Project Management H&S Process

(Initiation Stage – Design Stage – Procurement Stage – Construction – Close Out).

INITIATION STAGE: -

• Project Kick off: Understand the development of project and H&S requirements.
• Pre-Construction Site Inspection: Carryout & to identify the risk in the project and incorporating the
precautionary measures in project HS risk assessment and design.

DESIGN STAGE: -

• Safety In design: Incorporating the applicable codes of practice based on the identified risk.
• Project H&S Risk Assessment: Development and finalisation of Project H&S Risk Assessment after
completion of design and to ensure the on the control measures identified to be implemented during
construction.

PROCUREMENT STAGE: -

• Project H&S Risk Assessment: Developed H&S Risk Assessment should be floated along with the tender and
briefed during pre-bid to be acknowledged by the contractor / sub-contractor on the risk mitigation control
measures to adopted during construction.
• Site Logistics Plan: Development and finalisation of the site logistics plan based on the number of
packages/contractors going to be engaged during construction. The site logistics plan with identifying the site
fencing, security, entry/exit, first aid, Induction room, storage/yard, welfare, and other H&S enabling
requirements to be incorporated in the tender of the specific contractor to ensure during construction. It
should be briefed to all the contractors during pre-bid.
• Electrical & Illumination Plan: Development and finalisation of electrical & illumination plan based on the
approved design for construction. The requirement should be floated along with tender (BOQ) to be
maintained by the specific contractor.
• Emergency Management Plan: Development and finalisation of emergency evacuation & response plan
along with requirements of number of fire points. The same to be briefed to be contractor during pre-bid and
should be part of construction enabling activity.
• H&S Clause: H&S clause should be floated along with the tender and briefed during pre-bid to acknowledge
by the contractor / sub-contractor on the safety standards to adopted during construction.
Project Management – H&S Process
• Pre-Bid Briefing on HSE clause and project HSE risk mitigation control measures to be adopted and
maintained during construction.
• Contractor HSE evaluation: Evaluation & recommendation of contractor to be carried out through the
contractor H&S assessment sheet.

CONSTRUCTION STAGE: -

• Project Health & Safety Management Plan: Update and finalization of the PHSMP before kick start of
construction.
• Contractor Safety Documentation: Review & finalisation of safety plan, Risk Assessment, SWMS, formats,
and checklists before one week of site kick-off.
• PPE: Contractor to provide the PPE samples for approval from PM for usage during construction.
• Safety Professional: Contractor to submit CVs safety officer’s for review the capability to manage H&S at
site.
• Enabling & Establishment: Enabling and establishment of approved site logistics, electrical & illumination, &
emergency management plan.
• Site Kick off: Briefing, the contractor team on the project H&S rules, regulation with maintaining the
guideline as provided by builder/facility/client requirements.
• H&S Induction: H&S induction to be carried out for each employee, workers, suppliers, and Visitors entered
to the site.
• Pep Talk/Toolbox Talk: Pep / toolbox talk to conducted regularly on site at the work location before start of
the job and to be carried out by the site supervisor/engineer managing the job.
• SWMS/JSA: - Development and finalisation of SWMS/JSA for all planned and critical activity prior to start of
the job at least one week before.
• Documentation: H&S documentation to be maintained as per standard requirements.
• H&S Report: Preparing and Circulating H&S reports all as per process & scheduled timeline.

CLOSE OUT: -

• Review & feedback on Contractor H&S performance during the construction and recommendation.
• Final circulation of H&S Performance report for the project.
• Circulation of lessons learnt on the project.
