A RESOLUTION SUPPORTING THE COMMISSION EN BANC RESOLUTION NOS. 08-071-2021, 08-

072-2021, 08-073-2021 AND 08-074-2021 ISSUED BY THE NATIONAL COMMISSION ON
INDIGENOUS PEOPLES (NCIP) ADDRESSING THE GOVERNMENT’S EFFORT TO END THE
LOCAL COMMUNICT ARMED CONFLICT AND INCREASING AWARENESS ON THE PLIGHT OF
THE INDIGENOUS CULTURAL COMMUNITIES/INDIGENOUS PEOPLES (ICC/IPS)

WHEREAS, Republic Act No. 8371 otherwise known as Indigenous Peoples Rights Act of
1997 (IPRA) provides that the State recognizes its obligations to respond to the strong expression of
the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) for cultural integrity in
education, health, as well as other services;

WHEREAS, ICCs/IPs are marginalized and vulnerable to exploitation and recruitment by the
Communist Terrorist Groups and Ancestral Domain are conducive for the establishment of NPA
Guerilla Bases and Zones;

WHEREAS, the NCIP issued the following En Banc Resolutions:

1. Condemning the Continued Killings of Indigenous Peoples (IPs) by the Communist Party
of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF);
2. Condemning the Radicalization, Recruitment, and Exploitation of Indigenous Peoples
(IPs) by the Communist Party of the Philippines – New People’s Army – National
Democratic Front (CPP-NPA-NDF);
3. Condemning the Acts of the Communist Party of the Philippines – New People’s Army –
National Democratic Front (CPP-NPA-NDF) in Creating their “IP Peoples Organizations”
Misrepresenting the True Interests and Situations of the Indigenous Cultural
Communities/Indigenous Peoples (ICCs/IPs);
4. Urging for a Concerted Effort for the Freedom of BAE Bibyaon Bigkay Ligkayan and
condemning her Exploitation by the Communist Party of the Philippines – New People’s
Army – National Democratic Front (CPP-NPA-NDF).

NOW THEREFORE, BE IT RESOLVED, by the Barangay Peace and Order Council of

Barangay Quibel, City/Municipality of Dumalneg, Ilocos Norte to adopt the Commission En Banc
(CEB) Resolution Nos. 08-071-2021, 08-072-2021, 08-073-2021 and 08-074-2021 issued by the
National Commission on Indigenous Peoples and give our full support and cooperation in the
fulfilment of these CEB Resolutions;
 RESOLVED FURTHER, to furnish copies of this resolution to the National Commission on
Indigenous Peoples, Department of the Interior and Local Government, Local Government Units
(Ancestral Domain Area) and to all other concerned government agencies for information and
guidance.
