 ENROLLMENT GUIDELINES
What is the enrollment period for SY 2022-
2023?
The enrollment period will run from July 25 to
August 22, 2022.
What are the ways to enroll a learner for
this school year?
Enrollment for SY 2022-2023 will be primarily
administered through the following:
• In-person enrollment - This is done in the schools
where parents and/or learners can physically
process the enrollment while observing
minimum health and safety standards (i.e.,
wearing of face mask, temperature checks upon
entry, availability of alcohols, and physical
distance).
• Remote enrollment – This is facilitated by filling
out the digital forms and sending them to the
official email address of the school or to any of
the available messaging platforms provided by
the school.
• Enrollment through dropbox forms - Parents/legal
guardians or the learners may fill out the forms
in their homes and physically submit it through
dropboxes in the schools where the learners
are to be enrolled. Schools may also establish
a dropbox in front of the school, in every
barangay hall, or in any other visible location
where parents and legal guardians can get the
printed copy and submit the Enhanced Basic
Education Enrollment Form (BEEF).
What are the official enrollment forms
to be used for SY 2022-2023?
• Enhanced Basic Education Enrollment Forms (BEEF) –

which will be used to register learners for the
school year. This form is not subject to any
modification since it is the national standard
form.
• Modified ALS Form 2 (ALS Enrollment Form) – a basic
information sheet of individuals who signified
interest to enroll in ALS Program.
How can I get a copy of the Enhanced BEEF?
The Enhanced BEEF, which can be filled out by
learners, parents and legal, will be made available
by schools in both digital and print format. The
digital format can be downloaded from the websites
of the DepEd Central Office (CO), Regional
Offices (ROs), Schools Division Offices (SDOs)
and Schools, and also in the Learner Information
System (LIS) Support page. Meanwhile, the printed
Enhanced BEEF can be obtained from the school
upon enrollment or in the venues designated for
dropbox enrollment.
What is the process of in-person enrollment?
For incoming Kindergarten, Grade 7, and Grade
11 learners, the parents or legal guardians should
communicate/reaffirm their intent to enroll their
children to the school of their choice by enrolling
in-person and submitting the Enhanced BEEF.
Learners can also enroll on their own provided that
their Enhanced BEEF are signed by their parents or
legal guardians.
For learners in Grades 1 to 6, Grades 8 to 10, and
Grade 12, they should have their existing accounts
in the LIS and have Learner Reference Numbers
(LRN). They will need to update their information
by filling out the Enhanced BEEF.
What is the process for remote enrollment?
Parents, legal guardians or learners can download the
digital copy of the Enhanced BEEF in the websites
of DepEd CO, ROs, SDOs and schools, and also in
the LIS Support page. Filled-out digital copy of the
BEEF should be sent to the official email address
of the school which will be provided by the school
authorities or through available messaging platforms
of the school.
How will the dropbox enrollment be
implemented?
In dropbox enrollment, parents/legal guardians or
the learners can fill out the forms in their homes and
physically submit it in the dropboxes installed in the
schools. The printed copy of the Enhanced BEEF
is available in the venues designated for dropbox
enrollment. These are also where the accomplished
forms are submitted.
What is the enrollment process for ALS?
ALS enrollees will also have to communicate their
intent to enroll via physical and/or remote enrollment
platforms established by schools and barangays with
community learning centers (CLCs). The Modified
ALS Form 2 (Annex 2), which have to be filled out
by learners who are interested to enroll in the ALS
program, are also available in digital and printed
format.
To whom will the Enhanced BEEFs be
submitted?
The School Enrollment Focal Person (SEFP), the
personnel who will oversee the overall conduct of
enrollment in the school, will be the one to receive
all submitted Enhanced BEEFs. For schools with
higher capacity to accept enrollees, a Grade Level
Enrollment Chair (GLEC) will be designated for
the smooth implementation of enrollment in their
respective grade levels.
SEFP will turn over the Enhanced BEEFs to GLEC
who will then distribute them to the prospective
advisers. Prospective advisers will be the ones to
encode the Enhanced BEEF in the LIS Beginning of
School Year (BOSY) Facility and register the date of
first attendance (DOFA) of the learner.
For ALS, who should receive the enrollment
forms?
School heads will designate an ALS Enrollment
Focal Person (AEFP) particularly in schools hosting
a school-based ALS class. The designated AEFP will
receive all accomplished ALS enrollment forms and
coordinate with the Division ALS Focal Person in the
processing of these forms.
Where can I get information on enrollment
procedures?
DepEd will disseminate the information on the
enrollment procedures to the public through print,
social media, radio, and television. There are also
enrollment hotlines in ROs and SDOs which are still
maintained to assist in enrollment and in responding
to queries regarding enrollment procedures. Schools
will publish their contact numbers and/or those of
the designated teachers for the queries.
What are the documentary requirements to
submit when enrolling?
The learner, parent or guardian needs to submit the
following documents at the designated enrollment
kiosk/booth:
1. Accomplished Enhanced BEEF; and
2. The eligibility and documentary requirements
enumerated in DepEd Order No. 03, s. 2018
(Basic Education Enrollment Policy), if already
available in the possession of the parents:
a. Philippine Statistics Authority (PSA) Birth Certificate
or barangay certification containing the basic
information of the child such as: Name of the
child (first name, middle name, last name); Name
of parents; Date of birth; and Sex
b. Learner School Form 9 (Form 138) if the learner is
enrolling for Grades 1-12.

 Note that if these documents are not available upon
enrollment, parents are given until October of this
year to comply. However, it is recommended to
comply early to address issues, if any.)
What is the age requirement for kindergarten?
Age qualification for kindergarten learners in public
schools should be five (5) years old by June 1 of
every school year. However, the school may consider
learners entering Kindergarten who will turn five
(5) years old by the end of August on the condition
that the Philippine Early Childhood Development
(ECD) Checklist must be administered to the learner
to ensure that the learner is capable of meeting the
expectations of the grade level.
For school years commencing their school year
beyond June, the requirement that Kindergarten
learners should be five (5) years old by June 1 and
the extension period ending on August 31 shall be
adjusted. For schools commencing their school year
in July, Kindergarten learners should be five (5) years
old by July 1 and the extension period shall be until
September 30. For schools commencing their school
year in August, Kindergarten learner should be five
(5) years old by August 1 and the extension period
shall be until October 31.
When will the school accept birth certificate
issued by the National Statistics Office (NSO)?
The school may accept certificate issued by the
National Statistics Office when these were issued
before December 29, 2013.
By virtue of Republic Act 10625, the NSO, the BAS
of the Department of Agriculture, the BLES of
the DOLE and the NSCB was abolished and their
appropriations, records, properties and personnel
was transferred to the PSA after the implanting rules
and regulations of Republic Act 10625 took effect in
December 29, 2013. As such all certificates issued by
the NSO before December 29, 2013 remains valid.

When is the deadline for the submission of
the enrollment documents?
The deadline for the submission of documentary
requirements under Section V-A of DO No. 03, s.
2018 will be on October 31, 2022 for both public and
private schools.
Who has the responsibility to transmit the
learner’s school record?
Only schools and their personnel can transmit
learners’ records, whether internally (e.g. between
a learner’s previous and incoming class advisers) or
externally (i.e., between schools). As such, schools
will not compel learners and their parents/legal
guardians to take responsibility for transmission of
school records.
Is the transmittal of electronic format/
scanned copy of credential document for
specific grade levels allowed?
For Grade 6 graduates and Grade 10 completers who
already enrolled in Grade 7 and Grade 11, respectively,
transmission of the scanned copy of Form 137/SF10,
together with other supporting or attached document
to the receiving school is an option. The request
should be made thru LIS portal – Tracking/Transfer
facility, as instructed in Deped Order 54, s.2016
(Guidelines on the Request and Transfer of Learner’s
School Records). The school official email (schoolid@
deped.gov.ph) will be used in the sending/receiving
of the records by both schools.
The option to transmit the scanned credentials/
documents through the official email, instead of
sending the hard copies of the documents, is also
applicable for kindergarten completers who opted
to transfer and enroll to Grade 1 in another school.
ALS Teachers may also use this option in sending
electronic/scanned copies of Portfolio Assessment
Passer Certificate for Elementary and Junior HS
completers who enrolled in Grade 7 and Grade 11,
respectively.
Can a learner with unsettled financial
obligation in private school enroll in another
public/private school?
For learners who moved/transferred out from
private schools but still have outstanding financial
obligations, the receiving public school is instructed
to accommodate the learner and assist the parent
in the execution of an affidavit of undertaking, as
stipulated in DO No. 03, s. 2018.
The originating private school, within thirty (30)
calendar days upon receipt of electronic notification
of transfer through LIS Portal – Tracking/Transfer
Facility, is requested to review the validity of the
request and take required action by confirming the
transfer request and clicking the unsettled account
check box to tag/mark in the system that the learner
is just Temporarily Enrolled in the current school,
consistent with Section V-C of DO No. 03, s. 2018
which states that such learners “shall be required to
submit an Affidavit of Undertaking, signed by parent/
guardian in order to be temporarily enrolled”.
What is the effect if the learner was not able
to submit School Form 9 (Form 138)
The learner retain the status of TEMPORARILY ENROLLED;
the learner CANNOT BE OFFICIALLY PROMOTED
to a higher grade level, and the learner will not be
recognized should he/she attain the qualifying average
and other criteria for academic honors, and the
receiving school SHALL NOT RELEASE OFFICIAL
DOCUMENTS such as the SF9, SF10, Certificate of
Completion, Diploma. (DO 03 s.2018)
How is the progress of the learners
monitored in the meantime that the learner
is temporarily enrolled?
For temporary enrolled learners, the receiving
school shall issue a Temporary Progress Report
Card signed by the Class Adviser for the parents/
guardians to monitor the progress of his/her child.
This form is INADMISSIBLE FOR TRANSFER AND
ENROLLMENT PURPOSES and is only issued for
progress monitoring. (DO 03 s.2018)
What grade level should a transferee from
abroad be placed in?
It will no longer be necessary for learners coming
from abroad to be referred to DepEd for evaluation
of grade placements. According DECS Order No. 26,
s. 1994, schools, whether public or private, “shall have
the discretion to determine the appropriate elementary
grade in which to place the transferee.” The issuance
further states that “in general, except as otherwise
indicated, the appropriate grade level should be
the next curriculum year following that completed
abroad by the applicant.”
The schools shall also consider the following
guidelines regarding placement in the secondary
level:
1. Those who have completed the Sixth or Seventh
Grade abroad are eligible for admission to the
First Year of High School; however, graduates of a
five-year elementary curriculum are eligible only
for admission to Grade VI.
2. Those who have completed the Eighth Grade
abroad are eligible for admission to the Second
Year of High School, but shall take Filipino I
and Social Studies I (Philippine History and
Government).
3. Those who have completed the Ninth Grade
abroad are eligible for the Third Year of High
School, but shall take Filipino I and Social Studies
I and then take Filipino II in the Fourth Year of
High School.
4. Those who have completed the Tenth Grade
abroad are eligible for the Fourth Year of High
School, but shall take Filipino I and Social Studies
I. They need not take Filipino II, III or IV in order
to graduate.
5. Those who have completed the Eleventh or Twelfth
grades abroad may be eligible for admission to
the tertiary level, depending on the course they
will pursue.

 LEARNER REFERENCE NUMBER
What is LRN?
The Learner Reference Number (LRN) is a permanent
twelve (12)-digit number which the pupil, student
or learner shall keep while completing the basic
education program, regardless of transfer to another
school or learning center in the public or private
sector, and promotion or moving up to the secondary
level. (DO 22 s.2012)
Can a learner have two LRNs?
No, a learner cannot have two LRNs. The LRN given
to a learner shall remain the same regardless of
transfer to another school or learning center in the
public or private sector and promotion or moving
up to the secondary level. Every learner in the basic
education system shall be issued only one unique and
permanent LRN that he/she shall use throughout the
entire basic education program. (DO 3 s.2018)
In case two LRNs were issued to one learner,
what should be done?
The school head (SHs), district ALS coordinators,
and mobile teachers shall request the deactivation
of the LRN due to multiple issuance of LRN to an
individual or any other reason. (DO 22 s.2012)

Can private schools issue their own LRN to
their learners?
No. The Database Management Unit-Office of the
Planning Service of the DepEd Central Office shall
be responsible for the issuance of the LRN to pupils,
students and learners. (DO 22 s.2012)
Are there fees to be paid when applying and/
or securing LRN?
None as it is the policy of the State to make education
accessible to all by providing all Filipino children a
free and compulsory education in the elementary
level and free education in the high school level.
(Section 2 of Republic Act 9155)
What if the learner has no existing profile in
the LIS during enrollment?
Learners with no existing profile in the Learner
Information System (LIS) shall fill out the Basic
Education Enrollment Form and submit their Birth
Certificate from PSA or the local civil registrar or
barangay certification to the person in charge of
registration. (DO 3 s.2018)
 NO COLLECTION POLICY
Is sale of tickets in schools and/or collection
of contributions in any form from learners
allowed?
Generally, no. The sale of tickets and/or the collection
of contributions in any form whatsoever, by any
person for any project or purpose, whether voluntary
or otherwise from school children, students and
teachers of public school is prohibited. (Section 1 of
Republic Act 5546)
When are collections allowed?
As stated in, DepEd Order No. 19, s. 2008, no fees
shall be collected from school children enrolling in
pre-school up to Grade IV, during the enrolment
period and at any time during the school year. For
Grade V and beyond, no collection of any type should
be undertaken during the enrolment period and the
first month of classes.
What are the allowed contributions that may
be collected?
1. Collections are allowed when it covers the
contributions of parents and other donors for the
support of barrio high schools.
2. Collections are allowed when it covers collection of
membership fees of school children and students
in Red Cross, Girls Scout of the Philippines and
Boys Scout of the Philippines.
3. It is also allowed for Anti-TB Fund drive, school
publication and membership in student/pupil
organizations. (DO 41 s.2012)
However, it should be emphasized that these
collections are strictly on a voluntary basis. Learners
shall not be forced to contribute or pay any amount.
Besides those mentioned above, are there
other collections allowed?
Yes. Other feed aside from those mentioned above
may be collected provided the collection was upon the
consensus and initiative of the Parents and Teachers
Association (PTA). (DO 54 s.2009)
When the collection is made by the PTA, is it
mandatory?
No, it is not mandatory. PTA is allowed to collect
voluntary contributions from parents/guardian-
members once it has been duly recognized and given
certificate of recognition by the school head. (DO 54
s.2009)
Are teachers, school officials and school
personnel allowed to collect fees and
contributions?
No, teacher, school officials nor school personnel
shall collect fees or contributions, nor shall they be
entrusted with the safekeeping and disbursement of
collections made by the PTA pursuant to the Code of
Ethics for Professional Teachers. (DO 41 s.2012)
Are teachers allowed not to admit, not to
promote or not to clear learners in case the
parent/guardian failed to give voluntary
contributions?
No, they are not allowed. In no case shall non-
payment of voluntary school contributions on
membership fees be made a basis for non-admission,
no-promotion or non-issuance of clearance to a
student in a school concerned. (DO 41 s.2012)
