1.0 PURPOSE
To define the procedure to control the design process (if required by customer) to ensure that
customer’s needs are translated into technical specifications for materials, products and
processes.

2.0 SCOPE
This procedure is applicable to the following design activities:
a. Design Planning
b. Design Interface
c. Design Inputs
d. Design Outputs
e. Design Review and Verification
f. Design Validation
g. Design Changes

3.0 REFERENCE
Quality Manual Clause 8.4

4.0 RESPONSIBILITY
The Design Engineer shall be responsible for the overall design and development process of a
particular project and internal approval of designs.

5.0 PROCEDURE
5.1 Design Planning
1. At the tender/proposal stage, the Design Engineer shall carry out a preliminary heat load
calculation and the results will be used to prepare the quotation to the customer.

2. Upon confirmation of the order from the customer, the Design Engineer shall plan for the
detail design.

5.2 Design Input


The design inputs shall be provided by the customer. The following information shall be the
design input:
a. Ambient operating conditions
b. Customer’s specifications

e. ISO Design Standards e.g., ISO 7547, ISO 8861, etc.

5.3 Design Process (Calculations)


1. After determining the design inputs, the Design Engineer shall proceed to prepare the
design calculations. A Design Input List shall be prepared and the input parameters
keyed into the design program. The output of the design program is the Heat Load
Calculation Summary as part of the results of calculation.

2. From the results of the calculation, the equipment is selected (if required by customer).
The Equipment Selection List shall summarise all the equipment selected together with
the equipment brochures with the technical data.

3. Ducting design (if required by customer) shall be carried out and Single line/double line
drawings shall be produced as the ducting design including routing of ducting. If required
by the customer, the shop drawings for the ducting fabrication shall be produced.

5.4 Design Interfaces


1. Internal Interfaces
a) The Design Engineer carries out the design process individually and no
interface with other design engineer is necessary.

b) The Design Engineer shall liaise with the Director regarding the purchase of
equipment and material for the fabrication of ducting, etc.

2. External Interfaces
The key external interfaces are with the Professional Engineer and/or customer for
the approval of design:
a. Interface with Professional Engineer
The Design Engineer shall liaise with external Professional Engineer for the
endorsement of design prior to execution, if required by customer.

b. Interface with Customer


The Design Engineer shall liaise with the customer for their approval of design
through the submission of the Heat Load Calculation and Single line/Double
line drawings prior to fabrication work.

5.5 Design Outputs


1. The following items shall constitute the design outputs for a design project:

a. Heat Load Calculations;


b. Single line/double line drawings (if required by customer)
c. Other related drawings (if required by customer)
d. Equipment lists (if required by customer);
2. Design output shall meet the design input requirements of the designed system.

5.6 Design Review

Review of the conceptual design is carried out during the tender/proposal stage where the
design concept is part of the proposal. The design concept is considered accepted when
customer places order with the company.

5.7 Design Verification


Design verification refers to checking of the design output to ensure that the design input has
been met. The following actions shall be carried out:

a. Verification of Designs Outputs

Design drawings, equipment lists and heat load calculations shall be checked by the
Design Engineering Manager internally prior to submitting to the customer for approval.
b. If required, the design outputs shall be endorsed by external Professional Engineer prior
to submitting to the customer for approval.

5.8 Design Validation


1. Testing and commissioning of the designed system (if required by the client) shall be
carried out to validate the design. Testing and commissioning shall be conducted in
accordance with customer’s Testing & Commissioning Plan or RO&M’s Testing &
Commissioning Plan approved by the customer. In general, the tests shall include the
following activities where applicable:

a. Evaluation of performance of designed system under operational conditions.


b. Inspections to verify design features conform to defined user needs.

2. Customer shall be requested to sign the Testing & Commissioning Plan as evidence
that the final product meets their requirements.

5.9 Design Changes


All design change from the customer shall be in writing. If the change affects the cost or
delivery schedule, the Director shall quote the customer for the change. It shall be approved
by the customer before affecting the change. When the design affects the system
performance, the heat load calculations shall be re-done and submitted for approval.

6.0 RECORDS
The following documents shall be kept as records:
a. Heat Load Calculations
b. Single line drawings/double line drawings (if required by customer)
c. Shop drawings/Other related engineering drawings (if required by customer)
d. Equipment lists (if required by customer)
e. Customer Design Change request, if applicable
f. Testing & Commissioning Plan and Reports (if commissioning carried out by RO&M)
