both physically and spiritually. Thank you for your kindness and gratitude to our lecturer Dr.
Bruno Rumyaru, S. Fil. M.A. as well as to the Academic and Faculty and Study Programs who
have given us the golden opportunity to carry out this extraordinary project on Citizenship with
the topic "The Role of Pancasila and the 1945 Constitution on Public Health in Indonesia". This
project helped us carry out a lot of research and we came to know and understand the
characteristics of being a good Indonesian in realizing the State Philosophy and being a good
citizen in terms of rights and obligations. Second, we also want to thank our parents and family,
as well as the homeland where we were born and raised. We source our daily food locally and
various resources, herbs and traditional ways to be safe and healthy.

EXECUTIVE SUMMARY

Pancasila is the basis of the Indonesian state and ideology which is the basis for
development and national and state life. Pancasila is not only the basis of the state, but is also a
moral guide, ideals of struggle, a source of law, and a reflection of the identity of the Indonesian
nation. Pancasila as the basic ideology of the Indonesian state has strong relevance in the
context of health, because it involves prosperity, unity and social justice. One of the main
principles in Pancasila is just and civilized humanity. In terms of health, this principle can be
interpreted as fair and equitable health services for all Indonesian citizens regardless of social,
economic or religious background. The principle of Indonesian unity also has implications in the
world of health. Achieving unity in the context of Health means collaborating between various
stakeholders, including the government, Health professionals, non-governmental organizations,
and the general public. In a deep understanding of Pancasila, it is hoped that we can implement
the values contained therein in our daily lives, so as to create a just, civilized and socially just
society.

INTRODUCTION

1.2 Background

Pancasila is the basic ideology of the state which is the way of life of the Indonesian
people. Ideology is the overall view of ideals, values and beliefs which are manifested in
concrete life beliefs. Pancasila, whose formulation was found in the preamble to the 1945
Constitution, is a comprehensive and in-depth view or value regarding how best, namely
morally considered correct and fair, to regulate collective behavior in various national lives.
Each precept has historical justification, rationality and quality, which if understood,
internalized, believed and practiced consistently can support the great achievements of
national civilization. The development of Pancasila is also closely related to the cultivation
of a spirit of nationalism, patriotism and guidance in life. One example of the
implementation of Pancasila is in the field of Public Health.

1.2 Formulation of the problem

From the background explained previously, a problem formulation can be formulated as


follows.
1. What is meant by Pancasila as the basis of the state?
2. What are the rights and obligations of citizens according to the 1945 Constitution?
3. What are the government's rights and policies according to the 1945 Constitution?
4. How is Pancasila implemented in Public Health in the era of modernization?

1.2 Objective

In accordance with the problem formulation, the purpose of this writing is to answer the
problems stated above.
1. Know and understand Pancasila as the basis of the state.
2. Know and understand the rights and obligations of citizens according to the 1945
Constitution.
3. Know and understand government rights and policies according to the 1945
Constitution.
4. Know and understand the implementation of Pancasila in Public Health in the era of

modernization.

1.4 Benefit

Based on the explanation above, the benefit of this writing is to know and understand
the meaning of Pancasila because each principle in Pancasila has its own role which can
help society, especially in the health sector. Therefore, a good understanding of Pancasila
can be implemented in people's lives.
Pancasila can strengthen the health system through community participation in disease
prevention efforts. Apart from that, Pancasila can also distribute services evenly. Therefore,
the role of Pancasila is very important in health in the community.

2.4 Pancasila as the Foundation of the State

Pancasila comes from Sanskrit which means principles or principles of state life.
Pancasila consists of the words panca which means five and sila which means basic,
fundamental, principles or rules of important and good behavior. Pancasila can be defined as
five basic principles which contain guidelines or rules regarding behavior and are the basis
of the state and the nation's way of life. Pancasila as the basis of the state means that all
government implementation and administration must reflect the values contained in
Pancasila and must not conflict. Therefore, Pancasila as the basis of the state will determine
the form of the state, the form and system of government, and the state goals to be achieved.
The consequences of Pancasila as the basis of the state for the Republic of Indonesia
are: The Indonesian state is a unitary state in the form of a Republic (Article 1 of the 1945
Constitution of the Unitary State of the Republic of Indonesia) which explains the
relationship between Pancasila and the form of state adopted by Indonesia. The concept of a
republic, namely a democratic rule of law, is explained in Article 1 paragraph (2) of the
1945 Constitution of the Republic of Indonesia, "sovereignty is in the hands of the people
and is implemented according to the Constitution". In article 1 paragraph (3) of the 1945
Constitution of the Republic of Indonesia, it is emphasized that "the Indonesian state is a
state of law". This was emphasized by Atmordjo (2009: 25), "the concept of the Indonesian
rule of law is a combination of three elements, namely Pancasila, rational law, and state
goals".
Terminologically, the basis of the state can be interpreted as the basis and source for
forming and administering the state. The basis of the state can be interpreted as the source of
all sources of state law. Pancasila is the source of the 1945 Constitution which regulates all
government and community regulations as well as basic norms that apply in a country,
including the rights and obligations of society and government policies.

2.4 Rights and Obligations of Citizens According to the 1945 Constitution

Every citizen has rights and obligations that must be fulfilled. Rights are defined as the
power to receive or do something that should be received or done by a certain party and
cannot be replaced by any party which in principle can be demanded by force. An obligation
is a burden to provide something that should be left or given by a certain party and cannot be
replaced by any party which in principle can be forced to be demanded by the interested
party.
The rights and obligations of citizens are stated in the 1945 Constitution.
1. Preamble to the 1945 Constitution of the Republic of Indonesia, the right of citizens to be
independent and free from colonialism.
2. Article 6 paragraph 1 of the 1945 Constitution of the Republic of Indonesia states that
citizens have the right to become president and vice president.
3. Article 27 paragraph (1), establishes citizens' equal rights under the law and government,
as well as the obligation to uphold the law and government.
4. Article 27 paragraph (2) stipulates the rights of citizens to work and a living that is
worthy of humanity.
5. Article 27 paragraph (3), as an amendment to the 1945 Constitution, stipulates the rights
and obligations of citizens to participate in the defense of the country.
6. Article 28 stipulates the freedom of citizens' rights to associate, gather and express
opinions verbally and in writing.
7. Article 29 paragraph (2) states that citizens have the right to freedom to embrace their
respective religions and worship according to their religion.
8. Article 30 paragraph (1), in the second amendment to the 1945 Constitution, states the
rights and obligations of citizens to participate in state defense and security efforts.
9. Article 31 paragraph (1), that every citizen has the right to receive instruction.
10. Article 23A of the 1945 Constitution of the Republic of Indonesia states that citizens are
obliged to pay taxes.
11. Article 28C paragraph (1), the right to develop oneself and fulfill one's basic needs and
the right to receive education.

2.4 State Rights and Obligations According to the 1945 Constitution

A country also has rights and obligations that must be fulfilled. The rights and

obligations of the state have been regulated in the 1945 Constitution. The rights and
obligations of the state describe what the state or government should accept and do in
protecting and guaranteeing the survival of the country and the realization of national ideals
and goals as stated in the preamble to the 1945 Constitution. The following are the rights of
the Indonesian State.
1. Creating regulations and laws for order and security.
2. Carrying out a resource monopoly that controls the lives of many people.
3. Forcing citizens to obey applicable laws.

Apart from that, the state also has obligations that must be fulfilled, namely.

1. Protect territory and citizens.


2. Promote general welfare.
3. Enrich the life of a nation.
4. Participate in implementing world order based on eternal peace and social justice.
5. Guaranteeing every citizen's freedom of religion and belief.

2.4 Implementation of Pancasila in Public Health in the Era of Modernization

Pancasila has an important role in national and state life, one of which is in the health
sector. One of the main principles in Pancasila is just and civilized humanity so that every
citizen has the right to receive fair and equitable health services regardless of social,
economic or religious background.
Therefore, to move towards a developed and healthy Indonesia, equitable health
facilities and personnel are needed. Apart from that, every citizen also has the right to
choose the treatment to be carried out, for example traditional medicine using natural
ingredients from the surrounding area. In this modern era, traditional medicine using natural
ingredients can be improved by making medicine in the form of instant products, making it
easier to consume.

CONCLUSIONS AND RECOMMENDATIONS

3.1 Conclusion

Based on the explanation presented above, it can be concluded that:


1. Pancasila as the basis of the state means that all government implementation and
administration must reflect the values contained in Pancasila and must not conflict.
2. Every citizen has rights and obligations that must be fulfilled. The rights and obligations
of citizens are stated in the 1945 Constitution.
3. The rights and obligations of the state describe what the state or government should
accept and do in protecting and guaranteeing the survival of the state and the realization
of national ideals and goals as stated in the preamble to the 1945 Constitution.
4. Every citizen also has the right to choose the treatment to be carried out, for example
traditional treatment using natural ingredients from the surrounding area, as stated in the
1945 Constitution.

3.2 Recommendation

Based on the presentation of the material above, we recommend several points that can
be taken, 1) applying Pancasila values in everyday life; 2) fulfill the rights and obligations
as citizens; and 3) making innovations in traditional medicine such as packaging medicine
from natural ingredients into an instant product.
