This opportunity gives us more knowledge and we can be more practicable in this field of
industry as well. Our skills in developing a brand-new project were also enhanced by this
practice that we did as teamwork. We also become more flexible in terms of encountering
various challenges while making this proposal redevelopment on a brownfield site.

1.0 INTRODUCTION

Brownfield land is characterized as abandoned land that has been degraded by heavy
industrial use. It has been abandoned due to certain issues that could not be avoided and led
to it being a brownfield land. Most of it happened due to some bad management or insufficient
budget to keep the development of the previous project.

Brownfield land, on the other hand, in Malaysia mostly used as an industrial or commercial
area. Most of the time this kind of site would be found in an area that is far away from the central
city or likely to be said is a sub-urban area. This kind of site usually become a hotspot for some
teenagers or drug addict to gather themself.

Brownfield land not only poses a danger to land scarcity, but it also creates hazards and
concerns to public safety and health. Hydrocarbon spills, solvents, pesticides, pollutants or
chemicals in the soil or infected groundwater, and heavy metals such as lead, asbestos, and
gasoline are typical pollutants of these artifacts. An abandoned factory, dry cleaning
establishments, petrol stations, and other structures are examples of brownfield land.

To encourage developers, the Malaysian government has implemented incentives such as


tax breaks, grants, and subsidies, with the overall goal of promoting more sustainable urban
development, reducing urban sprawl, and improving the quality of life for residents in affected
areas.

For this study case an abandoned factory located on the outskirts of a residential area
located in Highland Towers, Jalan Hill View 2, Ampang Jaya. This proposal is to propose the
land to be developed as a memorial land.

2.0 SITE BACKGROUND

The proposed site is an abandoned three-block 12 12-story high apartment which is called
Highland Towers. It is known for a tragic incident that occurred On December 11, 1993, Block
1 of the Highland Towers complex, located in Ampang Jaya, Selangor, Malaysia, experienced
a structural failure and collapsed. The collapse was attributed to a combination of factors,
including poor construction practices and heavy rainfall. The incident resulted in 48 fatalities
and the displacement of numerous residents from the remaining towers.

Following the collapse, the remaining towers were evacuated, and the entire Highland
Towers complex was subsequently abandoned. The site became a symbol of tragedy and
neglect, and various proposals were made over the years for its redevelopment.

The collapse led to legal actions and investigations to determine responsibility for the
disaster. Engineers and developers faced charges related to the construction and maintenance
of the Highland Towers. Legal proceedings sought to hold those responsible accountable for
the tragic events.
2.1 SITE DESCRIPTION

History
Highland Towers gained national and international attention due to a tragic incident that
occurred on December 11, 1993. One of the towers, Block 1, partially collapsed, resulting in
the loss of 48 lives. The collapse was attributed to a combination of factors, including poor
construction practices and heavy rainfall. After the incident, the remaining towers were
evacuated, and the entire Highland Towers complex was eventually abandoned. The site has
since been left in a state of disrepair, and various proposals have been made for its
redevelopment.

Previous Economic Activities


Before its abandonment, Highland Towers served as a residential complex. The economic
activities within the vicinity would have primarily revolved around residential living, including
businesses catering to the needs of the residents. After the tragedy, the area was largely left
deserted.
3.0 TYPE OF REDEVELOPMENT

A thoughtful compromise between giving attention to the site's history and ensuring its
viability as an economic business is needed to turn the abandoned Highland Towers into a
commercial memorial landscape. Start by gathering market data in order to find possible
business ventures that complement the goals of the memorial. This might entail a variety of
things that serve guests in an environment that is pleasant.

However, think of adding engaging and revolutionary experiences that attract visitors. This
could include interactive exhibitions that offer a deeper knowledge of the historical events,
guided tours, or virtual reality installations. The commercial memorial landscape may draw a
wide range of customers by providing distinctive and captivating experiences, which will support
its long-term viability.

Also, establishing strategic cooperation with organisations and businesses can be essential
to the redevelopment's financial success. Work together with neighbourhood companies,
museums, or educational establishments to establish cooperative relationships that will benefit
the monument and its business endeavors. Through cooperative efforts, these alliances can
increase tourist satisfaction while producing income.

Then, putting into practice a well-thought-out marketing plan is essential to drawing in both
visitors and residents. Make use of social media, internet platforms, and promotional events to
draw attention to and emphasize the distinctive features of the memorial landscape. The site's
commercial success can also be attributed to a well-crafted brand identity that positions it as a
must-visit location with a valuable story to tell.

Additionally, make sure that an element of the money raised goes towards keeping the
memorial landscape maintained and preserved. This dedication to sustainability supports the
long-term viability of the business endeavor in addition to maintaining the historical integrity of
the location. The redevelopment can act as a self-sustaining dedication that embraces the
future while honouring the past by integrating memorials with business.
3.1 DEVELOPMENT PROCESS

The Highland Tower Memorial development process started with the transformation of the
abandoned Highland Tower condominium into a memorial landscape, also known as a museum
site. This decision was made due to the tragic event that occurred at Highland Tower in 1993,
where a collapse resulted in the loss of lives. The next step in the development process involved
extensive research and consultations to determine the appropriate design and concept for the
memorial. This included considering the needs and wishes of the victims' families as well as
input from architectural experts and community members.

Besides that, getting the required permissions and approvals from the appropriate
authorities was the following step in the development process after the design concept was
established. In order to make sure that the memorial's design complied with cultural historical,
architectural, and urban development criteria, this involved close collaboration with the city
preservation agency.

The process also involved extensive public engagement and consultation to garner support
for the transformation of Highland Tower into a memorial. Throughout this process, the
committee and community members involved in the development of the Highland Tower
Memorial emphasized the importance of preserving the collective memory and history of the
city and its civilization. The construction and renovation phase of the Highland Tower Memorial
involved careful restoration of the existing structure while integrating elements of
memorialization. This included the creation of dedicated spaces for reflection and
remembrance, as well as the incorporation of exhibits and artifacts to educate visitors about the
tragedy and its impact. The final stage of the development process for the Highland Tower
Memorial was the official unveiling and opening to the public.

The families of the victim, local authorities, and government representatives attended the
heart-breaking ceremony that marked the opening of the memorial and museum. The Highland
Tower Memorial's completion represented a critical turning point in remembering the victims of
the disaster and increasing public awareness of the importance of responsible hillside
development in preventing future incidents. The Highland Tower Memorial was the subject of
in-depth study, discussions, and design concerns during its development. It aimed to guarantee
that the memorial would add to conversations about urban growth and safety in addition to
acting as a memory of the sad incident.
In addition, Ampang Municipal Council (MPAJ) conducted an examination of the causes of
the collapse, which guided the design of the Highland Tower Memorial. It aimed to include
components that would encourage communication and contemplation about the wider issues
of urban growth and heritage preservation, as well as features that would produce a significant
and memorable visitor experience. The local historical agency's historic preservation,
architectural, and urban development investigations led to the garden village's designation as
a protected urban landscape, which inspired the building of the Highland Tower Memorial.

Last but not least, for aim to create a memorial landscape design at an abandoned space
need to consider the nature of the site such as:

(1) Establishing a memorial or structural imprint on the collapsed building. The building may
cause memories of the disaster by operating as an indication or centre for the
neighbourhood.

(2) Reclaiming the derelict remaining building as a nodes for the area. The focal of the
development should be transforming the derelict building into a usable space with
consideration of a proper guidelines to maintain the mystical ambiance of the space.

(3) Establishing a forest route to access the stunning highland view at the hilltop area.

(4) Incorporate proper drainage strategies to prevent additional landslides during periods
of heavy rain and to take into account the site's sensitive slope condition.

(5) Designing a memorial park with recreational facilities. Providing facilities that can form
different activities that can enliven the area.

(6) Creating alternative access to the site. The importance of a different access is to
segregate the outsider visitors from the private residential community.

(7) Preservation and protection of ecologically areas of risk. Since the hill's subsurface
structure is unstable, only minimum development should be done there.
3.2 PROCESS OF DEVELOPMENT APPROVAL

The One Stop Centre (OSC) enables the development approval process, which has a
systematic flow to expedite and streamline the approval procedure for different projects. First
of all, applicants provide the OSC with thorough project paperwork, such as plans, permits, and
environmental impact analyses. To make sure all necessary documents are filed and adhere to
requirements, OSC performs a preliminary evaluation. Applications that are not complete may
be returned for more details.

Other than that, to assess the project's viability, environmental impact, and compliance with
building and zoning standards, the OSC consults with pertinent technical specialists. Besides,
to obtain feedback and handle issues pertaining to utilities, infrastructure, and other interrelated
areas, coordination with different government agencies is conducted.

This is because, an OSC committee conducts a comprehensive review of the proposal,

evaluation. Throughout this phase, some requirements might be included, like environmental
mitigation strategies or changes to the project's design to address particular issues.

Also, the OSC gives the applicant the go-ahead to move forward with the development after
ensuring that all requirements are satisfied. However, following approval, the OSC keeps a
check on the project's development to make sure that the rules and guidelines established
during the approval procedure are being followed.

3.3 CONSIDERATION FOR THE REFURBISHMENT

Highland Towers needs to take a planned approach before starting the restoration work,
taking into consideration both structural and community aspects. First is the structural
examination, which examines the existing towers' strength through an entire technical
assessment. Determine which areas need to be reinforced, repaired, or completely rebuilt in
order to guarantee durability and safety.

The second is the protection of historical components. It indicates that important historical
features of the towers that are remembered by the community should be preserved. To
preserve the historical context of the site, this can entail including particular elements in the
design of the refurbishment. Next, interact with the neighbourhood to learn about its feelings
and worries. Encourage a sense of ownership and connection to the renovated place by
incorporating their thoughts into the renovation plans.

Other than that, safety regulations must follow strict construction laws and safety standards
during the renovation process. Put precautions in place to lessen any risks connected to the
original structures. Then, encourage environmental responsibility by incorporating eco-friendly
and sustainable design principles into the renovation. This could incorporate eco-friendly
materials, green areas, and energy-efficient technologies.

Moreover, to be considered for the refurbishment project, it is important to investigate the


possibilities for renovation to give the towers a new use while preserving their historical
relevance. This can include turning the area into a community centre, museum, or memorial.
This is because those with limitations can access the renovated site. Put worldwide design
concepts into practice to create a space that is welcoming to everyone.

While considering seriously the site's emotional and cultural significance during the
renovation, think about adding memorial components that honor Highland Towers' past.

Not to mention, create public areas and surrounding landscapes that go well with the
renovated structures. To improve the site's overall experience, designate spaces for gatherings
of the community, memorialization, and contemplation. Implement educational components into
the renovated area to educate visitors about Highland Towers' past, the tragedy that took place,
and the value of remembering.
4.0 SPECIALIZATION ACTIVITIES

The refurbishment project, transforming the building into a memorial landscape, aims for
financial sustainability. Revenue will be generated through visitor services, event hosting,
educational programs, memberships, and partnerships, ensuring the memorial's profitability
while preserving historical and cultural significance.

Generating income through visitor services in a memorial landscape involves a multifaceted


approach aimed at enhancing the visitor experience while contributing to financial sustainability.
Admission fees form a fundamental revenue source, with structured pricing for different visitor
categories. The implementation of entry fees is a fundamental and indispensable means of
generating income for a memorial landscape. This involves putting in place a structured price
system that provides for different visitor classifications, guaranteeing a fair and comprehensive
admission cost structure. These groups will have different prices for adults, senior citizens,
residents, students, and kids, among other variances. This tiered pricing system considers
factors like visitor demographics and differing financial capacities. Seniors and students will be
eligible for reduced prices, while children and residents are admitted for free. In addition to
offering financial flexibility to various community sectors, tiered pricing maximizes accessibility
and invites a wide variety of people to interact with the memorial. Entry to the memorial
landscape is RM5 for adults, RM3 for students and seniors, RM2 for residents, and free for
children under 12. Enjoy discounted family packages, group rates, season passes, and free
entry on the first Sunday of each month. Purchase tickets online or at the entrance via cash,
card, or mobile wallet.

Moreover, Memorial landscapes can generate income through parking fees in several ways.
Firstly, direct revenue is collected from fees paid by visitors. This encourages them to spend
more time on-site, potentially boosting sales at gift shops and concessions. Furthermore,
parking fees can be reinvested back into infrastructure, enhancing the visitor experience, and
attracting more patrons. Partnerships with local businesses can also be formed, offering
discounts to those who park at the memorial landscape. Finally, donations from visitors can
provide additional revenue to support the memorial's mission. While potential drawbacks exist,
such as discouraging visits from budget-conscious individuals or creating a commercialized
atmosphere, the benefits of generating income through parking fees can be significant for
memorial landscapes. The parking fee will be waived for the first 15 minutes. The first hour will
cost 2 ringgit, and 2 hours and beyond will cost 3 ringgit. The maximum daily charge is 30
ringgit.
This remarkable refurbishment project isn't just about bricks and mortar; it's about building
a secure future for the beloved memorial landscape. By implementing a diverse set of financial
strategies, we aim to make this cherished space self-sufficient, ensuring its doors stay open for
generations to come. The cornerstone of this plan lies in visitor services. We want to create a
welcoming environment where people can learn, connect, and find solace. This means offering
tiered entry fees, making the experience accessible to everyone, from families and students to
seniors and residents. Additionally, parking fees will contribute to the financial stability, allowing
us to reinvest in making the park even more attractive and enjoyable for all. But it's not just
about fees. We're committed to offering a variety of engaging visitor-focused initiatives. Think
educational programs, captivating events, and meaningful partnerships – all designed to enrich
your experience and deepen your connection to the memorial's history and significance. By
taking these proactive steps, we're not just securing the future of the memorial landscape; we're
ensuring it continues to serve as a vibrant hub for learning, reflection, and community. This is
a place where stories are shared, memories are preserved, and the past continues to inspire
the future.
4.1 INSPIRATION

Inspired by the successful revitalization of the Auberle Education Centre, this proposal
envisions the Highland Towers not as a symbol of tragedy, but as a beacon of hope and
renewal. Just as the abandoned school was transformed into a thriving apartment complex, so
too can the Highland Towers be reborn, not as a forgotten relic, but as a vibrant memorial
landscape that honors the past while embracing the future.

While memorial parks are traditionally associated with solemn reflection, this vision
reimagines them as dynamic spaces that foster community connection and well-being. By
incorporating features like multi-functional gardens, playgrounds, and even art installations, the
Highland Towers can be transformed into a space where families and friends can gather,
children can play, and individuals can find solace and inspiration. Interactive elements like
digital memorials and storytelling initiatives will allow visitors to connect with the site's history in
meaningful ways, while educational programs will provide historical context and promote
awareness of the tragedy.

But the Highland Towers should be more than just a memorial. By incorporating co-working
spaces, cafes, and even amphitheaters for community events, the site can become a bustling
hub for residents and professionals alike. This approach not only promotes economic growth
and social interaction, but also allows the Highland Towers to serve as a living testament to the
resilience and spirit of the community it represents.

Furthermore, incorporating sustainable practices like green infrastructure and rainwater


harvesting will ensure the park's long-term viability while showcasing a commitment to
environmental responsibility. Accessibility will also be paramount, with design elements that
cater to visitors of all ages and abilities.

Drawing inspiration from successful case studies like the 9/11 Memorial & Museum and the
International Rose Test Garden, the Highland Towers can become a powerful symbol of
remembrance and hope. By embracing these ideas and adapting them to the specific context
of the site, we can create a space that is both respectful and engaging, offering a place for
healing, community, and lasting remembrance.

This vision for the Highland Towers is not simply about preservation, but about
transformation. It is about taking a tragic past and forging a brighter future, honoring the
memories of those lost while creating a vibrant space for generations to come.
5.0 PLANNING PROVISION

In accordance with the guidelines provided in the Identification Planning Guidelines for
Redevelopment of Brownfield Areas, under the section ‘Cabutan Garis Panduan Meroboh
Bangunan, Majlis Bandaraya Petaling Jaya (KM)’ specifically addressing the issue, particular
development or improvement activities require Planning Permission from local authorities
before doing development work.

This guideline specifies that any construction or demolition work on the site require
obtaining Planning Permission from the local authorities in the context of the intended
conversion of the residential into a commercial land. This suggests that a change in the type
of land requires clearance before performing construction works. The Responsible Party must
obtain written permission from the party.

According to website Planning Land Use Information System , the subject property Is
categorized as a development land. This mean that the land can’t be use to develop our project
memorial landscape before change the use of land. As a result, need to be convert of land
use, as the property’s existing classification not allows for the implementation for commercial
activities such as memorial landscape and requiring additional approvals or to changes to the
land use designation. This streamlines the process and ensures compliance with the
guidelines and regulations set forth by the Local Authorities.

5.1 GOVERNMENT INCENTIVES AND INITIATIVES

In the ever-evolving landscape of Malaysian commercial development, the government


plays a pivotal role in fostering a conducive environment for growth and sustainability.
Recognizing processes of commercial land in driving economic activity and job creation, the
government has implemented a comprehensive package of incentives and initiatives designed
to attract investment, streamline processes, and promote development in line with the ‘Garis
Panduan Pembangunan (GP)’. This essay delves into these specific incentives and initiatives,
analyzing their impact on fostering a thriving commercial sector while addressing remaining
challenges and future opportunities.

One of the cornerstones of the government's incentive program is the Pioneer Status. This
program offers a significant income tax exemption for a period of 5 to 10 years to companies
engaged in promoted activities related to commercial development. This exemption
significantly reduces the financial burden on developers, particularly during the crucial initial
stages of a project, making commercial land development more financially attractive and
incentivizing investment. For instance, the development of a high-rise office complex in Kuala
Lumpur could qualify for Pioneer Status, potentially saving the developers millions of ringgits
in taxes over the first five years of operation.
Beyond tax breaks, the government offers crucial financial assistance to developers
through various agencies like the Malaysian Industrial Development Authority (MIDA) and the
Ministry of International Trade and Industry (MITI). These agencies provide soft loans with
lower interest rates and flexible repayment terms compared to conventional bank loans. This
financial assistance reduces the risk associated with development projects and allows
developers to access capital more readily. Additionally, the government offers grants for
specific purposes such as feasibility studies, environmental impact assessments, and
infrastructure development. For example, a developer planning a mixed-use development in
Penang could receive a grant from MIDA to conduct a comprehensive environmental impact
assessment, ensuring compliance with environmental regulations and mitigating potential
risks.

Recognizing the difficulty developers often face in acquiring land for their projects, the
government provides valuable assistance in this crucial area. This assistance can range from
facilitating negotiations with landowners to offering compensation and navigating complex
legal procedures. By removing this significant hurdle, the government encourages developers

government provides essential infrastructure support, including roads, water supply, and

has implemented several initiatives to streamline the development process. Notably, the One

procedures. This significantly reduces the time and administrative costs associated with
project approvals, allowing developers to focus on construction and launch their projects faster.
Additionally, the Electronic Planning and Development Management System (ePDMS) allows
for online application submissions and real-time tracking of progress, further enhancing
transparency and efficiency.
The comprehensive nature of the government's incentive program has had a significant
impact on the development of commercial land in Malaysia. By attracting substantial foreign

7.0 FACILITIES AND AMENITIES

Highland Tower Park presents a memorial landscape where the abandoned area of Highland
Tower has reclaimed and redeveloped along with an open green space allowed a whole
community in every age and culture structure to spend their time. The project’s goals are to restore
the area’s historical significance, bring life to the deserted area, and suggest green areas. It is
also to establish a green infrastructure to make a suitable environment for tourists’ attractions.
The Highland Tower Park, in fact, does not have any interior facilities and amenities where all of
the services accommodations are placed at the outside along with the memorial landscape and
recreational park. . The devotion of Highland Tower Park to offering a variety of excellent facilities
and amenities in open-air to ensures visitor satisfaction and improves their overall experience.

7.1 EXTERIOR

Highland Tower Park has proposed a facilities and amenities that maximize the visitor’s needs
and follow the guidelines that have been given from Jabatan Perancangan Bandar Dan Desa
Negeri Selangor. The types of facilities and amenities that provided consists of are such:

• Lake
• Toilet
• Prayer hall
• Buildings of Highland Towers
• Walking trails

Car parking spaces

The car parking spaces provided for a public visitor and fulfilled the need of the Guidelines
of Selangor where a parking fee are required for the visitors to use the parking space. The
parking spaces is known as perpendicular parking, also known as bay parking, where cars
are parked side by side to minimize the use of space and maximize the number of visitors.
This kind of parking is frequently utilized in parking lots and parking structures because it can
accommodate more cars than a parallel parking can when a wider space is provided. The Highland
Tower Park also provides a parking space that reserved as disabled-accessible parking
(OKU), for individuals with disabilities. This also fit in the Guidelines of Selangor.

Multi-purpose open field and lake

Highland Tower Park serves a multi-purpose field where the term refers to a sizable area
of property that has not assigned a defined use or function. Additionally, it is a flexible area
that may be used for a range of events and purposes. Recreational uses for this kind of field
include sports, picnics, and outdoor gatherings. A multi-purpose open filed can also be used
as a venue for fairs, festivals, and other community events. A multi-purpose open field’s
adaptability enables it to meet a variety of requirements and host a broad range of activities.

Highland Tower Park also serves as a human-made lake where it is a major factor in
drawing visitors and improving the parks’ attraction. Human-made lakes frequently gain
popularity as vacation sports. It is crucial to remember that although lakes created by humans
have many advantages, there may also be environmental effects and issues that need to be
controlled. Building dams and reservoirs may affect nearby ecosystems, change natural water
flows, and result in the loss of habitat. To reduce these possible negative impacts and
guarantee the sustainable use of water resources, responsible planning and management are
also essential.

Toilet and prayer hall

A toilet is a piece of sanitary equipment used to collect human waste, urine, and occasionally
toilet paper, which is then normally disposed of. These facilities guarantee a hygienic and
comfortable experience for all users and are furnished with all the amenities that are required.
Moreover, Highland Tower Park has accessible restrooms for those with disabilities.

Prayer hall is also provided for Muslims to perform their prayer. It is also to follow the
guidelines given by Selangor. This facility to ease both women and men Muslims.

Buildings of Highland Tower and walking trails

The building of Highland Tower is our main attraction where it is redeveloped and became a
memorial park. It is gated and mainly only for a tourist attraction and for photography purposes
only.

The whole landscape, including the recreational parks, is provided with walking trails. This is
to ensure that the visitors are more organized and do not get lost from the trails. These walking
trails are also built from non-bumpy materials to satisfy the people with disabilities.

Comprehensive investigations must be undertaken before the start of the project to


analyse various crucial elements. These studies attempt to acquire reliable information
regarding the feasibility and long-term viability of the development, ensuring that the project is

SITE ASSESSMENT DATA

This comprises information regarding the site's size, location, prior land use, pollution
levels, and environmental conditions. Understanding the breadth and objectives of the
rehabilitation process requires data on nuisance noise, air pollution, smoke, odours and
possible risks. The previous land use of the proposed site was used as an residential site. The
Highland Tower was erected to house as an condominium complex consisting of three 12-
storey buildings or “blocks”. The Highland Towers was built in phases between 1974 and 1982.
It was constructed at the western base of a steeply sloped hill, terraced extensively in the early
1980s. Block 1 was the southernmost building, Block 2 was built north-northwest of Block 1,
and Block 3 was built west of Block 2. The towers were home to affluent middle-class families;
a sizeable percentage of the residents were expatriates. Due to its prior usage is residential
house as an condominium complex, it can be concluded that the current state of the land and
building itself is safe. However, a proper inspection by the Department of Environment under
the Ministry of Environment is suggested.
8.1 GENERAL OVERVIEW OF MALAYSIAN ECONOMICS

8.2 DATA DEMOGRAPHICS

in a society or other population in order to understand them, make policy recommendations,
and forecast where a society or group is headed in the future. Demographic data can take
various forms, but it most commonly depicts the distribution of demographic characteristics
such as age, sex/gender, marital status, household structure, income, wealth, education,
religion, and so on - and how they are changing over time. Birth and death rates are also used
to determine whether or not a population is expanding, and how this may effect factors such
as economic growth, employment, government programmes such as social security, and so
on.

8.2.1 HOUSEHOLD INCOME

The Household Income Estimates and Incidence of Poverty Report, Malaysia, 2020
contains the findings of the COVID-19 impact study on household income in Malaysia for the
year 2020. This report also includes the estimation of the incidence of poverty in Malaysia in
the same year.

The analysis was carried out based on data from the Household Income and Basic
Amenities Survey (HIS/BA) 2019 taking into account several indicators related to household
income including average salary and wages, employment structure, economic performance
by sector, household demography as well as the value of assistance provided by the
government throughout the year 2020. This report presents selected statistics related to
income distribution, household structure, and incidence of poverty in Malaysia for 2020. The
impact of the pandemic can be assessed further through the Household Income and Basic
Amenities (HIS/BA) Survey which will be conducted in 2022.

In Selangor based on the data itself, the total population in the year 2020 is 1.04 million.
For the age group, the number of working people is 68.3%. For the children and elderly is
31.7%. The household income for Selangor in the year 2020 is RM10,827.

8.2.2 INCOME LEVEL

Malaysia's mean income in 2019 was RM7,901, while the median income was RM5,873.
In terms of growth, median income in Malaysia increased by 3.9% per year in 2019, compared
to 6.6% in 2016. Furthermore, average earnings rose at 4.2% in 2019.

In terms of mean income, the Federal states registered mean income higher than national
average, RM7,901. Furthermore, Selangor and Johor also recorded mean income higher than

8.2.3 POPULATION

Population is the total number of individuals in a specific area. It includes factors like
population size, growth rate, age distribution, sex ratio, migration patterns, and urbanization.
These factors provide insights into resource allocation, socio-economic challenges, and
planning for infrastructure and services. Understanding population dynamics helps
policymakers and planners make informed decisions for sustainable development and
meeting the needs of communities.

8.2.3.1 POPULATION SIZE AND ANNUAL POPULATION GROWTH RATE

Malaysia's population in 2021 is estimated at 32.7 million as compared to 32.6 million in


2020 with an annual growth rate of 0.2 per cent. The declined in the percentage of population
growth rate was due to the lower number of Non-citizens from 3.0 million (2020) to 2.7 million
(2021).

This was in line with the closure of national borders and the return of foreigners to their
respective countries during the Movement Control Order (MCO) following the spread of the
COVID-19 pandemic worldwide. The growth rate of Citizens remained stable at 1.0 per cent
with population increased from 29.7 million in 2020 to 30.0 million in 2021.

However, according to the Department of Statistics, the population of Selangor in 2021 is
projected to be approximately 7.0 million with growth rate 0.3 percent. The population
estimation provides valuable information about the size and dynamics of the city's population.

services. By analysing population growth, policymakers and planners can make informed

8.2.3.2 POPULATION BY SEX

In 2021, the male population outnumbered the female with 16.8 million and 15.9 million
respectively. The sex ratio is 106 males for every 100 females. For the period 2020-2021, the
sex ratio for Citizens and Non-citizens remained at 102 and 156 males per 100 females
respectively.

In Selangor, the estimated population breakdown by sex indicates that there are
approximately 3,710,755 males, accounting for approximately 53% of the total population. On
the other hand, the female population stands at approximately 3,283,668 making up around
47% of the total population.

8.2.3.3 AGE STRUCTURE

The percentage of the population aged 0-14 years (considered as the young age group)
dropped from 23.3 percent in 2020 to 23.0 percent in 2021. Similarly, the percentage of the
population aged 15-64 years (considered to be the working age group) also experienced a
slight decrease from 69.7 percent in 2020 to 69.6 percent in 2021. This decreased can be
ascribed to a decrease in the non-citizen population, which primarily consisting of foreign
workers.

However, the percentage of the population aged 65 and over (considered as the old age
group) increased from 7.0% to 7.4% during the same time period. This indicates a growing
portion of the population is reaching retirement age. Furthermore, the median age, which
represent the age that divides the population into two halves, increased from 29.3 years in
2020 to 29.6 years in 2021.

These demographic changes reflect shifts in population composition and aging trends. The
declining proportion of the young age group and the slight decrease in the working age group
may have implications for labour force dynamics and social welfare considerations.
Conversely, the increasing proportion of the older age group highlights the importance of
addressing the needs and challenges associated with an aging population.

Overall, these demographic indicators provide insights into the changing age structure and
median age of the population, serving as important factors for social and economic planning
and policy development.

8.3 EMPLOYMENT RATE

As of March 2023, the number of employed persons has seen an increase of 2.9%
compared to the previous year, reaching approximately 16.22 million individuals. On the other
hand, the unemployment rate in Malaysia stands at 3.5%, which translates to approximately
588,700 individuals.

When examining the employment status of the employed population, it is observed that
3.5% are employers, 3.0% are unpaid family workers, 17.9% are own-account workers, and
the majority, accounting for 75.6%, are employees.

Within the unemployed population, 80.3% are actively seeking employment, while 19.7%
are considered inactively unemployed. However, there has been a slight decrease in the
number of unemployed individuals, declining from 591,900 to 588,700. This can be attributed
to the ongoing recovery of the economy in 2023, leading to the creation of various job
opportunities by employers.

By pursuing the proposed project, Highland Tower could create more job opportunities in
terms of reconstruction, cleaners, and supply employers proper offices. The job opportunities
can be expected to supply 140 individuals contributing to the employment rate growth in Ulu
Klang alone.

9.0 CONCLUSION

This redevelopment of brownfield land is such a huge work to be done. Considering it is an


abandoned land that used to be a resident area and now redevelop it into a public memorial land
that reflect the story of the site.

A primary objective for this redevelopment s to regenerate and reinstall the value of the site
that loss its value due to certain issue which used to cause a chaos among the locality surround
the site. And best believe it also gave a huge impact to the whole country. Due to the issue, the
value of the site really got affected in a negative way.

Furthermore, this such a redevelopment really helps to rebuild the economic system among
the locality of the sites. Exposing the site to the public attraction and public visits really build the
growth of the economy among its. In addition, this redevelopment really open up a huge economy
opportunity not to mention the job opportunity that will be exist during and after this brownfield
redevelopment. This turns, leads to increased economic activities and heightened trade with local
businesses.

To summarise, brownfield rehabilitation provides numerous economic, environmental, and


social benefits. It helps promote sustainable urban development, improves residents' quality of
life, and encourages responsible land use by changing contaminated places into safe and
economically productive places. As a result, it is critical to guarantee that the land redevelopment
process is carried out properly, taking into account the environmental impact as well as the needs
of those who live there.
