamping terminals,
insulated compression lugs shall be used for bolted terminal connections, of the correct size and rating for the
cable and terminal. The lugs shall be bolted using washers and nuts of the shake proof type such as spring
washers.

07 A maximum of two lugged core connections shall be permitted for each clamping terminal at the point of
connection.

08 Three-phase groups of single-core cables carrying alternating current shall be laid, in trefoil formation and
touching each other. Where this is not possible, the disposition to be adopted shall be agreed with the
engineer before installation is commenced.

3.5 Cable Chambers and Pits

01 Cable chambers and pits shall be:

1. Either formed of concrete (reinforced if necessary) or from engineering brick.

2. Provided with permanent personal access facilities if deeper than 1 m.

3. Provided with steel or concrete covers of sufficient strength commensurate to the surrounding area
and be sealed against the ingress of water.

4. Of sufficient dimensions to accept the duct arrangement plus adequate working space.

5. Dimensioned in relation to the bending radii of the cables to be installed.

6. Individually reference and identified with non-corroding permanently fixed labels across the site.

7. Provided with galvanised steel cable support system so that there in no stress on the cables and that
the cables are adequately braced against electromagnetic forces under the design fault level.

02 Cable chambers shall be sited along the cable route in such a manner that the lowest pulling tension of the
cables shall not be exceeded.

03 Each cable within the chamber or pit shall be identified with the cable reference in accordance with section
3.10.

3.6 Pulling

01 All cables shall be pulled into position in such a manner as to avoid any damage whatsoever to the cable or its
sheath. Cables shall wherever possible, be pulled directly from the top of the drum, which shall be supported
throughout the operation in such a manner that it is completely free to rotate.

02 Where circumstances make removal of the cable from the drum before pulling into position unavoidable, the
cable shall be laid out neatly on a smooth clean area of ground completely free of debris or anything likely to
cause damage to the cable. In such cases, ‘figure eights’ shall be avoided wherever possible, and care shall be
taken to avoid subjecting the cable to twisting.

03 An adequate number of cable rollers, each of which shall be undamaged and completely free to rotate, shall be
used to support the cable during pulling, in such a manner that no part of the cable can touch the ground, the
trench bottom or sides, or the walls of buildings. Cables shall not be dragged over concrete or other surfaces.

04 The number and positioning of rollers at bends in the route shall be such as to ensure that the minimum
bending radius for the cable is not approached.

05 Cables shall, wherever possible, be pulled into position by hand, using an adequate number of operatives
suitably positioned along the length of the cable.

06 Winches whether power driven or hand operated and other mechanical aids shall only be used with the prior
authorisation of the engineer.

07 Wherever possible, cables which are intended to be winched into position shall be fitted by the manufacturer
with a suitable pulling eye, firmly attached to all of the conductors, before being dispatched to site.

08 Whenever a winch or similar appliance is used, an approved tension gauge shall be fitted into the haulage line
between the winch and the cable. The pulling tension must at all times be within the limit advised by the cable
manufacturer, which shall be communicated in writing to the engineer before the operation is commenced.

09 Cable stockings, when used, shall be of an approved pattern and the correct size, with swivel eye, in perfect
condition, and shall be fitted with care to avoid damage to the cable sheath.

10 When a cable stocking has been used on a cross-linked polyethylene (XLPE) or LS0H sheathed cable and the
sheath, after removal of the stocking, shows signs of having been stretched, the cable shall be left for 30
minutes to recover. At the end of this period, if the sheath has not completely returned to its original position,
the cable end shall be cut back by an amount equal to the length of the stocking plus 300mm, then
immediately resealed.

11 During the course of pulling operations, the cable shall not be allowed, under any circumstances, to twist or
rotate about its longitudinal axis because of excessive pulling tension or for any other reason.

12 Whenever the length and arrangement of a cable run is such that excessive tension would be likely to be
needed to nose-pull the cable into position, the continuous bond method shall be employed. A wire pulling
bond equal in length to twice the cable length, to which the cable shall be securely attached at intervals not
greater than 1.8 m. Snatch blocks shall be used at bends in the run to ensure that the pulling tension is taken
by the bond and not by the cable.

13 All cable drums shall be handled with care to ensure that they are not damaged. All handling shall be carried
out using sufficient and adequate plant and equipment.

3.7 Joints

01 Joints shall be kept to a minimum in relation to the maximum drum length and shall only be permitted with
written approval of the client and the engineer.

02 Any external cable joints shall be enclosed in a permanent joint chamber with removable cover in accordance
with the requirements for draw-in pits.

03 Cable phase arrangements shall designed to minimise the circuit inductance and to optimise the balance of
phase currents along the route.

04 Joints along the route shall be kept to an absolute minimum and shall be dictated solely by the manufacturing
length, drum capacity, pulling capacity and the requirements of 04 above.

3.8 Bonding

01 Cables shall either be single point bonded or multipoint bonded as stated in the project documents.

02 Where necessary sheath voltage limiters shall be employed.

03 Bonding shall be made using copper conductors. Fortuitous conducting paths using conducting metallic parts
shall not be relied upon for bond.

3.9 Cable Containment

01 The cables may be:

1. Direct buried with a compacted sand bed and soil back fill devoid of stones, rocks and other sharp
debris. Minimum separation of 2 m between the two circuits throughout.

2. Within purposed made buried plastic ducts manufactured for electoral cable containment with
waterproof seals at joints laid on a compacted round shingle bed. Only one cable shall be pulled
within each duct. Minimum separation of 2 m between the two circuits throughout.

3. Within purpose made proprietary concrete cable ducts laid on a compacted and stabilised bed.
Minimum separation of 1 m between the two circuits throughout.

4. Cleated onto proprietary hot dipped galvanised heavy duty cable ladder using ferrous or non-ferrous
cleats as appropriate.

06 Once on the client’s site the cables shall be run in plastic or concrete ducts to enable cable replacement
without the need to excavate. Separate secure and watertight concrete or brick pulling chamber for each
circuit shall be located immediately outside of the client’s site boundary.

07 The depth of burial shall be in accordance with the requirement of the local authorities and electrical
distribution industrial maintaining the required separation from all other services along the route. The
minimum depth of burial shall be 1.0 m.

08 Direct buried cable and cables in plastic ducts shall be protect using concrete tiles and marker tape within the
backfill along the entire route. Concrete tiles may be omitted above concrete ducts.

09 All installations shall be designed to permanently withstand the rated axel loads of highways, footpaths and
other hard surfaces. Soft landscape area shall with the axel loads of maintenance machinery and vehicles that
may cross to access other land.

10 Concrete route markers shall be placed along the entire route at a minimum distance required by the local
authority and electrical distribution industry and at every cable bend or joint. Cable route markers at joint
locations shall indicate as such.

11 Cables entering concrete pits, cable trenches and buildings shall be installed using watertight puddle flanges to
prevent the ingress of water.

01 Any buried ducts shall be chosen from proprietary products.

02 Buried duct systems shall be watertight throughout the length using proprietary products.

03 Ducts shall be laid will a slight fall to a chamber away from any building.

04 Any work carried out requiring the use of split ducts shall be carried out in such a manner as to permit future
cable withdrawal.

12 In rising ducts open to access, all non-armoured cables shall be protected against mechanical damage by the
installation of a 300 mm high mild steel ‘kick-shield’ suitably fixed at floor level. The ‘kick-shield’ to be of a
suitable robust nature and treated against corrosion.

3.10 Identification

01 A permanent non-corroding securely retained identification label shall be provided the ends of each cable
identifying its cable schedule reference and at all termination points including joint boxes. Alternatively, if no
cable schedule reference is available the identification shall include details stating the destination or origin,
construction standard, size, number of cores and circuit length. An acceptable means of identification is an
engraved trafolyte label fixed to the cable with plastic cable ties. Self-adhesive labels will not be accepted.

02 The cores of all cables shall be identified using the CENELEC harmonised colours or numbering for L1, L2, L3,
number of each circuit. In addition where multi core cables are used in a single phase installation the cores
shall be sleeved with brown sheath for line conductors and neutral sleeved blue.

03 Protective earth conductors shall be identified with green / yellow insulation or sleeving.

04 The cores of all cables shall be individually identified at terminations, by means of approved plastic ferrules
bearing indelible characters, in accordance with the numbering on the relevant circuit schedules.

05 All cables run above ground shall be identified by means of engraved or stamped plastic label at intervals not
exceeding 30 m.

06 The labels shall bear details of the cable size, number of cores, function, and circuit number and shall be
securely attached to the cables with cable ties.

07 All cables run underground shall be identified at joint positions, in draw pits, and elsewhere at intervals not
exceeding 30 m. The labels shall bear details of the cable size, number of cores, function, and circuit number
and shall be securely attached to the cables with cable ties.

4.0 SURVEYS, RIGHTS AND WAYLEAVE

01 Where cables are to routed beyond the client’s site boundary the contractor shall be responsible for all route
proving, rights and wayleaves, licences, approvals required from all private, public, local, utility and transport
authorities along the entire route.

02 The contractor shall undertake all necessary cable route surveys required which shall include but not limited to
full buried service, soil, water course, topographical surveys along the proposed cable route.

03 The surveys shall include review of all structures, buried, surface or otherwise, along the route to establish the
impact to and necessary modification of the structures to accommodate the cable routes.

04 The surveys shall include samples at 50 m intervals along the route and at obviously changes in ground
conditions to enable the soil characteristics (thermal resistivity) along the route to be established

05 The contractor shall liaise with all landowners and authorities along the cable route to establish and deliver the
client’s legal right, made in the client’s name or an appropriate business vehicle, to run the cables along the
route together with a permanent right of access to maintain the cable installation along the entire route.

5.0 CABLE SELECTION STUDY

02 The contractor shall undertake a cable selection study using either CYME or ETAP software taking account of
the various installation arrangement along the entire circuit route.

03 The cable selection study shall compare the total cost of ownership (TOC) for cables selected on the thermal
limit of the conductors with an optimised larger conductor selection with reduced power losses over a 20 year
period.

04 A minimum thermal rating capacity margin of 10% shall be provided over and above the rating of the circuit.

05 The current rating shall be based on a supply voltage at the supplying substation less 6%.

06 The maximum potential summer soil temperature shall derived from national records. A margin of 2 K shall be
added to the declared maximum summer soil temperature to account for the effects of potential climate
change.

09 Unless further details are available from an earlier route proving exercise for the purposes of the tender
schedule of rates the following installation conditions shall be assumed:

1. Soil thermal resistivity = 1.5 K.m/W.

2. Depth of burial = 1.0 m.

3. Soil temperature = 17°C (inclusive of 2 K climate change enhancement).

4. Air temperature = refer to the Ashrae n=50 extreme dry bulb for the local weather station.

10 Calculation of the induced screen voltage on single point bonded circuits and circulating current of multiple
point bonded cables shall be undertaken.

6.0 TESTS

01 All cable circuits shall be tested the IEC requirements immediately prior to energisation.

02 Tests shall include (where appropriate to the type of cable):

1. Polarity check.

2. Insulation resistance (before and after pressure tests).

3. Cable loop resistance.

4. Oil tests on (oil filled cables).

5. Proving of cross-bonding on cross bonded cables.

6. Check of sheath voltage limiter characteristics.

7. Pressure tests at an agreed level an duration.

03 Each section of a circuit shall be tested before jointing.

04 Test certificates shall be provided for each circuit.

05 Calibration certificates shall be provided for each item of test equipment used.

02 The latest version of each publication shall be used in each instance including any amendments, revisions or
versions that have been released to the public domain at the date the of the project documents even if such
content is yet to be invoked.

03 If a reference publication contains varying levels of the standard required the most onerous requirement shall
be assumed unless otherwise stated within the accompanying project specifications, data sheets, schedules or
drawings.

04 The schedule of reference publication is not exhaustive. Other industry wide commonly recognised reference
