1. P ROJECT BRIEF

The Project “Construction of Three Classrooms & One Zoology Museum at BZU
Multan”is permanent infrastructure with following details:-

2. S COPE OF SERVICES

The Following are included in the scope of consultancy services required for the subject
project:-
 The Project cost i.e Rs. 26 (M), the services includes Design and Top
Supervision of the project.
 Soil investigation/determination of bearing capacity of soil.
 Preparation of Preliminary Designs/Drawings/Plans/Sections & Elevation
including 3-D Views.
 Detailed Architectural/Structural/Drawings & Layout Plan.
 BOQ & Bidding Drawings and all internal Services including Electrical,
Plumbing, Sanitary Installation, Telephone & Internet.
 The Top supervision of the Project.
 Re-consonance/soil investigation will be responsibility of consultant and its
cost will be inclusive of design cost (no additional payment will be made).
3. PROCEDURE OF OPEN COMPETITIVE BIDDING.-

Same as otherwise provided in these rules the following procedures shall be


permissible for open competitive bidding, namely:-
Single stage – two envelope procedure:- (PPRA Rule No.36 (b) )
(i) The bid shall comprise a single package containing two separate Envelopes.
Each envelope shall contain separately the financial proposal and the technical
proposal;
(ii) The envelopes shall be marked as “FINANCIAL PROPOSAL” and “TECHNICAL
PROPOSAL” in bold and legible letters to avoid confusion;
(iii) Initially, only the envelope marked “TECHNICAL PROPOSAL” shall be opened;
(iv)The envelope marked as “FINANCIAL PROPOSAL” shall be retained in the
custody of the procuring agency without being opened;
(v) The procuring agency shall evaluate the technical proposal in a manner
prescribed in advance, without reference to the price and reject any proposal
which does not conform to the specified requirements;
(vi) During the technical evaluation no amendments in the technical proposal shall
be permitted;
(vii) The financial proposals of bids shall be opened publicly at a time, date and
venue announced and communicated to the bidders in advance;
(viii) After the evaluation and approval of the technical proposal the procuring
agency, shall at a time within the bid validity period, publicly open the financial
proposals of the technically accepted bids only. The financial proposal of bids
found technically non-responsive shall be returned un-opened to the respective
bidders; and
(ix) The Bid to be the “most advantageous” (least cost method) shall be accepted.

The minimum technical score required to pass is: 65 Points out of 100.
5. T ECHNICAL PROPOSAL SUBMISSION

6. F INANCIAL PROPOSAL SUBMISSION FORM

7. P REPARATION OF TENDER DOCUMENTS

Consultant will prepare tender documents in accordance PPRA Punjab Rules


2014 and P&D guidelines.
8. BILL OF QUANTITIES

The Consultant shall prepare detailed bill of quantities on the standard format
(latest MRS Finance Department Govt. of Punjab) calculated to the accuracy of ±10%
of all items of work. Backup data will be provided to the Client/Client's
Representative in separate folder.
9. Preparation of Construction Drawings

Consultant will prepare Construction Drawings.

10. Deliverables& Payment.

The Consultants shall be required to produce the following outputs at the end

GENERAL ARTICLES

1. T IME DURATION:
The time duration for the proposed consultancy is estimated to be 02
monthsfor feasibility and design stage& and supervision period shall be as per
contractors construction period. The client shall be at liberty to increase or
decrease the quantum of work / duration of consultancy services without
assigning any reason.

2. C ONSULTANT’S LIABILITY

Professional liability as stated in the prevalent conduct and practice of


Consulting Engineers Prescribed by PEC/PCATP and as per PPRA Rules shall
be applicable to the consultant.

3. B ZU (REQUIREMENTS)

The Consultant will take special measures for representing national/historical


Architecture, defining cultural heritage of the region/country, energy efficient,
compliant of Building Code of Pakistan, the Accessibility Code of Pakistan
2006, Fire Prevention and Safety Regulations-2016, friendly for special/disable
people and other similar regulations for molted by the Govt. from time totime.
The consultant shall have to certify the compliance of the prevailingregulations
in this regard.
