CIRCULAR NOTE NO. 17 OF 2024

Vacancies for the Post of Electrician

Applications are invited from qualified serving employees on the permanent


and pensionable establishment who wish to be considered for appointment as
Electrician in the Energy Services Division of the Ministry of National
Infrastructure and Community Development.

A. QUALIFICATIONS

By selection from among serving employees on the permanent and


pensionable establishment who: -

(a) possess –

(i) the Certificate of Primary Education;

(ii) the National Trade Certificate (Level 3) in Electrical Installation


Works (Modules 1, 2 and 3) issued jointly by the Mauritius
Examinations Syndicate and the Industrial and Vocational
Training Board (IVTB) [now Mauritius Institute of Training and
Development (MITD)] or the National Certificate (Level 3) in
Electrical Installation Works awarded by the Mauritius Institute
of Training and Development (MITD) or an equivalent
qualification acceptable to the Public Service Commission; and

(b) have a knowledge of First Aid.

Note:

Candidates should produce written evidence of knowledge claimed.

B. DUTIES

1. To carry out complete power and lighting installations of all types in


buildings according to regulations, including outdoor power and
lighting installations, installation of fire alarm system, call system,
lightning prevention system, trunking system and other systems.

2. To perform maintenance work on all types of electrical power and


lighting installations including yard lighting, fire alarm system, call
system, lightning prevention system, trunking system and other
systems, and on electrical equipment.

3. To locate and remove faults and carry out repairs on electrical


installations and electrical equipment.

4. To interpret wiring diagrams/instructions and carry out work


according to such diagrams/instructions.

5. To give a practical demonstration of and to administer First Aid


treatment in case of electric shock, whenever required.

6. To use correct size of conductors, fuses, switchgear and relevant


safety devices, as required by the Institute of Electrical Engineers
wiring regulations currently in force or Mauritian standards, if
applicable.

7. To prepare estimates for electrical works, including


maintenance/repair works.

8. To carry out periodic tests on electrical installations and equipment


and take necessary precautions to ensure that electrical installations
and equipment are safe.

9. To use properly and take care of all instruments, tools and materials
in use in the trade.

10. To remove and return materials from stores, using correct established
procedures.

11. To maintain services in Government buildings.

12. To keep records of work performed.

13. To carry out such other tasks as are necessary in the course of
normal duties such as carrying tools and materials.

14. To operate lifts manually.

15. To attend to breakdowns and emergencies promptly outside office


hours.

16. To assist senior staff in the performance of their duties.

17. To operate plant and equipment, as and when required.

18. To perform such other duties directly related to the main duties listed
above or related to the delivery of the output and results expected
from the Electrician in the roles ascribed to him.

Note

Electricians may be required to work outside normal working hours


including Saturdays, Sundays and Public Holidays and on officially declared
cyclone days.

C. SALARY

The permanent and pensionable post carries salary in scale of Rs 15,745 x 260 –
17,825 x 275 – 18,925 x 300 – 19,525 x 325 – 21,475 x 375 – 22,225 x 400 –
23,425 x 525 – 26,050 x 675 – 27,400 x 825 – 28,225 a month, plus salary
compensation at approved rates. Appointment in a temporary capacity in the
grade carries a flat salary of Rs 15,745 a month, plus salary compensation at
approved rates.

D. MODE OF APPLICATION

(a) Applicants should submit their applications in duplicate, on the


attached proforma as follows: -

(i) Section A of the original to be filled in by the candidates and


submitted directly to the Permanent Secretary, Ministry of
National Infrastructure and Community Development (National
Infrastructure Division), before the closing date for submission
of applications; and

(ii) the duplicate through their respective Supervising/


Responsible Officers who will forward it duly completed, to the
Permanent Secretary within a week after the closing date.

(b) Photocopies of birth and other certificates and the National Identity
Card should be submitted along with applications and applicants
should produce the originals if and when called upon to do so.

(c) The envelope should be clearly marked on the top left-hand corner –
“Post of Electrician”. Applications not made on the prescribed form
will not be accepted.

E. IMPORTANT

(i) Qualifications obtained after the closing date will not be accepted.
Only qualified persons should apply.
(ii) Incomplete, inadequate or inaccurate filling of the application form
may cause the elimination of candidates from the competition.
(iii) Applications not made on the prescribed form will not be accepted.

(iv) Applications received after the closing date will not be accepted.

(v) Only the best qualified candidates will be called for interview.

(vi) The Ministry reserves the right not to make any appointment following
this advertisement.

F. CLOSING DATE OF APPLICATION

Applications should reach the Permanent Secretary, Ministry of National


Infrastructure and Community Development (National Infrastructure
Division) (Energy Services Division) Human Resource Registry, Level 4,
Moorgate House, Sir William Newton Street, Port Louis, not later than
3.30 p.m. on Friday 31 May 2024
