1. कांत्राटदाराांनी कोर्या वनविदा ई-टेंडरींग अतां गात ऑनलाईनच विकत घ्याियाच्या आिेत. जे ठे केदार प्रथम ई-वनविदा
प्रक्रीयेत भाग घेत आिेत, त्यानां ा िरील सक ां े त स्थळािर वदलेल्या मागादशाक सचु नानां सु ार प्रथम वडजीटल वसग्नेचर,
यजु र आयडी ि पासिडा विवित िेळेत प्राप्त करून घेणे आिश्यक आिे.
2. कांत्राटदाराांना कोर्या वनविदा सांचाची वकांमत ि वनविदा बयाणा रक्कम खालील नमदू सांबांधीत वजल्िा
 जलसधां ारण अवधकारी, मृद ि जलसांधारण विभाग, जळगाांि याांच्या नािे ऑनलाईन उपलब्ध पेमेंट गेटिेव्दारे क्रेडीट-
डेवबट काडा / इटां रनेट बाँकींग या बाँकींग प्रणालीच्या माध्यामातनू विवित िेळेत सांबांवधत कांत्राटदाराच्या बैंक खात्यातनु
जमा करणे बांधनकारक आिे. सदर बाँक व्यििाराची प्रत ि बैंक पासबक ु Scan करून टेंडर दस्तऐिजासोबत Upload
करणे आिश्यक आिे.
3. सदर कामाांच्या वनविदे मध्ये पश्चात अिातेची अट समाविट अ असनू मिाराष्ट्र शासन, जलसांपदा विभाग, शासन आदेश
क्र.वनविदा- ०४१७/९प्र.क्र. २४७/१७/मोप्र-१ वद. १८/१०/२०२३ नसु ार कांत्राटदाराांची वनविदा सक्षमता १.५० कोटी
ि त्यापेक्षा अवधक वकांमतीच्या कामाांकरीता तपासण्यात येईल.
4. ई-वनविदा प्रवक्रयेसाठी आिश्यक असलेल्या दस्तऐिजाांची मागणी के ल्यास कांत्राटदाराांनी ते ऑनलाईन प्रवक्रयेद्वारे
सादर करणे आिश्यक आिे. अन्यथा वनविदा बोली उघडण्यात येणार नािी.
5. कांत्राटदाराांनी वनविदा वकांमतीच्या २% रक्कम सरु क्षा अनामत म्िणनु जमा कराियाची आिे. प्रथम १ % सरु क्षा
अनामत रक्कम वनविदा कराराच्या िेळेस ि उिारीत १% सरु क्षा अनामत रक्कम धाित्या देयकाांतनू (R.A. Bills)
िजा करण्यात येईल. २% रक्कम सरु क्षा अनामत रक्कम िी पाच िषााच्या दोषदायीत्ि कालािधी पयंत विभागाकडे
जमा रािील. कांत्राटदाराच्या मागणीनसु ार सदरील सरु क्षा अनामत रक्कम जमा वम यादी रसीद FDR मध्ये बदल करता
येईल. सदरील सरु क्षा अनामत रक्कम पाचिषााच्या दोषदायीत्ि कालािधी सांपल्यानांतर सांबांवधत कांत्राटदारास परत
करण्यात येईल.
6. ऑनलाईन वनविदा खरे दी करतानां ा अथिा भरताांना इटां रनेट, सव्िार, व्िायरस, िाडािेअर, इलेक्रीकल वकांिा अन्य
कारणामळ ु े अडथळा वनमााण झाल्यास त्यास सांबांवधत कायाालय जबाबदार रािणार नािी.
7. वनविदाकाराांना िर नमदु के लेल्या सांकेतस्थळािर ऑनलाईन देकार भरणे अथिा वडजीटल प्रमाणपत्र वितररत

करण्याांत येईल.
9. सदर कामाांच्या गटातील एक अथिा सिा कामाांची ई-वनविदा कोणतेिी कारणन देता रद्द करण्याचे अवधकार सक्षम
अवधकारी याांनी राखनु ठे िलेले आिेत.
10. अदां ाजपत्रकीय दरापेक्षा कमीदराच्या वनविदा प्राप्त झाल्या सत्याांच्या वस्िकृ ती बाबतची कायािािी शासन वनणाय
क्रमाक ां वनविदा ०४१७/प्र.क्रां. २४७/मोप्र-१वद. २२/०५/२०१८ि वद. १८/१०/२०२३ अन्िये वदलेल्या सचू नेनसु ार
करण्यात येईल.
11. इसारा रक्कम भरण्यापासनु सटु देण्याची तरतदु शासन वनणाय क.सीएटी-06/2014/ प्र.क्र. 242/ इमारती-2
वद.24/02/2016 अन्िये वदलेल्या सचू नेनसु ार रद्द करण्यात येत आिे.
12. जीएसटी बाबत वनयमानसु ार कायािािी करण्यात येईल.
13. कामासाठी आिश्यक असणा-या गणु वनयांत्रण चाचण्या कांत्राटदाराने स्िखचााने करुन देयकासोबत सादर करणे
बांधनकारक रािील.
14. मिाराष्ट्र शासन, जलसांपदा विभाग याांचे शासन शध्ु दीपत्रक क्रमाांक- वनविदा 0417/प्र.क्र. 247/ मोप्र-1 वदनाांक
२८/१०/२०२३ नसु ार सदरची क्षेत्रीय भेट प्रभािी असािी या साठी वनविदा प्रवसध्द करणारे अवधकारी याांनी
कायाक्षेत्राच्या वठकाणी 3 (तीन) कायास्थळे जसे की, धरणस्थळ / बाांधस्थळ, गौण खवनज क्षेत्र ि इतर मित्िाचे
कायाक्षेत्र जीओ टॅगींगसाठी वनवश्चत के लेली आिे िरील क्षेत्रीय भेटीसाठी वनवश्चत करुन वदलेल्या वदिशी वनविदा

Note:-
1. Interested bidders shall purchase the blank tender forms through online process. The
Contractors, who are firstly participating in this tender process are requested to go through
the guidelines provided at website and register their digital signature, get user ID and
password on the website mentioned above, well within time.
2. Blank E-tender form fee and Earnest Money Deposit (EMD) shall be deposited or transferred
in the name of following District Water Conservation Officer, Soil and Water Conservation
Division Jalgaon, through payment gateway for bidders, Account by all modes of transfer,
like credit-debit card/ internet banking of banks having core banking facility from the
Contractor’s own Bank Account. The scanned copy of the transaction and pass book is
required to be uploaded along with the tender documents.
3. There will be no pre-bid qualification. The tender will be evaluated as post bid qualification
as per Water Resources Department, Government of Maharashtra Order dated 30/11/2018.
Necessary criteria of post-bid qualification evaluation are included in the main Tender.
4. The interested Contractors shall note that any document demanded or asked by the
Department, is to be submitted through online process, otherwise bid offer will not be opened.
5. Security deposit of 2% of tender cost shall be deposited. The initial 1% of S.D. shall be paid
at the time of tender agreement & remaining 1% S.D. will be deducted from R.A. bills. The
S.D. will be retained with the Department for the defect liability period of five years, after
successful completion of work. If requested by contractor, the S.D. may be converted into
F.D.R. & will be released after defect liability period of five years.
6. The Department will not be responsible for any problem cropped up during the online tender
processing, related to internet, server, hardware and software or electrical.

8. The detailed terms and conditions of the work is incorporated in the tender document
uploaded.
9. The right to reject any or all of the tenders without assigning any reason whatsoever is
reserved with the Competent Authority.
10. If the quoted rate of the bidding Contractor for the Tendered work is below against the
Tendered Cost, then the stipulated procedure laid down in Water Resources Department,
Government of Maharashtra, Resolution No. वनविदा०४१७/प्र.क्र. २४७/मोप्र-१वद. १८/१०/२०२३
11. The relaxation to the bidding Contractor from the Earnest Money Deposit has been cancelled.
(As per Public Works Department, Government of Maharashtra, Government Resolution no.
CAT-06/ 2014/Case no. 242/ Buildings-2, dated 24/ 02/ 2016)
12. GST procedure will be followed as per Government Guidelines.
 13. The responsibility of overall quality control as per current Government Resolutions and
guidelines shall be with Sub divisional Water Conservation Officer and District Water
Conservation Officer.
The contractor shall quote his offer considering the arrange and resources required to be
deputed for quality control as directed by engineer-in-charge. No extra payment shall be
made against this.
14. WORK SITE VISIT:
The bidder or his authorized representative shall visit & inspect the actual work site with the
concern District Water Conservation Officer or his representative before submission of online
Tender. The bidder shall confirm visit date and time (working hours) with the concern District Water
Conservation Officer or his representative between working hours. The Bidder or his authorized
representative shallcarry his identity proof with him at the time of visit for confirmation. Authorised
representative of bidder shall also carry authority letter of bidder on bidder's letterhead.
The bidder or his authorized representative shall sign two copies of properly filled Annexure-
L. One copy of Annexure-L shall be submitted in drop box provided by the department at the work
site and another copy shall upload along with Geo Tagged photo copies in the Envelope No.1
(Technical Envelope) at the time of online submission of the Tender.
Both the copies of Annexure-L will be confirmed at the time of Technical Scrutiny. Non
submission of Annexure-L or Discrepancies between Physical and Online submitted copies of
Annexure-L is liable to rejection of Tender. (Ref. Government of Maharashtra, Water Resources
