A RESOLUTION APPROVING THE ANNUAL BARANGAY YOUTH INVESTMENT PLAN (ABYIP)

AND BUDGET FOR FY 2019 OF BARANGAY 04 POBLACION, SAN LUIS, AURORA FOR THE
UTILIZATION OF THE SANGGUNIANG KABATAAN (SK) 10% FUND.

WHEREAS, the Sangguniang Kabataan of this barangay prepared the ABYIP and Budget for FY
2019 which conforms with the objectives of the Implementing Rules and Regulations of R.A. 10632, also
known as “An Act to Postpone the Sangguniang Kabataan Elections on October 28, 2013, Amending for
the Purpose R.A. 9340, and for other purposes;

WHEREAS, the said plan and budget is embodied, incorporated and included in the Barangay
Investment Plan (AIP) of this barangay for FY 2019;

WHEREAS, the total aggregated amount of ABYIP is embodied, incorporated and included in the
Annual Investment Plan of this barangay for FY 2019;

WHEREFORE, be it resolved as it is hereby resolved by the Sangguniang Kabataan of Barangay

04 Poblacion, San Luis, Aurora in session duly assembled-

TO APPROVE THE ANNUAL BARANGAY YOUTH INVESTMENT PLAN AND BUDGET FOR THE FY
2019 OF BARANGAY 04 POBLACION, SAN LUIS, AURORA.

RESOLVED FURTHER, that copy of such ABYIP and Budget be attached and made as an
integral part hereof;

RESOLVED FURTHERMORE, to send a copy hereof to the Honorable Sangguniang Barangay of

Barangay 04 Poblacion and Sangguniang Bayan of San Luis, Aurora, for their information and reference;

Youth Development Plan for FY 2019-2021 which conforms with the objectives of the Implementing Rules
and Regulations of R.A. 10632, also known as “An Act to Postpone the Sangguniang Kabataan Elections
on October 28, 2013, Amending for the Purpose R.A. 9340, and for other purposes;

WHEREAS, the said plan and budget is embodied, incorporated and included in the Barangay
Development Plan (BDP) of this barangay;

WHEREAS, the total aggregated amount of the CBYDP is embodied, incorporated and included
in the Annual Investment Plan of this barangay;

WHEREFORE, be it resolved as it is hereby resolved by the Sangguniang Kabataan of Barangay

04 Poblacion, San Luis, Aurora in session duly assembled-

A RESOLUTION APPROVING THE SANGGUNIANG KABATAAN ANNUAL BUDGET FOR FY 2020

OF THE SANGGUNIANG KABATAAN OF BARANGAY 04 POBLACION, SAN LUIS, AURORA.

WHEREAS, the Sangguniang Kabataan of this barangay prepared the SK Annual Budget for FY
2020 which is in accordance with section 20 (a) of the SK Reform Act of 2015 (RA No. 10742), that
provides that ten percent (10%) of the general fund of the barangay shall be set aside for the SK and
shall be disbursed solely for youth development and empowerment purposes;

WHEREAS, Section 20 (b) of the same law provides that the SK shall have financial
independence in its operations, disbursements, and encashment of their funds, income and expenditures;

WHEREAS, the SK Annual Budget for FY 2020 conforms with the Joint Memorandum Circular
No. 1, series of 2019, dated January 23, 2019 providing for the guidelines on the appropriation, release,
planning and budgeting process for the SK funds;

WHEREAS, the total aggregated amount of the SK Annual Budget for FY 2020 is embodied,
incorporated and included in the Annual Investment Plan of this barangay for FY 2020;

WHEREFORE, be it resolved as it is hereby resolved by the Sangguniang Kabataan of Barangay

04 Poblacion, San Luis, Aurora in session duly assembled-

TO APPROVE THE SK ANNUAL BUDGET FOR FY 2020 OF THE SANGGUNIANG KABATAAN OF

SK BUDGET MESSAGE

December 28, 2024

THE HONORABLE MEMBERS

Sir/Madam:

Together with the Sangguniang Kabataan of this barangay, we respectfully submit to

you our Sangguniang Kabataan Annual Budget for the Fiscal Year 2020 with the Estimated
Income amounting to THREE HUNDRED THIRTY ONE THOUSAND, SIX HUNDRED
SEVENTY TWO PESOS AND SIXTY CENTAVOS (P 331,672.60) and we have prepared a
proposed Expenditure Program for the same amount, for your consideration, adoption and
inclusion to the Barangay Annual Budget for FY 2024.

The proposed SK Annual Budget for FY 2024 has been prepared in coordination and
consultation with the Katipunan ng Kabataan.

The proposed Expenditure Program follows the development direction of the Barangay
Development Plan as approved by the Barangay Assembly. As such, it is fully consistent with
the approved Barangay Annual Investment Program (AIP) for Fiscal Year 2024.

To summarize, we have programmed the following amounts for:

Maintenance and Other Operating Expenses (MOOE) ------------- P 82,918.08

Maintenance and Other Operating Expenses (MOOE) ------------- P 91,754.52
Youth Development and Empowerment Programs ----------------- P 157,000.00
TOTAL ------------------------------------------ P 331,672.60

Attached to the proposed SK Annual Budget for Fiscal Year 2024 is the duly approved
Annual Barangay Youth Investment Plan (ABYIP) for FY 2024.

Youth empowerment is achieved through participation in youth empowerment

programs, with the youth being active and participative, we give them the responsibility to
shape and hone their future. By giving them the chance, they in turn grow up into better adults
in the society. Giving young people a place in decision-making builds a broader base of citizen
involvement and creates a stronger and more inclusive communities. May this manifestation
serve the youth of our barangay to safeguard their rights, freedom, welfare and empowerment.
