INTRODUCTION
Nowadays, transportation has an important role in improving the efficiency of the entire
logistics process. The main goal of the service is to reduce logistics costs and optimize
logistics processes. Multimodal transport is the model to help achieve this goal.
Multimodal transport offers a wide choice of carriers and modes of transport. Moreover, it
also develops a flexible tariff policy for each customer and in accordance with the
fluctuations of the domestic and international transportation market.

In 2020, the global logistics sector will be seriously affected by the Covid-19 epidemic,
especially transportation. Most severely affected by the Covid-19 epidemic in 2020 is
freight by air. Freight transport by road is the largest segment in the transport market in the
world. Compared to air and waterways, roads are less affected by Covid-19. Road transport
is considered as an important mode of transport in the epidemic context. Rail freight is less
affected by disease than by the scope of private transportation. Even in some major markets
such as China, the share of rail freight in general has increased during this country to adopt
strict measures to prevent epidemic. Therefore, in a complicated epidemic time,
transporting goods is a difficult problem for transport in particular and logistics in general.
However, this is an opportunity for Vietnam to access major markets such as Europe
and America. Ca Mau, one of the provinces with large frozen food export of vietnam will
be a potential province to access european and us market. The subject design will clearly
analysis about that through two chapters:
(i) Overview of transport and logitics in Ca Mau province;
(ii) Organizing multimodal transport for a specific shipment in route Ca Mau – America.

1.1 Analyse transport infrastructure of ca mau


1.1.1 Geographical location of Ca Mau
Ca Mau is a province in the southernmost part of Vietnam, which located in the
Mekong Delta region. It has the area on land of 5.294,87 square kilometres. The sea
and continental shelf under the sovereignty and jurisdiction of Vietnam managed by Ca
Mau province covers an area of 71,000 km2. In which, there are Hon Khoai Island,
Hon Chuoi, Hon Buong and Silver Stone.

Although Ca Mau has many potentialities and strengths, when the first split, the
socio-economic starting point was very low. Agricultural economy with the structure
of agriculture - forestry - fishery accounts for 63.40%, industry - construction only
16.96%, service only 19.64%. Poor economic infrastructure, per capita income is 296
USD.

Geographical location:
➢ The East borders on East Sea;
➢ The Southeast borders on Gulf of Thailand;
➢ The North borders on Bac Lieu and Kien Giang provinces.

1.1.2 Transport infrastructure of Ca Mau province.


With the unique natural conditions and geographical location, Ca Mau can develop
the transportation infrastructure in a favorable way, especially with the following
modes of transport:

❖ Road
Ca Mau is a manufacturing service sector with a particularly important position in
the infrastructure system, as the lifeblood of trade and socio-economic development
of Ca Mau province. Ca Mau currently has National Highway 1A, Highway 63 and
National Highway Quan Lo - Phung Hiep.
- National Highway 1A: is a
transit route through Vietnam,
extending from Lang Son to Nam
Can town, Ca Mau. This route has
a total length of 2360km, of which
Ca Mau province accounts for
123km, so it is very convenient for
road transport, is the main road to
easily connect other routes of the
Mekong Delta and Thanh. Ho Chi
Minh City.

- Highway 63: This is a road


connecting the two provinces of
Kien Giang and Ca Mau, with a
length of 100km. On Highway 63,
there is Tac Cau - Xeo Ro ferry,
the ferry crosses two rivers
namely Cai Lon and Cai Be rivers,
so it is very convenient for the
combination of road transport mode with inland waterways.

- Highway Quan Lo – Phung Hiep: starting from Nga Bay city (Hau Giang) to
Ca Mau city. This is a partially planned route of the North - South Expressway. This
route helps break the unique position of National Highway 1A in this area,
shortening more than 40km from Can Tho to Ca Mau.

 Advantages and disadvantages: Ca Mau is located on main roads that can


connect to central areas such as Ho Chi Minh City, easily combined with other modes
of transport. However, transport infrastructure in the province Ca Mau has not been
synchronized, upgraded and expanded, so it cannot solve all transportation needs for
businesses.

❖ Air:
Ca Mau province has Ca Mau airport of Ca Mau airport located in ward 6, Ca Mau
city. With construction area scale of 2,233km2, runway length is 1500m, width 30m.
Ca Mau Airport is a satellite airport, directly under the Southern Airport Group.
 Advantages and disadvantages: Ca Mau airport is a small airport which mainly
operates Ca Mau - City route. Ho Chi Minh City should mainly transport passengers,
unable to exploit international flights to transport goods. Only 100m from National
Highway 1A to the airport, so it is convenient to combine road transport mode.

❖ Inland waterway
Ca Mau is the locality with the most intricate system of rivers and canals in the
country, with a total length of more than 8,000km, which is favorable for the
development of inland waterway transportation. Currently, Ca Mau has 13 main
inland waterway transport routes (total length of more than 360km) with more than
93,000 inland waterway vessels in operation.
Ca Mau includes Trem River, Ong Doc River, Luong The Tran channel, Ganh
Hao River, Ganh Hao River, Bay Hap River and Port of unloading Ca Mau, Port
Ong Doc, Fishing Port Ca Mau.

❖ Sea
Ca Mau currently has Nam Can seaport but has been abandoned for many years.
In 1990, Nam Can port was upgraded from a river port to a seaport with a cargo
handling capacity of up to 800,000 tons / year if completed. However, in 2007, it was
transferred to Vinashin and Vinalines units to upgrade and manage, but there was not
enough investment capital, so the port stopped operating so far.
Advantages and disadvantages: waterway transport in Ca Mau is quite exciting, but
mainly exploiting inland waterways because 100% of Nam Can seaport has not been
completed. In addition, many river routes have been encroached upon, have not been
dredged and upgraded, signaling systems and marine equipment have not been invested
and installed synchronously.
❖ Pipeline transport
Ca Mau has MP3 gas conduction system controlled by VN Gas Corporation (PV
Gas), with a total length of 325km (of which, 292 km of offshore pipeline and 27km
of onshore pipeline), 2 stations and 1 medium Gas distribution center, operated with a
capacity of 6.25 million m3 / day and night, supplies gas to 2 Ca Mau power plants
with a total capacity of 1,500 MW, accounting for 8% of the country's electricity
output and Ca fertilizer plant Mau has a capacity of 800,000 tons / year, accounting
for 40% of the country's nitrogenous fertilizer output.

 Advantages and disadvantages: This is the optimal means of transport to help
supply raw materials to produce nitrogenous power for Ca Mau, but the problem of
repair, maintenance and regular troubleshooting easily makes production
discontinuity.

1.2 Transport network


- Ca Mau has 4 industrial parks: Nam Can industrial park, Hoa Trung industrial
park, Khanh An industrial park and Song Doc industrial park.
- Warehouse: Thanh Tam warehouse at 22 Hung Vuong, Ward 7, Ca Mau City.
- Main export products: rice, frozen shrimp, frozen fish, fishcake, dried shrimp,
other aquatic products, fertilizer. Main import products: scrap for the production of
raw materials, equipment.

1.2.1 Domestic network


❖ Ca Mau – Ho Chi Minh City:
Ca Mau is the last province of Vietnam, also known as the southernmost province
of the country. Ca Mau is more than 300km west of Ho Chi Minh City. From
Road (380lm): Ca Mau to Ho Chi Minh City passing from Tien Giang, Vinh Long,
Can Tho, Hau Giang. The road network is distributed to connect with Ho Chi Minh
City such as National Highway 1A, Highway 63, Quan Lo – Phung Hiep Highway.
Route: Thanh Tam Warehouse (Ca Mau) → Quan Lo - Phung Hiep Highway →
Highway 61B → Highway 61 → National Highway 1A → HCM – Trung Luong
Highway → Mai Chi Tho Street → Nguyen Thi Dinh Street → Cat Lai Port (Ho Chi

❖ Ca Mau – Can Tho:


Route : Thanh Tam Warehouse ( Ca Mau) → Quan Lo - Phung Hiep
Highway → Highway 61B → Highway 61 → National Highway 1A → Quang
Trung Street → Cai Cui Port (Can Tho City).

1.2.2 International transport network


❖ Ca Mau – Intra-Asia
The coastline of Ca Mau province is nearly 254 km, including 107 km of the East
Sea coast and 147 km of the West Sea coast. The Ca Mau Sea bordered by countries
such as Thailand, Malaysia, Indonesia, and is the center of international waters in
Southeast Asia. However, Ca Mau do not have international port so goods will be
transported by road to Cat Lai port to tranport by sea to Asian countries.

❖ Ca Mau –Europe
EU market is currently the second seafood export market of Vietnam, accounting
for 17% of the total seafood export value. Ca Mau is one of the provinces with the
largest aquaculture area in the country (about 302 thousand hectares), with annual
shrimp production reaching over 300,000 tons, export turn over per year nearly 1,2
billion USD. EU is important market of aquadic products in Ca Mau province.

From Ca Mau, goods will be transported by road to Cat Lai Port. Then from Cat
Lai port to America, the first route is passing Pacific Ocean, the second route is passing
Indian Ocean and Atlantic Ocean.

- QUALITY OF ROAD: subsidence, landslide
Statistics of the Department of Agriculture and Rural Development of Ca Mau
province show that, from the dry season 2019-2020 up to now, the whole province has
occurred nearly 1,200 locations of subsidence, landslide with a total length of nearly
30km. Mr. Tran Trang Huy, living in Khanh Binh Tay commune, shared: “We only
have a walking distance from the commune. The road is slumped, no vehicles can pass
through.
- LOAD REGULATION ON THE ROUTES: non-synchronized road weight
limitations
There are many routes with a capacity of over 10 tons, but the bridge capacity is
only 8 tons. This causes many difficulties for the transport business units.
- SURCHARGE:
According to the Directorate for Roads of Vietnam, there are 60 BOT stations on
the national highway 1A. In which, from Ca Mau to Ho Chi Minh City, there are 6
stations. The cost to transport companies is huge, accounting for nearly 30% of the
cost of domestic transportation.

➢ Sea:
- STATUS OF TRANSPORTATION: traffic jam on river

Ca Mau province has more than 10,000 rivers, large and small, 80% of the need to
transport goods and people travel by waterway transport. Number of water means of
transport (including domestic water means of transport) is over 200,000 units.
Therefore, the volume of ships and boats on the river is always dense, when the river
is dry, causing traffic congestion. For ships of large tonnage, when low tide cannot
move, they must stay at anchor for two or three hours to wait for high tide to circulate.

- SEA PORT: unavailable large ship

Due to the unfinished investment that has not been exploited for many years, the
infrastructure of the ports in Ca Mau has been degraded, the surface of the wharf has
been damaged in many places, which does not ensure the safety of ships mooring.
Nam Can port, is an international seaport but in the port area there is no storage for
goods, no internal roads... The main commodities with the main trade demand of Ca
Mau are seafood, wood, and fertilizer. However, the number of goods is small and
limited in the channel so ships over 5,000 tons cannot enter.

 INVESTMENT IS NOT SYNCHRONIZED IN CA MAU PROVINCE.

2.2 Characteristics of the goods
2.2.1 Characteristics of frozen shutchi catfish fillet

- Frozen shutchi catfish fillet with HS of Chapter 3. Frozen shutchi catfish fillet is
easy to lose water. This leads to loss of product weight.
Unstable temperatures will lead to crystallization of rock crystals, thereby
disrupting product structure and affecting product quality.
- Requirements:
• The right temperature during transportation (-20C)
• Humidity: 90%
• Do not arrange close to chemical and dangerous goods
• Use a dedicated reefer container
• Loading goods below the red line of the feefer container
• Prepare sufficient documents and travel documents for the goods. Documents
usually include red invoice, sale contract, delivery note, certificates of required
goods (for import and export goods),…
• Prepare consignee in advance to avoid missing goods and incurring long
distance transit costs.
2.2.2 Characteristics of Rotary screw compressor
- Rotary screw compressor with HS code is 84143090.
The weight and size of rotary screw compressor (550 RH 17 bar) is large. The rotary
screw compressor has very sharp corners, so it should be covered carefully to avoid
danger when loading and unloading.

within 22 days with the lowest cost. We analysis and give advice to customers:

The shipment is frozen shutchi catfish fillet, so we can transport by sea, air, road,
rail or mutilmodal.

➢ Option 1 is main transport by air. It takes only 1 days so it too early. It may incur
the storage fee. And the cost (47.642 USD) is so high. This cost increases 7.5
times.
 Option 1 is not possible
➢ Option 2 is multimodal transport (Road – Sea - Road) and POD is Long Beach
port. Shipping cost (6.509 USD) is very cheap. However, the transport time is
longer than the customer's request given above that it needs to be 22 days
urgently while shipping time by sea taking 23 days. It is overtime of customer's
request.
 Option 2 is not possible
➢ Option 3 is multimodal transport (Road – Sea - Road) and POD is Los Angeles
port. The shipping time is 19 days that is suitable with customer’s request. The

Based on the characteristic of cargo, time-cost of 3 option and Customer’s request:


The shipment is transported from Sullair Corporation to Camimex Corporation within
35 days with the lowest cost. We analysis and give advice to customers:
The shipment is rotary screw compressor, so we can transport by sea, air, road, rail or
multimodal:

➢ Option 1 is multimodal transport (Road – Sea - Road) and POL is New


Brunswick port. It takes 28 days for ocean shipping so it is early to customer’s
request. It may incur the storage fee. And the cost (8140 USD) is so high. This
cost increases nearly 3 times with option 3.
 Option 1 is not possible
➢ Option 2 is multimodal transport (Road – Sea - Road) and POL is New York
port. Shipping cost (4188 USD) takes 2 times with option 3. Moreover, the
transport time is longer than the customer's request given above that it needs to
be 35 days while shipping time by sea takes 37 days. It is overtime of customer's
request.
 Option 2 is not possible
➢ Option 3 is multimodal transport (Road – Sea - Road) and POL is Oakland Port
(California). The shipping time is 33 days that is suitable with customer’s
request. The shipping cost of option 3 is the cheapest in 3 options.
 Option 3 is appropriate because it saves money for the owner and
just in time.

2.6 Resolve complaints
2.6.1 Responsibilities
❖ Theo nghị định số 87/2009/NĐ-CP nghị định về vận tải đa phương thức quy
định:
- Điều 24 về Giới hạn trách nhiệm của người kinh doanh vận tải đa phương thức:
1. Người kinh doanh vận tải đa phương thức chỉ chịu trách nhiệm trong bất cứ
trường hợp nào về mất mát hoặc hư hỏng hàng hóa với mức tối đa tương đương 666.67
SDR cho một kiện hoặc cho một đơn vị hoặc 2.00 SDR cho một kg trọng lượng cả bì
của hàng hóa bị mất mát, hư hỏng, tùy theo cách tính nào cao hơn, trừ khi tính chất và
giá trị của hàng hóa đã được người gửi kê khai trước khi hàng hóa được người kinh
doanh vận tải đa phương thức tiếp nhận để vận chuyển và đã được ghi trong chứng từ
vận tải đa phương thức.
3. Trong hợp đồng vận tải đa phương thức không bao gồm việc vận chuyển hàng
hóa bằng đường biển hoặc đường thủy nội địa, thì trách nhiệmcủa người kinh doanh
vận tải đa phương thức được giới hạn bởi số tiền không vượt quá 8.33 SDR cho một kg
trọng lượng cả bao bì của hàng hóa bị mất mát hoặc hư hỏng.

USA. The seller will bear all costs incurred until delivery at the named place.
➢ EXW East Michigan Blvd, Michigan, United State – Incoterms® 2020
The seller is SULLAIR CORPORATION sells air compressors in Michigan,
USA. The buyer is CAMIMEX CORPORATION in Ca Mau city, VN. The two sides
have signed the contract and agreed to the shipping terms as EXW. The seller will
have to provide a sufficient quantity of goods the buyer needs, delivered at the right
time and place. In addition, the buyer will bear all shipping costs, arising from
Michigan to Ca Mau, Vietnam. Seller will not be responsible for anything after
delivery.

CONCLUSION
Ca Mau has potentials for a comprehensive economic development, especially
aquatic economy. According to the Department of Industry and Trade of Ca Mau province, the average
annual output of exploiting and aquaculture is over 441 thousand tons, of which shrimp
production accounts for 34%. This is one of the favorable factors for the development
of seafood processing industry for export. The US is Vietnam's largest seafood import
market. Therefore, the US is an important market for Ca Mau to develop foreign trade,
contributing to the bilateral cooperation relationship between Vietnam and the US.
However, facilities in Ca Mau are still limited. In addition, because of the effect
of the covid-19 epidemic, logistics cost increases, reducing the competitiveness of
goods. Therefore, it is necessary to invest in Ca Mau to develop synchronously and
create more opportunities for Vietnamese goods, especially aquatics products by:
- Cutting or simplifying specialized examination procedures.
- Accelerate the digital transformation process, apply information technology in
the logistics service industry, increase e-commerce, online transaction floors,
and online payment.
- Take advantage of the wave of investment shift to attract investment in logistics
development, especially high-tech logistics.
- Follow the status of the world market and the Covid-19 epidemic in order to
have appropriate and timely response solutions.
- Promote the development of the Hon Khoai port project to create opportunities
for marine economic development in Ca Mau.
