9.1 Introduction
This Particular Specification has been prepared with the objective to achieve excellence
in acoustics performance in the design and construction of the Development project.
Purpose of this Particular Specification is two folded:
This Particular Specification– Acoustic Performance shall be read in conjunction with all
other Particular Specifications under the disciplines of architecture, structure and
building services with bearing on acoustics in respect of architectural provisions,
structure or acoustic control measures etc.
While every care and due diligence has been exercised in the acoustic planning and
preliminary design of the Development project based on the best available information
and assumptions to meet the performance standards given in Section 9.3, the
Contractor shall have the responsibilities to review, verify and provide where
appropriate, alternative acoustic proposals in relation to design, materials and
equipment to suit construction site constraints, M&E equipment inventory, the
Contractor’s alternative submissions on materials and equipment as well as other
variables for agreement by the Architect/ Acoustic Consultant with the objective to
meet the same standards.
As such, the Contractor shall work in tandem and coordinate with all of his sub-
contractors, specialists and suppliers of any trades to comply with the requirements.
All submissions from the Contractor shall be co-ordinated and reviewed across different
disciplines, collated, and checked for compliance before submitting to the Architect for
approval/ record.
The Works to be carried out shall include all labours and materials necessary to complete
all Architectural Acoustics Treatment Works including necessary alternative design
proposal, supply, installation, commissioning, testing, adjustments and maintenance
during the defects liability period with the aim to meet the performance standards in
Section 9.3.
The scope of work to be carried out has been outlined in this specification. The scope of
work shall not only include major items specified therein but also include all incidental
sundry components necessary, together with the labour for installing such components

for complete execution of the Works. It shall also include coordination with other
specialists, sub-contractors or other contractors directly employed by the Employer on-
site.
The Contractor shall, at his own cost, verify adequacy of his proposed designs/ materials
for the architectural acoustic treatments works in meeting the performance standards
in this specification. If there is any discrepancy of the quantity or other practical
limitations of the designs/ materials that will result in a shortfall of the acoustic
requirements, the Contractor shall report to the Architect/ Acoustic Consultant in
advance, and in writing of all such anomalies and make adequate adjustments to ensure
that the specified requirements will be achieved in practice to the satisfaction of the
Architect/ Acoustic Consultant.
The scope of M&E related acoustic treatment works are specified in the Specifications
for BS Items. It shall be cross-referenced to understand holistically the acoustic
requirements as a whole to achieve the performance standards in Section 9.3.
Any provisions/ works not meeting the acoustic performance standards in Section 9.3 in
principle, the Contractor shall be responsible for the removal of any non-compliant
installations and the replacement with new installations that perform at his own costs.
Acoustical units and materials as specified and/ or approved shall be delivered to the
Site in the manufacturer's original packaging, with the seals intact and with the
manufacturer's name and contents legibly marked thereon. Texture, density and finish
of materials shall match the approval samples.

9.2.5 Submittals
Prior to fabrication/ ordering, the Contractor shall submit two sets of samples and
laboratory test reports/ certificates on his proposed acoustic components and
performance, where applicable, of the following materials to the Architect/ Acoustic
Consultant for approval:
Shop drawings shall be submitted for the proposed layout of the various acoustic
treatments, and any detailing or material changes to the design and/ or installation of
the various systems, in duplicate.
Post-installation acoustic adjustment will be necessary in the event that the provided
acoustic treatment works cannot meet the performance standards due to variation in
the overall sound power levels of equipment in plant room, varied acoustic properties
of materials/ alternative design/ proposals from the Contractor, etc. Provision of
acoustic adjustment will be necessary and these adjustments forms part of the Contract
and shall be the responsibility of the Contractor. The costs incurred are deemed included
in the Contract.
The acoustic design has been prepared to provide sound insulation against internal and
external sources, horizontal and vertical sound separation between different functional
areas and reverberation time. The design objectives and requirements are based on
renowned design standards/ guidelines (e.g. ASHRAE, CIBES, BEAM Plus v1.2 for NB,

Health Technical Memorandum 08-01, etc.). The Contractor’s attention is drawn that
the standards/ guidelines shall be strictly complied with when preparing his alternative
design proposal as necessary.
Octave band sound pressure levels in various areas within the building due to operations
of the equipment shall not exceed the NC ratings set out in the following table. In the
event where disputes arise over classification of any area under the following table, the
Architect's determination of the space type and function of the area shall be final.
NC ratings of various floor areas/ rooms have been assigned according to the area type/
classification given in Table 1.

Notes:
i. The specified noise level limits apply to every position from 1m to 2m from the floor not
closer than 1.5m from any air outlet, or equipment
ii. The specified NC levels are for A/C units at medium fan speed unless, otherwise
specified.
iii. The specified noise levels are for noise from equipment serving the specific room and
this is considered the background level. Noise from other equipment not serving the
specific room shall not cause an impact, which is audible and shall be at least 10dB
below the background noise level of the specific room.

Fixed noise sources impacting on existing uses are controlled under the Noise Control
Ordinance (“NCO”), which requires that the impacts shall comply with the Acceptable
Noise Levels (“ANL”) laid down in Table 2 of the Technical Memorandum for the

Assessment of Noise from Places other than Domestic Premises, Public Places or
Construction Sites (“IND-TM”).
In setting the ANL, reference has to be made to the Area Sensitive Rating (“ASR”) in Table
1 of the IND-TM (reproduced in Table 3) corresponding to the nature of the area where
the noise sensitive receivers (“NSR”) are situated.
ASRs of “B” and “C” are considered representative of noise sensitive receivers (“NSRs”),
as they are situated in the urban area, with some of them directly affected by an
influencing factor – the Kwun Tong Bypass.
The appropriate ANLs for the NSRs of concern are therefore determined as shaded in Table 4.

The same standards shall apply for regularly operating plant installed outdoors, breakout noise
from plant inside plant room, as well as infrequent daytime testing of emergency generators.
Requirements in HKPSG
According to Table 4.1 of the Hong Kong Planning Standards & Guidelines (“HKPSG”), the noise
impact due to fixed plant shall meet the following standards:
a. 5 dB(A) below the appropriate ANL (i.e. ANL-5) given in Table 2 of the Technical

Memorandum for the Assessment of Noise from Places Other than Domestic Premises,
Public Places or Construction Sites (“IND-TM”); or
As the external noise criteria under HKPSG and BEAM Plus Credit SA14 are the same and more
stringent than the ANL required under IND-TM, they are to be adopted for a conservative noise
and acoustic design to control intruding noise at all NSRs.
The consolidated external noise criteria are therefore determined in Table 5 below.
Excess room reverberation may adversely affect acoustic comfort for the occupants and
speech intelligibility of conversations. Indicative requirement for acoustic finishes is
recommended in Table 6 to limit the room reverberation inside acoustic sensitive areas.
Room reverberation inside a room is measured in reverberation time (RT60), which is the
time required for a sound to decay 60 dB in a given room.

The acceptable vibration level for residential or office areas shall follow BEAM Plus v1.2
for New Building in respect of meeting the Credit IEQ21 as follow:

Terminology Description
STC Sound Transmission Class is a single number rating
representing air-borne sound insulation properties based on
laboratory measurement in accordance with ASTM E90-09.
STC may not be compatible with Rw as a different range of
frequencies is used.
NIC NIC is the single number rating representing field air-borne
sound insulation properties. The entire procedure of getting
NIC values shall be conducted in accordance with ASTM E336-
16 by accredited laboratory. It should be noted that the NIC
values is typically 5-8 dB or so less than STC value, of which the
variation is due to field conditions and/or work quality. In this
review, a 6dB reduction has been allowed to address this
possible field variation.
Reverberation Time, RT60 Time it takes for the Sound Pressure Level to fall by 60 dB after
the sound has been turned off. 60 dB
Impact Insulation Class IIC rates a floor/ceiling assembly’s ability to block impact
(IIC) sound. It is to be measured by ASTM E1007-97 method
9.4.1 Introduction
The Curtain Wall System shall include all necessary framing and sub-frame, glass walls,
glass canopy, openable and fixed windows, glass doors, louvre wall, aluminium sun
shading devices and cladding, spandrel glazed units, cladding, extruded aluminium
window sills and features, pelmets, skylight etc.

While the minimum sound insulation requirements for curtain wall has been specified
in Table 8, the Particular Specification for Curtain Wall specifies the actual configuration
of curtain wall/ IGUs at different facades that were designed not only to meet the
required minimum sound transmission class (STC), but also other requirements
including structural integrity, thermal insulation etc. Please refer to details as given in
the Particular Specification for Curtain Wall.
The Contractor shall also refer to other parts of the particular specifications on other
engineering considerations including structural, shading coefficient and U-value, etc.
Acoustic review on curtain wall and its sound insulation requirements have been based
on the worst case on each floor facing traffic noise sources in the vicinity. Other main
factors include the target NC levels of the individual perimeter rooms, the room size,
and feasibility of applying sound absorption treatment.
The minimum insulation requirements for curtain wall are summarised in Table 8. Apart
from single skin façade for general areas, double skin façade is also adopted at acoustic
sensitive areas locating adjacent to façade for better sound insulation. The façade
locations requiring provision of Single/ Double skin façade shall be referred to relevant
Architectural Drawings
Wherever the glazing system contains openable windows, it shall be acoustically well-
sealed, completed with airtight window seals in order that the noise insulation
performance of glazing system is not compromised.
Manufacturer of curtain wall/ glazing system shall provide the installation details and
accredited laboratory test report in accordance with ASTM E90-09 to guarantee the
performance. Laboratory test must be performed on the glazing assembly mounted in a
frame comparable to the curtain wall frame to be used on the Project. Computer
evaluation/ assessment is not considered acceptable.
The curtain wall mullion construction shall maintain the acoustical integrity of the
acoustic partition sound separation. The interface between façade framework with floor
slab and partition wall shall be backed by 9mm thick calcium silicate matrix reinforced
fibreboard. It shall be mechanically fixed to the back of the specified metal cladding and
column cladding panels to provide the proper insulation. Typical details are shown in
Acoustic Drawing AC2003.

Laboratory acoustic testing shall be conducted to demonstrate the selected curtain wall
system complies with the sound insulation requirement in Table 8. Computer
evaluation/ assessment is not considered acceptable.
The laboratory acoustic test shall be conducted in according to the America Society,
ASTM E90 – “Standard Test Method for Laboratory Measurement of Airborne Sound
Transmission Loss of Building Partitions and Elements”. The single figure quantity for
rating of airborne sound transmission loss shall be reported as evaluated in accordance
with ASTM E413 – “Classification for Rating Sound Insulation”.
The Contractor shall submit methodology report for laboratory testing for approval by
Architect/ Acoustic Consultant prior to any testing work. Advance notice shall be
provided to Architect/ Acoustic Consultant minimum 1 week before for arrangement of
test witness if necessary.
Design adjustment and retests will be necessary in the event that the tested façade
system cannot meet the performance standards in Section Table 8 during the laboratory
acoustic testing. Provision of acoustic adjustment will be necessary and these
adjustments forms part of the Contract and shall be the responsibility of the Contractor.
The costs incurred are deemed included in the Contract.

9.4.4 Submittal
The following information and details are to be submitted for approval prior to material
ordering. No work shall be executed on-site unless approval(s) from Architect/ Structural
Engineer/ Acoustic Consultant is obtained.
9.5.1 Introduction
Walls and partitions of different STC ratings and types are to be used at locations
specified in demarcated in Table 9 to provide adequate horizontal air-borne sound
insulation. Required wall types, assembly and typical details of penetration
arrangements can be referenced to Acoustic Drawing AC2001.
The walls and partitions shall comply with the minimum acoustical ratings as specified
in acoustic performance criteria. The Contractor shall also refer to other requirement
including Architectural, Structural and M&E, etc. as specified elsewhere in other drawing
and specification when carrying out installation.
Sound insulation requirement for individual partitions are specified and demarcated in
Table 9 for acoustical separation acoustic sensitive area. The sound insulation
performance is specified in terms of Sound Transmission Class (STC) in accordance with
ASTM E90-90 when tested in laboratory. When tested on site, the acoustic partitions
shall achieve sound insulation performance of NIC (which is roughly 5 units less than
laboratory tested STC) value ASTM E413-16.
The thickness, configuration of example partition types achieving the STC requirement
are tabulated in Table 10.

Notes:
1. Laboratory tested sound transmission class (STC) when the specimen is laboratory
tested in accordance with ASTM E90-09
2. Field tested sound insulation performance when calculated in accordance with ASTM
E413-16 or NIC 50 when tested on-site.
The acoustic partitions should be full height wall from floor slab to ceiling slab. Typical
details for acoustic partitions are shown in Acoustic Drawing AC2001.
All joints between blocks/ wall and the gaps at the floor/ ceiling slab shall be rendered
with cement mortar. Any concealed conduits and socket outlets embedded in the wall
shall be filled by non-shrink grout or cement mortar to avoid sound leakage.
For drywalls, different cement/ gypsum board layers shall be staggered and all joints
shall be taped for better acoustical insulation. All joints between the drywall and the
gaps at the floor/ ceiling slab shall have a continuous bead of acoustic sealant to
eliminate any acoustic weakness or gaps.
In order to maintain acoustic integrity, any switch boxes or socket outlets, which
penetrated the acoustic cladding, shall be properly sealed by non-hardened sealant. Any
concealed conduits and socket outlets embedded in the wall shall be filled by non-shrink
grout or cement mortar to avoid sound leakage. AC3003 for typical details.

For blockwall, gypsum blocks shall have groove/ tongue to enable them to be stuck
together by gypsum adhesive. The wall shall be constructed in full height to structure
soffit.
All joints between blocks and the gaps at the floor/ ceiling slab shall be rendered with
cement mortar. Any concealed conduits and socket outlets embedded in the wall shall
be filled by non-shrink grout or cement mortar to avoid sound leakage.
9.5.3 Submittal
The following information and details are to be submitted for approval prior to material
ordering. No work shall be executed on-site unless approval(s) from the Supervising
Officer is obtained.
c. Shop drawings;
d. Job reference of the proposed walls & partitions system (recent 5 years)
Compliance test shall be carried out by the Contractor to be witnessed by the Architect
and/ or his representative to ensure the installation can fulfil the performance standards
in Table 10.
At time of the tests, the areas to be tested shall be unoccupied and not suffering from
any other noise intrusion.
All equipment used for the tests shall be calibrated. The sound level meter and octave
filter set used shall meet the ISO/ lEC 651 Precision and general purpose sound level
meters requirements. All dB(A) and octave band sound pressure levels shall be read
direct from the sound level meter or plotted on a chart level recorder.
All dedicated testing and commissioning agents/ specialists shall be experienced and
competent in testing conforming to relevant ASTM/ ISO/ B.S. or equivalent standards.
All tests shall be carried out to the satisfaction of the Architect/ Acoustic Consultant with
test reports submitted for clearance. The testing and commissioning work shall include
minimum 5 no.s of the drywall/ block wall partitions
The Contractor shall be responsible for all corrective work in case the performance
standards cannot be achieved. The Contractor shall be responsible for the costs of all
remedial works and subsequent testing.

9.6.1 General
For noise sensitive rooms with NC30/NC35 indoor noise level requirement as specified
in Table 1, and where applicable, proprietary acoustic doors rated at STC 35 shall be
used. Timber doors can usually achieve STC 35. All acoustic doors shall be provided with
proprietary seals and bottom drop seals.
For plant room applications, proprietary acoustic doors rated at STC 35 or STC 45 shall
be used, depending on the locations. The proprietary acoustic doors shall be in general
factory-applied powder coating finish with heavy-duty stainless steel door hinges,
mortise lock with thumb-turn, overhead door closer and stainless steel kick plates or as
specified otherwise.
Unless otherwise specified, the compression seals of fire rated door shall be fire-
resistant to BS 476-20:1987 to BS 476-22:1987. The colour and surface finishes of the
door panel and frame shall meet the requirements in the other relevant specifications.

To maintain the overall acoustic integrity, frame, seals and hardware installation shall
be fitted with precision. Careful packing back and seal up of the voids and gaps between
frames and masonry and/ or concrete are mandatory.
The acoustic door system shall comprise frame, door panel, hinge, periphery (i.e. head
and jamb) seal and threshold seal etc. All ironmongery (including door closer) shall be
selected to ensure adequate pressure to provide an evenly compressed and effective
acoustic seals, without difficulty in door closure or seal distortion.
Acoustic timber door leaf shall be in general constructed of minimum 55mm thick
comprising solid core construction and fitted with proprietary sound seals and bottom
drop seals or equivalent acoustic door design that can achieve the acoustic performance
as specified for the door.
Side and head of door and frame shall receive two sets of self-aligning compression
seals. Acoustic labyrinth shall be created when the door is in the closed position. Bottom
of door leaf shall contain continuous compression seal and the gravity action of the cam
hinges shall cause the door to compress the bottom seal tightly against the floor every
time the door is closed.
Any lock cylinders / lock cases to be used shall comply with or not compromising on the
acoustic performance of the door. Integrated acoustic test and/ or any evidences/
documents to verify the acoustic integrity between the lock case and the door panel
shall be submitted to the satisfaction of the Architect.
The undercut is to be limited to maximum 6mm above carpet (or the finished floor level).
Minor variations to the above general requirements can be permitted to suit site
conditions, if prior approval of the Architect/ Acoustic Consultant are obtained.
The acoustic door system shall provide the following minimum sound transmission loss
performances for laboratory and site installation arrangement.
The air-borne sound insulation of the acoustic door, when installed at an accredited
acoustic test chamber, shall not less than STC 35 and STC 45 tested under ASTM E-90-
09 & ASTM E-413-16 (two requirements to fulfil different rooms’ requirement).
The acoustic door, when installed on site, shall provide minimum sound insulation
performances NIC 29 (for STC35 door) and NIC 39 (for STC45 door). The test
methodology and procedures shall be in accordance to ASTM E-336-16 & ASTM E-413-
16 or equivalent. In case where product installation cannot comply with the specified
acoustic performance, any re-testing (after remedial measures) shall be performed by
the Contractor at his own cost.

9.6.6 Submittals

9.8.1 General
Floating floor Systems are to be provided at below locations and demarcated in tender
drawings to provide adequate impact, vibration-borne as well as increased air-borne
noise insulation.
The system shall comprise 100mm thick reinforced concrete slab supported through a
rigid frame of a layer of 2mm thick GI sheet steel on staggered joints onto an array of
50mm thick resilient isolation pads.

The isolation pads shall be designed to safely withstand the minimum design imposed
dead load and live load as defined by the Structural Engineer, and shall have a minimum
overload capacity of 100% in all high loading areas. However all final design loading shall
comply with requirements as advised by the Structural Engineer.
All voids below the floating slab shall be filled up with 50mm thick fiberglass absorption
material (min. density: 48kg/m3) infill or the like. The infills shall be with a Rockwell
hardness scale - HRC rating of “7”, and cover a minimum of 95% of the area between
the isolation pads.
The edges of the floating slab shall be completely insulated from the building structure
by 10mm thick perimeter isolation board (e.g. closed cell expanded polyethylene foam)
with perimeter polysulphide caulking/ sealant to be applied on the top of the isolation
board after curing of the concrete slab.
In the design and construction of such floor system, the following points are relevant
and shall be properly taken into account.
a. The total construction between spaces shall be airtight. This applies to walls as well as the
floor construction. Building services penetrations can frequently cause noise control
limitations and thus shall be acoustically isolated;
b. The "Floating Systems" must not touch surrounding construction through any rigid
materials;
c. Extreme care must be taken to seal all piping trunking and duct penetrations passing
through the floating construction, with a flexible, non-hardening material which will
exclude water;
d. As edge joints at the perimeter of a floating construction are potential trouble spots, no
solid attachment between floating systems and adjacent surfaces shall be permitted. This
includes conduits, drainage pipes etc.
The floating floor shall, together with a 150mm thick structural RC slab, provide a
minimum (floor-to-floor) sound insulation rating of STC 70+ and FSTC 67+. It shall be
tested for acoustical performance by an independent acoustics testing laboratory.
Dynamic natural frequency of the isolators shall be 15 Hz or lower, and shall remain
constant within 2 Hz over the entire loading range of the floor system.
9.8.4 Materials
Elastomer isolation pad units to be used to support the floating slab shall satisfy the
following performance requirements.

e. Damping Ratio: 9% +
The elastomer isolation pads shall have a life expectancy of at least 25 years. Ageing
effects, e.g. hardening and creep shall not result in the natural frequency of any pad
increasing by more than 2Hz over 25 years. Long-term creep shall not exceed 2mm.
The elastomer isolation pads mounts shall be suitable for use in an ambient temperature
range from 0°C to +50°C, with relative humidity between 20% and 99%. The installation
shall comply with local fire regulations and shall be acceptable to the Fire Services
Department.
The elastomer isolation pads mounts shall be resistant to rodents, insects, bacteria,
fungus, ozone and water.
9.8.5 Construction
The Contractor shall construct the floating concrete floor system in accordance with the
approved procedures and manufacturer’s recommendations. Installation works shall be
carried out at the Contractor’s costs by the manufacturer or his authorized installer.
Minor variations in the above general method will be permitted with a view to
accommodate site conditions, if prior approval is obtained from the Architect.
After installation of the isolation materials and pouring form, the system shall be
temporarily waterproofed by protecting the system with one layer of 0.2mm
polyethylene film over lapped and taped at all seams and connections to the building.
After concrete has been poured and allowed to cure, the perimeter and all penetrations
shall be caulked using a one part polyurethane sealant.
All sound isolation materials and building components supported by isolation materials
shall be free from rigid contact with any part of the building structure.
The Contractor shall verify all as-built structural dimensions and conditions on-site
before commencing the works. All components and materials shall be carefully handled
at work and on-site, during both delivery or handling. Any damaged or defective
materials will be rejected.
The concrete pouring forms shall be 2mm thick GI sheet steel assembled with galvanized
steel junction plates with screws, and covered by polyethylene sheets and joint tapes. It
shall be subject to inspection by the Architect/ Acoustic Consultant prior to concrete
pouring.
9.9 Mechanical, Equipment and Pumping Noise and vibration Control – General

Acoustic louvres and acoustic panels are to be applied based on the following general
principle:
a. Plant rooms involving air intakes and exhausts. The equipment will be served with
ducted intakes and exhausts, and the ducts are to be equipped with silencers to
control the breakout noise. The intake/ exhaust ducts will adhere onto the façade
wall with decorative metal louvre, with the remaining façade to be blanked-off by
acoustic panels to avoid breakout noise;
b. Plant rooms with many intakes but no exhaust, e.g. AHU/ fan rooms, the intakes are
to be ducted and equipped with silencers. The remaining façade area are to be
blank-off by acoustic panels. The exact area requiring blank-off panels will vary but
depends on individual arrangement, size etc. of the equipment inside the plant
rooms;
c. For plant rooms that do not require intakes/ exhausts, e.g. pump rooms, acoustic
louvres shall be provided to facilitate cross-ventilation/ natural ventilation and to
control break-out noise;
d. For plant rooms/ façade designed to have removable openings for loading/
unloading/ maintenance access/ equipment replacement, removal acoustic louvers
or acoustic panels/ doors shall be provided to mitigate/ blank-off the equipment
noise.
Intake and exhaust silencers shall be provided where required in PS for Building Services
or otherwise specified. The minimum Transmission Loss (TL) shall be as stated below. In
any case, it shall not be less than an overall TL of 10 dB(A).
Flow inside air duct can generate noise. The Contractor shall observe, report to the
Architect and control as necessary air duct velocities to facilitate laminar flow. At
different target NC ratings, the air duct velocity has to be controlled according to the
following general guidelines along different sections of air ducts.
Duct-borne noise can also depend on air duct arrangements and routing. It is therefore
essential to route trunk and main branch ducts in corridors only. In case the trunk or

branch ducts have to go through partitions and/or pass over sound sensitive spaces,
duct lagging shall be applied to control breakout noise.
Notes:
1. Duct lagging or otherwise shall be provided if the air velocities cannot be
controlled within the limit to meet the NC room level
2. The selection of grilles and diffusers shall be 5 NC less than that of the room
Acoustic duct lagging shall be provided where necessary to contain possible breakout
noise from the ductwork to meet the targeted NC levels. The lagging shall include 25-
50mm (density 32-48 kg/m3) fibreglass insulation wrapped with sound barrier materials
of the following as shown in Acoustic Drawing AC3008 to control breakout noise.
Duct lagging shall have the following minimum sound transmission loss when tested in
accordance with ASTM E90-09
Services shall be designed to minimize the transfer of sound between adjacent rooms/
areas. Separate system of air ductwork shall be used where possible. Otherwise
adequate acoustic attenuation measures inside the air ductwork shall be provided to
meet the acoustic performance requirement.

Appropriate partitioning and building components shall be provided to avoid the cross
talk effects (e.g. for areas such as toilets and private / executive offices, direct duct links
across the partitions shall be avoided, unless a crosstalk silencer with a minimum length
of 1.2m or equivalent can be incorporated).
Penetration of ducts, transfer air ducts, and services through wall shall be treated, of
which the treatments include the following listed to eliminate the degrade in STC/ NIC
ratings. Wherever possible, ductwork shall be routed through non-noise sensitive
spaces.
Where ducts must be routed through noise sensitive areas, breakout noise shall be
controlled, and acoustic treatment is required to remain the acoustic integrity of wall or
floor.
a. Wrap the ducts with noise attenuation blanket or place them above hard ceiling
systems, such as plaster or gypsum board, if any;
b. Gaps between service outlets and dry wall shall be acoustically caulked. All gaps
around the penetrations shall be packed with batt insulation;
All duct and pipe penetrations through plant room walls and sound insulating structures
shall be adequately sleeved. The services penetrations are potential weaknesses in and
around the partitions. The following measures shall be adopted to minimize the possible
adverse effects of the services on the sound insulation.
Except in the case of ducts passing through compartment walls / fire rated walls
requiring a fire damper, all ductwork to be isolated shall freely pass through walls and
floors without rigid connections. Penetration points shall be sleeved or otherwise
formed to allow passage of ductwork, and maintain 20 to 32 mm clearance around the
outside surfaces. This clearance space shall be tightly packed with glass fibre or other
specified material and caulked airtight after installation of ductwork. Pipework vibration
The scope and specifications listed in the foregoing sections are architectural acoustic
related and are intended for the builder’s works only. The Contractor’s attention is
drawn to the need for noise and vibration control for individual M&E installations
required in Specifications for BS Items at various locations of the Development project
inside plant rooms and along the distribution system etc.
The noise and vibration control measures as specified in the Specifications for BS Items
shall be implemented in concert, with a high degree of coordination to interface with

provisions of measures for both ends with a common objective to meet the acoustic
standards given in Section 9.3. A list of M&E related noise and vibration control
measures shall include but not limited to the followings:
a. Limiting sound power levels for VRV/ VAV/ CAV Units and diffusers in response to NC
rating of the air space;
b. Resilient mounting (e.g. spring hanger) for ductwork (air ducts, plumbing/ hydraulic
pipes to control duct-borne noise
c. Use of intake and exhaust silencers for AHUs, emergency generators, fans, etc. to
control breakout noise;
d. Control of noise and vibration from lift machine and lift shaft
e. Vibration isolation (e.g. spring isolator) for machine mounts with minimum of 95%
isolation efficiency for slab not on ground and 90% efficiency for slab on ground;
f. Isolated, sleeved and sealed penetration of piping/ ductworks and to avoid rigid
contacts.
The acoustic design and treatment as specified in this Particular Specification are based
on the estimated Sound Power Levels (SWL). They are subject to verification upon
selection of the M&E equipment to be submitted for procurement and installations by
the Contractor for the approval of the Architect / Engineer.
The Contractor shall therefore have the responsibilities to review, estimate the revised
SWLs and total SWLs, type of equipment and their numbers and to compare with those
allowed in this Particular Specification to determine the need for alternative acoustic
treatment proposals that are necessary to meet the acoustic performance requirements
given in Table 5.
If necessary, the Contractor shall submit alternative proposal for acoustic treatment
works for the approval of the Architect/ Acoustic Consultant and the BS Engineer.
Contractor’s reviews shall focus on the following implications but not limited to: -
b. Adequacy of breakout noise control from plant rooms affecting sensitive uses indoors
and outdoors given the acoustic treatment works proposed in this specification as
the base design;
c. In the event that the base design can no longer cope with the increase in overall SWLs,
alternative acoustic treatments shall be proposed.

d. In such circumstances, priority shall be given to preserving the structural design and
to focus on replacement with quieter alternatives, add-on sound reduction measures
for individual equipment at source such as silencer/ enclosure, and/or for the plant
room itself by adjustments in the provisions in acoustic wall/ ceiling lining, wall &
partitions rating upgrade etc.
General
Acoustic louvres shall be installed to the external walls of plant rooms following the
application criteria described in Section 9.9.1.
System Design
Acoustic louvres shall be an appropriate proprietary product, of 150 mm thick and with
30-40% open area on either side.
The blades shall be perforated on the sound absorbing side and filled with fibreglass of
min. density 24 kg/m3. The infill shall be packed under not less than 5% compression to
eliminate voids due to vibration and settling. The material shall be inert, vermin and
moisture proof.
The outer casings of fixed-blade acoustic louvers shall be manufactured from min. of 18
gauge galvanized steel, Type G90 and factory painted with colour to be determined by
the Architect. The shell shall be free draining, free of pockets or cavities in which water
may collect.
Acoustic Performance
To ensure that the acoustic louvre can achieve the required sound attenuation
performance, it shall have the minimum performance comparable to that specified in
the table below, with the overall transmission loss (TL) no less than 10dB(A)
The performance ratings shall be tested in an independent, accredited lab that provides
for airflow and sound through the test acoustic louver in accordance with ASTM E90-09
– “Laboratory Measurement of Airborne Sound Transmission Loss of Building Partitions
and Elements” or ISO 10140-2:2010.

General
Acoustic panels shall be installed at plant rooms following the application criteria
described in Section 9.9.1.
System Design
Acoustic panels shall be of 50 mm thick. Outer skin shall be galvanized steel sheet of
min. 1mm thick and the inside surface shall be made of min. 0.6 mm thick perforated
galvanized steel sheet. All exposed outer metal surfaces for structural members shall be
hot-dipped galvanized.
The sound absorptive infill material shall be water repellent rock wool of density min.
48 kg/m3 and placed inside the galvanized shells. The fill material shall be non-corrosive,
resistant to attack by fungus, fire resistant, vermin proof, free draining, self-supporting
and shall retain physical and sound absorption characteristics after long-term exposure.
Panel joints shall be of the joiner and connector type construction such that the adjacent
panels are held rigidly in position, effective both on the inside and outside.
Mechanical joints shall be made leak-proof with ductwork sealer, which shall be retained
between adjoining flat metal surfaces. Panel construction shall hold the assembly
motionless to avoid sealer displacement. Sufficient sealer shall be used to allow
extrusion of surplus sealer to give visible evidence of sealer.
Any pipe and conduit penetrations shall be located and cut in the field and sealed in
accordance with the manufacturer's recommendation. All joints shall be suitably sealed
and caulked in accordance with the manufacturer’s recommendation.
For spans greater than 3m, additional and approved structural reinforcement shall be
installed to provide for structural rigidity. Connection of roof to wall panels shall be by
suitably sized angles held by approved screws, and using an approved sealer to provide
an airtight seal.
Acoustic Performance
To ensure that the acoustic panels can achieve the required sound attenuation
performance, it shall have the minimum performance comparable to that specified in
the Table 18 or with the overall sound transmission class no less than STC 25 and a NRC
over 0.9.

Provision of acoustic wall lining inside when AHU room/ Pump room/ Generator room
is located directly adjacent (vertical/ horizontal) to a NC30/NC35 area as specified in
Table 1. Whenever the wall is a façade and requiring blank off, they shall be provided
with acoustic panels with absorptive properties on the inner surface as specified given
in Section 9.9.1.
System Design

Acoustic Performance
To ensure that the acoustic wall lining can achieve adequate sound absorptive
performance, it shall have the minimum performance as specified in the table below.

In view of possible air-borne noise impacts arising from the air-cooled chillers installed
on rooftop and that they will likely affect off-site sensitive uses listed in Table 2, a
number of control measures are to be provided to mitigate the impacts so that the noise
criteria in Table 5 can be complied with. These measures include:
a. All the air-cooled chillers on rooftop shall be restricted to a limiting sound power level
(SWL) under full-load condition shall be limited to achieve the noise criteria in Table
5, and after compressor enclosures are fitted to control lateral noise emission. Please
also cross-reference to the Specifications for BS Items.
b. Each chiller shall be fitted with a discharge silencer having an insertion loss no less
than 10 dB(A). This has been specified in the Specifications for BS Items
Given the uncertainties in the actual SWLs of chillers and efficacies of the acoustic
louvres, dimensions and relative locations, the Contractor shall be responsible for
providing calculations to justify his supplied chillers and related control measures above
can meet the noise criteria in Table 5, and propose/ provide acoustic treatments at his
own cost to fulfil the same noise criteria.
Acoustic Performance
In case the projected noise level due to air-cooled chiller cannot meet the environmental
noise criteria at NSR shown in Table 5, acoustic silencers shall be provided to the intake
and discharge of the chillers to mitigate the noise level at source. To ensure that the
acoustic silencer can achieve the required sound attenuation performance, it shall have
minimum length 900mm and transmission loss (TL) no less than 15dB(A)
The performance ratings shall be tested in an independent, accredited lab that provides
for airflow and sound through the test acoustic louver in accordance with ASTM E90-09
or ISO 10140-2:2010.
The test set-up and procedure shall be such that all effects due to end reflection,

The Contractor shall submit proposal for tests of the two stages for the approved of the
Architect. All testing shall be undertaken by independent laboratory(s) who shall not be
in any way associated with the Contractor. The independent laboratory(s) shall be
regularly engaged in relevant product evaluation for a period of at least 5 years and
accredited by HOKLAS, CNAS or other laboratories accredited under the Accreditation
Criteria in accordance with ISO/ IEC 17025:2005 or equivalent.
The independent acoustic specialist(s) leading the field tests shall have at least 5-year

All acoustic test reports shall be submitted within one month upon approval in principle
for the use of the product, or within a reasonable period subject to the Architect’s
approval.
The Contractor shall provide all necessary measuring/ testing instruments, tools, labours
and installation of measurement/ test points during testing and commissioning.
The Contractor shall submit the detailed method statement for approval by the
Architect prior to carrying out the test/ noise measurement. The Contractor shall
produce a report on completion giving details of the measurement methodology, results
and conclusions for the approval and clearance by the Architect.
All proprietary products to be used on this project such as acoustic drywall, acoustic
doors, acoustic door seals, floating plinth etc. shall be laboratory tested by an approved
organization to relevant ASTM/ ISO/ B.S. methods or equivalent relevant to the acoustic
performance or relevant test certificates from accredited organizations.
As for site testing after completion of works, the Contractor shall carry out site acoustic
test according to the most updated relevant ASTM/ ISO/ B.S. methods or equivalent to
demonstrate satisfactory performance in the presence of the Architect/ Acoustic
Consultant.
Details of site test arrangements and method statements shall be proposed by the
Contractor for approval by the Architect/ Acoustic Consultant. The site acoustic testing
shall include the following areas / items to be selected by the Architect:
Compliance test shall be carried out by the Contractor to be witnessed by the Architect
and/ or his representative to ensure the installation can fulfil the performance standards
in the acoustic specification.
During testing and commissioning, the Contractor shall ensure that the MVAC system
are normally on, or in some NIC tests for partitions where the use of artificial sound
sources in pink noise spectrum, or equivalent are required. At time of the tests, the areas
to be tested shall be unoccupied and not suffering from any other noise intrusion.
All equipment used for the tests shall be calibrated. The sound level meter and octave
filter set used shall meet the ISO/ lEC 651 Precision and general purpose sound level
meters requirements. All dB(A) and octave band sound pressure levels shall be read
direct from the sound level meter or plotted on a chart level recorder.
All dedicated testing and commissioning agents/ specialists shall be experienced and
competent in testing conforming to relevant ASTM/ ISO/ B.S. or equivalent standards.

The Contractor shall be responsible for all corrective work should noise and vibration

1. There shall be smooth running guide rail for lift cars and
counterweights.
