REQUIREMENTS, STANDARDS, AND CLARIFYING INFORMATION

1. PERIOD OF PERFORMANCE: The period of performance for this contract will be 45 Days from the
issuance of the notice to proceed.

2. SITE LOCATION: All work shall be done at 31° 35' 58.2”N, 64° 22’ 20.7”E (MGRS 41 RPQ 30197
96863) in Lashkar Gah.

3. GENERAL REQUIREMENTS: The Contractor shall provide all labor, materials, tools, equipment,
transportation, communication, expertise, supervision, and all other items & services as necessary to
complete the work described in this Statement of Work (SOW) and the attached drawings/specifications.
The Contractor shall perform to the standards in the contract. The Contractor shall execute all work in a
professional manner, in accordance with the applicable specifications, drawings, and U.S. industry standard
construction practices and techniques.

4. SITE PREPARATION: Scarify, grade/level, re-compact to 95%, and install gravel to a compacted 4-
inches (10 cm) for a 6400 ft2 (595 m2) area.

5. STANDARDS: Notwithstanding any other provisions of this SOW, the Contractor shall comply with U.S.
laws applicable to the work and the contract. In the case of inconsistencies, the Contractor shall contact the
Contracting Officer’s Representative (COR), identify the inconsistency, and seek guidance. The Contractor’s
work performance shall meet U.S Army regulatory standards unless otherwise stated.

6. OBJECTIVE: The Contractor shall provide to the Government the facilities, materials, and services
required for a complete and useable facility as specified in this SOW. Mobilization must begin within ten
(10) days after Notice to Proceed, and contract must be completed within Forty-Five (45) days after notice
to proceed.

7. SUBMITTALS: Contractor shall provide Submittals with an ENG 4025 “Submittal and Transmittal Form”.
ALL SUBMITTALS REQUIRE RSC-SW ENGINEER APPROVAL PRIOR TO CONSTRUCTION. The following
items require a submittal within 7 days of notice to proceed:
a. Quality Control Plan
b. Detailed Construction Schedule (Gant Chart)

The Contractor shall submit no less than weekly progress reports to the COR.

8. WARRANTY: The Contractor shall warranty all work and products for a minimum of 1 year from date of
acceptance or for the length of the manufacturer’s warranty, whichever is greater.

9. PERSONAL PROTECT IVE EQUIPMENT (PPE): The Contractor shall train Contractor personnel to
be knowledgeable and proficient in the requirements for and use of PPE (i.e. gloves, safety glasses, boots,
hard hats, goggles, etc.), as applicable to the work addressed in this SOW.

10. MODIFICATIONS: All increases, decreases or modifications to requirements specified in this SOW must
be directed by the CO. The COR does not have the authority to change the contract.

11. BILLETING/MEALS: There is no contractor billeting available at the location. A location will be
provided where the Contractor can establish an area for Contractor personnel. All required subsistence
and personnel support are the responsibility of the Contractor. Whether a US or local national contactor,
the Contractor will provide food and water to all Contractor employees while on the project site.

12. TRANSPORTATION: It is the Contractor’s responsibility to procure/provide transportation to and


from the project site and in and around the project site for Contractor’s employees, materials, tools,
equipment, and supplies.

13. SECURITY /PASS REQUIREMENTS: The Contractor shall become knowledgeable of and adhere
strictly to existing security and medical screening procedures and instructions applicable to the
installation.

14. MINE CLEARING AND EXPLOSIVE ORDINANCE: The presence of mines and/or UXO is not
anticipated. If suspected mines/UXO is encountered, the Contractor shall cease work and contact the COR.

15. WORKING CONDIT IONS: Measurements provided on the drawings and in this SOW are
approximations only (all structures and items in this SOW may not be represented on the attached
drawings). The Contractor is responsible for inspecting all work areas and determining actual work area
conditions, measurements, and work requirements. Existing conditions shall not be the basis for any

modifications to the contract. Should the Contractor encounter situations where proposed work is not
feasible, the Contractor shall immediately notify the COR through a Request for Information (RFI) submittal
seeking guidance.

16. SCHEDULES: The Contractor shall provide a proposed construction schedule with bid. Following award,
the Contractor shall submit a schedule, for Government approval, detailing the time frames in which
specific tasks will be done to effectively meet the performance period. If the schedule needs adjustment to
meet requirements of the customer on site, the Contractor shall communicate with the COR any schedule
issues/impacts for COR approval.

17. SUPERVISION AND QUALITY CONTROL: The Contractor shall maintain supervision of all
personnel and execute the Contractor’s approved quality control program throughout execution of the
project. The quantity or quality level shown or specified shall be the minimum provided or performed. The
actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the
minimum within reasonable limits. To comply with these requirements, indicated numeric values are
minimum or maximum, as appropriate, for the context of the requirements. The Contractor will refer
uncertainties to the COR for a decision before proceeding. All materials shall be new.

18. QUALITY ASSURANC E/QUAL ITY CONTROL: Following award, the Contractor shall submit to the
CO, for Government approval, one (1) copy of the Contractor’s project-specific Quality Assurance/Quality
Control (QA/QC) Plan tailored to the accomplishment of the work specified in this SOW. The Contractor
shall not begin on-site work until such time as the Contractor’s QA/QC Plan is approved. Contractor must
coordinate with COR for all power outages that effect the day to day mission at the Camp.

19. INSPECTION GAT ES:


a. Concrete: before placing concrete the contractor will notify the COR of their intention to start, the COR will
perform an on-site inspection of the contractor’s formwork and reinforcing bar (re-bar) placement. Once the
COR has approved the contractors preparatory work, the contractor may proceed with the concrete
placement.

20. SAMPLES: Prior to commencing any given phase of the work, the COR may require the Contractor to
demonstrate in advance, at no cost to the Government, by such means as construction of a sample or
execution of a practice run, that the techniques or practices that the Contractor intends to use will safely
satisfy the quality and pace of work required by the contract.

DELIVERABLES

1. Site Preparation: Contractor shall scarify, grade, and compact to 95% for a 6400 ft2 (595 m2) site with
proper grading for drainage IAW Part 2 of the attached specifications and as specified by the COR.

2. Ammunition Supply Point: Contractor shall construct One (1) Ammunition Supply Point in accordance
with attached SOW diagrams and Task Force Phoenix Designs and Specifications.

3. Chain Link Fence: Contractor shall install 1253ft (382m) of chain link fence with barbed wire,
concertina wire, and outriggers in accordance with attached SOW diagrams and Task Force Phoenix
Designs and Specifications.

4. 20 ft Chain Link Vehicle Gate: Contractor shall install Five (5) 20ft chain link vehicle gates in
accordance with attached SOW diagrams and Task Force Phoenix Designs and Specifications.

5. Security Screen: Contractor shall install 2645ft (806m) of security screen in accordance with attached
SOW diagrams.

I. Design shall be constructed identical to metal security screen as shown in Figure 6.


II. Contractor shall remove and dispose of existing concertina wire, damaged chain link security
screen, and other debris as necessary to install metal security screen in the locations identified
by the COR.
