Department of Health for the Implementation of the

8-Point Action Agenda

In view of Administrative Order 2023-0015 entitled “Adoption of the 8-Point Action

Agenda as the Medium Term Strategy of the Health Sector 2023-2028”, the following DOH
officials are hereby designated to lead the various management clusters to ensure streamlined

B. UHC Health Services Cluster (UHC-HSC)

Undersecretary Abdullah B. Dumama, Jr. shall be the Cluster Lead of the

nationwide UHC-HSC and
concurrent head of Area IV (Mindanao), with supervision
over all other Areas under UHC-HSC:

 . UHC Policy and Strategy Cluster (UHC-PSC)

Department Personnel Order No. 2024-1715 shall continue to remain in force and
effect for Chief of Staff and Undersecretary Lilibeth C. David, Undersecretary
Kenneth G. Ronquillo, and Assistant Secretary Leonita G. Gorgolon.

. Public Health Services Cluster (PHSC)

Undersecretary Glenn Mathew G. Baggao shall be the Cluster Lead of PHSC,

supported by Assistant Secretary Maylene M. Beltran.

. Management Support Cluster (MSC)

Undersecretary Achilles Gerard C. Bravo shall supervise the Administrative

Service and the Financial and Management Service, while Undersecretary Ma.
CarolinaV. Taifio shall supervise the Supply Chain Management Service.

. Health Regulation and Facility Development Cluster (HRFDC)

Undersecretary Emmie Liza Perez-Chiong shall be the Cluster Lead of HRFDC,

supported by Assistant Secretary Charade B. Mercado-Grande. Undersecretary
Perez-Chiong shall also be the Department’s Chief Information Officer (CIO).

. Special Concerns and Public-Private Partnership Cluster (SCPPPC)

Undersecretary Maria Francia Miciano-Laxamana shall be the Cluster Lead of

SCPPPC.

Under this Order, the above-mentioned Cluster Leads shall act on all matters
pertaining to their designated cluster. Department Personnel Order Nos. 2023-7092 and
2023-7179 are hereby repealed. Department Personnel Order No. 2024-0814 is hereby
modified accordingly. All other issuances inconsistent with or contrary to the provisions of
this Order are hereby revised, modified, repealed, or rescinded accordingly. If any provision
of this Order is held invalid by any competent authority, the other provisions not affected
thereby shall continue in operation.
