METHOD STATEMENT
1. OBJECTIVE
To provide guidelines for preparing the subgrade soil level to increase its load-bearing
capacity, thereby enhancing pavement strength and performance.
2. SCOPE
This Methodology Statement will cover procedures for laying, spreading and compaction
subgrade layer.
Develop and execute project plans, including scope, schedule, and budget.
Track and manage project risks, and develop strategies to mitigate them.
Prepare and present project status reports to senior management and clients.
Liaise with clients to ensure project goals align with their expectations.

Oversee and manage the overall construction project from start to finish.

Use surveying equipment, such as total stations and GPS, to gather data.
Identify sensitive areas and habitats that may be impacted by erosion and
sedimentation from slope instability.
Regularly inspect construction sites and areas where slope protection measures
are implemented to assess compliance with erosion control plans and best
management practices.
Monitor sediment runoff, erosion, and water quality parameters to detect any signs
of pollution or environmental degradation.

5. MATERIALS
Shop Drawings (SD) shall be submitted for review and approval by the Client or its
representative before commencing work.

6. INSTALLATION
Clear the area of any debris, vegetation, or loose materials that may interfere with
the construction process.
Strip the topsoil to subsoil level with minimum depth of 300mm or as instructed by
the Engineer.
Dispose and Stockpile the topsoil separately from subsoil and other excavated
material for subsequent re-use in covering the required areas.
All underground utilities such as culverts, ditches, cross drains, and drainage
outlets should be completed before commencing subgrade preparations.
Mark the limits of fill areas by fixing batter pegs at regular interval on both sides of
the layer.
Dump the materials between the limiting lines or limits of the RROW.
Spread subgrade material using road grader to its loose thickness of 300mm and
specified grade.

The embankment top shall be cleaned off if there is any extraneous material.
Sprinkle the surface with water if found too dry.
Moisture content shall be monitored. If moisture content is less than the OMC,
water must be added before commencing the compaction and if it is too wet, it
shall be dried by iteration and exposure to the sun.
Carry out rolling from the lower edge to the upper edge with 8 to 10ton vibratory
roller until the required compaction is achieved.
Further layer shall commence after the underlying layer is tested and approved.
No FDT must be done for areas did not receive fill materials.
After final grading, verify the elevation of the subgrade level before proceeding to
the next work item.
6.3. DOCUMENTATION
Detailed records of all tests, inspections, and material certifications must be kept
properly. These records shall be made available for review by the Engineer and
any relevant authorities as required.

7.2. COMPACTION
Subgrade adjacent to but not supporting ant structural elements or areas within
1.52 meters of structure shall be 95% of ASTM D1557 MDD.
Subgrade of soils in cut and fill shall be compacted to 95 percent of ASTM D 1557
maximum density.
Submit one 23 –kilo (50-pound) composite sample taken at random three times
daily of subgrade being compacted and fill material being placed.
Test fill, backfill, and granular fill in accordance with ASTM C 136 for conformance
to ASTM C 33, ASTM D 2419
Test fill and backfill for material finer than the No. 200 sieve in accordance with
ASTM D 1140.
Test fill and backfill for liquid limit in accordance with ASTM D 4318 and for
plasticity index in accordance with ASTM D 4318.
Test fill and backfill materials for moisture density relations in accordance with
ASTM D 1557.

8. SAFETY MEASURES
Provide First Aid Facility on working site in case of minor injury treatment.
Ensure safe access to the Right Of Way (ROW) and maintain the permanent and
temporary access roads in good condition during construction.

Cover and secure all materials debris prior to its movement outside the site.
9. APPROVAL
The Client or its representative should conduct a final review and sign-off to
officially approve the completion of work.
All faulty and rejected works will be removed, replaced or otherwise corrected by
the Contractors, as directed by the Client or its representative, and at the sole cost
of Contractor.
